BACKGROUND:

IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women's protection and empowerment, protection and access to justice and livelihoods.

JOB OVERVIEW:

The Psycho-Social Support (PSS) Trainer will report to the Protection Manager and will be responsible for training all associated IRC staff in psycho-social support methodology. He/she is also responsible for creating curriculum/work plan for psycho-social groups including youth, women and girls groups and co-leading them during the initial meetings.

MAJOR RESPONSIBILITIES:

  • Program Support

  • Create PSS training curriculum for internal IRC staff

  • Conduct training on PSS methodologies to required IRC staff
  • Create a contextualized curriculum for 12 week youth program
  • Co-lead up to 7 one hour PSS group sessions per week
  • Track attendance and trends across all groups to inform a final report
  • Participate in coordination meetings as requested by Protection Manager
  • Perform any other duties as requested by the Protection Manager

JOB REQUIREMENTS:

  • Masters degree in appropriate field or in international law, human rights law, international relations, social sciences,
  • At least 3 years professional technical experience, including 2 years implementing similar programs in emergency and conflict contexts;
  • Demonstrated experience in capacity building, training and curriculum development
  • Strong understanding of protection principles and likely protection concerns arising in the South Sudan context as well as conflict sensitivity
  • Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders
  • Strong interpersonal, intercultural and communication skills
  • Excellent analytical and written skills, and good computer skills
  • Fluency in English
  • Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions

WORK ENVIRONMENT:

  • Security level orange. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
  • Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites, accommodation ranges from tents to traditional huts to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual's responsibility.
  • The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

South Sudan: Emergency Field Logistics Manager

General Description of the Programme:
GOAL has been working in Sudan since 1985. Initially GOAL’s activities in Southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warrap State, saw a move to longer term interventions. GOAL South Sudan currently operates programmes in Warrap, Upper Nile, and the Abyei Administrative Area.

GOAL South Sudan’s interventions have expanded in recent years to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.

In response to the on-going humanitarian crisis in South Sudan GOAL has set up an emergency response programme in Upper Nile State. The current programme is concentrated in the 6 counties of Baliet, Akoka, Melut, Maiwut, Ulang and Longochuk and was started as a response to the influx of Internally Displaced People (IDPs) from this area following significant fighting in the region in the first few months of this year. GOAL is currently implementing an emergency health programme which provides community health, nutrition, curative care, and water and sanitation support to conflict affected populations in Upper Nile State.

Maiwut is a hard to reach site where GOAL has taken on the role of the lead health NGO with 10 clinics, and an emergency nutrition response. GOAL is also implementing a comprehensive nutrition programme in the neighbouring county of Longochuk and this role would include the management of this project.

Overall Objectives of the position:
To provide all necessary logistical support to enable field project activities to proceed with maximum efficiency while adhering to GOAL’s logistics procedures and to provide full support to Area Coordinator.

Reporting Lines
The position holder will be reporting to Area Coordinator (AC); Logistics Coordinator (LC) will provide technical support

Key Duties
• Line management of the logistics team in your location
• Stock management
• Coordination of site procurement and supply chain
• Oversee management of fleet and generators
• Ensure that the site has the appropriate IT and communication systems support
• Oversee compound management in accordance with GOAL security protocols
• Deputise for the AC in the AC’s absence
• Ensure that GOAL logistics policies and procedures as outline in GOAL Logistics Manual are rigorously followed
• Train and build capacity of local logistics staff members in best practice, GOAL logistics procedures, systems and management

Essential Requirements

The Danish Refugee Council (DRC) is looking for a CCCM Coordinator with overall responsibility for ensuring DRC’s approaches to camp and site management in South Sudan meet international standards and best practice, harmonizing approaches within the IDP and refugee responses, and providing technical support to Camp Managers.

DRC has been working, since the start of the crisis, providing camp management in three locations, Bentiu in Unity State, Malakal and Melut in Upper Nile states. In addition to this DRC is managing refugee camps in Ajoung Thok, Unity State and Maban, Upper Nile State.

About the job

The CCCM Coordinator will support the six Camp Managers to ensure that DRC is providing high quality camp management in accordance with international standards and best practice. The CCCM Coordinator will also ensure that there is a sharing of experiences, lessons learned, and good practice across the diversity of sites managed by DRC South Sudan. The CCCM Coordinator will be expected to draw on DRC’s wider camp coordination camp management experiences in other countries. The CCCM Coordinator will support the roll out and strengthening of communication and complaints mechanisms, and improved accountability to beneficiaries. The CCCM Coordinator will attend the national CCCM cluster and relevant working groups, ensuring information flow to and from field sites. The CCCM Coordinator will provide technical advice as required and troubleshoot issues arising in camp management. The incumbent will also coordinate and lead on CCCM strategy development. The CCCM Coordinator will work closely with the Head of Programmes and M&E Coordinator to ensure that all camp management activities are being appropriately monitored and evaluated.

Duties and Responsibilities

Key tasks and responsibilities:

· Actively participate in national CCCM cluster and provide support to State co-lead/s as appropriate;

· Provide technical support to County CCCM Focal points;

· Ensure information sharing, lesson learning and standardization of camp management approaches, as appropriate, across DRC sites;

· Technical quality assurance of CCCM reports, donor reports and other documents;

· Coordinate development of DRC Protection of Civilians Site strategy;

· Advocate and guide advocacy on CCCM issues;

· Provide technical support and supervision to the DRC Camp/Site Managers;

· Identify gaps and needs in camp management programme in DRC sites;

· Work with Camp Managers to ensure representative governance and leadership structures, and improve capacity and accountability of Camp Management Committees and other community groups through trainings, workshops and close coordination;

· Support Camp Managers to facilitate protection mainstreaming in camp management;

· Support Camp Managers to strengthen communication with communities, identify beneficiary information needs and provide guidance in developing information and awareness-raising materials and activities, with beneficiary participation, and strengthening communication and complaints mechanisms;

· Promote a participatory approach (engagement of affected population) to camp management and service provision in the camps/sites;

· Develop a CCCM data collection and management system as required;

· Support the design of assessments and participate/ lead the implementation of assessments for relevant topics;

· Participate in multisector refugee response cluster as required;

· Stay up to date with donor strategies and practices within South Sudan.

About you

To be successful in this role you must have:

Mandatory qualifications:

· At least 8 years’ proven and successful track record of humanitarian experience, including in a camp setting;

· Direct experience and/or broad knowledge of themes relevant to conflict-affected or post-conflict countries,;

· Strong knowledge of CCCM;

· Experience working as a camp manager;

· Ability to work effectively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of counterparts, and other partners;

· Proven coordination skills;

· University degree in a relevant discipline;

· Demonstrated experience in working to tight deadlines, and managing pressure;

· Fluency in written and spoken English is essential;

· Self-motivated and able to work with minimum guidance;

· Very strong computer skills (Excel, Word, PowerPoint, and Outlook).

Preferable qualifications:

· Prior experience in South Sudan;

· Prior experience with DRC camp management;

· Knowledge of protection mainstreaming in camp management;

We offer

DRC will offer the successful applicant a six month contract with a three month probation period, renewable dependent on both funding and performance.

  • Develop a clear analysis of humanitarian needs’ coverage gaps including geographical, sectoral and target communities priorization
  • Develop a clear analysis of funding opportunities related to the identified gaps
  • Develop, if relevant, recommendations and methodologies for the conduction of in-depth technical assessments

Needs’ Assessment and Strategic positioning :S/he is responsible for the proper analysis of the humanitarian situation in the country, the identifications of uncovered needs, the suggesting of conduction of in-depth assessments and the drafting of strategic positioning and project concept papers.

Human Resources : S/he manages all PU-AMI staff in the country including needs’ identification, recruitment

Logistical, administrative and financial monitoring :S/he, with the direct support of the Head of Emergency Department at HQ, ensures that logistical and administrative practices used by the team in-country respects PU-AMI procedures and templates. Primary Functions:

The Security Information Analyst (SIA) Consultant is required as a result of the growth of the NGO Forum, both in terms of the number of operating NGOs and staff members, but also in terms of needs arising from the increasingly complex operating environment in South Sudan. The SIA consultant supports the work of the NGO Forum on issues relating to the safety and security of NGO staff and operations. Although the consultancy will have an emphasis on information management and analysis, the SIA consultant is expected to provide coverage for the NGO Security Focal Point Consultant when s/he is travelling in the field or out of the country.

The IDP Response Coordinator reports to the Head of Programme, and line manages Team Leaders in three field locations, as well as the Protection Coordinator, Emergency Operations and Finance Managers in Juba. The IDP Response Coordinator manages the Emergency IDP Programme, providing technical and management support to the Team Leaders in three locations, and driving the necessary support provision in Juba to the programme. The Coordinator guides strategy and proposal development, and ensures compliance with DRC and donor policies and procedures. The Coordinator attends coordination and other meetings relevant to the emergency programme; The Coordinator will work closely with the Head of Programme and M&E Coordinator to ensure that all camp management activities are being appropriately monitored and evaluated.

Duties and Responsibilities

  • Ensure coordination, quality and relevance, compliance and accountability of DRC’s emergency activities in South Sudan;
  • Consolidate the development and oversee the roll out of DRC’s strategy in each project site;

  • Lead the development of proposals to secure follow on or expansion funding for the emergency program as per identified needs;
  • Ensure high quality and timely reports for DRC, partners and donors within agreed deadlines;
  • Support Team Leaders to develop work plans and monitoring tools as appropriate, and make regular monitoring visits to project sites;
  • Monitor financial planning and expenditures allocated to emergency response programme, including needed amendments/revisions;
  • Ensure information sharing across project sites, and standardization of approaches, as appropriate;
  • Assist in recruiting, coaching and evaluating emergency staff;
  • Coordinate with national, local and international actors and participate in Clusters, working groups and other meetings and forums as needed;

Rationale

South Sudan remains one of the countries facing considerable challenges regarding security, whether as a result of conflict, natural disasters, lack of access to basic services such as health care service delivery, and stagnating development. Our main partner in this new country is the new South Sudan Red Cross (SSRC). In synergy with other actors, particularly other Red Cross Movement actors present in the country, we seek effectively prepare and respond to emergencies and assist people in need. Particular areas of intervention are Mother and Child Health, WASH, HIV/AIDS and responding to sudden and chronic crises, improve food security, and spreading humanitarian values among which reducing sexual violence in conflict.

SSRC being a new national RC Society we give particular importance to the strengthening of the SSRC capacities. Building on experience and a long partnership with the SSRC, the NLRC is moving into a longer term partnership with the SSRC in order to achieve maximum effectiveness and efficiency in reaching those most vulnerable in South Sudan, and strengthen their resilience.

Next to supporting the implementation of activities an important element of this position is ensuring donors will obtain adequate reporting on used resources and results, while at the same time the position is key to ensuring continuity of vision and strategy, maximum coordination with RC and non-RC actors, maintain effective relations with donors and proactively assist with mobilizing resources enabling the NLRC support in South Sudan.

Main responsibility

• Strengthen the partnership between NLRC and SSRC, ensure adequate management and technical support to SSRC for NLRC funded projects, assure high quality of the NLRC-supported interventions in South Sudan and synergy and complementarity with other actors, particularly the RC Movement;
• Support the SSRC, based on the NLRC current strategy “New Way of Working” and the SSRC Strategic Plan 2013 – 2017;
• Identification of new intervention possibilities within the framework of the NLRC and SSRC strategy, based on SSRC needs;
• Represent NLRC towards decentralized donors among which the EU and Netherlands Embassy in view of coordination and reporting as well as sourcing of new funding ;

• Support the identification, formulation, resource mobilization and implementation of activities supported by the NLRC;
• Support the SSRC and Movement process enabling the SSRC to strengthen capacities and manage operations;
• To ensure technical support of the NLRC comes available to enable further impact and improve quality interventions;
• To ensure good and active relationship with donors;
• To ensure adequate information flow regarding ongoing operations for both management and external communication;
• To ensure timely and good quality narrative and financial reporting on the NLRC-supported activities

Position in the organization

• The Country Representative will report hierarchically to the regional Programme Coordinator based at NLRC HQ in The Hague. He/she will liaise with others within the NLRC on matters such as HR, finance, logistics, health, WASH and Food Security/Livelihoods as well as external communication for support and technical backstopping.
Requirements/Qualifications

• University (Masters) Degree or advanced degree (e.g. health, social sciences, WASH);
• Experience in working with partners at national and sub-national levels preferably within the Red Cross Movement;
• Experience in longer term development program design and management;
• Experience in the transfer of capacities, preferably within a setting of Red Cross and Red Crescent Societies;
• Experience with strategy development, strategic planning and its translation into concrete action;

NRC has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. A scale up in emergency have been done with rapid response teams in NFI/shelters, and food distribution as well as emergency response in Education, Food security, shelter and Camp coordination camp management (cccm) capacity building.
The security and humanitarian situation in South Sudan deteriorated sharply since mid-December 2013 when violence erupted in the capital Juba and quickly spread to over 20 locations across the five out of ten states in the Country. Large-scale displacement and increased humanitarian needs have been reported and it is expected that the humanitarian needs will escalate further. NRC is currently operational in Central Equatoria, Lakes, Unity, Northern Bahr el Gazhal and Warrap state.

· Provide program oversight, ensuring the program is meeting accountability and international standards, goals and implementation objectives.

· Be informed and understand the needs and situation in the field through regular field visits to disaster-prone emergency sites.

· Relevant departments and ministries of the Governments of the affected countries, ensuring that WVSS relief programs are in alignment with government relief and recovery plans, and where appropriate, relief programming is contributing to the formulation and implementation of those plans.

· UN agencies (e.g., UNICEF, WFP, OCHA, FAO, UNDP) and South Sudan based international donors and other key humanitarian agencies.

· Represent World Vision at international and national coordination meetings.

· Participate and provide contributions to joint agency assessments, task-force teams and workshops as required and in collaboration with the NDs.

· WV’s Support Offices and Partnership structure. Ensure regular flow of communication between field sites, program office, support offices and the greater World Vision Partnership.

Required:

MISSION:

SI is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors.

SI’s South Sudan mission grew very quickly in 2012 and the trend continued in 2013 as a consequence of the emergency interventions launched in response to Sudanese refugees influxes into South Sudan in April and May 2012. 2013 has been an extremely challenging year due to the workload in the 3 bases working on refugees assistance programs, including the opening of a new base where SI was the first NGO settling there. The political and security events that occurred in Juba on Dec 15th, 2013 and what can now be considered as a civil war that started have dramatically changed the situation and downsized the mission. RESPONSIBILITIES

The Deputy Head of Mission (DHoM) supports the Head of Mission (HoM) in the definition of the mission’s strategy based on humanitarian context, in the implementation and the follow-up of the programs mission’s strategy.

  • S/He is in charge of the smooth running of the program part of the mission, monitors projects, ensuring that they are progressing in accordance with the SOLIDARITÉS INTERNATIONAL charter and complying with internal and contractual procedures.

CONDITIONS

Finn Church Aid (FCA) is Finland’s biggest development co-operation organisation and the second biggest organisation in Finland working in humanitarian aid. Finn Church Aid is a member of the ACT Alliance (ACT), an alliance of faith-based development and humanitarian aid organisations forming one of the world’s largest aid organisations.

FCA is currently seeking a consultant to carry out a feasibility study to select, categorize, profile, prioritize and propose solution to the South Sudan agricultural challenges that could be considered for support, based on carefully developed criteria.

Background

South Sudan agricultural sector faces numerous challenges, including; i) lack of access to markets ; ii) low productivity due to poor crop & animal husbandry practices, and inadequate access to extension services; iii) lack of access to productive assets such as technology, finance and market information; iv) weak value and market chain linkages (inputs, production, storage, distribution, processing, and marketing etc); v) poor physical, market and institutional infrastructure; vi) inadequate skills in undertaking farming as a business; as well as vii) weak and sometimes uncoordinated policy, legal and regulatory frameworks.

FCA and NIRAS have joined hands to holistically and comprehensively address above challenges. One of the key start-up activities is to commission a feasibility study to select, categorize, profile, prioritize and propose solution to the above mentioned challenges that could be considered for support through the project, based on carefully developed criteria. The criteria included a) potential for growth and competitiveness; b) potential for impacting on large numbers of small holders and the poor; c) contribution to macro-scale impacts and d) the likelihood of attracting a critical mass of value chain actors.

Purpose of the Assignment

The overall purpose of the assignment is to build a good understanding of constraints and opportunities along the agriculture productions, value chains within the selected commodities and also provide a mapping of possible interventions in the agri-ecological zones where these commodities are grown. The consultant shall be expected to analyze the flow of trade within country and wider regions for the selected commodities to establish specific value chain constraints and opportunities.

Scope of work

The study will cover all of South Sudan selection of commodities and their related agro-ecological regions where they are grown with specific reference to production areas or regions with high production competitive advantages for the commodity, and targeting all actors of agricultural production, climate change, irrigation, seeds and the value chain i.e. farmers, traders, agents, processors, wholesalers, service providers, local, and central government and authorities and relevant line ministries.

This is a national study and will cover all relevant regions within South Sudan with specific reference to regions with high production and accessibility.

Task 1: Desk work: Literature Review

Analyze the agricultural production, climate change, irrigation, seeds and market system by compiling a comprehensive profile of priority agricultural commodities, production, storage, and clear mapping of the possible value chains within the selected commodities.

Task 2: Field Execution:Comprehensive and holistic analysis of agricultural, seeds, climate change and Value Chain in South Sudan

Task 3: Desk work: Analysis and tabulation and presentation of findings.

Task 4: Presentation to the Validation Workshop

ARC works with its partners and constituencies in 10 countries around the world to provide opportunities and expertise to refugees, displaced people and host communities. In support of vulnerable Sudanese communities and IDPS in South Sudan, ARC manages a multi-sectoral program that includes primary and secondary health care, gender-based violence prevention and response and water and sanitation. ARC currently works in the Central, Eastern Equatorial, Bahr Gazal and Warrap States. ARC is committed to its ultimate aim of delivering programs with measurable quality and lasting impact for the communities it serves.

PRIMARY PURPOSE OF THE POSITION:

As the world’s youngest nation, the Republic of South Sudan continues its journey from crisis to stability and economic growth. In this context, NGOs within South Sudan have shifted their focus from direct service delivery to building the capacity of South Sudanese government departments in many sectors including health. Despite setback’s caused by civil conflict within the country, ARC works with communities in areas unaffected by conflict to strengthen the delivery of health services at the county level and support government decentralization and the engagement of community counterparts.

The County Coordinator is directly responsible for the oversight and implementation of ARC’s Primary Health Care Project Funded by USAID through JHPIEGO, which is being implemented using a “County Based Service Delivery Model”. The Coordinator will provide key technical expertise, program management and supervision for the successful implementation of the JHPIEGO project. The Coordinator will also hold responsibility for all other health-related projects implemented in Kajo Keji.

She/ he will have a minimum of 3 years of international program management experience and a strong public health background with a focus on on health systems strengthening and capacity building.

The County Coordinator will work closely with the County Health Department (CHD) on strengthening capacity of CHD staff and health providers, establishes clear systems and protocols to ensure essential primary health care services are of quality and meet standards and protocols as outlined in South Sudan’s Basic Package of Health Services. This position will also ensure that all aspects of finance, logistics and operational systems are established. This position will play a key role in managing project staff, providing programmatic oversight ensuring that all activities are implemented according to the project work plan and in accordance with ARC policies and donor guidelines.

DUTIES AND RESPONSIBILITIES

Health Technical Management 40%

  • Manage health program implementation in Kajo Keji County to reach quality/coverage targets and complete key work plan activities. Identify quality gaps and work with ARC and CHD team to define a strategy to address these.
  • Supervise and/or ensure health facilities are being supervised using performance/quality improvement methodologies and the Quantified Supervision Checklist; MoH BPHS prevention, treatment guideline and protocols.
  • Provide occasional direct on-job training/mentoring if assumed as a task in action plans.
  • Coordinate and facilitate trainings for project staff and health personnel to strengthen their skills in areas of clinical service provision, staff management, and routine data collection and reporting.
  • In coordination with the Senior Health Coordinator, the JHPiego team and other donors, ensure relevant ARC Kajo Keji staff are trained as trainers and subsequent training rolled out.
  • Ensure that Primary Health Care (PHC), Maternal and Child Health (MCH), and HIV/AIDS service statistics and all the required reports are properly collected from each health facility and submitted in a timely manner to the Grants Manager, as appropriate.
  • In coordination with the Senior Health Coordinator, the Head of Programs and the health team in Kajo Keji, identify the required equipment, drugs, medical supplies, job aids and furniture needs for the health facilities.
  • Develop BCC strategy and community outreach strategy to increase demand and uptake of services.
  • Provide technical oversight in the integration of PHC and RH activities in other sectors such as WASH.
  • Travel frequently to health facilities for supervisory visits.
  • Work with staff to develop success stories.
  • Manage other health-related projects that may be implemented in Kajo Keji.

  • Strengthen the capacity of the County Health Department in Human Resource, Financial, Logistics and administrative management in order to prepare the CHD for future handover.

Representation and Coordination 10%

  • Represent ARC and liaise with JPHiego and other donors, local authorities, UN, and NGOs to promote ARC programs, facilitate successful coordination of activities, and ensure transparency in the community.
  • Develop and maintain strong working relationship and coordinate with State and County authorities, especially representatives of the County Health Department (CHD) and the State Ministry of Health (SMoH), relevant international and local agencies engaged in similar health activities in the county.
