COUNTRY MISSION:
Operational in South Sudan since 1994, ARC implements a multi-sectoral program that includes water and sanitation, primary and reproductive health care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations.
PRIMARY PURPOSE OF THE POSITION:
The Program Manager is directly responsible for overseeing and implementation of ARC’s Primary Health Care project funded by USAID through Jhpiego, which will be implemented using a “county based service delivery model”. Overall the Program Manager is responsible for providing key technical expertise, program management and supervision for the successful implementation of the JPHiego project. The Program Manager will also be responsible for all other health-related projects implemented in Kajo Keji.
S/he will have a minimum of 3 years of international program management experience and a strong public health background with a focus on health systems strengthening and capacity building.
The Program Manager will work closely with the County Health Department (CHD) on strengthening capacity of CHD staff and health providers, establishes clear systems and protocols to ensure essential primary health care services are of quality and meet standards and protocols as outlined in South Sudan’s Basic Package of Health Services. This position will also ensure that all aspects of finance, logistics and operational systems are established. This position will play a key role in managing project staff, providing programmatic oversight ensuring that all activities are implemented according to the project work plan and in accordance with ARC policies and donor guidelines.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES:
Health Technical Management 40%
Manage health program implementation in Kajo Keji County to reach quality/coverage targets and complete key workplan activities. Identify quality gaps and work with the ARC and CHD team to define a strategy to address these.
Supervise and/or ensure health facilities are being supervised using performance/quality improvement methodologies and the Quantified Supervision Checklist; MoH BPHS prevention, treatment guideline and protocols.
Provide occasional direct on-job training/mentoring if assumed as a task in action plans.
Coordinate and facilitate trainings for project staff and health personnel to strengthen their skills in areas of clinical service provision, staff management, and routine data collection and reporting.
In coordination with the Senior Health Coordinator, the JHPiego team and other donors, ensure relevant ARC Kajo Keji staff are trained as trainers and subsequent training rolled out.
Ensure that Primary Health Care (PHC), Maternal and Child Health (MCH), and HIV/AIDS service statistics and all the required reports are properly collected from each health facility and submitted in a timely manner to the Grants Manager, as appropriate.
In coordination with the Senior Health Coordinator, the Senior Program Coordinator and the health team in Kajo Keji, identify the required equipment, drugs, medical supplies, job aids and furniture needs for the health facilities.
Develop BCC strategy and community outreach strategy to increase demand and uptake of services.
Provide technical oversight in the integration of PHC and RH activities in other sectors such as WASH.
Travel frequently to health facilities for supervisory visits.
Work with staff to develop success stories.
Manage other health-related projects that may be implemented in Kajo Keji.
Lead other program development activities including support in assessment and program design.
Site management (finance/logistics/security) 30%
Ensure compliance with procurement and financial policies and control procedures.
Ensure that technical, administrative, financial and other recommendations agreed with the Juba-based program and support teams become are implemented.
Monitor security, liaises and seeks guidance from security officer and ensures that security policies are complied with in Kajo Keji sub-office.
Monitor expenditures to assure that project activities are implemented within the approved budget.
Plan, organize and coordinate the activities of Kajo Keji site.
Ensure adequate supply of logistics for the various projects.
Ensure progress towards established indicators.
Review budget versus actual on a monthly basis and make adjustments to activity plans accordingly.
Ensure proper budget spend down of health programs.
Agree performance objectives/expectations with direct reports; complete performance appraisals annually, supervise direct report on a regular basis that may vary by staff and over time. If s/he supervises supervisors, ensure they do the same.
Participate in the recruitment and selection of qualified field national staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisor.
Capacity Development of County Health Department 20%
Strengthen the capacity of the County Health Department in Human Resource, Financial, Logistics and administrative management in order to prepare the CHD for future handover.
Representation and Coordination 10%
Represent ARC and liaise with JPHiego and other donors, local authorities, UN, and NGOs to promote ARC programs, facilitate successful coordination of activities, and ensure transparency in the community.
Develop and maintain strong working relationship and coordinate with State and County authorities, especially representatives of the County Health Department (CHD) and the State Ministry of Health (SMoH), relevant international and local agencies engaged in similar health activities in the county.
Work in partnership with other International and local NGOs to ensure program harmonization.
Advocate for quality PHC services both at facility and community level.
Other Functions
Perform any other related duties that may be assigned by line manager.
Comply to ARC Standard Operational Procedures.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:
Degree in development, public health or related field, at a minimum. Master’s degree is plus.
At least 3 years of management experience in a developing country, experience in supervising staff, project activities and project cycle management with an international organization.
Previous experience of implementing health programs.
Strong program report writing skills as well as analytical capacities.
Strong coordination skills with proven ability to work across multiple technical areas simultaneously, supporting and mentoring multiple staff members.
Good work experience in training facilitation, mentoring and capacity development.
Demonstrated analytical and conceptual skills to design and plan projects.
Ability to write quality reports and concept notes.
Have experience in budget analyses and expenditure.
Professional fluency in spoken and written English.
Previous relevant experience in Africa – South Sudan highly valued.
Proven ability to work cooperatively with others in a team environment.
Good knowledge of logistics and admin/HR and donor compliance.
Good computer skills (Microsoft Office, Email, etc)
