OVERALL JOB FUNCTION:

To oversee the management of all operational systems and functions necessary for ICAP South Sudan’s programmatic activities – namely compliance, accounting, human resources, sub-award management, finance, information technology, procurement and logistics, administration, audit, field operations and security. This position will work to establish a legal and physical presence for ICAP in Juba, and work with other NGOs and implementing partners to link into existing networks for travel, transportation, professional services and security. In addition, the Senior Operations Specialist will ensure the country program’s compliance with ICAP Standard Operating Procedures, and develop accounting, monitoring and reporting systems.

DUTIES AND RESPONSIBILITIES:

  • Identify and furnish a secure office location and expatriate housing for ICAP.
  • Register ICAP as an NGO in South Sudan, with the Relief and Rehabilitation Commission and Ministry of Justice.
  • Set up a bank account for ICAP South Sudan.
  • Work with local counsel to develop local HR handbook and Standard Operating Procedures, service agreements and lease agreements in compliance with South Sudanese law.
  • Build and maintain ICAP South Sudan’s relationship with the Ministry of Health and other local government stakeholders.
  • Liaise with local NGOs and implementing partners to link into existing networks for travel, transportation, professional services and security.
  • Lead annual budget development process and develop systems to ensure activities are implemented in line with approved budgets.
  • Develop and coordinate the accounting, monitoring, and reporting systems, including establishing rigorous internal control systems in accordance with ICAP Standard Operating Procedures.
  • Ensure that all uses of funds are properly prepared, reviewed, approved, and documented, in line with all appropriate policies, procedures, authority levels, and local laws.
  • Establish, manage, monitor and oversee all procedures for the development and issuance of grants and subcontracts with local vendors.
  • Initiate vehicle procurement, and solicit quotations for purchasing office equipment, materials and supplies as per ICAP Standard Operating Procedures.
  • Coordinate human resource management including recruitment procedures for short and long-term staff, and oversee orientation and performance improvement of all new staff.
  • Recruit local financial, administrative and support staff, and provide technical support and training to strengthen staff member capacities.
  • Establish effective travel and movement plans, ensuring resources are available and are best used to optimize program operations, and that standards (professional and contractual) are met to best protect staff and operations.
  • Manage the risk treatment strategy, identifying operational, safety and security risks and implementing the associated policies, plans and protocols, advising both the home and field staff of strategic, operational and tactical level risks and solutions.
  • Generate and disseminate quarterly, bi-annual and annual reports on the status of operational activities and plans, and ensure smooth and responsive exchange of operational information between the country office and other stakeholders.
  • Effectively communicate critical operations/management matters to ICAP New York.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree or equivalent required.
  • Minimum 5 years relevant experience in operations management required, with at least 2 years in senior management/leadership role.
  • Experience working in limited-resource settings, preferably in Africa or South Sudan.
  • Good understanding of and experience in the international development sector.
  • Ability to establish and maintain effective working relationships with local government, implementing partners and other stakeholders.
  • Fluency in spoken and written English.
  • Proficient IT skills: Microsoft Word, Excel, PowerPoint, Access.

PREFERRED QUALIFICATIONS:

  • Master’s degree or equivalent in Business Management, Operations or any other relevant field is highly preferred.
  • Excellent communications and organizational skills.
  • Proficiency in Juba Arabic preferred.
