Background
Oxfam has been working in South Sudan since 1983, devoted to empowering people against poverty. In 2017, the organisation consolidated its efforts to meet the needs of the most vulnerable and has reached over 1 million people across South Sudan with life-saving sustainable assistance.
Oxfam programme currently operates through field bases in Jonglei, Unity State, Western Bahr El Ghazal and Lakes State and through partners in the Equatorias. Additionally, Oxfam has the capacity to respond nationwide to humanitarian emergencies through its Emergency Preparedness and Response team. Oxfam is working on WASH, EFSVL, Protection, Advocacy, Governance, Education, Gender Justice and resilience programming. Oxfam will continue increasing the work through partnerships where possible and increasing the number of women’s rights organizations partnered.
The Role
Reporting to the Country Director for Oxfam South Sudan the Funding Coordinator will be responsible for the following:
· Identify, research, and disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors.
· Evaluate eligibility and provide summaries of opportunities and calls that are relevant to the country team
· Use creative approaches to link programme aspirations to donor priorities, while also working with SMT to effectively influence the strategies of donors.
· Provide regular updates to the Country Director and SMT on the status of the funding pipeline and key trends to monitor.
· Work with Deputy Country Director - Programme and the technical teams to develop generic concept notes for thematic areas and cross-sectoral integration.
· Coordinate development and submission of donor proposals. Drive interdepartmental coordination for project design with, technical Coordinators, Advocacy and Policy, Programme Teams (for field team inputs), Security, Logistics, Finance, and HR (for staffing requirements).
· Facilitate access to specialist support from within, and external to the Confederation in support of proposal development
· Quality assure all concept notes and proposals, ensuring that proposals are of a sufficient quality to meet minimum requirements for submission
· Manage the internal authorisation and sign off processes
· Ensure timely submission of high quality funding proposal and mange donor communications and follow up
· Review and strengthen compliance and utilization of EA system (OPAL/CRIMSON) for project and contract management
· Lead the relationship with donors as well as the exploration of new ones
· Facilitate partner capacity building in accordance with donor requirements
What we’re looking for:
· Masters / Post-graduate from a recognised University/college in International Development, Finance, Social Sciences or any other related area that can bring added value to the job.
· Relevant experience, of 5-7 years for Masters/ Post-graduate holders or 7-10 years for Bachelor holders, including budgeting, planning, programme cycle management, preferably in an international NGO out of which 3 years should be supervisory/managerial experience
· Management experience in securing and managing funds from institutional donors, such as ECHO, EU, DFID, OFDA, CIDA, and UN agencies
· Excellent planning and budgeting skills, and a sound understanding of Programme Cycle Management in emergencies and/or development environments
· Sound skills in capacity building in relation to fundraising or programme development
· Experience with gender programming and working in multi-cultural environment
· Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work
· Sufficient knowledge of Oxfam’s priorities and development and humanitarian programme work is an advantage (Desirable)
· Knowledge of donors portfolio in South Sudan (Desirable)
· Experience of working with Oxfam systems (Desirable)
