South Sudan: Hospital Monitoring and Support Advisor

Background

The South Sudan Health Pooled Fund (HPF) supports delivery of essential primary health care and referral health services up to county hospital level, as well as health system strengthening at the national, state, county and facility/community levels. The HPF is supporting these services in Eastern Equatoria, Northern Bahr el Ghazal, and Western Bahr el Ghazal, Warrap, Unity and Lakes states.

The purpose of the South Sudan Health Pooled Fund is to ensure service delivery and to support achievement across six states of the three main objectives in South Sudan’s Health Sector Development Plan, which are:

  1. Increase the utilisation and quality of health services, with emphasis on maternal and child health
  2. Scale up health promotion and protection interventions so as to empower communities to take charge of their health
  3. Strengthen institutional functioning, including governance and health system effectiveness, efficiency and equity.The HPF supports delivery of essential primary health care and referral health services up to county hospital level, as well as health system strengthening at the national, state, county and facility/community levels. The HPF is supporting these services in Eastern Equatoria, Northern Bahr el Ghazal, Western Bahr el Ghazal, Warrap, Unity and Lakes states.

To support the goal of the Government of South Sudan to reduce maternal, neonatal and child mortality, HPF contracted seven (7) service providers to support eight (8) selected County Hospitals and extended direct support to seven (7) Faith Based Hospitals to offer Comprehensive Emergency Obstetric and Neonatal Care and to deal with the most common and life threatening complications of pregnancy and child birth.

The expected specific outputs for supporting these hospitals are:

Output 1:Increased access, utilisation and quality of comprehensive emergency obstetric and neonatal care and other hospital services that are critical for CEmONC.

Output 2:Increased community awareness and demand for emergency obstetric care and other lifesaving hospital services

Output 3: Strengthened stewardship of the County Health Department and SMOH with regard to the management and administration of the county level hospitals.

We are looking for a Consultant at up to 50% starting immediately to support this work in South Sudan.

Purpose of the Consultancy

The purpose of this consultancy is to engage a consultant to provide focused monitoring and technical support during supportive supervision visits to the service providers and the management of the hospitals to ensure that the proposed scope of work and services are implemented according to Republic of South Sudan Ministry of Health Guidelines and the HPF contract for the respective hospitals.

Reporting and team set-up

The Consultant will report to the health service delivery manager and will be supported by the HPF M&E manager as well as the MNCH expert to conduct the monitoring and supervision visits to each of hospital.

The Consultant and the HPF MNCH expert will conduct monitoring visits to each hospital twice a year alternating in such a way that a hospital visited by the Consultant in the first round will later be visited by the MNCH Expert in the subsequent round. It is anticipated that the consultant will travel once per quarter to South Sudan for up to one month, most of that time spent in the field to visit and support hospitals and facilitating the quarterly feedback workshop with hospitals representatives. In addition, the consultant will spend additional desk based days per quarter reviewing service provider reports and supporting follow up correspondence with providers as required.

Specific Tasks

The consultant will undertake the following tasks;

  • Review the RFP for County hospitals and terms of reference for the Faith Based Hospitals and other related documents to gain a deeper understanding of the scope of work and the proposed hospital services to be supported by the service providers.
  • Support the M&E department to review the HPF M&E strategy to include M&E of the supported hospitals
  • Prepare a monitoring and supervision tool, in addition to the available QSC tool guided by the above documents which will be presented to the HPF Technical Team, field tested and finally approved by the National MoH of the Republic of South Sudan.
  • Conduct supervisory and monitoring visits to all supported hospitals that will aim at reviewing hospitals performance and providing on site technical support on issues that are identified as part of the supervision exercise.
  • Review the monthly and quarterly reports submitted by the service providers to HPF and prepare a detailed feedback report to the service provider.
  • Prepare and facilitate a quarterly two day Juba level feedback/lessons sharing workshop for hospital representatives
  • Support the HPF M&E department with the roll out of the HMIS/DHIS for hospitals where needed.
  • Document innovative approaches initiated by the service providers to strengthen comprehensive hospital services to be shared at the relevant workshops and meetings.
  • Compile hospital monitoring and supervision report for each hospital visited to be submitted to the HPF health service delivery manager
  • Based on HMIS and monitoring and supervision reports, prepare a trend analysis of and report on the performance of the supported hospitals against targets
  • Support documentation of lessons learned and best practices.

Consultant qualifications

  • The consultant should be a Medical Doctor/Specialist Obstetrician or a Senior Midwife with directly relevant professional accreditation from internationally recognised institution
  • Substantial experience in comprehensive hospital services and management including CEmONC, mentorship/on the job trainings, hospital supplies management and hospital governance.
  • Experience in South Sudan a strong asset
  • Experience working in difficult environments
  • Able to work sensitively, flexibly and reactively in a changing political and policy environment of South Sudan.
  • Be receptive to the context in South Sudan and the objectives of the project
  • Excellent communication skills
  • Demonstrate excellent team skills
