South Sudan: Consortium Director (Chief of Party)

POSITION/SCOPE WITHIN THE ORGANIZATION

• This position reports directly and functionally to the FH / South Sudan Country Director.
• This position directly and indirectly manages staff.
• This position manages/oversees an operational budget.

PURPOSE OF THE JOB

The Consortium Director will be responsible for the oversight of the entire OFDA program. Key responsibilities will be tracking implementation process and spending, coordinating program learning for the consortia, rolling up reporting for donor program and financial reports, and advocacy on crisis response programming in South Sudan, to public and private partners.

FH South Sudan is looking for a Consortium Director, for a potential USAID consortium. This position is responsible for the coordination of all program implementation of the consortium, including key coordination meetings and field visits. The Consortium Director will manage the relationship between the consortium and USAID, providing them with frequent programmatic reports. The Consortium Director is responsible for managing overall program implementation including overseeing program implementation, M&E, and financial management. The Consortium Director leads the Secretariat that represents the consortium to USAID South Sudan and its Cooperating Sponsors, the Government of South Sudan and its relevant Line Ministries, UN Agencies, International and Local NGOs, and other stakeholders. The Consortium Director should have a commitment to programming and technical quality, financial compliance, and a record of success of managing for results, senior leadership and USAID grant management experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Key Result #1 – Provide coordination, leadership and management support for the consortium (approximate 50% of time).

Key Result #2 – Coordinate program learning for the consortia (approximate 10% of time).

Key Result #3 – Effectively represent the program to internal and external partners and manage key relationships (approximate 20% of time).

Key Result #4 – Leverage funding complementary to increase the impact of ARC (approximate 10% of time).

Key Result 5 – Personal/team development and budget management (approximate 10% of time).
