The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return and displacement. NRC currently operates an integrated programme focused on the five core competencies: Education, Shelter, Food Security, WASH and Information, Counselling and Legal Assistance (ICLA).
Since the sharply deteriorated security and humanitarian situation in South Sudan mid-December 2013, Large-scale displacement and increased humanitarian needs have been reported. NRC is currently operational in Central Equatoria, Northern Bahr el Gazhal, Warrap state, Eastern and Unity states
NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees.
The Project Manager is responsible for the management of the Information, Counselling and Legal Assistance (ICLA) projects in South Sudan.
NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.

Job description

  • Develop ICLA strategy, technical SOPs / guidelines and Macro LFAs
  • Compliance and adherence to NRC policies
  • Contribute to identifying funding opportunities, and develop and revise funding proposal, budget and donor reports
  • Responsible for following up on compliance with contractual commitments within ICLA, and ensure high technical quality and synergies
  • Provide technical direction and project implementation support
  • Identify trends in conditions/standards and donor priorities and assess better ways to assist
  • Ensure key learning are extracted from ICLA implementation, and incorporate them in ICLA development processes
  • Provide systematic training and build capacity of technical staff
  • Represent NRC in relevant forums/clusters, including with national authorities
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Support development of strategies for the emergency response in South Sudan and how ICLA can play a relevant part in that response

Qualifications

  • Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
  • Knowledge of the context in South Sudan
  • Experience from advocacy work
  • Experience with emergency programming
  • Experience from protection work and/or in displacement and return settings in urban and rural area
  • Core competency expertise including on HLP rights, Collaborative Dispute Resolution and Civil Documentation
  • Political and cultural awareness, and experience working in complex and volatile contexts
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
