Who are we?
The Danish Refugee Council has been working in Sudan since 2004 and was subsequently present in South Sudan when it gained independence in 2011. DRC South Sudan programme's current focus is on supporting forcibly displaced and conflict-affected people, including refugees, IDPs (Internally Displaced Persons) and returnees, to access their rights in a safe and secure environment. Currently DRC is operational in Northern Bahr el Ghazal (NBeG), Unity and Upper Nile States. Currently the South Sudan Programme works in 6 field locations and expects to be a roughly $30m+ programme in 2015, working in the sectors of Camp Coordination and Camp Management, Protection, Shelter/NFI, and Food Security and Livelihoods.
About the consultancy
In December 2013, South Sudan descended into civil war as political competition turned into violence within the security forces and spread into ethnic targeting. The country was split with greater Upper Nile and Unity States facing significant levels of violence creating massive population displacements and a humanitarian emergency. DRC is supporting forcibly displaced and conflict-affected people, including refugees, internally displaced persons (IDPs) and returnees in six locations. The job is to conduct a needs assessment to analyse the need for DRC/DDG (Danish Demining Group) programme activities addressing violent youth, within DRC displacement and refugee operations (5 sites). And linked to that design a frame work for a strategy to support joint DRC/DGG programming to actively engage youth in the DRC supported and managed PoC and refugee locations.
Deliverables
In 5 programme sites:
- Develop a clear work plan and schedule agreed between DRC Head of Programme (HoP) and DDG Head of Programme (HoP) for implementation of the needs assessments and conflict analysis. This plan should include assessment planning but also take into account logistical and budgetary aspects relating to the 5 sites. Technical Field Manager as well as DDG (Danish Deming Group), AVR (Armed Violence Reduction), M&E (Monitoring and Evaluation) Coordinators and Officers on the sites will support the consultant.
- Undertake needs assessments and conflict analysis in the DRC sites.
- Provide a conflict analysis for the 5 sites.
- Provide a Concept Note and Logical Framework and draft budget for a DRC/DDG joint strategy to address youth programming
- Provide a needs assessment report. This report will include:
- Assessment plan and methodology.
- Mapping of key stakeholders and relevant contact details.
- How other humanitarian actors with youth programmes are operating in PoC’s and refugee areas and how these can be coordinated/integrated with regards to potential DDG/DRC programmes, with recommendations to the DDG HoP and DRC HoP on training which could be delivered in the sites, and on other potential youth team interventions which could be considered by DRC and other agencies to help prevent, reduce and manage conflicts. The report should outline activities undertaken, approaches used, and reflections on what worked well, what did not.
- Best practises in in AVR and youth programming by liaising with relevant stake holders such as None Violent Peace Force and DRC field programme teams.
- Consider gender: Specific efforts probably need to be made to include girls and young females in youth programming. Due to their heavy domestic workload access to recreational and educational activities is strongly limited for females. Potential youth programming should take into account the daily schedule of girls as well as the different type of activities desired and appropriate for girls and young females in the sites. Provide a Concept Note and Logical Framework and draft budget for a DRC/DDG joint strategy to address youth programming.
Reporting lines
The consultant will be directly accountable to the DDG HoP and the DRC HoP. Any proposed changes to the work plan must be approved by the HoPs.
Timeframe
The assessment will be conducted and documents be produced over an 8 week period maximum starting in June the latest.
We offer
DRC will offer the successful applicant an 8 week consultancy contract. You must be available to start work in June and be willing and able to work in the field, in comfortable but basic accommodation. Salary and conditions will be in accordance with Danish Refugee Council’s consultancy terms.
