Background

The recent outbreak of violence and armed clashes in Juba has left thousands in urgent need of humanitarian assistance. The overall humanitarian situation in South Sudan is dire and therefore SOS CV - an independent, non-governmental, non-profit and non-denominational international umbrella organisation which was founded in Austria in 1949 and has been active in South Sudan for the last 35 years – is joining the humanitarian efforts to address the massive needs in that troubled country.

For the effective and successful coordination & management of the relief and rehabilitation activities, SOS CV is looking for an Emergency Response and Early Recovery Project Coordinator.

Tasks and Responsibilities:

Project coordination and management

  • Lead the development of project implementation plan process
  • Overall responsible for the implementation of the emergency and early recovery activities, closely monitor and evaluate their evolution, final results and achievements to ensure that objectives are achieved.
  • Carry out exploratory missions in order to identify potential fields of interventions.
  • Lead on situation analysis and programme proposal development.
  • Work in close collaboration with other members of the SOS CV team, sharing information and designing and implementing program activities.
  • Identify opportunities and systematically plan to transit the emergency response project into an early recovery and family and community strengthening project

Financial Management

  • Lead proper planning, size and coordination of the financial resources of the project
  • Supervise the financial management and ensures that all reporting deadlines and donor/SOS CV procedures are respected.
  • Participate in the project budget preparation and validate its final outcome.

Team Management

  • Responsible for the proper supervision, management and coaching of the project team (Emergency construction consultant, emergency project logistician and emergency child protection officers)
  • Lead, manage and motivate the team, ensuring that they have clear objectives, work-plans and receive meaningful and regular feedback on their performance.

Liaising and communications

  • Represent the organization’s emergency programmes at national level and ensure a positive collaboration and working relationship with government institutions, community leaders and a good public image of the organisation.
  • Actively participate and coordinate in the various emergency response clusters or coordination meetings with NGOs, UN agencies and government offices.
  • Ensure SOS CV South Sudan’s participation in the National Humanitarian Response Coordination platform coordinated by UNOCHA
  • Responsible for monitoring and analysing the political, humanitarian and general situation across the country and surrounding countries through established contacts with key persons/institutions.

Reporting

  • Responsible to ensure information flow and reporting to and from the Project Director, Global Emergency Response (GER) Unit and Project Coordinators
  • Prepare and submit regular project progress report (financial and activity reports) to the Project Director

Organizational policies and ethical standards

  • Ensure adherence to SOS CV policies such as the Code of Conduct, Child Safeguarding Standards and others as well as the minimum standards of humanitarian relief (ICRC Code of Conduct, Sphere, HAP).
  • Responsible to define and ensure implementation of security policies and protocols to guarantee safety of staff across all the emergency programmes in the country.

Requirements:

  • University degree in Disaster Management or Development Studies, Social Sciences, International Relations or equivalent working experience
  • Minimum 3 years of experience in humanitarian aid and/or development work in multi-cluster INGOs
  • Experience and knowledge of emergency project management including emergency needs assessment, project design, development and implementation
  • Proven experience in working in unstable environments and in implementing security policy / protocols
  • Good understanding of humanitarian issues and sympathy with the aims and objectives of the organization; commitment to humanitarian principles and the Red Cross and INGO’s code of conduct
  • High level analytical skills and ability to think strategically and implement
  • Excellent organizational and problem solving skills
  • Strong interpersonal and communication skills
  • Proven management and leadership skills
  • Competent to work with significant levels of autonomy and as a team player
  • Ability at being flexible and adapt to changing situations
  • Strong resilience to physical and psychological stress and strains
  • Ability and willingness to work in an intercultural team environment
  • Experience or education in one of the following fields is an asset: child protection in emergencies, health, nutrition, WASH
  • Country knowledge in terms of its political, economic and social trends is an asset
  • Excellent English language skills verbal and in written is required
  • Knowledge of MS Office (Excel, Powerpoint, etc.)
