Who are we?
The Danish Refugee Council has been working in Sudan since 2004 and was subsequently present in South Sudan when it gained independence in 2011. DRC South Sudan programme's current focus is on supporting forcibly displaced and conflict-affected people, including refugees, internally displaced persons (IDPs) and returnees, to access their rights in a safe and secure environment. Currently DRC is operational in Northern Bahr el Ghazal (NBeG), Unity and Upper Nile States. Currently the South Sudan Programme works in 6 field locations and expects to be a roughly $30m+ programme in 2015, working in the sectors of Camp Coordination and Camp Management, Protection, Shelter/NFI, and Food Security and Livelihoods.
DRC is the camp manager of the Yusuf Batil and Doro camp where 90,000 refugees are currently living. DRC also carries out GBV prevention and response initiatives in Batil and Doro camps and general protection activities in four refugee camps comprising a population of 131,000 refugees. In addition, DRC in Maban is managing a workshop and carrying out shelter and Food Security and Livelihoods activities

Duties and Responsibilities
Management:
- Ensure that adequate staffing is in place for the SGBV (Sexual Gender-based Violence) activities, including an appropriate gender balance within the staff team.
- Supervise, coach and mentor the SGBV staff in relevant matters related to the activities.
- Ensure that the SGBV case managers are trained on skills and values required for protection work, with particular attention to participatory methods, confidentiality, maintaining a respectful dialogue with refugees at all levels and a rights-based approach.
- Recruit and train community-based SGBV focal points in both refugee camps in Maban County.
- Ensure that the organisation’s financial, logistics, security and human resources policies and procedures are fully implemented in relation to all activities and staff.
- Contribute to the strategic direction of the Maban Field Office through participation in strategy planning meetings and developing strategic documents.
Program Implementation:
- Planning, implementation, monitoring and reporting of the SGBV activities in accordance with donor requirements and the organisation’s policies and procedures.
- Assess SGBV risks faced by girls, boys, women and men as well as capacities and resources available for support within the refugee community.
- Develop interventions including, but not limited to, advocacy initiatives, awareness raising, targeted trainings, to strengthen SGBV prevention and response based on assessment findings.
- Engage refugee community - including refugee leaders, community groups and individuals - using participatory methods in SGBV prevention and response activities, from planning, development and implementation through to evaluation.
- Organize and facilitate regular camp-level discussions to strengthen community-based prevention and response to SGBV.
- Provide technical guidance and trainings to humanitarian agencies, local government/authorities, community leaders or other duty bearers on SGBV, in general and prevention of sexual exploitation and abuse, in particular.
- Mobilize other organizations to establish a multi-sectorial prevention and response program to include referral and reporting mechanisms, information sharing, establishment of SOPs and coordination.
- Establish/maintain a regular system of project evaluation and progress monitoring, using both qualitative and quantitative indicators, feeding into program adjustments and regular reporting as well as advocacy and new program development.
- Ensure that HAP standards are incorporated into all SGBV activities.
Representation and Advocacy:
- Represent DRC and actively participate in the local SGBV and Protection working groups.
- Closely co-ordinate in project implementation with partners ( public bodies, UN agencies and national/international NGOs), including referrals and advocacy.
- Development of advocacy initiatives in relation to SGBV in the camps.
- Maintain/establish report with government authorities, UN agencies, international and local NGOs.
Program Development:
- Development of concept notes and/or proposals and budgets in close cooperation with the Protection Manager and the Team Leader.
- Report periodically on protection activities to the Protection Manager for donor reporting as necessary.
About You
To be successful in this role you must have:
Required qualifications:
- A Master’s degree (or equivalent) in Law, Human Rights, Social Work, Phycology or social science.
- 2 years of proven international experience in protection in emergency settings.
- 3 years of experience in leading and managing GBV prevention and response programming.
- Excellent facilitation skills and proven ability to facilitate trainings with government counterparts and community groups.
- Excellent proposal and report writing skills including the ability to write concisely and analytically.
- Awareness and knowledge of GBV international best practices including IASC GBV Guidelines, SOPs, IMS and Coordinator Handbook.
- An ability to live in a multicultural setting and in remote environment with basic living conditions
- Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect.
Desirable qualifications:
- Ideally, you will also have also basic knowledge of:
- Arabic
- Publications and proven research skills about Gender Based Violence.
- Community-based psychosocial support.
We offer
DRC will offer the successful applicant a contract from June 10th, 2015 up to 31st December, 2015, renewable dependent on both funding and performance.
