Terms of Reference for Individual Contracts
Position Title:Project Manager – UNICEF South Sudan CO Construction Project. International*: L3 /International Location: Juba, South Sudan Duration: 11 months Start Date: 1 March 2015 Reporting to: Administrative Specialist.
Background and Justification
UNICEF South Sudan has over 160 personnel working at its Juba Country office who are currently using prefabricated containers as offices. Most of these prefabs are very old and are falling apart. It has been decided that new offices must be constructed in Tottochan Compound to improve the work environment for UNICEF Staff members in Juba.
A site supervision contract was issued to Pharos Architects who have done most of the preliminary works as follows:
- Feasibility studies of the project;
- They also have conducted geo-technical and cadastral surveys in Tottochan Compound;
- And finally the produced architectural drawings for the project.
The next phase in this project is for the UNICEF to proceed with the bidding process which will lead to the identification of the main contractor for the project and the actual construction works.
It has, therefore, become necessary to engage the services of a Project Manager / Construction consultant who will act as a link between UNICEF and third parties (the architects and the main construction company). These terms of references have, therefore, been developed to identify such a person.
Secondly, UNICEF South Sudan has a piece of land allocated by the Government for office construction in Bor, Jonglei State where WFP and UNHCR are operating from. This piece of land is very ideal for office construction and Management decided to take advantage of this opportunity and look into the possibility of constructing offices on this piece of land. Currently, UNICEF is operating from UNMISS compound in Bor where a humanitarian hub has been set up which is very small and does not easily allow for expansion. With the current crisis, staff accommodation has become the greatest challenge. The current accommodation capacity in the Humanitarian Hub is forcing some National Staff Members to stay outside UNMISS Compound, a situation which is very precarious. The construction of offices and accommodation units in this new piece of land will allow good working and accommodation space for all staff members. The Project Manager will, therefore, continue working with the contractors who will be developing the new office premises for UNICEF Bor. The current situation in the oil rich states such as Jonglei is not very good and this project needs to be implemented before the situation gets out of hand to ensure staff safety and easy expansion of offices should the situation so demand.
In addition, many UNICEF office premises are in a dilapidated state. These include Aweil, Yambio and Rumbek. These badly need refurbishment and the Stand by Engineer is urgently required to support in this area.
Objectives
Hence, the key objective of the consultancy is as follows:
- Working with the Architect on the Office Construction Project;
- New Bor Office premises development;
- Supervision of Yambio office refurbishments (contractor already mobilized and works under way);
- Provide support to the Programme construction activities which are ongoing where such a need arises.
Scope of Work
The consultant is expected to carry out the following activities:
Juba Office Construction:
- Support the bidding process for the main contractors. This will be done in conjunction with the Architects;
- Need to respond to technical queries raised by both the Architect prospective bidders for the office construction project;
- Carry out both Technical and Financial evaluation of the tenders and prepare an evaluation report to be submitted to the Contracts Evaluation Committee (CRC). This is very critical in ensuring quality technical evaluation of the bids which will lead to value for money;
- The Project Manager will also be engaged with contractor supervision once the construction works commence;
Bor Office Premises development
- The incumbent will also be urgently required to provide support in supervising the development of Bor office premises, in Jonglei State. This will include designing, production of drawings as well as coming up with BoQs for the works, tender for contractors to do the works and on-site supervision of such works to completion;
Yambio Office Refurbishments
- Yambio office is being refurbished and there is a need for technical / site supervision of these works.
Other office premises refurbishment works
- Other office locations such as Aweil badly need renovations as the prefabs are dilapidated. The incumbent with assist in the identification of the contractors for these works as well as supervising the works to completion.
Expected Deliverables
- Successful completion of bidding process and identification of the main contractor for the office construction project;
- Successful supervision of the office construction works from beginning to completion;
- Complete design of Bor office premises and supervision of the construction works to completion. The incumbent will need to have a design software such as CAD to successfully complete these works.
- Successful supervision of renovation works Yambio which have already started;
- Assessment of the works to make sure that the deliverables in all construction contracts have been met;
Desired Background/Experience & Mode of Application
The Project Manager must have conducted similar design and construction studies in the past 5 years in Sub-Sahara Africa or similar developing country or countries.
The Consultant’s key professional staff shall include not less than:
- a Civil Engineer or Architect with not less than
- (i) full professional registration;
- (ii) a recognized BSc/BA or better degree;
- (iii) not less than 7 years post-graduate experience relevant to this assignment;
- (iv) not less than 3 years post graduate experience in the same or similar position to that being proposed;
- (v) not less than 3 years post graduate similar or associated project experience in developing countries.
All key professional staff shall be fully computer literate in word processing, spreadsheets and database management; and shall be fluent in the written and spoken use of the contract language, which is English. The Consultant shall also have good experience in working with design software such as CAD.
Payment Schedule
Payments for the consultancy will be made on monthly basis based on the agreed level of the incumbent.
This will be determined by UNICEF Human Resources Unit in Juba and negotiated with incumbent before commencement of the contract.

Conditions (Important)
- Transport and Daily Subsistence Allowance will be provided to the International Consultant during official field travel;
- No contract may commence unless UNICEF and the consultant have signed the contract;
- No travel takes place without a signed travel authorisation prior to start of the journey from duty station
- Additional details of UNICEF rules, regulations and conditions will be attached to the contract.
- The Consultant will need to bring own CAD software and laptop / computer as UNICEF will not provide such software which is required for success
