Malteser International is the worldwide humanitarian relief service of the Order of Malta that plans and realises programme in more than 30 countries in the world. One of the main tasks is to carry out emergency relief worldwide as well as to link relief, rehabilitation and development measures.
In South Sudan, Malteser International is running basic health care programs, a sleeping sickness control program and supporting people affected by leprosy. In addition Malteser International supports two health training schools in Rumbek. A strong focus is laid on building the capacity of local health staff as well as in improving the knowledge of the people living in the communities.
To support our country office in Juba, South Sudan, Malteser International is looking for a Country Coordinator with the overall responsibility to plan, deliver and monitor its programme in South Sudan.
Responsibilities:
- Oversee programme operations and internal/external reporting, ensuring compliance with Malteser regulations/procedures and donor regulations
- Overall responsible for budget control and donor grant management
- Monitor and evaluate programme activities and results, performance, progress and effectiveness
- Contribute to the development of Malteser International´s strategy in South Sudan
- Responsible for programme development, incl. assessments/fact finding missions, proposal preparation and extension of donor and activity portfolio
- Management and supervision of international and local staff
- Ensure implementation of security guidelines, monitor the overall security situation and adapt programme implementation accordingly
- Active networking and representation of Malteser International in South Sudan vis-à-vis national authorities, national and international institutions, organisations and donors
Qualifications:
- Academic Degree in a related field
- Minimum 7 years overseas experience in a senior management position in humanitarian assistance and/or development programmes
- Demonstrated experience in strategic and operational planning, implementation and monitoring of programmes
- Experience in leading multinational teams
- Strong proposal and report writing skills
- Prepared to work and live with limited resources and under difficult circumstances
- Able to work under pressure and tight deadlines / Physical and mental strength
- Fluency in English (written and spoken); Proficiency in using standard software package
- Prior experience in managing health and WASH programmes and community based approaches would be an asset
- Prior work experience in South Sudan would be an asset
- Fluency in verbal and written German would be an asset
Conditions:
- Starting date: 16th of September 2013
- Duty station: Juba, South Sudan, with frequent travels to the programme locations and other areas of South Sudan
- Duration of contract: 12 months (extendable)
- Salary according to qualification and experience, insurance package, accommodation in team house, R&R, one flight home/year
