OVERALL JOB FUNCTION:

To lead health facility assessments in South Sudan, providing technical and logistical support as needed to ensure the successful implementation of each assessment. In addition, the Field Clinical Lead will be responsible to follow up with each health facility post-assessment to provide additional technical assistance and establish protocols for HIV/AIDS care and treatment services that are consistent with the national HIV/AIDS plan in South Sudan. This position will be based in the field, and will require travel on a weekly or bi-weekly basis to different health facilities throughout South Sudan.

DUTIES AND RESPONSIBILITIES:

  • Oversee comprehensive nationwide assessment of all 22 ART roll-out sites in South Sudan, by mapping out a strategy plan to conduct the assessments, and providing support to Consultants to ensure their timely completion of each assessment.
  • Support the initiation, management and monitoring of health facility assessments, and ensure that resources made available serve to successfully achieve the project objectives.
  • Produce and review reports to assist with development of work plans and assessments, so that recommendations can be made at the health facility level.
  • Ensure that an appropriate allocation of technical, administrative and strategic information support is provided to each ART health facility, with a focus on quality.
  • Provide direct technical assistance to health facilities, including but not limited to, training of staff; information system development/improvement; facilitation of community linkages; patient flow analysis; improvement of adherence support systems; development or improvement of referral systems.
  • Build capacity of health facility personnel in the areas of technical planning, management, monitoring and evaluation for their ART programs.
  • Guide the development or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials and monitoring and evaluation tools.
  • Advise the South Sudan Ministry of Health in HIV/AIDS clinical policies and protocols.
  • Ensure that ICAP-supported clinical care activities at ART sites conform to South Sudan’s national HIV care and treatment guidelines and ICAP standards.
  • Serve as a resource to ICAP in the evaluation of ongoing programs and in subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS in South Sudan.
  • Coordinate activities with the ICAP-New York Clinical Unit and Implementation Unit, including coordination of external technical assistance as necessary.
  • Accessible and available for regular travel nationally, to address emergent issues in an effective manner.

MINIMUM QUALIFICATIONS:

  • Medical Degree
  • Minimum 5 years relevant experience providing clinical HIV care and treatment.
  • Experience in health programs management in limited-resource settings, preferably in Africa or South Sudan.
  • Demonstrated leadership, management, coordination and supervisory skills.
  • Ability to travel regularly and have a flexible schedule.
  • Fluency in spoken and written English.
  • Proficient IT skills: Microsoft Word, Excel, PowerPoint, Access.

PREFERRED QUALIFICATIONS:

  • Master’s degree or equivalent in Public Health.
  • Experience in training, supervising and precepting other clinicians.
  • Excellent communications and organizational skills.
  • Proficiency in Juba Arabic preferred.
