The Danish Refugee Council (DRC) is looking for an experienced Assessments and Response Manager who will be responsible for ensuring efficient emergency assessments in target locations within accessible road distance from the three IDP programme sites in Bentiu, Malakal and Melut (available to other locations in case of emergency displacement)

Since the outbreak of violence in South Sudan in December 2013, fighting has continued despite several attempts at a peace agreement. Currently 1.4 million people have been displaced from their homes and tens of thousands killed. 95,000 civilians are currently seeking refuge inside UNMISS bases across the country. DRC has been working, since the start of the crisis, providing camp management, protection and shelter/NFI interventions in three locations, Bentiu in Unity State, Malakal and Melut in Upper Nile states.
About the job
The AR Manager reports to the IDP Response Coordinator. However technical input will be complemented by field based sectoral programme staff and international technical coordinators. This is a roaming position with 95% field presence.
Target locations will be within accessible road distance from the three IDP programme sites in Bentiu, Malakal and Melut (available to other locations in case of emergency displacement).
The AR Manager is responsible for ensuring efficient emergency assessments and act as the lead writer/coordinator/editor for assessments, both DRC specific and inter-agency assessments. He / She will ensure the proper cross-cutting programmatic information management and input, ensuring that information collected is used to strengthen design of new projects, and is incorporated into advocating for and delivering consistently high quality interventions in communities outside POCs in Unity and Upper Nile States.
S/he will manage a team of 1 national staff (Community Outreach Officer – Roaming ) and a locally hired casual support teams, and coordinate technical teams (Protection, LLH) as needed working in underserved displaced populations outside of the POCs.
The AR Manager will be responsible for: coordinating assessments, ensuring input from technical areas (Protection, NFI/Shelter, FSL, CCCM), training national staff in each office in assessment practices, and ensuring integration of a strong-evidence base whilst seeking innovation to incorporate future activities.
Duties and Responsibilities
- Input into planning and coordination of targeting communities for “outreach” community assessments.
- Coordination with other actors: Clusters, Agencies, Government Authorities, community leadership.
- Lead assessments in agreed locations and provide hands-on training to field staff on how to capture and organize information for accurate documentation and reporting in the field.
- Responsible for recording lessons learnt, information management and writing responsibility for community assessments in a timely manner.
- Participate in internal reviews of DRCs “Outreach” into community’s activities offer input into proposed locations / projects.
- Where required, offer support in registering populations in coordination with other agencies.
- Assist the project implementation teams in collection and analysis of quality information in order to facilitate their timely and accurate response to needs / gaps.
- Post distribution and intervention monitoring
- Support to proposal development
- Ensure all activities are conducted in line with DRC South Sudan’s security guidelines.
- Ensure all activities as conducted in an accountable manner, with a strong commitment to the Do No Harm principle.
About you
Qualifications:
- Degree in a relevant field
Experience and Knowledge Require
- Experience managing multi sectorial assessments within rural communities. Strong community driven approach to programming.
- Excellent professional track record in assessments, reporting ect .
- Strong field experience working with variety of stakeholders and authorities.
- Experience of working in insecure and remote locations.
- Previous experience working with / knowledge of multiple Donors (ECHO, UNHCR, CERF,DANIDA etc.)
- Demonstrated experience in designing assessments and M&E tools.
- Knowledge and demonstrated experience in commitment to accountability, Do No Harm and DRCs commitment to Protection Mainstreaming within programming.
- Experience in one or more of the following sectors: protection/camp management/shelter/NFIs/livelihoods
- Desirable – Arabic Speakers.

We offer
DRC will offer the successful applicant a six months contract renewable dependent on both funding and performance. You must be available to start work immediately and be willing to live in basic accommodation. The position is at A11 in DRC’s salary scale.
