JOB CONTEXT:
Since 2006, the context in South Sudan had evolved towards post-emergency and development, and the decision was made October 2008 to transfer the programme in South Sudan from the Emergency to the Development Department as of June 2009. Considering the instability of the country, the program decided in 2013 to not close the door to emergency and to reframe its capacities to be able to manage both
In December 2013, the country broke down in a violent internal war, still on going in 2015, driving the populations into a protracted crisis. The program developed both approaches, by answering to the new emergency and by readjusting/keeping its long term projects.
At August 2015, the program includes:
- An emergency component with
o A Disability and Vulnerability Focal Point approach in Juba Intern Displaced People’s camps, shifting to a psychological assistance – donor to consolidate to keep it
o An emergency flying team – funding by CHF (UN pool fund) and looking for funds for next year.
- A long term component with
o A Victim Assistance project based in Yei county up to 2016 funded by MAE Holland, including rehab, livelihood and advocacy components and having to develop next phase
o A Inclusion / DPOs project funded by EC – Europe Aid focusing on mainstreaming disability among development processes and support to DPOs.
o A psychosocial project in the hospital & jail of Juba funded by AFD focusing on the mental health people.
You will be part of the emergency aspect of the program
JOB ENVIRONMENT:
The Republic of South Sudan environment is characterized by:
(1) a capital, Juba, with major presence of INGOs and UNS, basic but acceptable leaving conditions (generator, water tanks, basic roads...) and high cost level.
(2) rural areas with very badly shaped roads, few infrastructure and NGO leaving in compounds. The different sites of intervention are accessible by plane through WFP-run services. The security conditions are instable with a level 3 and areas under massive conflict.
The rainy season in South Sudan goes from May/June to September/October. During this period, movements are mostly limited since the roads are impracticable.
A special system of R&R is in place with time for rest out of the country every three months around.
You will live in a collective house with other members of the staff and you won’t have to contribute to the house rent
Because of the security context and the length of the mission,, this position is not accompanied ( no couple and no family)
JOB DESCRIPTION:
You will join a team of 60 members (with a majority of national staff) and about 10 people for the emergency part. You will work under the direct management of the Emergency Coordinator. As the emergency Logistics manager you will be responsible of:
- Liaising with logistics departmentto ensure the supply and storage of materials related to the emergency projects
- Ensuring the transportation of goods in the field working locations of the flying team(managing the transportation of materials, conducting a market survey on transport means, ensuring the adequate transports is used to meet the needs of the project…)
- Facilitating the organization of the flying team field missions(**monitoring the security context** of the field working locations of the flying team, ensuring the staff transportation on the field locations, …)
CANDIDATE PROFILE:
You have:
- A degree in logistics
- At least 2 years of professional experience as logistician in a humanitarian context (preferably in emergency settings)
- An experience in insecure contexts
- Strong training skills
- Good coordination skills
- Strong organisational skills
You are:
- Autonomous
- Able to work under high pressure
- Recognized for your strong interpersonal and intercultural skills
You are someone committed and you share the Handicap International’s values and principles
REQUIRED LANGUAGE SKILLS:
English mandatory (oral and written)
French would be an asset
EMPLOYMENT CONDITIONS:
Salary: 2000-2400 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance
