General objective:

Logistics Coordinator is in charge of the management of all the logistics aspects of the mission and the day-to-day security. He/she is responsible for coordinating all logistics activities at mission level and for the provision of proper support to programs. Logistics Coordinator follows security developments in South Sudan and manages all aspects of mission security as delegated by the CD.

Objective 1: Set up/ Coordination of logistics at national level

  • Organization and supervision of the supply chain ensuring timely and quality provision of supplies to the program and field offices
  • Implementation of standard procurement procedures in accordance with Kit Log and applicable donor standards
  • Set up and management of warehouse facilities in accordance with Kit Log and project needs
  • Equipment assessment, planning, purchase, allocation and management as well as development of tools and procedures of equipment management as needed
  • Organization and supervision of the fleet and its management (rental contracts, movements follow up, report, log book maintenance) in accordance with Kit Log and security regulations
  • Organization and subsequent supervision of information management and means of communication ensuring adherence to security procedures and the Kit Log
  • Identification, rent, and necessary rehabilitation of ACF premises/facilities ensuring needs inventory, rehab and construction plans, budget and appropriate BoQ’s

Objective 2: Set up and Management of ACF South Sudan logistics on capital and field office(s) level

  • Opening of new field office(s) as new funding becomes available in accordance with ACF procedures / security context
  • Closing of field office(s) and providing logistic support during emergency response activities
  • Organizing of log / security assessment in current / new project areas
  • Specification and forecast of further logistics structures, systems, and needs for current and new projects
  • Planning and management of the logistic budget lines as well as cost analysis of logistics related expenses and control of monthly cash forecast from Log department
  • Implementation and standardization of the logistic procedures as defined in the Kit Log and donor-specific regulations; development of additional procedures if required
  • Elaboration of the logistic implication in the proposals (assessment of logistic needs, evaluation of the costs and feasibility for the supplies, draft of the procurement planning & logistic budget)
  • Working together with Technical Coordinators, Administration, and Country Director to ensure adequate logistics support to the missions’ program(s).
  • Liaison with the HQ for all the logistics aspects

Objective 3: Human resources

  • Recruitment, organization of the logistic department; forecast of the HR logistics needs and preparation of organizational chart updates (logistics department).
  • Line management of logistics staff, including planning of their work, daily supervision and evaluation; setting logistics-related objectives for Log/Admins responsible for implementation of logistics procedures and standards in the field and contribution to their evaluations.
  • Capacity building and training of national /security team, particularly on ACF and donor guidelines/procedures
  • Overall technical support and evaluation of national logistics/security staff
  • Regular contacts with the base logs and HoB’s to discuss ongoing challenges and problematic
  • Briefing of all new senior staff including all expatriates on logistics and security aspects of the mission
  • Objective 4: Management of the security (as delegated by and under direct supervision of the CD)
  • Participation in the context analysis, subsequently supporting the update of mission / field office security plans under the supervision of the CD
  • Development/update and implementation of security-related systems and procedures on the mission under the supervision of the CD Organization of training on security for expatriates and nationals staff in collaboration with CD
  • Crisis and incident management and reporting in collaboration with the Security Officer and under the supervision of CD

Objective 5: Reporting & Analysis

  • Preparation and submission of Mission logistic report (compilation & consolidation of all logistic reports – field offices and capital & transmission to HQ) in accordance with the KLV3.1
  • Preparation of reports on log/security assessments, field office opening/closure
  • Preparation of Logistics reports to donors in cooperation with Admin Co and CD.

Objective 6: Representation

  • Representation of ACF to various stakeholders including local community members, authorities, other NGOs, companies and partners, donors
  • Participation in logistics-related meetings with donors, Log cluster, and partners
  • Participation in security meetings as delegated by the CD
  • Organization of and chairing of Logistics department meetings and participation in ACF coordination and other meetings as requested

QUALIFICATIONS

Bachelor’s degree or higher in Logistics, Business, Engineering or other related field.
At least 2 years of international professional experience in a similar role and for a comparative size mission
It is desirable that experience is supported by study by academic study, such as completion of the Certification in Humanitarian Logistics

SKILLS & EXPERIENCE

ESSENTIAL

  • Evidence of practical experience in logistics management and coordination within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.), fleet/transport management and asset management, distribution support.
  • Proven record of experience of the management of logistics at a coordination level
  • Experience of the management of budgets and the ability to prepare timely, complete and accurate reports.
  • Experience in staff management, project management, and security management
  • Evidence of the ability to plan for, and conduct training in all areas of logistics for national and international staff (suitable to staff knowledge level).
  • Well-organized, able to multitask, and rigorous,
  • High sense of diplomacy with authorities

PREFERRED

  • Previous experience in living and working in insecure and volatile contexts and in managing security in such context
  • Proven ability to work in multi-donor short term contract situations
  • Previous experience with ACF preferred

Objective 1: Coordinate ACF Country Strategy implementation at field level

  • Participate in the development and update of the country strategy by providing information from the field.
  • Ensure implementation of the country strategy at field levelin collaboration with the Technical Coordinators and Program Managers.

Objective 2: Coordinate the overall implementation of programs at field level

  • Coordinate and monitor the implementation of planned projects.
  • Coordinate the development of new projects in the intervention area in collaboration with the Technical Coordinators and Program Managers.
  • Supervise the activities of support departments at field level
  • Ensure synergy between Technical and Support services at field level.
  • Ensure implementation of recommendations from internal audits, visits of Coordination team members on the ground, and field evaluations.

Objective 3:Manage the team at field level

  • Supervise and manage the team members under direct responsibility.
  • Participate in the recruitment of the direct team.
  • Monitor the social climate in the field and alert the Country Director and the HR Coordinator in case of difficulties or social demands.
  • Globally manages training needs at field level.
  • Facilitate and promote the smooth flow of information and a fluid communication at field level.
  • Encourage compliance with the Charter and the fight against fraud, corruption and abuse of power and alert the Country Director in the event of fraud,corruption or abuse of power.

Objective 4: Facilitate good relations with the Coordination team

  • Maintain the Coordination team informed on the implementation development of programs.
  • Request support from coordination team for any issues that could jeopardize programs, findings or security of staff or equipment.
  • Ensure the field teams request regular support to the coordination team in order to maximize operational effectiveness and impact of programs.
  • In general, play a role of facilitator between "field" and "capital."
  • Manage the follow-up of recommendations from the technical and support departments.

Objective 5: Represent ACF and liaise with regional authorities, UN, NGOs at field and regional level

  • Coordinate and oversee all partnerships in the area of ​​intervention.
  • Promotion and defence of humanitarian and ACF principals towards all stakeholders.
  • Participate in humanitarian coordination activities in the area of intervention.
  • Develop an information (formal/informal) network.
  • To represent ACF programs at the field level with institutional partners and donors

Objective 6: Provide reporting and communication

  • Coordinate the reporting activities of Field Program Managers in compliance with ACF standards and donor requirements (type and quality of information).
  • Coordinate the establishment of a system of “lessons learned” about programs to provide information to conduct advocacy activities.
  • Implement good communication practices in the area of intervention.

Objective 7: Security

  • Follow the evolution of security in the area through networking, data collection and analysis of information.
  • Maintain an effective network with local partners on contextual and security matters.
  • Support the HOB in 3 month update of the local security plan and send it to the Logistics (or Security) Coordinator
  • Brief ACF team on local context and security.
  • Ensure compliance with safety rules in collaboration with the HOB.
  • Final decision maker for the field locations in terms of movement of project teams based on security information
  • Actively participate in audits and ensure the implementation of recommendations.

Objective 8: Oversee and ensure the smooth operations of the support functions

  • The field coordinator is responsible for overall management of Logistics, Finance and Human Resources:
  • Receive weekly update reports from HoBs and forward to Juba with clear action points for coordination team
  • Monitor compliance with financial, logistics and HR procedures.
  • Support HOBs in financial, logistical and HR needs planning on the base and communicate them to the coordination according to ACF formats and deadlines.
  • Monitor the timely submission of financial, logistics and HR reports from bases to capital
  • Provide support and information to Program Managers in evaluating their financial, logistical and HR needs.
  • Ensure that the principles of the Charter and ACF Risk Management policiesare respected and inform the coordination team when needed.
  • Alert Coordination teams when risks are identified in the short, medium and long term in their respective functions.
  • Ensure good communication with the support coordination teams.

Who PAH is in South Sudan:
PAH has been working in South Sudan since 2006 as one of the first NGOs established in Jonglei State. We are a small team of committed individuals aiming at delivering tangible and sustainable change in the largest, most populous and most conflicted state of South Sudan. We are needs- and community based, hence aside drilling and repairing boreholes, developing accompanying O&M structures and innovative approaches to sanitation and hygiene promotion, we have also been developing our emergency response capacity. Our Emergency Response Team (ERT) mainly reacts to WASH and NFI needs of populations affected by conflicts and natural disasters, which have been on the increase for the past two years. Thanks to the expertise gathered over the years, we were also appointed to lead WASH Cluster in the state: we coordinate WASH emergency response with partners and hence make sure all vulnerable communities are served at the time of crisis. Due to the present situation in South Sudan PAH has temporarily cut on its development-oriented projects and is focusing on the response to the current humanitarian crisis.

Who PAH is looking for:
PAH in South Sudan is looking for a new Financial Officer/Accountant. The person will hold the following responsibilities:

  • Is responsible for the timely and proper conduct of the accounting records, including being responsible for mission money;
  • Pays advanced payments for mission employees towards current affairs, accounts advanced payments and ensures that the bills are described properly;
  • Keeps records of advance payments;
  • Prepares periodic reports for the Head od Mission and Project Coordinators about the transfers and status of implementation of budgets;
  • Is responsible for proper and timely preparation of cash flow document and sending it to the Programme Coordinator;
  • Is responsible for proper and timely, quality preparation of the Mission cash report and sending it to Accounting Department of Polish Humanitarian Action;
  • Takes care of proper relations with banks and other financial institutions, including:
  • leads current accounts with banks
  • controls the checkbook,
  • conducts periodic inspections of bank accounts,
  • makes transfers for invoices,
  • withdraws money from the bank for the work of mission;
  • Is responsible for the timely payment of all fees associated with the activities of the Mission of PAH in the South Sudan (invoices, registration fees);
  • Is responsible for proper and timely payments of any fees connected with the Mission of Polish Humanitarian Action (payment of invoices, registration fees, taxes, etc.);

South Sudan: Protection Evaluation & Monitoring Specialist

BACKGROUND:

IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Central Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, nutrition, environmental health, women's protection and empowerment, protection and access to justice and livelihoods, and is scaling up its response in these areas.

JOB OVERVIEW:

The Protection Evaluation & Monitoring (M&E) Specialist will be responsible for the development of harmonized tools and setting up systems for the protection program to ensure quality reporting and programming throughout the IRC country program. The Protection M&E Specialist will assist in tracking of progress, reviewing of processes, and consolidating of results. In addition to data collection and monitoring for all program locations., the Protection M&E Specialist will also be responsible for providing direct technical support to the field sites.

The Protection Monitoring and Evaluation Specialist will work under the supervision of the Protection and Rule of Law Coordinator and in close collaboration with the Information Management Specialist. The position is based in Juba with monthly travel to various field sites.

MAJOR RESPONSIBILITIES:

  • Data collection and systems

  • Gather existing protection program baseline data and put in place measures to collect missing data, as appropriate

  • Compile quantitative and qualitative data to showcase IRC's protection program, covering all program outcome areas
  • In close collaboration with the Protection and Rule of Law Coordinator and the Information management Specialist, lead/support the development of strong data collection tools and monitoring & evaluation plans for the protection program
  • Ensure efficient systems in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required
  • Provide training and capacity building in M&E to technical/implementation staff to ensure effective and accurate data collection
  • Develop data collection and monitoring guidelines, formats and tools
  • Ensure that data are recorded and stored effectively

  • Program tracking, reporting and evaluation

  • Support program teams in analyzing and interpreting M&E data

  • Support program teams to document lessons learned and its incorporation in current and new programs and projects
  • Oversee preparation of consolidated reports including concise narratives that capture progress against indicators and provide both management and donors with accurate and user-friendly information
  • Build staff capacity in report writing and M&E by facilitating trainings and providing one-on-one follow-up support
  • Provide feedback as needed into project design, including comments on project documents, theory of change and results matrixes from M&E perspective
  • Support integration efforts across program sectors working with other program coordinators and managers to ensure tools and data collection mechanisms capture and support protection mainstreaming efforts.
  • With support from the Protection and Rule of Law Coordinator, assist in planning, design and implementation of evaluations and reviews
  • Organize and manage logistics of reviews and evaluations

JOB REQUIREMENTS:

  • Masters degree in international law, human rights law, international relations, social sciences, or other related field;
  • At least 3 years of Monitoring and Evaluation experience in protection or related field in emergency and conflict contexts.
  • Experience in emergency settings / conflict areas.
  • Demonstrated experience in capacity building
  • Strong understanding of protection principles and likely protection concerns arising in the South Sudan context as well as conflict sensitivity
  • Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders

WORKING ENVIRONMENT:

  • Security level orange - The situation in the country in general is calm but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
  • The position is based in Juba. Lodging is a private bedroom in a shared IRC guest house - with electricity, internet and cable TV. Food is the individual's responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.

Research Triangle Institute (RTI International) is an international, independent not-for-profit organization dedicated to improving the human condition through multidisciplinary technical assistance, training and research services that meet the highest standards of professional performance. We are currently seeking qualified, experienced, dynamic and highly motivated candidates for a Clinical Manager of HIV Care and Treatment position based in Juba, South Sudan.

As a consultant through RTI International, the Clinical Manager is responsible for the management of US DoD-funded HIV care and treatment clinical activities in South Sudan, working to support the Sudan People’s Liberation Army (SPLA).

Specific responsibilities:

• Provide overall technical assistance to the implementing team to ensure that all activities meet the required quality standards and contribute to achievement of project goals and objectives • Work with the SPLA ART clinicians to review and monitor patients in ART clinics; see clinic patients a few times per week.
• Conduct regular visits to SPLA ART sites to monitor activities, provide technical support and mentorship to health workers • Support SPLA HIV Secretariat and the health units to ensure constant availability of logistics and supplies for HIV care and treatment. • Prepare activity reports and play an active role in preparing work plans of project activities • Participate in review and development of training manuals, protocols and operational procedures for care & treatment, PMTCT, TB/HIV Co-infection and HIV preventive education • Identify training needs and conduct training of health workers on care & treatment, PMTCT, TB/HIV Co-infection and HIV preventive education • Participate in the monitoring and evaluation of the implementation of the care and treatment program and initiate a quality improvement process • To support the development, establishment and implementation of quality HIV/AIDS counseling and testing, PMTCT, care and treatment programs. • Provide technical assistance in HIV counseling and testing, PMTCT, prevention, treatment and care interventions, and in the establishment of referral systems. • Provide supportive supervision and demonstrate techniques to the SPLA to Monitor HIV/AIDS program at regular intervals. • To identifying problem areas in the implementation process and together with the Project Director facilitates solutions to problems found. • Develop technical capacity, transfer of technical expertise and mentorship in HIV/AIDS counseling and testing, referrals, and supervision to the SPLA HIV/AIDS program. • Synthesize and disseminate lessons learned and best practices through reports, working group meetings, and workshops. • Ensure that all project technical services follow WHO, Government of South Sudan protocols, policies and guidelines and are consistent with established best practices. • Participate in national HIV/AIDS planning, guidelines and protocols development, activities, especially as related to counseling and testing, prevention and care interventions, and referral and supervision systems • Any other duties as assigned by the Project Director

Minimum qualifications and experience: • Degree in Medicine and Surgery (M.B.B.S./M.B.CH.B) is a must • A post graduate qualification in Public Health is required • At least 3 years experience in managing HIV patients and prevention, care and treatment programs • Training in HIV comprehensive care, TB/HIV co-infection clinic management and PMTCT • Skills in planning, budgeting, supervising and training of health workers • Willingness and ability to make travels up-country, as needed • Excellent computer skills: Word processing, spreadsheets. JOB OVERVIEW:

The Information Management Specialist will be responsible for developing and implementing information technology tools and systems for the protection and Camp Coordination and Camp Management (CCCM) activities throughout the IRC country program. In addition, the Information Management Specialist will be responsible for providing direct technical support to all the protection and CCCM Managers. She/he will be the focal point for the CCCM project activities and will attend the CCCM cluster.

She/he will work under the supervision of the Protection and Rule of Law Coordinator and in close collaboration with the Protection M&E Specialist. This position is based in Juba with possible travel to the field.

MAJOR RESPONSIBILITIES:

  • Information technology

  • Maintains organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies

  • Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements and ensuring data confidentiality.
  • Design, construct and maintain in-house databases in support of the protection and CCCM program

The Coordination & Information Managers will be responsible to collect and disseminate information on the needs and activities within the county working closely with local communities, partner organizations and UN agencies to ensure assistance is based on needs and well coordinated. The Coordination & Information Managers will work under the supervision of the Field Coordinator and with technical support from the Information Management Specialist. MAJOR RESPONSIBILITIES:

  • Program Management - Coordination

  • Work closely with local communities, existing leadership structures and humanitarian organizations to collect timely and comprehensive information on population movements, needs, ongoing responses, gaps and access.

  • Actively disseminate the collected information through existing forums at the local and national level

Political violence erupted in on Dec. 15, 2013, in the South Sudanese capital Juba and quickly spread to six of the country’s 10 states According to the OCHA 20 June Sitrep violence and fear of attacks have forced over 1.4 million people from their homes including 1.1 million people displaced within South Sudan and about 387,000 people who have sought refuge in Ethiopia, Kenya, Sudan and Uganda, among them 405,000 people displaced only in Jonglei. CARE has a longstanding presence in each of the 3 main conflict affected States and responding in WASH, livelihoods, and Protection as well as scaling up and modifying our existing Health/nutrition work in Unity and Health in Jonglei. The health situation across South Sudan remains fragile, and the on-going crisis has seriously impacting the health service delivery. Many of the displaced people due to the on-going fighting in Jonglei do not have access to life-saving primary health care services among other basic services. This is exacerbated by already very fragile health systems (lack of skilled staff, supplies and equipment, leadership, etc. at all levels) that have further affected the humanitarian response. As the result of the deteriorating humanitarian situation, the health situation remains fragile with extremely low health care coverage, high infant and under five mortality and morbidity rates.

This position will lead integration of health as part of CARE’s emergency preparedness and/or response activities. S/he will ensure that health programming adheres to interagency standards for quality health response activities as outlined by Sphere and the Global Health Cluster and Ministry of Health. The role of the health PM is to lead specific health sectoral responses and general oversight to all health activities and to ensure gender is mainstreamed throughout the health sector. S/he will support or lead assessments, strategy development, project design, project management and implementation, development of monitoring and evaluation systems by contributing to proposal development, training and liaising with donors and interagency coordination groups such as the health cluster and RH working group.

The role The DFID funded programme focuses on four key areas of alternative education: an accelerated learning programme for youth; Norwegian Refugee Council's (NRC) Youth Education Pack (including literacy, numeracy, life skills and vocational education); Intensive English Course for teachers and functional literacy and numeracy for adults. In addition it provides support to primary education through system strengthening, teacher training and infrastructure improvements. The programme collaborates extensively with the national and state MoEST to deliver quality services. It implements a combination of activities ranging from direct support, capacity building, community and children's participation to advocacy and policy analysis. The programme is implemented in the 5 states with with the poorest combination of education indicators in South Sudan: Jonglei, Northern Bahr el Ghazal, Warrap, Lakes and Central Equatoria.

This is a senior role providing leadership and management of funding grants, which currently includes the 4 year, 15.8 million GBP, DFID-funded education consortium programme in South Sudan. The post-holder leads in terms of giving support and direction to the programme, as well as managing the relationship and information flows between the key stakeholders.

Qualifications and experience

Essential

  • Considerable experience (ideally 4+ years) in a senior programme management role with an international NGO or similar organization, including an exceptional skillset in core areas of programme implementation: finance, budgeting, planning and donor reporting
  • A Master's degree (such as Education, Management, Child Rights etc.)
  • Experience leading and coordinating large multi-agency partnerships
  • High-level communications, diplomacy, and people skills. Excellent writing, articulate, good networker, able to adroitly negotiate between the different stakeholders, and to represent the programme at high level forums

About the job

Reporting to the DRC Emergency Coordinator, the OperationsManager will be the link between the emergency programmeand the logistics, finance and other support departmentsensuring good coordination and prioritization of activitieswithin the emergency programme. The Operations Managerprovides advice, support and technical expertise to ensuredelivery of the programme in the emergency field sites andmanages the Emergency Logistician. This person oversees theestablishment of procurement plans for each site incoordination with the Team Leader, and set up ofmonthly/weekly rolling orders of consumables for each site.The operations manager will work closely with logisticsdepartment to ensure prioritization of emergency activities,scheduling of cargo movements, facilitate obtaining securityclearance for movements of staff and cargo as needed.

Mandatory qualifications:

The programme has been achieving this by ensuring a protective environment for children and promoting access to good quality basic education in the Central and Eastern Equatoria States. War child is not working in the heat of the current conflict, but the number of IDP’s are increasing in the States we are working in. Your challenge

As the Manager of Programmes you are responsible for developing and follow-up of the implementation of the programme, content wise and geographically. You build up proposal writing and multiple donor grant management capacity within the War Child Programme Country, aiming at diversifying funding sources in accordance with the War Child Holland fundraising corporate policy.You oversee partners and War Child staff members’ technical capacity building for sustainable high quality programming. You guarantee that the actions and projects implemented respect WCH’s and donor’s policies and principles and you ensure the quality of all programme aspects within the projects implemented by WCH in the country. You are responsible for monitoring and evaluation, documentation, communication and dissemination of lessons learnt. The programme is partly (75%) implemented by War Child staff members and 25% by local partners.

You are member of the country management team and report to the Country Director (CD). You manage 1 Programme Manager, 2 Programme Advisors. There will be functional lines with Programme Coordinators in the field locations, who report to the Field Location Manager.

Your main tasks and responsibilities

  • · Contributes to the country strategy and annual plan;
  • · Ensures the programme content is in line with WCH approach and policies and with the country strategy;
  • · Leads and facilitates process of developing programmes, annual plans and project proposals;
  • · Coordinates the different programmes in terms of content, coherence, planning and ensures quality of the implementation;
  • · Coordinates PM&E cycle and tools development, updates PM&E system to programme developments;

Profile

  • · Five years of experience in a similar position in Africa including management of staff;
  • · Proven experience in programme and training manual development, ideally in developing country contexts;
  • · Relevant academic background (Community Development, Child Rights, Education, Pedagogy, Social Sciences);
  • · Experience, familiarity with major donors (EC, ECHO, USAID, DFID, SIDA, etc…);
  • · Experience with working with partners.
  • · Understanding of quantitative and qualitative planning, monitoring and evaluation tools;
  • · Knowledge of and experience with participatory assessment and community based programming with an (I)NGO in a post conflict context;
  • · Near native level of English is a must (verbal and written), working level of Arabic is an added value;
  • · Strong advisory and leadership skills;

· More than 5 years’ experience working in the HIV/AIDS field, including management of prevention, care, and treatment activities at senior level management, or project directors level or technical leadership role)

· Experience building capacity in and collaborating with governmental and nongovernmental partners

The Civic Engagement Program Manager will provide ongoing support to civil society organizations and foster positive civic engagement in South Sudan. The Civic Engagement Program Manager will be responsible for the day-to-day management of the SUCCESS activities under the civil society engagement program component, to include grants management, capacity building and training for conflict mitigation, civic education, and advocacy. The Civic Engagement Program Manager will also provide mentorship and training, as needed, for all national staff. The position is full-time and will be based in Juba with travel in South Sudan, security permitting.

Role and Responsibilities:

The Civic Engagement Program Manager will report directly to the SUCCESS Deputy Chief of Party, and the position’s primary responsibilities include:

  • Supervise day-to-day management of civil society strengthening activities and oversee activities of civil society desk officers and trainers;
  • Manage a large grants program for local CSOs;
  • Provide technical expertise to build capacity of local CSOs for conflict mitigation, civic education, and advocacy;

The Monitoring and Evaluation (M&E) Advisor will assist the team in building and strengthening its M&E processes and systems. (S)he will also train the project’s M&E national staff to manage and maintain these tools and skills. The position will include establishing an M&E database, training staff on all M&E functions, and improving staff knowledge and understanding of M&E as an important component of a successful program. The advisor will also support local partners in establishing their M&E and reporting systems and provide technical assistance to improve their understanding of project evaluation and a performance-based management approach. In addition, to monitoring and evaluation, the position will support reporting activities, including the training of staff.

The position will be based Juba, South Sudan and include approximately 40 days (approximately 8 weeks) level of effort (LOE), including travel around the country as needed.

Role and Responsibilities:

The M&E Advisor will report directly to the SUCCESS Deputy Chief of Party, and the position’s primary responsibilities include:

  • Develop a database for recording data and strengthen M&E systems to support and track all project components and activities;
  • Train national M&E staff to manage the database and maintain the project’s M&E system;
  • Assist in the implementation of the project’s M&E systems to include:
  • Contribute to the preparation of tenders for a survey to acquire baseline data;
  • Refine the project’s approach to M&E including recommendations to improve the project’s Performance Monitoring and Evaluation Plan (PMEP);

The DCR works together with communities in 6 fragile states on the rehabilitation of service delivery and local economies. These countries are Liberia, Uganda, DR Congo, Burundi, South Sudan and Sudan. The DCR Knowledge Network (DCR-KN) is part of the DCR programme. The purpose of the DCR-KN is to effectively formulate evidence-based recommendations and lessons learned, and to help put these lessons into practice in the ongoing work. Assignment

HealthNet TPO (HNTPO) is one of the four DCR members in South Sudan. HNTPO implements community based psychosocial support activities in Wau, Western Bhar-Gazal, with the aim to improve access to health care at the community level. HNTPO is also charged with the Integration of Mental Health Care in basic services. Together with the Ministry of Health, HNTPO supports the facilitation of the Mental Health and Psychosocial support working group in Juba, which aims to advocate for the government to lead and support policies that support access to mental health care.

The DCR Knowledge Network facilitates a research project in Wau and Juba to gain insight in the perceptions of community members, health works and policy makers regarding the provision of Mental Health care at the community level. The evidence generated through this study will serve to support advocacy efforts to improve access to health services, planning and program development in the future.

Your responsibilities and tasks

As junior researcher you will independently conduct this research study in South Sudan. The field research will be conducted in Juba and Wau and will take approximately two months. The remaining two months for preparation of the study and final reporting can be done at any location. Your main tasks will be:

· Develop the research proposal based on the concept note;

· Plan and organize the data collection;

· Collect the data as planned and according to the methods described in the proposal (for example in depth interviews and focus group discussions);

· Conduct the data analysis, draw conclusions and make recommendations

· Conduct a workshop locally to shared and discuss the initial results of the study

· Write a study report and a research brief based on the study

You have

· A university degree in Medicine, Psychology, Public Health or any other relevant academic field

· A specialization in Psychiatry or a MSc in Mental Health is regarded as an asset

· Expert theoretical and practical knowledge on mental health (care) in low-income and (post-) conflict settings, including the WHO Mental Health Gap Action Program (mhGAP) is preferred

· Proven practical research experience (preferably on mental health themes) in developing countries

South Sudan: Security and Operations Manager, START

Background

On behalf of USAID’s Office of Transition Initiatives (OTI), Democracy International is providing long-term technical assistance and programmatic support to the Viable Support to Transition and Stability (VISTAS) Program in South Sudan. The VISTAS program aims to serve as a catalyst for stability in South Sudan by encouraging community engagement with government at all levels and increasing government capacity to deliver services based upon community input and need. DI works with OTI and the VISTAS implementing partner to strengthen VISTAS program management, provide programmatic guidance and political analysis, and monitor program activities to ensure effective implementation of all project activities within the fluid operating environment in South Sudan.

Democracy International seeks a Security and Operations Manager to oversee security and operations and provide support to DI project personnel in South Sudan. Responsibilities include managing security policies and procedures for DI South Sudan, reporting to the field representative, and coordinating with DI senior home office staff. The anticipated duration of the position is 12-months with a possible extension. The position will be based in Juba with travel throughout South Sudan as required and security permitting.

Roles and Responsibilities:

The Security and Operations Manager will report directly to the START Senior Transition Advisor and coordinate closely with DI home office senior management. Primary responsibilities of the position will include:

  • Manage and provide support for all aspects of physical and information security and in-country operations for START project personnel;
  • Work collaboratively with the Senior Transition Advisor and home office senior management to synchronize operational and security plans with program needs;
  • Ensure compliance with USAID regulations and DI systems and procedures, including the security plan, communication protocols, and crisis response plan. Recommend updates to strengthen systems as needed;
  • Monitor and report on the in-country security environment and liaise with relevant security agencies and local organizations in South Sudan;
  • Coordinate closely with security and operations personnel from the VISTAS implementing partner to ensure streamlined and effective program implementation;
  • Prepare and distribute daily security information briefs advising the Senior Transition Advisor and home office senior management on relevant security information and updates at the local, regional, and national levels;
  • Maintain awareness of the evolving conflict dynamics in South Sudan. Identify emerging threats in the context of DI’s program activities and report to senior management;
  • Manage all physical document and IT security measures, and implement systems to protect all project assets from theft and damage;
  • Remain on-call 24/7 to address potential emergency and/or medical scenarios;
  • Coordinate with DI’s Country Office security personnel to maintain up-to-date emergency and crisis management plans;
  • Manage all aspects of regional travel outside of Juba for the Senior Transportation Advisor and other project personnel, including planning, budgeting, and tracking;
  • Manage the procurement of goods and services for the project in close coordination with the DI home office program management unit;
  • Manage and maintain the inventory of project assets;
  • Manage project communications and ensure that all personnel have the necessary emergency communication and tracking equipment during local and regional travel;
  • Supervise, mentor, and train two national staff operations team members
  • Maintain flexibility and work collaboratively as part of a team to support program needs as they arise.

Qualifications:

  • The Security and Operations Manager should possess the following minimum qualifications:
  • 5+ years of relevant security field management experience. East Africa and/or South Sudan experience highly preferred;
  • Bachelor degree in issues related to organizational security management, business administration, or a related field, or equivalent years of relevant experience required;
  • Prior experience working on USAID or donor-funded international development programs as a security manager highly preferred;
  • Demonstrated experience managing and implementing field logistics, operations, and security systems. Experience in conflict environments or countries in political transition required;
  • Working knowledge of budget management and ability to prepare timely, complete, and accurate reports;
  • Proven track record of building strong, trusted relationships with colleagues and stakeholders at all levels;
  • A sound working knowledge of security best practices and legislation affecting the security role in South Sudan. Knowledge of South Sudanese government regulations regarding security desirable;
  • Professional written and spoken fluency in English required.
  • Excellent verbal and written communication skills.

The USAID-funded Viable Support to Transition and Stability (VISTAS) program has the goal of supporting the people of South Sudan transition to a stable, secure, and productive country that can manage conflict and deliver services and economic opportunities to its citizens. Renewed conflict and resulting humanitarian disaster threaten the very viability of South Sudan as a state. In view of this, South Sudan’s immediate challenges are to work through the established African Union-led and US supported peace process.

The COP serves as the chief operating officer of the VISTAS program solving problems in short time frames while ensuring operational and programmatic integrity. Working as one team with the OTI/OTCM Country Representative and team, the COP facilitates overall in-country relations with relevant USG institutions; provides oversight of grant and non-grant activities; supervises VISTAS staff, ensures proper subcontracting and grant making. Responsibilities include, but are not limited to the following:

Primary Roles and Responsibilities:

  • Leads field implementation team in South Sudan and serves as AECOM’s primary field point of contact with OTI/OTCM.
  • Oversees grant activities in close coordination with OTI/OTCM, including ensuring appropriate grant design, establishment and compliance of grant procedures, grant development, grant worthiness, grant implementation, management, monitoring, evaluation and grant closing.
  • Ensures that appropriate procedures are developed and complied with for implementation of all transition activities, including overseeing the training and capacity building of staff and activity recipients.
  • Ensures that relevant staff use, maintain, and upload weekly reports to the Activity Database, and that the data is consistent and complete.
  • Provides project briefings and field-based quality control on all reports and other project outputs on request from OTI/OTCM.

Required Qualifications:

  • Relevant work experience, including experience with a contractor or international NGO managing a donor-funded program, preferably in South Sudan.
  • A minimum of 10 years of experience in complex, high-speed and challenging field operations in developing countries.
  • Significant experience with grant management, preferably in-kind and small grants.
  • Experience working in developing countries, preferably in fragile or transitional state environments.
  • Demonstrated experience and knowledge in establishing management and administrative systems.
  • Experience hiring, supervising and releasing local and international personnel.
  • Financial management experience, including budgeting; procurement; budget tracking; financial reporting, and project accounting.
  • Experience with transition support activity design, development, and implementation.
  • Experience with OTI/OTCM activity database or similar knowledge management system.
  • Strong written and verbal skills—excellent diplomatic tact.
  • English fluency required.
