South Sudan: Vocational Skills Trainer in Maban County, Upper Nile State

1. Background information.

The Lutheran World Federation/Department for World Service (LWF/DWS) South Sudan Programme was established in 2009 and strives to provide humanitarian assistance (emergency/relief, rehabilitation and development work) to refugees and other vulnerable communities to enable them meet their basic human rights and needs in line with its vision and mission statements, and core values. The activities of LWF include education, child protection, food security, WASH, emergency and capacity building of local authorities and community members. The above activities fall under LWF’s two broad thematic areas of:

  1. Emergency Response and Disaster Risk Management.
  2. Sustainable livelihoods which include (Food Security, Education and Water/Sanitation) sectors.

LWF/DWS South Sudan Programme has been implementing the education activities in Yussif Batil, Gendrassa and Kaya Refugee camps, Maban Country, Upper Nile State under six projects.

One of the strategic objectives for LWF South Sudan is to increase access to education and improve quality of learning for children and adults in Upper Nile State. This includes running vocational schemes for young men and women aged 16-25 who are not in education, employment or training. This is expected to result in improved practical skills, alongside English Language and numeracy classes resulting in young men and women being empowered and linked to business opportunities, apprenticeship and employment opportunities. LWF runs three vocational schemes, carpentry, tailoring and catering in Yussif Batil refugee camp with funding from SIDA (Swedish International Development Agency). LWF seeks to train all vocational skills trainees (90) on basic business skills, putting together a CV and cover letter and on techniques and methods for beginning self-employment or finding an employer for their particular skill set.

2. Goal

To familiarise the participants with basic business skills and equip the participants with the knowledge and skills to find employment and have the skills required to run their own businesses (self-employment).

Attendees:

  • 30 tailoring trainees and 1 LWF staff from Yussif Batil
  • 30 carpentry trainees and 1 LWF staff from Yussif Batil
  • 30 catering trainees and 1 LWF staff from Yussif Batil

Total 93 participants

2.1 The specific objectives

By the end of the training, participants should be able to:

  1. Know how to conduct a very basic market assessment to determine the location of the customer and which goods are required (what the market gap is).
  2. Develop book-keeping and money management skills to effectively monitor expenditure versus income.
  3. Be able to monitor stock flow
  4. Know how to work together, in groups, using the start-up kits provided (1 per 5 trainees) to generate income
  5. Understand the need to produce good quality samples to show work to customers/potential employers
  6. Develop business orientated communication and interpersonal skills
  7. Explain methods of advertising (appropriate for the camp setting) of goods for sale or services on offer (i.e. clothes mending)
  8. Be able to write a curriculum vitae (CV) and cover letter

Training structure & methodology

The training will be undertaken in three shifts to cater for the number of participants and the different vocational schemes. One workshop will be for Tailoring Trainees in Yusuf Batil for three days, one workshop for Catering Trainees in Yusuf Batil for three days and one workshop for Catering Trainees in Yusuf Batil for three days.

The methodologies employed will include presentations, group discussions, brainstorming, micro teaching, simulation and role play.

The consultant should share and discuss the training manual with the Education Coordinator in Maban ahead of the training. Ideally, the training would be conducted in Arabic and English; an interpreter from one of the LWF staff can be made available, if required, due to the proficiency level of trainees in English. The training should be simplified to the level of the trainees and must be practical and realistic for the protracted emergency situation in the camp.

Work Plan and Time Frame

The time frame for this consultancy will 19 days only distributed as follows:

Deliverables:

  • Training materials developed detailing all the content to be covered.
  • Training schedule/timetable developed and shared with LWF field office.
  • Detailed training report produced showing achievements, challenges, and follow up recommendations.

Equipment and supplies:

  • LWF Maban will provide logistical support (vehicle, office space) as required and within their means.
  • All training material and supplies will be made available by LWF.
  • The consultant will be expected to share ahead of time any materials that LWF needs to provide for the training (within reason).

Responsibility

The trainer will have the overall responsibility of handling the training process from the start to the end of the process. His / her responsibilities will include:

  • Development of training materials based on the ToR developed
  • Draft training schedule detailing each session in the schedule
  • Training report production and submission within the scheduled time
  • Prepare and conduct a baseline / pre-test and post-test to compare participants knowledge and experience of basic business skills and techniques prior to and on completion of the training
  • Complete appropriate documentation when participants successfully complete the training (certificates)
  • Work with the Education Team to identify ways of assisting trainees to identify employment opportunities
  • Ensure that the training sessions are held on time and always keep a respectful attitude
  • Ensure the validity of his / hers travelling documents

On its part, LWF will be responsible for the transport and accommodation of the trainer while in the field conducting the training and for one return flight from Juba to Maban.

Skills and Qualifications:

  • Bachelor Degree in Business studies or a related degree from a recognised institution
  • Previous experience of trainings especially in refugee camp settings.
  • Demonstrated professional experience in NGO staff trainings and workshops.
  • Knowledge or experience of LWF/DWS operations would be an added advantage
  • Excellent facilitation, communication and writing skills
  • Proficiency in oral and written English
  • Proficiency in spoken Arabic (knowledge of written Arabic is advantageous).

In particular, he/she will ensure the honesty and respect the dignity of the persons with whom they interact. Information and documentation shared in the course of the assignment may not be used for any other purpose without the express permission of the country representative of LWF in South Sudan.
