The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 4000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
NRC has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. NRC currently operates an integrated programme focused on the five core competencies: Education, Shelter, Food Security, WASH and Information, Counselling and Legal Assistance (ICLA). A scale up in emergency has been delivered with rapid response teams in NFI/shelters, and food distribution as well as emergency response in Education, Food security, shelter and Camp coordination camp management (cccm) capacity building. NRC is currently operational in Central Equatoria, Lakes, Unity, Northern Bahr el Gazhal and Warrap state. The Project Manager is responsible for the planning and implementation of the Food Security core competence activities in the rapid response team. It will include developing response in different areas with the food security team.
Job description
Contribute to the development of NRC’s strategy, action plan and activities plan and priorities for the FSL CC and ensure that the FSL CC is in line with the NRC Global Program Policy and the priorities of the Program Policy Implementation Plan
Prepare applications and reports in collaboration with the RRT project manager to the relevant donors in accordance with deadlines and guidelines given by the EPD and the applicable donor
Overall budget and technical responsibility for the FSL project.
Develop and plan procedures and tools for implementation of the FSL project in line with proposals, strategies and donor requirements.
Monitoring the budget(s) according to Financial Handbook and donor requirements and regulations.
Ensure continuous capacity building of FSL team
Ensure high quality in projects and guide project staff on technical issues.
Represent CC FSL in internal and external coordination forums
Responsible for project documentation
Promote and advocate the rights of IDPs/returnees and explore and asses new and better ways to assist
Specific responsibilities
Support the Rapid Response Teams in organising emergency response in Country
Coordinate with AM and Emergency Program Director project implementation plans and pre-approve planned budgets
Develop the strategy for the FSL within the county in discussion with the Emergency Program Director, Area Managers, Project Coordinators and other technical staff
Create country wide guidelines for FSL programs on beneficiary selection criteria, sensitization materials, monitoring strategies and other technical issues;
Ensure standardization of FSL initiatives in the country maintaining a critical focus on quality controls as per NRC policies and guidelines
Advocate on specific FSL protection issues
Ensure cross cutting issues (environment, protection and gender) issues are considered throughout FSL programs
Document lessons learned and best practice;
Coordinate the documentation of lessons learned and best practice;
Work closely with other sector coordinators to maximize integration and synergy across programs;
Work with finance department to ensure robust systems are instituted for cash transfers;
Liaise and coordinate with other humanitarian actors
Represent NRC on FSL matters in interagency coordination meetings;
Maintain communication and discussion with the Core Competency Advisers at HQ
In collaboration with Emergency Program Director, Regional FSL PM and Global FSL Advisor ensure that inputs to the field are shared with regards FSL initiatives, policies and processes
Ensure a constructive cooperation with other NRC Core Competences
Qualifications
University Degree in Food security / livelihood with a minimum of 5 years experience in Humanitarian assistance
Strong leadership and coordination skills
Considerable relevant field experience in FSL projects in humanitarian and development programs preferably with non-governmental organizations and in more than one country.
Experience and/or understanding of food security and livelihood related issues in humanitarian and development context
Experience in management and capacity building of teams in complex contexts.
Proven record of training / skills development of individuals and teams, including partner organizations.
Proven ability to analyze complex humanitarian and recovery contexts at local and national level, monitor changes and translate into appropriate strategic planning.
Good assessment, analytical, monitoring and evaluating and planning skills and project management skills to enable program delivery.
Excellent verbal and written communications skills and the ability to relate to people from all backgrounds.
Experience of working with local partners in pre and post emergency contexts
Knowledge of other sectors – education, shelter/nfi, wash, protection and advocacy
