The Chief of Party (CoP) - DFATD will be responsible for the strategic leadership and overall management for the DFATD funded Fortifying Equality and Economic Diversificationproject, which focuses improving food security in South Sudan. The CoP will oversee program implementation and financial management, including oversight and coordination of consortium members and staff. This position has principal responsibility for the representation of the project to the donor, Government of South Sudan representatives, and other key stakeholders. Other key responsibilities include ensuring high quality implementation of project activities, financial management according to donor requirements and international accounting standards, timely donor and other stakeholder reporting, and overall contribution to Child Well Being outcomes. The CoP will be accountable for delivering all project results and will be responsible for producing high quality project deliverables. S/he will maintain communication with the two sub-agreement partner agencies and oversee coordination of their technical activities within the project framework, work plan and budget. The COP reports to the National Director of World Vision South Sudan, with a dotted reporting line to World Vision Canada as consortium lead agency.

KEY RESPONSIBILITIES

Grant Implementation:

  • Direct and oversee the implementation of the grant, ensuring that the project’s Ultimate, Intermediate and Immediate Outcomes are achieved
  • Lead consortium members and stakeholders in participatory planning of project activity implementation, ensuring adherence to technical standards, best practices and donor guidelines
  • Establish and maintain effective project management tools for World Vision and consortium partners for standardized implementation planning, quality assurance monitoring, programmatic and financial reporting, beneficiary accountability, risk management, evaluation, and internal communication
  • Provide timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports and any additional donor required reports

Staff Supervision and Management:

  • Supervise a team of senior level international and national staff with skills across a diverse set of technical areas
  • Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements and local laws and ensure proper technical and operational capacity of staff to manage and implement project initiatives
  • Ensure competent and motivated staff are hired and retained
  • Conduct periodic reviews of staff performance in line with WVs performance management system, ensuring opportunities for staff feedback

Budget Management:

  • Develop and rollout standardized budget management tools for spending planning and tracking monthly expenditure against budget actuals to monitor and ensure a burn rate appropriate to project timelines
  • Manage grant budget within approved spending levels and ensure accurate and timely financial reports to donors and key management staff at World Vision Canada
  • Ensure grant/project compliance whereby project expenditures are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure compliant external audit.

Monitoring, Reporting, Documentation & Knowledge Management

  • Establish and maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems
  • Submit timely accurate and quality reports that meet donor requirements
  • Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories

Donor Relations:

  • Represent the FEED project and World Vision in engagement opportunities with DFATD, the Government of South Sudan, UN agencies, implementing and technical partners and other relevant stakeholders.
  • Represent World Vision at relevant meetings with the Government of South Sudan and DFATD counterparts to provide updates on project progress and communicate challenges of the program implementation.

KNOWLEDGE, SKILLS & ABILITIES:

  • Minimum Master's degree in social sciences, public health, management, business administration, international development or a related field related field or equivalent experience in grant management
  • At least seven years of experience in program management and administration, financial management, award cooperative agreement compliance, sub award management, and tracking project performance and costs
  • Proven ability to manage complex consortia or partnership relationships including effective coordination with host country government
  • Strong experience in managing Food Security and Livelihood programs, including nutrition in an emergency context or programs of similar scope and size
  • At least five years of international experience in emergency relief or development project management in fragile or challenging contexts with responsibility of overseeing comprehensive food security programs of similar size and complexity
  • Experience adhering to the Red Cross and Red Crescent Code of Conduct, HAP-I Standard, ECB Good Enough Guide, Sphere Standard (Humanitarian Charter and Participation Standard), donor requirements and WV Humanitarian Accountability Framework
  • Experience and skills in partnership building, especially with the donors, private sector, NGO and local community organizations
  • Familiarity with Government of Canada grants regulations
  • Fluency in English
