The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Protection and Advocacy Adviser is the Protection Cluster NGO Co-Coordinator. She/she facilitates the coordination in the National protection cluster in South Sudan. The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return and displacement. NRC currently operates an integrated programme focused on the five core competencies: Education, Shelter, Food Security, WASH and Information, Counselling and Legal Assistance (ICLA). Since the sharply deteriorated security and humanitarian situation in South Sudan mid-December 2013, Large-scale displacement and increased humanitarian needs have been reported. NRC is currently operational in Central Equatoria, Northern Bahr el Gazhal, Warrap state, Eastern, Lake and Unity states NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose. The same advertisement can also be used for deployments/recruitment within the Horn of Africa/South Sudan/Yemen/Uganda

Job description

· Facilitate and co-chair meetings for the national Protection Cluster with the UNHCR cluster coordinator, ensuring agreement and follow-through of key decisions and action points.

· Ensure that Protection Cluster partners are updated on protection needs and situation analysis, gaps, planning, funding processes etc.

· Represent the interests of the Protection Cluster in discussions with the Humanitarian Coordinator, donors and other stakeholders on prioritization, resource mobilization and advocacy.

· Facilitate and contribute to SSPC needs assessment and analysis, reporting and development/review of strategic, contingency and response plans, ensuring that these are in line with and contribute to cluster objectives

· Ensure adequate monitoring and reporting mechanisms are in place to review the progress and outcomes of Protection Cluster activities

· Provide practical guidance and support to state level Protection Clusters, on issues including protection needs assessments and coordination

· Conduct field missions to strengthen links between national and state level clusters

· Disseminate and promote tools among protection partners and across clusters in support of protection mainstreaming

· Design, facilitate and/or deliver protection trainings, including tools and methodology for protection mainstreaming in emergency response and protection needs assessment, to Protection Cluster partners and across clusters, to ensure adherence to relevant standards and guidelines

· Ensure that tools and trainings include gender sensitive approaches

· Provide direct support to cluster partners, in particular national NGOs, to enhance project development and implementation and utilization of funding opportunities

· Strengthen understanding of and participation in joint planning

· Liaise with donors to mobilize resources for the joint protection response and update donors on protection cluster priorities and needs

Qualifications

· Minimum of 3-5 years good experience working on protection related issues in humanitarian emergencies, including inter-agency work and provision of technical advice to field teams

· Excellent understanding of protection issues in emergency and displacement situations and detailed knowledge of humanitarian principles, guidelines for humanitarian assistance and relevant international legal frameworks

· Sound understanding of humanitarian coordination, funding and leadership mechanisms and experience of working with protection cluster or sector coordination

· Strong leadership, coordination and inter-personal skills, working well both in teams and independently

· Strong analytical, planning and drafting skills

· Excellent advocacy and representation skills including the development of strong interpersonal relationships to facilitate communication within the cluster

· Able to work under pressure and good at timely decision making

· Excellent written and spoken English

· Self-motivated and excellent observer of protection issues in the country

· Proven ability to live and work in hardship duty stations within a sometimes unstable and stressful local environment
