Première Urgence – Aide Médicale Internationale (PU-AMI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. Our teams are committed to supporting civilians victims of marginalisation and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. PU-AMI relies on 30 years of field experience in 50 countries in crisis, as well as on the complementarity of its medical and non-medical expertise, to adapt its programs to each context and to the real needs of the most vulnerable populations.
The association leads in average 180 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PU-AMI is providing assistance to around 4 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe, Caucasus and France**.**
Humanitarian context in the country:
Ten months of conflict in South Sudan have shattered the lives of millions of people. 2014 has been the theater of continued instability due to unresolved border issues (between Sudan and South Sudan), and to the internal conflict (between SPLA and SPLA-IO) since last December 2013, bringing 1.91 million new displaced persons in the country, in the main conflict affected States of Unity, Jonglei and Upper Nile, gathering themselves about 1.1 million IDP.
The northern parts of the country are particularly affected by different levels of tensions, as well as Northern Bahr el Ghazal State:
- Conflict since 2013 between SPLA – SPLAIO
- Ongoing conflict with Sudan about issues at the border
- Attacks on civilian population by Sudan and SAF bombing along the border in 2011 and 2012, and attacks by Arab militia Abu Thera (supported by Khartoum) on Dinka border communities in 2012 and 2013.
Northern Bahr el Ghazal State (NBeG) is neglected by humanitarian assistance and efforts because of his peripheral situation to the conflict affected zones. But the relative stability of NBeG attracts still more displaced persons and his geographical situation can presuppose a deterioration of the humanitarian context as new displaced comers are expected, increasing the pressure on residents and preexistent IDP, specifically during the lean season.
PU-AMI's strategy in the country:
PU-AMI is new in the country, but intends to be an active actor in South Sudan in addressing the most vulnerable, according to his intervention framework, including:
- Food Security / Livelihood : Training, Capacity building, Distribution of seeds or tools, animal vaccinations campaigns, and support to the recovery of agricultural and livestock in disaster affected areas
- Health : Primary and Secondary Healthcare, Specific and more vertical programs (such as Cholera, Malaria, TB,…), and finally actions to support and/or strengthen the health system
- Shelter & NFIs, Water Sanitation & Hygiene, Rehabilitation & Construction and Economic Recovery projects are also part of our intervention framework.
PU-AMI has decided to start implementing activities the area of Aweil North (NBeG State) twofold:
- In PHC:
To take over a Primary Health Care (PHCC Majak Kaar in Pamat, Malual Centre Payam) currently run by MSF-Spain, benefit their set-up and taking in charge the activity from 1st April 2015. To this will be associated outreach and community based activities in an area where we can expect around 50.000 IDP, and a very poor resident population, having no other access to PHC but the presence of only one humanitarian actor. This project is supported by ECHO for 1.5 million €EUR for 11 months
- In FS/L:
A project of food distribution through vouchers for 450 households in Aweil North County, and the training of 50 household in agriculture skills. This project is supported by CIAA for 600.000 €EUR for 10 months
This will be at least the volume of operation for 2015, but still in a perspective of prepositioning and contingency, assessments will be conducted to explore needs in other geographic areas, already identified for some of them.
As part of our activities in South-Sudan, we are looking for an Administrative and Financial Coordinator.
The Administrative and Financial Coordinator is accountable for the sound financial, accounting and budgetary management of the mission as well as the management of human resources and the administrative and legal records.
- Financial, budgetary and accounting management: He/She is responsible for all aspects relating to finance, including budgetary and accounting elements, as well as the mission cash flow.
- Management of human resources: He/She is responsible for the administrative management of the local and international teams, for the definition/updating of procedures and HR management tools in accordance with labor regulations in the intervention country and the HR policies of PU-AMI, and for the monitoring of risks linked to HR questions.
- Administrative and legal management: He/She supervises administrative records and guarantees that the status and functioning of the mission are in legal accordance with the requirements of the intervention country.
- Representation: He/She represents the association in its relations with partners, authorities and different local players for the financial, administrative, legal and human resources areas of the mission.
- Coordination: He/She centralizes and diffuses information within the mission and to headquarters for all financial, administrative, legal and human resources aspects of the mission, and consolidates the internal and external reporting for these domains.
