Data Analyst Position, Monitoring & Evaluation Support Project, Juba, South Sudan

Project:

The United States Agency for International Development (USAID), Program Office requires support to assist USAID/South Sudan to effectively monitor, evaluate, and relay information about funded interventions. The Monitoring and Evaluation Support Project (MESP) will provide USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities.

Position Summary:

MSI Seeks a Data Analyst who would be expected to turn data into information, information into insight and insight into support to organizational decision-making. S/He should have experience with cleaning, processing and analyzing quantitative and qualitative data and should be able to lead on data management and ensure that all data are properly documented and stored. The Data Analyst is expected to conduct full lifecycle activities to include requirements analysis and design, develop analysis and reporting capabilities, and continuously monitor performance and quality control plans to identify improvements. S/he will work with the CLA Advisor, TPM Manager and Sr. M&E Advisor, statisticians, other data analysts and local data collection firms.

This is a long-term assignment expected to last one year, with the possibility of extension. The position is principally located in Juba, with travel throughout South Sudan as circumstances permit.

Responsibilities:

  • Data Collection Planning: Contribute to calculating sample sizes for qualitative and quantitative studies; identifying appropriate counterfactuals and preparing research instruments.
  • Database Development and Data Entry: Provide database design and management services, as dictated by MSI and USAID South Sudan needs.
  • Data Quality and Cleaning: Contribute to ensuring the quality of information being collected by the project, including considerations related to the treatment of research subjects and relevant data dis-aggregation needs (For example, gender, ethnicity and geographic). The Data Analyst will regularly pour through data to discover potential improvement areas that address scenarios or problems presented.
  • Data Management: Lead the project team’s data management practice, including: data management planning with each activity team; helping to establish the project team’s data protocols for documenting data that are collected during activities; documenting data analysis procedures and meeting data storage obligations; and complying with all applicable regulations. S/He will also help with the review of deliverables from activity teams.
  • Data Analysis and Reporting: Work closely with the CLA Advisor, TPM Manager and Sr. M&E Advisor to prioritize Mission Information needs related to data analysis and reporting.
  • Train employees in new procedures or protocols; or assist with the installation, operation and maintenance of new technologies as well as with any other duties that may be assigned.

Qualifications

  • Master’s degree in Social Sciences (Economics, Sociology, and Political Science etc.), Information Management, Statistics or related field.
  • Minimum seven (7) years of experience as a Data Analyst.
  • Experience conducting background research and synthesizing information, including primary (qualitative and quantitative) and secondary data (reports, academic and non-academic articles).
  • Experience calculating sample sizes for qualitative and quantitative studies; identifying appropriate counterfactuals and preparing research instruments.
  • Technical expertise regarding data models, database design development, data mining and segmentation techniques.
  • Strong knowledge of and experience with reporting packages, databases.
  • Knowledge of statistics and experience using statistical packages for analyzing large datasets (Excel, SPSS, SAS, MS ACCESS, etc).Knowledge and experience of qualitative data analysis techniques and software such as MAXQDA and NVivo to process and organize large amounts of data.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Adept at queries, report writing and presenting findings.
