The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is looking for highly qualified, self-motivated Camp Coordination and Camp Management (CCCM) Manager, able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult, stressful and sometimes insecure conditions.

​Who are we?

​The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world, including South Sudan. DRC DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine action.

​DRC DDG commenced work in South Sudan, formerly Southern Sudan, in 2005 and currently provides expertise in camp coordination and camp management (CCCM), community services, protection and the provision of emergency shelter and non-food items in Unity and Upper Nile states. Activities implemented by DRC DDG are funded by money raised from the Danish public and by project grants from the Danish government and other bilateral and multilateral donors.

​About the job

​This position is a maternity cover and will only for 5 months to cover for the CCCM Manager – Malakal.

The Camp Manager is responsible for supervising and managing all DRC staff and all DRC activities in the internal displacement sites in Malaka. This includes a multi-sectorial approach in camp management and coordination, shelter and protection.

​In addition, the Camp Manager is responsible for the coordination of assistance and services at camp level. This entails building effective partnerships with a diversity of stakeholders, ranging from IDPs/refugees to humanitarian partners, local communities, and government authorities.

​Duties and Responsibilities

​To achieve the objectives of the position, the CCCM Manager (maternity cover) will perform the following tasks and undertake the following responsibilities:

​Coordination and Representation:

  • Coordinate with the site authorities (UNMISS, RRC or local government) and liaise with them on behalf of all humanitarian actors and service providers working in Malakal PoC and Wau Shilluk
  • Establish and maintain effective intra-site coordination mechanisms and facilitate participation in inter-site coordination activities.
  • Represent DRC and liaise with local authorities, partners and local community at county meetings and in other relevant coordination forums should any issues related to camp management activities arise in the areas of intervention.
  • Participate in site designs and site infrastructure development in coordination with relevant stakeholders operating in the area of implementation.

​Programming:

  • Chair weekly camp coordination meetings with partners as well as regular meetings with Peace and Se-curity Council and other leadership committees
  • Promote accountability of humanitarian actors towards the site population through the utilization of multi-ple communication channels and methods (site committees, notice boards, broadcasts, complaint desks etc.). Set up an information management system in the site, including the collection and provision of data and the transparent sharing of the information with relevant stakeholders at County and State level.
  • Monitor and coordinate all activities of humanitarian partners in Malakal PoC and Wau Shilluk to avoid duplication and share in relevant fora the identified gaps in service provision, while ensuring that protec-tion considerations are mainstreamed across all sectors.
  • Submit weekly Site Reports to the CCCM State Focal Point.
  • Strengthen site governance and community participation/mobilization mechanisms with particular empha-sis on camp population decision-making role and ensure that camp coordination fora are representative and inclusive of diverse groups, including those with specific needs (i.e. elderly and physically-challenged).
  • Overall responsible for the planning and timely implementation of camp management activities through rigorous project cycle management and in compliance with DRC and donor regulations; continuously support effective monitoring, evaluation and learning processes.
  • Contribute to create programme synergies between camp management and other DRC sectorial activi-ties.
  • Contribute to the strategic planning of the DRC camp management program, in close collaboration with the DRC CCCM Coordinator.
  • If/when context changes, adapt camp activities in close coordination with the Area Manager and CCCM Coordinator in Juba
  • Feeding into the debate at Cluster level on durable solutions for IDPs living in Malakal PoC and Wau Shilluk
  • Contribute to new project development, including both narratives and budgets in close coordination with the Area Manager at field level and with Grant Manager, Programme Coordinator, CCCM Coordinator at capital level when requested.

​Finance and Administration:

  • Ensure full compliance with DRC and donor financial guidelines and policies while implementing the pro-ject(s).
  • Monitor budgets burning rates to ensure the timely utilization of all resources, spending is in line with pro-ject timelines and implementation schedules. Actively propose and adjust budget forecasts when needed.

​Human Resources:

  • Manage and lead the camp management team of Malakal-based national staff and support respectful and positive working relationships which allow for the effective implementation for project activities.
  • Ensure recruitment processes and that relevant staffing structures are in place, are reflective of appropri-ate gender balance, and promote opportunities for nationalization.
  • Assess camp management staff capacity and provide and/or recommend training and coaching opportunities to increase technical skills as necessary
  • Ensure staff are well versed on DRC's Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse.
  • Collaborate with the Malakal based Human Resources department to ensure staff evaluations are con-ducted on a regular basis.

​Logistics, Procurement, Safety and Security:

  • Develop supply/procurement plans for camp management activities and coordinate with the Malakal-based Logistics Manager for their delivery to the field as per project planning.
  • Ensure staff compliance with security management rules and procedures (i.e. ensuring relevant proce-dures such as SoPs, MoSS are understood and adhered to by staff). Play an active role in the Incident Management Team (IMT) in Malakal when requested
  • Any other tasks required by DRC Area Manager relevant to implementation of Camp Management activi-ties in Malakal PoC and Wau Shilluk.

​About you

​To be successful in this role you must have:

​Mandatory qualifications:

  • At least 2 years’ proven and successful track record of humanitarian experience, including in a camp set-ting;
  • Direct experience and/or broad knowledge of themes relevant to conflict-affected or post-conflict countries;
  • Strong knowledge of CCCM;
  • Experience working as a camp manager in refugee and IDP settings;
  • Ability to work effectively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of counterparts, and other partners;
  • Proven coordination skills;
  • University degree in a relevant discipline;
  • Demonstrated experience in working to tight deadlines, and managing pressure;
  • Fluency in written and spoken English is essential;
  • Self-motivated and able to work with a minimum of guidance;
  • Strong computer skills (Excel, Word, PowerPoint, and Outlook)

​Desirable qualifications:

  • Prior experience in South Sudan
  • Knowledge of protection mainstreaming in camp management
  • Experience in accountability to beneficiaries and communication with communities;

​We offer

​DRC will offer the successful applicant a 5 months contract. You must be available to start work by the 16 September 2016 and be willing to live in basic accommodation. The position is at A14 in DRC’s salary scale.
