As part of a commitment to resilience building within the context of conflict resolution and rapidly changing needs, Oxfam is seeking to recruit a dynamic, committed Consortium Programme Manager who will have overall responsibility for the management of the consortium, ensuring programme and systems accountability and ultimately ensuring that the programme has the intended result at community level and more widely. The successful candidate will have strong interpersonal and team leadership skills, as well as an excellent understanding of complex humanitarian issues. The position is an exciting opportunity to lead on learning, coordinating with other initiatives in South Sudan both within the consortium and with others, with regular interaction with the donor. The appointed person will show strategic leadership on all aspects of programme management, with a strong emphasis on monitoring and evaluation at field and national levels.
Key requirements:
· Demonstrable, extensive experience of managing humanitarian programmes in complex, insecure environments.
· Extensive senior management experience, particularly managing consortiums.
· A sound technical understanding of livelihoods, resilience and economic empowerment programmes and the importance of multi-sectoral approaches.
· Experience and understanding of complex conflict issues, and an ability to design and adapt programmes round a conflict framework.
· Strong understanding of protection and gender issues, and experience of strategic and operational programme design to ensure that cross cutting issues are fundamental to programme planning and implementation.
· Experience of working with USAID/OFDA and a strong understanding of compliance issues.
· Proven experience of working within innovative and dedicated MEAL frameworks to ensure excellent accountability and learning throughout the programme.
