Background, rationale and purpose of the evaluation

Oxfam Novib (ONL) has been implementing an EU funded project, “Promoting Civil Society, Civic Engagement and Good Governance in Western Equatoria State”, South Sudan. The 2 year project formally started on 24th November 2012 with an extension of 3 months ending in 23rd February 2015. The project’s goal is to contribute to sustainable development and the reduction of poverty amongst the most marginalized communities in South Sudan through the promotion and support of the role and capacity of Civil Society.

The project specific objectives were:

 To strengthen the capacity of local civil society organisations on operational/management skills as well as on community outreach in Western Equatoria.

 To increase enforcement of basic rights, good governance and the delivery of interventions in Western Equatoria.

 To improve access of the most vulnerable groups, especially women and children to quality social protection, justice systems and services to prevent and protect them from violence, abuse, and discrimination.

The expected results were;

 Local CSOs in Western Equatoria have developed their internal organizational capacity, sustainability and skills to efficiently deliver interventions in the community

 A strong state and county based CSO coordination network has been established in Western Equatoria, efficiently functioning with linkages to the national CSOs structure in Juba

 Local communities, especially women and children, in Western Equatoria have improved their comprehension of basic rights, roles and obligations and protection mechanisms

 Institutional capacity of law enforcement and local authorities is strengthened to ensure effective prevention, monitoring, protection and support systems addressing GBV in the targeted regions

The project was implemented in Yambio, Nzara, Mundri East and Mvolo counties of Western Equatoria State in South Sudan, supported by ONL Project Officer based in Maridi. The project was directly implemented by a local partner, Institute for Promotion of Civil Society (IPCS). ONL would like to undertake a final external evaluation to inform ONL/IPCS as the implementing partner and EU on the impact of the activities measured against the expected results as per the logframe.

Purpose

The purpose of the Evaluation is to:

 Assess the impact of the project against the key evaluation criteria of relevance, efficiency of implementation and effectiveness etc.

 Evaluate the methodologies used and how these affected the attainment of results in the beneficiary communities (highlighting what worked well and what needs to improve).

 Facilitate accountability to both EC, partners and project beneficiaries

 Inform future programming targeting EC, ONL, Partner and other stakeholders.
