More than two decades of fighting in South Sudan decimated already-meager basic services and systems to protect women and girls from violence. Six years after the end of the war, reconstruction programs have been slow to address the human rights of women, and the legacy of conflict has resulted in a heavily militarized society in which violence is common. Within this context, IRC South Sudan seeks to address gender-based violence by challenging gender inequalities, promoting women’s rights, and creating social, political, and economic environments in which women are empowered to enjoy these rights.
In early 2012, IRC South Sudan launched a response to the increasing influx of Sudanese refugees along the northern border, and soon introduced GBV and protection services to the growing refugee population in the nation’s capital, Juba. In 2013 the IRC will expand the Women’s Protection and Empowerment (WPE) program into a new Sudanese refugee settlement outside of Juba.
SCOPE OF WORK: The WPE Manager is responsible for the start up of the refugee program in Lainya County, Central Equatoria State and for the implementation of daily project activities for the urban refugee program in Juba. S/He will provide supervision and direction to the WPE camp and urban program teams, with an emphasis on coaching and mentoring national staff to build their capacity. S/He will also collaborate with key staff in Protection and Health, and work with the WPE Senior Manager and Coordinator to achieve the managed growth of IRC’s WPE programming in South Sudan.
The WPE Manager will cover programming in two sites approximately 3 hours apart by road. S/he will spend roughly 50% of the time in Juba and 50% of the time in Lainya County, and will report to the WPE Coordinator in Juba.
RESPONSIBILITIES: Programmatic • Oversee the establishment of GBV prevention and response activities in Lainya refugee camp and lead implementation of urban refugee GBV programming • Establish networks with UN, NGO, and community partners to create functional GBV referral pathways and ensure survivors’ access to safe and confidential health and psychosocial care • Support staff and partners through training and guidance to ensure programming meets GBV best practice and guiding principles that prioritizes the security of beneficiaries and staff. • Oversee the operation of counseling centers, including quality psychosocial response to GBV survivors and documentation of cases. • Develop, conduct, and supervise trainings on key GBV tools, case management, basic counseling, clinical management of rape, GBV prevention concepts, and key GBV resources for partners, community members, and service providers. • Develop key partnerships with local actors and establish partnership agreements and plans based on thorough conversations and assessments. • Participate in conducting relevant assessments in Central Equatoria and other states in South Sudan. • Ensure successful implementation of the SASA! methodology through supervision of staff, monitoring of baseline assessments, and appropriate activity adaption and implementation. • Work closely with IRC’s Protection team in Central Equatoria to implement holistic programming and promote human rights.
Grant Management • Build staff capacity in writing activity and monthly reports to ensure accurate monitoring and documentation of activities. • Manage and oversee grants; develop and maintain work, spending and procurement plans. Participate in all grant opening, mid-term and closing meetings. • Prepare internal and external reports within agreed deadlines using IRC and donor formats. • Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; review monthly Budget vs. Actual and expenditure sheets, feed corrections back to Finance. Bring any over/under expenditure issues to the attention of the DDP and the Grants department in a timely manner and jointly develop corrective plans. • In coordination with the WPE Program Coordinator, contribute in the development of proposals and concept notes for expanding IRC’s WPE portfolio in South Sudan.
Inter-Agency Coordination Represent IRC at camp and state level GBV working groups. Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organizations and other IRC sectors to enhance multi-agency and multi-sectoral cooperation and coordination. Liaise with other GBV actors at the state level to plan and provide joint trainings, support implementation of GBV Prevention and Response Standard Operating Procedures, and undertake relevant advocacy. Ensure GBV response and prevention are incorporated into other sectors and humanitarian activities, through trainings, advocacy and other mentoring or support.
Administration • Recruit national staff in conjunction with Human Resources Department • Supervise WPE staff and volunteers directly, as well as interns and consultants as needed. • Ensure Performance Management System documentation is in place and followed up regularly. • Recommend and implement a capacity building plan for project staff. • Ensure WPE staff understands and follows IRC and donor Policies and Procedures.
Other • Work with the country program and technical unit to put contingency plans in place as needed based on changing political and security environment. • Undertake other relevant tasks as requested by the WPE Program Coordinator.
REQUIREMENTS: • Master’s degree in gender studies, health, social work, humanities or other related discipline. • 3+ years of relevant program management experience, with at least 1 year of GBV program management, including supervision and training of national staff • Experience in a humanitarian or post-conflict environment; refugee camp or urban refugee experience preferred • Experience in starting up new programming and the ability to work under pressure without daily supervision • In-depth understanding of the root causes of GBV, related international standards, and GBV prevention and response strategies. • Good interpersonal and team building skills and knowledge of participatory approaches. • Community education/training experience, particularly with low-literate beneficiaries. • Fluency in English. Excellent oral and written communication skills. Excellent computer skills. • Additional qualities: ability to multitask, handle pressure, improvise, and be a good team player.
WORK ENVIRONMENT: Security level: Yellow, stable with occasional local clashes. Accommodation in Juba is in a shared guest house with DSTV and internet on-site; accommodation in Lainya county is tented housing with access to basic facilities.
