Scope: The International Rescue Committee’s (IRC) Protection Manager will oversee the ongoing protection programs in Northern Bahr el Ghazal (NBeG) State, South Sudan. In this capacity, the Protection Manager will be responsible for the day-to-day supervision and oversight of the protection officers and the different protection activities they implement, financial management and budget control, administration, staff capacity building, and monitoring and evaluation of the programs.
Responsibilities:
This position will be based in Malualkon/Aweil and will oversee the protection staff in the Malualkon and Aweil offices. This position will report to the Protection and Rule of Law Coordinator.
• Work with the deputy protection manager to create and execute work plans, spending plans and related monitoring systems to ensure that project deadlines are met and targets achieved.
• Supervise and coach the protection officers to complete rapid needs assessments, focus group discussions and individual interviews focused on protection concerns and human rights abuses.
• Supervise and coach the protection officers to deliver community-level human rights trainings, human rights trainings for local government and partners and to establish and support community-level protection committees.
• Provide leadership, guidance, and support to the deputy protection maager and the protection officers through regular supervision and feedback on performance.
• Build the capacity of the deputy protection maager and protection officers to improve their protection skills and knowledge related to the program and its activities.
• Review and analyse along with the deputy protection manager the Rapid Needs Assessment forms, protection summaries, and protection reports processed, compiled, and submitted by the protection team.
• Ensure donor reporting is prepared in a timely manner.
• Ensure that monitoring visits respect principles of confidentiality of interviewees and that all incidents reported to IRC are handled with due regard to protection principles.
• Ensuring effective implementation of M&E systems throughout the lifetime of the project.
• Liaise with UNHCR and relevant human rights, protection and access to justice partners (international organizations, UN agencies, government offices and local NGOs/CBOs) to disseminate findings, advocate on protection concerns and/or needs identified during return and IDP monitoring, and refer protection concerns and cases.
• Represent IRC in relevant coordination forums, the protection cluster in particular, in order to increase IRC’s visibility and strengthen its role of protection actor in NBeG.
• Assist the Protection and Rule of Law Coordinator with the training of protection and other program staff on protection mainstreaming and the integration of protection principles into program implementation and monitoring and evaluation.
• Support other protection programs as needed.
Requirements • Masters degree in Law, International Law, Human Rights or International Affairs preferred • Minimum of three years of overseas professional experience in program management in developing countries, preferably in the East Africa region • Strong understanding of human rights and protection principles and likely protection concerns arising in the South Sudan context • M&E experience in the field of protection and experience in staff capacity building is an asset • Solid experience in staff management in a cross-cultural environment required • Ability to work under pressure and without daily supervision • Strong interpersonal, intercultural and communication skills • Demonstrated analytical skills and report writing experience required • Demonstrated training and facilitation experience • Willingness to frequently travel to—and stay overnight in—the field where, at times, there is no electricity, running water, mobile phone coverage or internet available
Specific Security Situation/Housing: This position will be based in Malualkon/Aweil, where the Protection Manager will live in shared IRC housing. There will be significant overnight travel to remote, rural areas of implementation.
