The National Democratic Institute (NDI) is seeking to hire a Deputy Chief of Party to support a forthcoming community engagement program in South Sudan. The position is based in Juba, South Sudan and is available immediately. A commitment of three years is expected for this position. This position is contingent upon the availability of funding for NDI’s programs in South Sudan and donor approval of personnel. This position is anticipated to start in August/September 2015.

Competitive candidates should have demonstrated international experience in managing large scale development projects, designing and implementing community engagement projects and mobilizing local civil society groups for action. The Deputy Chief of Party will manage South Sudanese staff and national and international experts to implement community engagement programs, provide technical input on advocacy campaigns, and manage NDI’s contractors and grantees. The Deputy Chief of Party will report to NDI's Resident Country Director/Chief of Party. South Sudan nationals are highly encouraged to apply.

Background

NDI has been actively engaged in democratic development in Sudan, and later South Sudan, for over 10 years, working with local groups seeking to improve democratic institutions. NDI anticipates conducting a multi-year program to mobilize communities around priority issues for their area and to help communities’ develop plans to address those issues. Through a multi-step development cycle, NDI’s program will promote community resilience to conflict and crisis, improve the capacity of local civil society groups to respond to community needs, and strengthen the community members ability to address problems through a participatory process.

Primary Responsibilities

  • Support the Resident Country Director/Chief of Party in providing managerial supervision of NDI South Sudan’s operations;
  • Work with the Resident Country Director/Chief of Party and senior staff on program planning, budgeting and implementation processes;
  • Support the timely and quality completion of program technical, financial and grant deliverables, including monitoring and evaluation activities, quarterly reporting and expense reporting;
  • Coordinate with NDI program sub-grantees to achieve program objectives;
  • Oversee the in-country monitoring and evaluation team and ensure that systems are in place to track program progress;
  • Work with the Chief of Party to effectively coordinate activities and manage relationships with USAID, other international organizations and donors, government representatives, civil society, and other relevant stakeholders;
  • Manage office filing and archive systems, and oversee the compilation and maintenance of local databases as required;
  • Identify opportunities to collaborate with other USAID sector programs and coordinate joint program activities;
  • Contribute to organizational learning and capacity strengthening by sharing information about workshops, conferences and learning opportunities;
  • Draft program support documents and regular internal reports, as needed;
  • Other duties as required.

Required Skills and Education

  • A minimum of eight (8) years of experience in community development, sustainability strategy, institutional development or related technical areas (preferably in a post conflict environment and/or in Africa, previous experience working with U.S. government regulations a plus), grants management, and public sector institutional capacity building;
  • Minimum of five (5) years experience working closely with communities on sustainability strategies and supporting community development in transitional situations;
  • University degree in public administration, law, international development, international sustainability management or other relevant field;
  • Ability to live and work in a challenging political environment; prior experience in conflict or post-conflict settings preferred;
  • Experience managing large projects supported by USAID and other international donors;
  • Superior office and staff management as well as financial management skills, with a high degree of organization and attention to detail;
  • Experience working with nascent civil society organizations and developing appropriate capacity building trainings and activities;
  • Experience with monitoring and evaluation of government-funded projects;
  • Excellent oral and written communication skills to present information, respond to questions and contribute to written proposals and reports in a professional manner;
  • Excellent interpersonal skills to interact effectively with staff, donors and local partners;
  • Capacity to develop and implement effective strategies for accomplishing assigned duties;
  • Ability to work under pressure with minimum supervision; capacity to work both independently and as a member of a team;
  • Knowledge of Google applications, PC-based word processing, database and spreadsheet applications, and e-mail technology;
  • Fluency in written and spoken English is required, Arabic language added advantage.
