War Child Holland’s programme in South Sudan

The Republic of South Sudan became the world's newest nation in 2011. Due to decades of conflict and mass displacement of communities during the war, access to basic services is severely limited and the country has some of the lowest rankings in human development indicators. In the end of 2013 a severe internal conflict broke out which caused the displacement of 1.3 million people.

War Child Holland has been working in South Sudan since 2006. The programme has been focused on the consequences of decades of conflict and its purpose is to ensure that children, youth, communities and government are able to promote awareness on child rights, protect children from abuse, exploitation and all forms of violation of their rights. The programme has been achieving this by ensuring a protective environment for children and promoting access to good quality basic education in the Central and Eastern Equatoria States. War child is not working in the heat of the current conflict, but the number of IDP’s are increasing in the States we are working in. IDP’s are included in the programme in the EES and the number of activities for this group should be extended. War Child Holland (WCH) in South Sudan has its country office in the capital Juba and field offices in Yei and Torit.

Your challenge

As the Program Development Advisor for Education you will provide strategic and operational leadership and assume the overall responsibility for the growth, development and implementation of the education portfolio for War Child Holland in South Sudan. You bring a senior leadership profile with a proven track record in education and a sound technical background in programme design and delivery. You have experience managing complex programming delivery in fragile contexts. You report to the Programme Development Manager (PDM) and you will be based in Juba with at least 50% travel to the WCH work area’s

Your main tasks and responsibilities

You ensure effective design and implementation of quality formal & non-formal educationprogramming through technical advice and support to the Country Director (CD), Program Development Manager (PDM), Field Location Managers (FLMs), Program Coordinators (PCs) and Program Officers (POs). You build the capacity of WCH staff and partners to be able to deliver quality (formal & non-formal) education activities and projects. This is done through on-the-job training, coaching and support to PO’s, PC’s, Social Workers (SW) and partners.

You pparticipate as an active member of the Program Development Unit to ensure appropriate content and high quality WCH programmes. This includes involvement in formulating and translating WCH policies & standards into implementation strategies, safeguarding the quality of the programmes and giving meaning to the WCH principles and values. You rrepresent WCH in external meetings and forums including the education cluster both at national and regional level.

Profile

  • Relevant BSc and Masters in education, development or other relevant field.
  • Minimum three years experience of supporting formal & non-formal education programming within an (I)NGO in post conflict setting;
  • Extensive practical experience working with and programming for children and young people;
  • Proven technical expertise and up to date with best practices and global developments in the field of formal/non-formal education in a humanitarian setting;
  • Proven advisory and coaching skills;
  • Experience of training and capacity building of junior and senior staff and partner organizations;
  • Proven experience in development of strategy, tools, curricular and methodologies to support education programming, including child centered and creative learning approaches;
  • Experience of networking with professional counterparts including governmental counterparts;
  • Specific technical knowledge in community based education programming;
  • Knowledge and/or experience of qualitative and quantitative M&E tools related to formal/non-formal education is desirable;
  • Experience in South Sudan is an asset;
  • Fluency in English is a must both verbal and written;
  • Strong written and oral communication skills for writing proposals and reporting;
  • Strong cultural communication skills;
  • Creative, participatory and innovative approach;
  • Willingness to undertake frequent travels (up to 50% of the time) within the programme country and on specific occasions to other WCH programme countries or Head Office.
