Stabilization Advisor

AECOM was recently awarded a contract to implement the South Sudan Transition and Conflict Mitigation II (SSTCM II) program for the USAID Office of Transition and Conflict Mitigation (OTCM). The SSTCM II program designs and implements activities with local partners through an in-kind grant mechanism to enhance peace and stability in strategically selected areas where localized conflict can quickly escalate into destabilizing violence. Additionally, SSTCM II aims to support South Sudan’s transition to early recovery and establish a strong foundation for sustainable development. In support of these goals, the program will promote the emergence of responsive, effective and inclusive civil authorities; support inter-ethnic engagement in peace processes and dialogue with civil authorities; build the capacity of local government and vulnerable communities to engage in productive socio-economic activities; and support emerging political processes at the national, state, and local level.

Duties and Responsibilities

Under the direct supervision of OTCM senior management, the Stabilization Advisor will:

• Support the effective implementation of SSTCM II by ensuring activities are in line with USAID/South Sudan strategic guidance and are well coordinated with other donor programs, as appropriate.

• Draft programmatic and analytical reports including white papers on emerging issues or trends relevant to the SSTCM II strategy and advise on strategic direction of program portfolio and program development.

• Based on consultations with technical experts and the SSTCM II team, as well as field travel to SSTCM II areas of operation, advise on program performance, including opportunities for strategic and operational improvement.

• Act as a primary liaison between OTCM and AECOM field teams ensuring SSTCM II goals and objectives are being met and understood by all, even during rapid periods of change.

• Collaborate with, and potentially manage if necessary, technical consultants in support of new and innovate areas of programmatic expansion.

• Participate in and support, as needed, periodic baseline surveys and assessments, and communicate results to a range of audiences in the US Government, host country government, and other stakeholders.

• Facilitate collaboration with USAID technical teams, U.S. Embassy staff, host country government officials, implementing partners, international organizations, indigenous and international NGOs, international donors, and others key players on issues pertinent to SSTCM II strategic objectives.

• Assist in regularly sharing program information with relevant stakeholders, including USAID technical officers, bilateral donors, UN agencies, international organizations, and local organizations, to ensure visibility and synergy of SSTCM II activities. Information sharing will be done through formal presentations and informal communication.

• Perform other duties as determined by the supervisor to ensure successful SSTCM II program implementation.

Qualifications

The Stabilization Advisor must be an individual with sound judgment, excellent communication, interpersonal and analytical skills and possess a well-developed political acumen.

Since work may require continued changes in program direction and implementation, including frequent coordination, the individual will be someone who is highly flexible and willing to work under conditions of ongoing change.

The successful candidate will be expected to spend time in field locations in very basic and difficult conditions.

In addition, the individual should meet the following minimum qualifications:

• 10 years or more of work experience in international development.
• Masters degree in relevant field.
• Experience working in fluid, politically sensitive, conflict and post conflict environments.
• Experience in South Sudan strongly preferred.
• Experience with in-kind grants and responsive programming preferred.
• Oral and written fluency in English mandatory.
