The Norwegian Refugee Council has approximately 4000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
NRC has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. NRC currently operates an integrated programme focused on the five core competencies: Education, Shelter, Food Security, WASH and Information, Counselling and Legal Assistance (ICLA). A scale up in emergency has been delivered with rapid response teams in NFI/shelters, and food distribution as well as emergency response in Education, Food security, shelter and Camp coordination camp management (cccm) capacity building. NRC is currently operational in Central Equatoria, Lakes, Unity, Northern Bahr el Gazhal and Warrap state. The Rapid Response Project Manager will be responsible for the management of Rapid Response team projects within the South Sudan program. The project will have a team with competence for implementation in shelter/NFI, wash, Food security and protection.
Job description
Develop, coordinate and manage emergency responses in line with proposals, strategies and donor requirements.
Manage, train and develop the capacity of the emergency response teams
Ensure high technical quality and transparent processes
Adherence to Core competence tools and handbooks and other NRC policies
Represent NRC in relevant emergency related internal and external forums
Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements.
Promote the rights of IDPs/returnees and explore and asses new and better ways to assist
Implement project specific protection priorities
Specific responsibilities
Leading the rapid response team in conducting gap analysis and assessments of hard to reach areas.
Develop NRC’s internal framework for assessments and emergency interventions
Ensure correct data tracking of emergency intervention while liaising with M&E teams for reporting and documentation.
Responsible for ensuring that Rapid Response teams actively carry out and participate in both multi sector and sector assessments amongst emergency- affected populations in
Produce assessment reports with clear recommendations on the way forward
Continuously monitor and analyze potential emergency situations
Conduct overall emergency response quality supervision
Responsible for Emergency Response projects, reporting and budgets.
Ensure frequent, relevant field visits to field offices and field sites.
Develop project proposals, reports and technical and financial documentation for submission to donors.
Appraise performance of emergency teams and address areas of need through structured capacity building.
Responsible for recruitment and management of the Emergency team
Responsible for compiling overall project implementation Plans of Action in the event of an emergency.
Lead on practical implementation of community based programming with strong community participation and involvement
Compile emergency related internal (bi-weekly, monthly, quarterly) and external (interim and final) reports in the Country / Area of responsibility, as required by Management and donors
Responsible for nurturing a constructive co-operation and healthy integration with other NRC programs in Country / Area of operation, national and local authorities, other international and local NGOs as well as the UN Agencies;
Qualifications
Relevant university degree or higher education.
Minimum 5 years of experience from working as a Project Manager in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Technical expertise in Food Security and livelihood will advantageous
Documented results related to the position’s responsibilities
Knowledge of the context in South Sudan
Experience with start-up, exit or similar
Solid understanding and experience of crisis contexts and working in complex emergencies.
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal

Salary/benefits: According to NRC’s general directions
Duty station: Juba, South Sudan with frequent travels to emergency response locations and the other project areas. The same advertisement can also be used for deployments/recruitment within the Horn of Africa/South Sudan/Yemen/Uganda
