JOB CONTEXT :
The context in South Sudan is characterized by a contiguum between emergency and development with regular chronic crisis, periods of stability and period of massive emergency. HI present since 2006 has shifted in 2009 from the emergency department to the development one but remains active in both operational interventions.
At July 2018, the program includes
An emergency component with
Protection program in Juba PoC and Urban juba camps, psychosocial support and targeted assistance to persons with specific needs
An emergency flying team providing MHPSS, rehabilitation, and inclusion services across the country
A new MHPSS and inclusion project in Yei, Juba, Torit, and Yambio that will be launched in August 2018
A long-term component with
- A Victim Assistance project based in Juba and Yei county including rehabilitation and livelihood activities
This project is a collaboration with the DFID Humanitarian and Resilience Program in South Sudan (HARISS) and the Evidence for Learning Facility for South Sudan (ELFSS). The aim of the HARISS program is to provide life-saving support to the men, women, and children of South Sudan and enable them to cope with the onset of new shocks. The aim of the ELFSS project is to ensure the proper collection, monitoring, and use of data for better program implementation. These two programs work side-by-side to ensure that quality programming reaches those that need it the most. The HI project will ensure that the most vulnerable individuals are able to access and benefit from these services.
This position will have overall responsibility for delivering and ensuring the quality of the inclusion aspect of the HARISS project with DFID and DFID HARISS partner staff.
The Technical Advisor for Disability Mainstreaming in Humanitarian Action will have a dedicated team that will support in the implementation of the disability inclusion component within the DFID HARISS program and a pilot number of partner projects, in line with DFID policies, guidance and international frameworks and guidelines on rights-based and disability inclusive humanitarian action.
YOUR MISSION:
Under the responsibility of the Project Manager and in close cooperation with the rest of the HI team and related technical advisors, the Technical Advisor for Disability Mainstreaming in Humanitarian Action will be in charge of:
Providing technical support for the implementation of the project to promote disability inclusive humanitarian strategies and operations and data processes and systems
Acting as the focal point to coordinate disability inclusion with all affected communities and stakeholders partners involved and/or supporting the project, while ensuring all stakeholders work together collaboratively to promote disability inclusive strategies and operations within the HARISS programs.
Taking active part in the recruitment of the team promoting disability inclusive humanitarian action (job description, network identification, technical interviews, etc.)
Effectively developing, mentoring, and managing a highly performing team promoting disability inclusive humanitarian under his/her responsibility
In coordination with the logistic and administrative department, ensuring a correct follow-up of the administrative, financial, and logistic aspects of the disability inclusion component
Regularly reporting on the activities of the DFID program
Based on identified gaps and needs, leading on strategy development and methodology of intervention to promote the uptake of disability as a cross-cutting issue
Developing a strategic action plan and capacity building plan with mid-term and long-term objectives to promote the protection and inclusion of people with disabilities
Promoting disability inclusive humanitarian programming and monitoring and evaluation practices, systems and tools through the collection of reliable and comparable disability data
Identifying relevant opportunities, allies and entry points at sectorial, inter-sectorial, national and local level to promote disability inclusive governance, strategies and disability inclusive humanitarian programming and data systems
YOUR PROFILE :
You hold a degree in project management or social sciences or international relationships
You have at least 2 years of experience in humanitarian program management and in technical advice or management of disability, age, gender mainstreaming projects.
Work experience in emergency contexts, man-made conflict/protracted crisis settings/post-conflict environments.
Solid work experience in at least one of the following core sectors: disability inclusion, disability data collection, protection mainstreaming.
You demonstrate team management, coordination and representation skills
Excellent communication skills in English
Good interpersonal skills
CHARACTERISTICS OF THE POSITION :
Juba is the capital of South Sudan, and accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights connect Juba with major cities and key sites across the country for development and humanitarian activities. The rainy season severely limits movement.
The HI mission in South Sudan is under security level 3 with restrictions of movements and a curfew in Juba.
The office and the guesthouse are in one compound in Juba. The compound is in the centre of town. The accommodation in Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner and bathroom. The living conditions are basic but acceptable (generator, water tanks, Internet, small gym, TV). Juba offers some facilities including bars, restaurants, gyms, and swimming pools for International Staff.
A special system of R&R is in place with time for rest out of the country every 6 weeks.

Salary from 2031 € gross/month regarding the experience of the candidate
Perdiem : 457 net/month
Hardship allowance : 500 € net/month

R&R : Level 3 : 5 days every 6 weeks
