The context:

The conflict between Northern and Southern Sudan is known as the longest war in Africa. Six and half years after the signing of the Comprehensive Peace Agreement (CPA) in Nairobi in January 2005, South Sudan became the youngest country in the World on July 9th 2011, after a referendum.

In 2013, new rounds of violence erupted. Following East African mediation efforts and the threat of United Nations sanctions for both sides, a peace agreement was signed in 2015. Following Machar’s return to Juba in 2016 and his appointement as vice president, a new breakout of violence happened in Juba in July 2016. Machar was replaced as vice-president and fled the country as the global conflict erupted again. In the coming months at least, the general security situation is likely to remain precarious and volatile in the whole country.

Up to 300,000 (even more) people are estimated to have been killed in the war. More than 4 million people have been displaced in a country of 12 million, with about 2 million internally displaced and about 2.1 million having fled to neighboring countries (Kenya, Sudan, Uganda, DRC…). Almost 7.1 million people are food insecure in the country.

SI has been operating in South Sudan since 2006, and has developed activities in emergency and post emergency contexts, particularly in rural and semi-urban areas.

About SI mission in SOUTH SUDAN:

SI currently runs WASH and FSL interventions benefiting IDPs and host communities in Raja (Western Bahr El Gazal), as well as WASH activities around Malakal, providing emergency WASH assistance in informal settlements in Upper West Nile state. In Juba, SI conducts a cholera preparedeness&response programme.

The main axis of SI’s country strategy are as follows:

.- Address the most urgent needs of conflict, epidemic (including cholera) and natural disaster affected population

· Contribute to strengthening the resilience capacities of agro and agro pastoral communities affected by conflict and climate events.

· Contribute to reducing the prevalence of water borne diseases and malnutrition through integrated WaSH in camp (formal/informal), WaSH in health and WaSH in nutrition approaches in rural and urban settings.

· Challenge common approaches to hygiene promotion and sanitation and pilot innovative methodologies and technologies, through research studies, and partnerships with academic institutions; study the impact of humanitarian interventions on cholera prevalence.

The overall budget of the mission is circa 3 million USD. The coordination team is based in Juba (5 expatriates).

In Raja:

SI is one of the only actors present in Raja, providing thus essential support to the vulnerable population trhough integrated WASH and FSL responses. The Raja base which was opened in 2017 counts 3 expatriates: a Field Coordinator, a Program Manager and a Logistician-administrator. The Raja team under the log-admin’s management is composed by a logistic assistant, an Admin assistant, 4 guards, 2 drivers, 1 cook and 1 cleaner.

Main responsibilities:

The logistician-administrator is in charge of the administrative, financial, HR and logistics management of the Raja base, in compliance with SI procedures. He/She organizes logistics and administrative support to the programs, oversees the implementation of the HR policies and supports the Field Coordinator with the security management from an operational perspective.

Current main priorities for the log-admin are to run the procurement of the programme material in a context of limited markets to ensure timely delivery of the assistance, to provide capacity building to the national team (log & admin), ensuring planning and security for movements, and to oversee the upgrading of the standards on the base recently opened.

Logistics:

Supply Management

  • Carry out a purchasing environment analysis at the local level. Supervise the update of price lists and supplier files. Receive, approve and process requests for quotes and internal order forms. Select suppliers and negotiate prices, deadlines and delivery methods. Ensure compliance with SI and donors procedures.

Vehicle Fleet Management

  • Negotiate vehicle rental contracts. Supervise the maintenance and repair work on mission vehicles. Support the Fleet Manager in compiling lists of spare parts and consumables. Supervise the vehicle movements. Ensure that a complete breakdown kit is available on board all vehicles. Permanently ensure that all drivers have received general training and carry out regular testing.

Equipment/Telecommunications Management

  • Update inventory in real time. Ensure that communication means are regularly maintained

Management and Monitoring of IT Equipment

  • Ensure the maintenance and correct use of IT equipment, including restrictions on internet usage by the national staff. Provide technical assistance to teams and organize training sessions

Stock Management

  • Ensure the upkeep of all stocks and regular clean-up of the compounds. Ensure material is stored under suitable conditions and monitor expiry dates. Ensure compliance with SI procedures.

Security

  • Implement team safety measures as determined by the coordination team. Train teams in safety rules and procedures

Team management

  • Train, support and evaluate the administrative and logistics base team. Plan and supervise the activities of the administrative and logistics teams

Administration:

Administrative management of personnel:

  • Supervise the administrative management of personnel recruitment and hiring at his/her base. Set up a training plan and ensure performance review for the staff. Apply all procedures related to administrative management of staff.

Cash-flow/bookkeeping:

  • Manage his/her base's cash-flow and ensure that banks and cash boxes are well supplied. Manage transfers and monitor the security of funds. Prepare cash-flow forecasts with the program manager. Supervise the upkeep and security of safes and cash-boxes. Validate all disbursements and commitments of expenditure, in compliance with SI procedures. Prepare and supervise the monthly closing.

Budgetary / financial monitoring:

  • Update allocation boards for his/her base and analyse the budget follow-up with the PM and Field Coordinator, suggesting adjustments as required. Oversee adherence to donor administrative procedures. Support the administrative coordinator in formulating financial reports, project proposals, and with audits.

The required skills:

  • Previous experience on logistics, especially on remote purchasing of supplies and equipment.
  • Capacity to actively coordinate and follow up on purchase and logistic/transportation arrangements with the logistics department at capital level and with external actors as needed/requested (logistic cluster, WASH cluster-core pipeline, etc.).
  • Experience on Finance and HR procedures implementation
  • Analytical skills and solution-oriented.
  • Team management and capacity to train the team
  • Experience in complex emergency
  • Flexibility and adaptive capacity
  • Capacity to work under pressure and live in an insecure environement.

Conditions:

A salaried position: starting from 1980 euros gross per month depending on seniority and a monthly Per Diem of 700 USD.

R&R: During the assignment, based on a six-months contract, a system of R&R is implemented every two months. The expatriate will have a 7-day break during the 2nd and 4th month (with 750 USD allocated by Solidarités International).

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions in Raja are basic even though constant improvement is seek. Electricity and Internet is available through generator and solar power (24/7). Local phone network available. Local food available, Juba supply-dependent for quality/variety food. Tight security protocol.
