The goal of MSH’s USAID funded Systems for Improved Access to Pharmaceuticals and Services ( SIAPS) program in South Sudan is to reduce disease related morbidity and mortality and minimize the socio-economic impact of diseases through support to the Ministry of Health to make available essential medicines and pharmaceutical services.

The SIAPS project is seeking to recruit a Supply Chain Technical Advisor to support the MoH and partners on supply chain activities. S/He will provide Technical leadership to all SIAPS South Sudan supported supply chain activities at the Central, County and Health Facility level. The Advisor will give special attention to strengthening forecasting, quantification; supply and distribution planning, strengthening storage, inventory and information management of all MNCH, FP Malaria, TB, HIV and AIDs and essential commodities.

Specific Responsibilities:

  • Support the MOH to improve resource mobilization and resource allocation for medicines supply chain and to develop/improve supply chain supportive policies; SOPS and management practices.
  • Lead forecasting, quantification, and pipeline monitoring exercises for all public health commodities, with emphasis on those procured with USAID government funds.
  • Work with other MSH technical advisors and coordinate with the government counterparts, donors and implementing partners to develop a plan for ensuring agreed periodic quantification for public health commodities.
  • Support and provide TA in preparing distribution plans in line with national and county push-pull system, delivery schedule, considering storage capacity, route planning.
  • Assist MoH /CMS NMCP, NACP, LMU logistics personnel with implementation of supply chain management functions including order processing, receiving procedures, commodity storage , issuing supplies, maximum-minimum stock level, average monthly consumption, lead time, stock on hand, safety stock, record keeping, waste management, Physical inventory to enhance the production and dissemination of monthly stock status reports and relevant data for supply chain decision making for specific disease and other essential commodities.
  • Undertake periodic supportive supervision activities with MOH counterparts and develop supervision reports and actions plans.
  • Coordinate and lead regular PTWG meetings to ensure that commodity management activities are well coordinated at both the central and State levels.
  • Plan, organize and conduct capacity building activities for supply chain technical areas as required.
  • Provide written monthly, quarterly and annual progress reports to the CPD on commodity management strengthening, capacity building and other activities.
  • Prepare regular briefs/reports to the Ministry of Health, US government agencies, technical partners and stakeholders, as requested.

Qualifications:

  • Masters level or above training in logistics and supply chain management or related discipline.
  • Demonstrated experience (at least five (5) years) in coordinating with programs supported by international agencies such as WHO, World Bank, the Global Fund and bilateral agencies such as USAID in resource constrained environments.
  • Proven ability to work as a team player in multicultural, diverse teams with experience in partnership development and coordination.
  • Experience in South Sudan a plus but not mandatory.
  • Ability and willingness to travel up to 50% time throughout South Sudan to locations with challenging accommodations, facilities and logistics.
  • Familiar with public health systems in Africa, with a good understanding of key pharmaceutical management issues is strongly preferred.
