South Sudan: PROJECT OFFICER (SENIOR AGRONOMIST) POSITION

Responsible to: Project Manager.

Duration: One year Renewable Contract.

VSFG Background

VSF Germany is an international Non Governmental Organization, providing humanitarian aid and

development assistance to pastoralists and vulnerable communities in areas where livestock is of

importance. In the region, VSF Germany implements activities in South Sudan, Kenya, Somalia, Sudan

and Ethiopia. With support in animal health, agriculture, marketing, and food security but also with

developing the capacity of communities and governmental institutions or initiating peace and conflict

resolution we work towards food security and strengthening livelihoods of pastoralist communities.

The Project Officer will be responsible for the implementation of the Agriculture component of the EU

funded Food Security project titled FESAP in Gogrial West and East Counties. The project intends to

improve on Food security through improved Vegetable /Crop production, Poultry production and Animal

health Services, Animal Traction promotion, Value addition and marketing, group savings and capacity

building of extension workers and farmers.

The project will be implemented in Partnership with 2 National NGO called SEDA and INFRAID based in

Luonyaker.

Key responsibility areas include, but are not limited to:

· Support overall planning and implementation of the Agriculture component of the project and

supervise day to day activities in the field in line with the work plan drawn on weekly basis.

· Prepare an overall annual plan and budget. Ensuring that financial control of the project is consistent

with the VSFG internal finance procedures.

· Provide technical and administrative support to the local partner NGOs (INFRAID and SEDA) in the

implementation of their activities as well development of basic operational tools in line with the

project.

· Organize and conduct appropriate and organized trainings to enhance the knowledge and skills

capacities farmers in sustainable crop production techniques – including pre and post-harvest

practices as well as of local NGO partners.

· Organize and facilitate identification of project communities/villages, conduct diagnostic

survey/farming system assessment and prepare a profile for each in the project locations.

· Coordinate with the Agriculture team in the identification, selection, registration and verification of

target beneficiaries, arrange them into production groups, and provide them with appropriate

production inputs.

· Coordinate and support Agric sector team to organize a seed system assessment in each project

community/village; identify seed vendors and conduct seed voucher and fair.

· Organize, plan and monitor the implementation of all planned project activities in the field and follow

level of achievement through post-distribution monitoring, market survey, harvest assessment, and

impact evaluation (following the LFA indicators).

· Support and facilitate the extension service providing team provision in taking the services to the

beneficiary farmers as well as unsure proper management of the Famers Training center in Gogrial

East County

· Create a database and manage the proper and timely data entry, analysis and reporting.

· Write monthly progress reports compiling qualitative and quantitative data.

· Participate in coordination meetings, seminars/conferences and write back-to-office report.

· Support and coordinate the establishment of the Community Ox plough Trainers (COTs) and training

of the ox plough master trainer (ToTs).

· Provide technical support in setting up and improving the existing farmer Field Schools (FFS) to

Farmers Resource centers as well as learning grounds.

· Produce comprehensive Technical Activity and Narrative monthly, quarterly and annual progress

Reports to Programme Manager in line with the project grant agreement in Coordination with

Programme manager as well as conduct frequent assessment/monitoring exercises on the project

· Support the Project manager in proposal writings as well as in the development of new project

designs.

Person Requirements/qualifications

· The project officer applicant should have a Bachelors Degree in Agronomy or any other related

discipline / field of specialty. Those with social sciences but have strong food security experience can

apply.

· Very good experience in the field of external aid, both in term of implementation of actions and in

terms of funding of projects (EC). Good experience with the European Commission (DG ECHO and EC

development programmes), French Corporation funding procedures and policies, UNDP and UN-FAO

partnerships and LOA procedures.

· Good experience in Staff supervision, monitoring and evaluation of projects, proposal and reports

writing, team working in collaboration with Local Authorities and partners, financial reporting and

Budget control, and general fund raising.

· Food security and livelihood specialist, an agronomist with innovative agriculture experience,

expertise in disaster risk reduction, in arid lands and pastoral livelihoods. , experience on returnee,

refugees and IDP integration programs and animal production projects.

· Good knowledge in agro-enterprise development, Agro-forestry projects design and management as

well as in the implementation of cash based and market oriented projects.

· Good experience in implementation of emergency and relief projects together with LRRD projects in

diverse contexts.

· Added advantage in Community Development, Community Mobilization, Sociology and Natural

Resources and Logistics.

· At least five years working experience in Agricultural or veterinary services in an International

Organization

· Preference will be given to those with Knowledge and good understanding of the project area and

local context or working experience in South Sudan especially conflict prone areas within the past 3

years.

· Demonstrated technical experience in humanitarian and development likelihood or emergency

environments especially those related to violence

· Good analytical, report writing, and presentation skills (in English), including the ability to present

complex issues clearly and concisely

· Proficiency in English, Arabic and Dinka is an Advantage

Field Conditions

Basic living conditions are provided in shared compound in Luonyaker Field Base in Gogrial East. Feeding

and other basic services are provided in the compound.
