IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Central Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, nutrition, environmental health, women's protection and empowerment, protection and access to justice and livelihoods.

JOB OVERVIEW:

The Field Coordinator leads IRC's response in the Ajoung Thok Field Site and is responsible for timely and high-quality program implementation and support. The Field Coordinator provides supervision and leadership to both program and operational teams in the field site, ensuring adherence to agreed work plans and reporting schedules as well as full compliance to IRC's policies in the areas of Finance, HR, Supply Chain and ICT. The Field Coordinator works in close coordination with Program Coordinators, Finance Controller, HR Coordinator and SC Coordinator to ensure that programmatic and operational strategies are implemented in the field site.

The Field Coordinator reports to the Deputy Director of Field Management and is based in Ajoung Thok with occasional travel to Juba.

MAIN RESPONSIBILITIES:

The Field Coordinator shall:

Program Management

  • Oversee the day-to-day implementation of all programs in the field site, providing constructive supervision to the program managers to implement, monitor and evaluate work plans and monitoring &evaluation mechanisms as agreed with the Program Coordinator.
  • In close collaboration with relevant Program Coordinator(s), lead the field-based teams in the development of new proposals and initiatives for the Ajoung Thok field site in accordance with the country program strategic plan and IRC program framework.
  • Participate in the development of budgets for program proposals in conjunction with the grants and finance departments.

Grants Management and Reporting

  • In close coordination with the Grants department and the relevant Program Coordinator(s), lead field-level Grants Opening, Mid-Term and Closing meetings.
  • Review operational aspects of internal and external reports from the field site and ensure timely submission as required
  • Lead review of Budget vs. Actual expenditure on a monthly basis with staff, ensuring timely and accurate feedback to the relevant Program Coordinator(s) and the Grants, Finance and Supply Chain departments.
  • In collaboration with the Program Coordinator(s) address any over/under expenditure issues through jointly developed corrective plans.

Human Recourse Management

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure all staff in the field site know and understand IRCs Global and in-country HR Policies and the IRC Way Standards for professional Conduct. Document and address breaches of policy and disciplinary issues in coordination with the Sr HR Coordinator in a professional manner and in line with the letter and spirit of the relevant policy.
  • Ensure the Performance Management cycle is implemented and documented timely for all staff in the field site. Ensure feedback from technical coordinators is sought and incorporated in performance management cycles of program managers and heads of department, including but not limited to technical performance and capacity building needs.
  • Provide direct supervision to the field site's HR lead, ensuring recruitment, staff orientation, payroll preparation, leave management and exit management processes are carried out timely and in line with relevant policies and procedures.
  • Ensure that staff have capacity development plans in place based on documented capacity needs assessments exercise. Work with the appropriate technical resource (for example the Program Coordinators) to achieve this
  • Review and ensure timely submission of monthly HR reports from the field site as required

Finance and Supply Chain and ICT Management

  • In close coordination with the Finance department, lead the development and management of annual, comprehensive and inclusive field operating budgets.
  • Ensure proper financial, supply chain and ICT management systems and control mechanisms are in place and adhered to in line with the IRC's global and in-country finance and supply chain policies.
  • Provide supervision and leadership to the field site's finance and supply chain teams.
  • Review and ensure timely submission of monthly and annual finance and supply chain reports from the field site as required.

Security Management

  • Act as IRCs Security Focal Point for the field site.
  • Ensure all staff in the field site know and understand IRC Ajoung Thok's security regulations; Document and address breaches of policy and disciplinary issues in coordination with the Security Coordinator.
  • Monitor the Ajoung Thok security situation, attend security meetings and inform the Security Coordinator, and SMT where appropriate, of developments through submission of accurate weekly and -where needed- ad-hoc security and incident reports.
  • Participate in the review and update of the country Security Management Plan.
  • Assist the Security Coordinator in developing field specific Contingency Plans, Medevac, Evacuation Plans and SOPs.
  • Assist the Security Coordinator with developing training plans for staff and conducting trainings.

Representation and Coordination

  • Represent the IRC with local government authorities, non-state actors, UN agencies, NGOs, and donors at the field site level. Engage and or delegate to program staff for sector representation as appropriate.
  • Represent the IRC with beneficieries and communities to encourage accountability to those we serve
  • Upon request by the Senior Management Team, organize and facilitate field visits for stakeholders interested in IRC's Ajoung Thok response.

JOB REQUIREMENTS

  • Masters degree Public Administration, International relations, or other related field;
  • Minimum of five years overseas professional experience in humanitarian response in conflict-affected areas;
  • Solid experience in both expatriate and national staff management in a cross-cultural environment required
  • Demonstrated understanding of and experience with humanitarian and development programming (Gender-based Violence Prevention and Response, Protection, Environmental Health) and support (Finance, Supply Chain. Human Resources Administration ICT)
  • Demonstrated ability to handle sensitive situations diplomatically and possesses strong communication skills.
  • Experience in working with and coordinating with local authorities, the UN, donors, INGOs and other stakeholders
  • Strong interpersonal, intercultural and communication skills.
  • Fluency in English.
  • Excellent oral and written skills and computer skills.
  • Additional qualities: strong leadership and organizational skills, ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions

WORKING ENVIRONMENT:

Security level Orange - Ajoung Thok (Pariang County) is a refugee camp managed by UNHCR, populated by 11,000 Sudanese refugees from Nuba mountains (South Kordofan). The camp is located less than 20km from the border with Sudan, which makes it vulnerable to any border instability.

The position is based within Ajoung Thok camp. Lodging is in a private tent or tukul in a shared IRC compound with shared latrines and showers. Electricity and cable TV are provided in the office and residential compound, but generator hours are limited. Food is the individual's responsibility. Cleaners and cooks are provided by the IRC, but staff are expected to pay a fixed amount to cover meal costs.

The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. The Humanitarian and Accountability Officer, Response, World Vision SouthSudan willlead the implementation of humanitarian accountability principles and practices in the South Sudan Office and build the team capacity in accountability. RESPONSIBILITIES INCLUDE:

· Oversee IPA activities based on I-PAF framework, focusing on the 4 quad models of information provision, participation, consultation, and feedback and complaints.

· Provide extensive capacity building to HEA/ Grants and TD staff on IPA systems and international standards, including Hap, RCCC, SPHERE, Good Enough Guide etc.

· Coordinate, consolidate and document lessons learned and best practices and share with relevant stakeholders.

· Participate in preparation of periodical internal and external reports to ensure they are in line with IPA standards.

· Foster participatory planning an implementation of accountability activities by training and involving community members, partners and other primary groups in accountability activities.

· Foster an environment of innovation and creativity in community participation and consultation in program implementation across all sectors (eg Child participation initiatives and other cross –cutting topics.)

· Participate and provide technical support in the recruitment of AM&E staff.

· Participate in coordination meetings and other information sharing for a as requested by AM & E Manager.

· Facilitate and ensure timely dissemination and feedback of available IPA information to appropriate to users.

· Develop relationships with other agencies and relevant service providers to improve IPA programming.

· Professionally document and pro-actively share resources developed and learning with WVI, partners and other relevant agencies.

REQUIRED SKILLS INCLUDE:

· Bachelor’s degree preferably in social science, international development, or a related field.

· 3-5 years experience in working with INGOs with relevant community development/training and capacity building focus;

· At least 2 years project management experience;

· At least 2 years experience in a relief program or undertaking relief activities;

· Experience in training, community consultation, and systems development;

· Experience in facilitating focus group discussions with local communities and reporting.

· At a minimum, understand and be able to convey to others the Red Cross and Red Crescent Code of Conduct, HAP-I Standard, and Sphere Standards;

· Ability to communicate and work with earthquake affected communities with professionalism, compassion, and as a representative of the organization;

· Ability and experience in mainstreaming processes within operations;

· Ability to learn new concepts and train others in those concepts;

· Strong facilitation and communication skills;

South Sudan: County Coordinator

Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women's protection and empowerment, protection and access to justice and livelihoods.

JOB OVERVIEW: The County Coordinator will work directly with the County Health Department (CHD) on a daily basis to ensure the Health Pooled Fund (HPF) programme design is understood and implemented with close partnership between the CHD and IRC, while consistently building and strengthening the capacity of the CHD to manage the health system in the County. The County Coordinator will work hand in hand with the CHD and through a phased approach hand over responsibilities to the CHD. S/he will be the focal point for supporting the primary healthcare services in the County through the government health facilities covered by the HPF, ensuring the implementation of a quality health program for the population in accordance with the accepted national and international standards.

S/he will provide technical oversight to the field-based health staff in the area of primary and reproductive health, with an emphasis on coaching the national staff to build their technical and professional capacities.

MAIN RESPONSIBILITIES:

Program Management & Development

  • Oversee the implementation of the health program and ensure that program goals, objectives, targets and activities are met, as stated in the HPF agreed project work plan and log frame.
  • Prepare program work plans jointly with the CHD and in coordination with the HPF Coordinator and the Field Coordinator/Manager.
  • Ensure that the projects are properly monitored and evaluated. Conduct regular monitoring visits with the CHD to the various mobile clinics and static facilities as well as to the CHWs.
  • Ensure that the health program is implemented in line with the IRC and HPF Program Framework principles: promoting and protecting rights, participation, capacity building, partnership and holistic programming.
  • Promote the culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning. Ensure that field experiences are documented and used to advocate on behalf of the communities.
  • Assess unmet needs in the health sector with a special focus on Primary and Reproductive Health and suggest new IRC health projects to address identified unmet needs.
  • Support the CHD in preparing a Health Emergency Response (EPR) plan and with the management of disease outbreaks and the implementation of health or vaccination campaigns in the county.
  • Strictly following up the medical and operational supply chain system, stock recording, timely ordering for the supplies and accountabilities in relation to the warehousing and using of the supplies including medicines and medical items.
  • Work closely with other IRC programs present in the same location, such as Women's Protection and Empowerment, Community Case Management and nutrition, and integrate program components to the extent possible.
  • Participate in the development of proposals, budgets and concept notes for future health interventions by the IRC in coordination with HPF Coordinator and Health Coordinator.

Grants Management & Reporting

  • Manage and oversee all the health grants, and work with the HPF Coordinator and Field Coordinator/Manager to develop work, spending and procurement plans for all projects and maintain these plans updated.
  • Participate in Grants Opening, Mid-Term and Closing meetings.
  • Prepare internal and external reports (such as narrative reports, DHIS data reports) within agreed deadlines using IRC and donor formats, as required.
  • Review Budget vs. Actual reports with the health staff and the CHD on a monthly basis, recommend actions to correct identified problems.
  • Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources in coordination with the CHD, Field Coordinator/Manager and HPF Coordinator.
  • Prepare a weekly HIS report for the HPF Coordinator and Health Coordinator and provide a brief analysis of the particular health cases seen during the week.
  • Work with the finance and HR teams to produce CHD payrolls and spending forecasts for submission in due time.

Staff Management

  • Maintain updated job descriptions, recruit national staff in conjunction with the Human Resources Department, orient new staff to the IRC and the Health program.
  • Supervise health staff directly, providing ongoing leadership to the project team and overseeing implementation and coordination.
  • Set performance objectives for the supervised staff, routinely monitor their performance and evaluate them at the end of the performance period.
  • Strengthen and build up the programmatic, managerial and operational skills of the CHD and the IRC health staff through on-job mentoring and coaching and feedback mechanisms.
  • Determine personnel needs for the field-level activities, develop job descriptions in coordination with the CHD and the HPF Coordinator and interview candidates, whenever needed.
  • Recommend promotions and disciplinary actions for facility-based health staff through consultation with the CHD and the HPF Coordinator.
  • Develop ongoing education programs for health staff (including other field staff where appropriate) in consultation with the CHD and the HPF Coordinator.
  • Address and mitigate staff complains and conflicts in coordination with the CHD, HPF Coordinator and the Field Coordinator/Manager.

Coordination & Representation

  • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance cooperation and coordination.
  • Represent IRC to the donor agencies, the State Ministry of Health (SMoH), UN Agencies, partners and other stakeholders as advised by the HPF Coordinator and the Field Coordinator/Manager.
  • Support county coordination mechanisms and attend state level health coordination meetings and other meetings/workshops related to the health program.
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.

JOB REQUIREMENTS:

  • Health professional (MD, RN or PA, with an MPH is preferred) with strong public health background
  • At least 3 years of international experience in implementing and managing health programs, preferably in complex humanitarian and/or emergency settings
  • Background in situation analysis and health assessments
  • Strong ability to support and build the capacity of the health national team and strengthening of health systems (building the capacity of and working with local government counterparts)
  • Experience supervising a multi-national staff in a complex, insecure emergency setting
  • Excellent oral and written communication skills
  • Excellent experience in grant management and proposal writing
  • Ability to live and work under pressure in an unstable security environment
  • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity
  • Competent in DHIS is an asset

· Review and provide feedback to drafted assessments, designs (excluding non sponsorship designs), monitoring, baselines and evaluation documents according to LEAP standards and other donor requirements.

· Ensure systematic monitoring of programs/projects

· Develop and establish monitoring systems and tools with DME and programme/project staff (including data collection methodology and tools, reporting forms, outlining responsibilities etc.)

· Ensure that WVSS monitoring system is being implemented according to the WVSS monitoring system guidelines.

· Liaise with and provide information to senior and operations management where monitoring and evaluation findings have implications for policy and program development and improvement.

· Assist the Grant Acquisition Manager (GAM) & QA and sector teams in developing national programmatic strategy. Support Sector Specialists in the development of well defined Monitoring and Evaluation plans for their national sectors strategic action plan with SMART key performance indicators. Assist the operations team in negotiating program development and support with World Vision partner offices

Capacity building

· Conduct assessment of DME capacities and set capacity building plans in relation to DME.

· Build capacities of programme/project level staff and DME officers on DME tools and processes. This can be done through formal trainings and ongoing/on-the-job training.

· Ensure and provide space and opportunities for the DME team to attend and have access to capacity building events and opportunities for ongoing learning and development.

· Knowledge Management
Participate in capturing and sharing knowledge, experience, lessons learned and best practices from DME processes with other relevant staff and community members

· Ensure systematic documentation of lessons learnt from the M&E processes, inform the management team of promising practices and challenges and monitor application of recommendations.

· Assist the DME team to capture and share programmatic documents by uploading them on the suggested Knowledge Management Systems.

· Liaise with the DME personnel in other parts of the partnership to collaborate and exchange lessons learned. Attend and participate in capacity building trainings locally and internationally.

Specific Tasks

Context:

Under the overall supervision of the Chief of Mission (CoM) in South Sudan, the direct supervision of the Camp Coordination and Camp Management (CCCM) Cluster Coordinator and in close coordination with the relevant units in the mission, the successful candidate will contribute to identify key humanitarian partners for the CCCM response, respecting their relevant mandates and programme priorities.

Core Functions / Responsibilities:

  1. Assist the CCCM Cluster Coordinator in the collection and analysis of State Level information in coordination with the Displacement Tracking & Monitoring (DTM) Unit. Provide regular updates to the national coordinator and act as a focal point for inquiries on CCCM response plans and operations.

Key Activity Areas

Technical WASH Management

The WASH Manager will spend most of their time working in Batil camp in a hands-on technical role. The technician will focus primarily on water supply in the camp but should be flexible to support the sanitation programme as needs be:

  • Water quality monitoring.
  • Assisting with operation of the water supply system – ensuring that water is available at all tap stands throughout the day.
  • Maintenance and repairs of the water distribution network and pumps.
  • Implementing improvements to the network.

Logistics

1. GENERAL DESCRIPTION

HealthNet TPO’s programme in South Sudan dates from 1996. HealthNet TPO aims to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care in Sudan. HealthNet TPO also aims to include and build the capacity of Sudanese organisations, communities and authorities.

Currently HealthNet TPO implements a health service delivery programme in Western Bahr el Ghazal (WBEG) and Northern Bahr el Ghazal (NBEG), funded by DFID/Health Pooled Fund (HPF ). It is also one of the four members of the Dutch Consortium for Rehabilitation (DCR) that has been awarded Dutch Ministry of Foreign Affairs funding for the period 2011 – 2015. The main aims of the DCR programme relate to strengthening health and community systems to ensure basic service provision with increasing involvement of civil society. HNTPO is one of the 4 consortium members of the SHARP consortium, sexual reproductive health project funded by the Dutch government implemented in Northern Bahr El Gazal.

2. PURPOSE OF POSITION

The Country Director is leading the strategic development and implementation of the country programme in support of HealthNet TPO’s vision and strategic directions. The Country Director: i) develops and maintains relevant internal and external relationships including active acquisition for new donor funding; ii) manages the staff, and financial and other resources of HealthNet TPO in South Sudan and iii) manages key risks and ensures that potential effects of key risks are mitigated.

JOB SUMMARY:
The Global Program on Documenting the Integration of Mental Health into General Health Care will document the adaptation and utilization of WHO Mental Health Gap Action Programme Intervention Guidelines (mhGAP-IG) in three humanitarian settings (South Sudan, Central African Republic (CAR), and Philippines), in which mhGAP training is already being implemented through ongoing International Medical Corps programming. A report with steps taken and illustrative examples from all intervention countries with qualitative and quantitative data and lessons learned as well as a document on mental health PHC integration using the mhGAP-IG in humanitarian settings will be shared at the national and global levels.
KEY RESPONSIBILITIES:
•To assume primary responsibility of coordinating and implementing a global project focusing on the evaluation and documentation of the integration of mental health into general health care using mental health (mhGAP) Intervention Guidelines in three humanitarian settings (South Sudan, CAR, Philippines);
•Work under the supervision of the Global MHPSS Technical Advisor in developing all project related tools, methods, analyses and reports;

South Sudan: Emergency Women's Protection and Empowerment (WPE) Manager

Despite the signing of a cessation of hostilities agreement, fighting has continued between Government and opposition forces, resulting in mass displacement. OCHA estimates that 1.3 million South Sudanese have been displaced due to insecurity, of whom 950,000 are internally displaced. It is estimated that around 87,000 IDPs are being sheltered in UN bases around the country.

After an initial scale up phase immediately upon the start of the conflict, IRC South Sudan is now launching a second scale up phase to further strenghten its response to the ongoing crisis. In particular, IRC will open new offices in Nyal, Koch and Guit, Unity state and launch two multi - sectoral rapide response mobile teams deployable anywhere in South Sudan for emergency deployments. Each new location as well as the mobile teams aim to deliver emergency assistance in health, protection, nutrition and water and sanitation. The mobile teams are deployable for up to 2 months in each location based on the decision of the inter - cluster. Deployment will be done alongside other mobile team partners. Offices in Nyal, Koch and guit are located in recently accessible locations and will implement emergency interventions with an eye to extending the presence of the program beyond the current grant.

SCOPE OF WORK:

The IRC seeks a Protection Manager for the mobile teams.

The WPE RRT Manager will lead short term GBV emergency response deployments across South Sudan and will be responsible for establishing and managing emergency interventions and ensuring that all programming is implemented in line with IRC's GBV Emergency Response Model. He/She will be responsible for leading GBV assessments, programming design, implementation, building national staff capacity to provide direct support to women and girls and GBV survivors, mentor, supervise and monitor team activities, and ensure financial and logistical controls are implemented according to IRC protocols.

Position objectives: To ensure the technical quality of IRC programming, and that survivors of GBV have safe, timely access to basic case management, referral and psychosocial support services in emergencies

The WPE RRT Manager will be supervised by the RRT Team Leader and will be Juba based with up to 90% travel to targeted states across South Sudan. He / She will receive technical support from the WPE Coordinator based in Juba.

RESPONSIBILITIES:

  • Technical Quality

  • Provide technical guidance, oversight and support to WPE emergency interventions to improve the provision of quality case management and psychosocial support services to meet the needs of women and girls in emergencies.

  • Lead trainings on GBV case management, GBV emergency response and preparedness, Clinical Care for Sexual Assault Survivors for staff and partners.
  • Lead rapid GBV assessments in targeted areas to identify patterns and risks of GBV, assess gaps to inform short term emergency responses.
  • Oversee the implementation of IRC's GBV RRT emergency deployments to ensure it meets GBV best practice and adapts IRC GBV Emergency Response model to the South Sudan context.

SCOPE OF WORK:

The Rapid Response Protection Manager is responsible for managing mobile protection teams and overseeing implementation of IRC's rapid response programming within the area of the mobile operations. The position reports to the team leader and will receive technical support from the Protection and Rule of Law Coordinator.

KEY RESPONSIBILITIES:

  • Program Management

  • Lead initial rapid assessments to provide a quick overview of the emergency protection situation on the ground in order to estimate the immediate needs of the population within the area of mobile operations

South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. JOB OVERVIEW:

The Reproductive Health (RH) Manager is the focal point for the IRC's Emergency Reproductive Health care services in South Sudan. The Emergency RH Manager ensures that proposed emergency RH interventions are guided by the MISP (Minimum Initial Service Package for RH in Crisis Situations).

Program support & development

Background

The Danish Refugee Council (DRC) is an independent, non-governmental organization that is founded on the basis of humanitarian principles and a rights-based approach to secure the protection of refugees and internally displaced persons, and to promote long-term solutions to the problems of forced displacement. DRC and its specialist human security unit, the Danish Demining Group (DDG), have worked in South Sudan since 2005; initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.
Until 2010, DRC and DDG worked independently, but in recent years there has been a process of convergence and collaboration, partly intended to produce cost efficiencies but more importantly to harness the strengths of both DRC and DDG towards integrated programs which address the rights to security, protection, basic needs and development through a single agency approach. The HoP provides leadership in the design, delivery and quality of DRC South Sudan programme. The HoP is responsible for the quality of programme delivery. The HoP has the responsibility for managing and developing the staff under his/her supervision and ensuring that the DRC values and code of conduct are incorporated in the leadership and upheld.

The HoPserve as member of the Senior Management Team (SMT), including supporting the Country Director (CD) to lead the SMT toward the achievement of common goals, and, at times, serving as the Acting Country Director in the absence of the CD.

The HoP will work closely with the Head of Programme DDG to ensure complementarity of action and enhance synergies between the program sectors as appropriate.

S/he supports the development of in country expertise in each sector as well as supporting the agenda for capacity building of national staff.

Overall the HoP is responsible for ensuring that the programme is well designed, donor compliant, resourced and respects DRC accountability principles (HAP).

Proposal Writing & Reporting

Lead proposal writing processes from a programme perspective and coordinate with other departments (e.g, Operation, Safety and Finance and Administration). Ensure that all internal and external reports are provided in a timely fashion in collaboration with relevant staff.

Monitoring & Evaluation

Support the development of an appropriate M&E structure and ensure that programme management tools and systems are relevant. Develop internal mechanisms for institutional learning and memory. Improve the quality of services provided, through supervision of key staff, analysis and dissemination of M&E data and lessons learnt, and review of DRC and other best practice guidelines.

Finance & Administration

Ensure that budgets are designed in accordance with needs. Ensure that expenditures are planned and properly managed. Manage DRC Programme staff and ensure that all staff members have relevant work plans, job descriptions and that performance reviews take place. Ensure that DRC management principles are disseminated and adequately applied.

Representation

Attend meetings in coordination with the CD; with Government partners, regional and local authorities; donors; local agencies, clusters, coordination bodies etc. at all levels of project implementation as required.

Media/PR/Visibility

Support the CD in the development of communication materials, including project and programme brochures, case studies as well as press releases.

The reporting lines

The HoP is under the direct supervision of the Country Director (CD). The HoP will be the direct manager of relevant head of field offices and the emergency coordinator.

Your qualifications

• Minimum 7 years of experience overseas (including 2 years at Senior management level) in complex emergencies, preferably with refugees and/or IDPs.

• Relevant university degree (Master or Post graduate), preferably in international relations and/or development, political science or management. Experience can substitute qualification but not vice versa.

• Strong experience in programme development and documented skills in formulation of programme/project proposal as well as budgets and reports.

• Ability to use Logical Framework Approach as a tool in programme/project design and follow up.

• Experience in negotiating and advocating with government authorities and donors for solutions that serve the needs of beneficiaries, pursuing values of internationally recognised and universal character in a, post-conflict context with a strong respect of local culture and tradition.

• Experience of strategic programming and planning, field implementation, monitoring and implementation.

• Team player with excellent communication skills.

• Excellent written and spoken English.

• Excellent knowledge of standard windows programs..

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Nutrition Consultant based in our Country Office in Juba, South Sudan for a contract period of 4 months, with possibility of extension.

Since 2010, nutrition activities in South Sudan have been coordinated through the Nutrition Cluster. UNICEF leads the Nutrition Cluster and WFP is a member of the cluster. Scale up of nutrition activities has been challenging, undermined by several factors including limited access, capacity and funding shortfalls. Based on available information and the Integrated Food Security Phase Classification (IPC) analysis, the Nutrition Cluster focused its efforts in the three conflict affected states as well as Awerial Lakes State and Juba (PoC areas). Northern Bahr el Ghazal and Warrap States were also prioritized given their historical high levels of acute malnutrition.

In light of the evolving situation in the country, WFP and UNICEF convened a strategic meeting in Juba on 23 June to review the status of the nutrition response in South Sudan, followed by a number of consultations with NGOs, donors and the Ministry of Health. Together they reviewed common challenges such as low coverage, gaps and bottlenecks affecting scale-up and agreed on a UNICEF-WFP joint action plan to support the scale up of the Nutrition Cluster response plan. The objective of the action plan is to outline urgent and immediate action from WFP and UNICEF to contribute to a scaled up emergency nutrition response in the coming 6 months. The plan contributes to and builds on the objectives of the Nutrition Cluster, in order to scale up quality, life-saving, management of acute malnutrition and prevention programmes and activities.

Reporting directly to the Head of Nutrition Unit, the Nutrition Consultant will be responsible for the following key duties:

• Follow up and coordinate with UNICEF to implement actions detailed in the scale up plan strategies; • Prepare monthly report on the scale implementation; • Establish and follow roll out of a scale up prioritization matrix to guide Sub-Offices engagements with partners; • Provide orientation on the scale up plan to Emergency Mobile Teams; • Ensure that all partners and WFP Sub-Offices understand and implement the scale up plan as per the strategy; • Document lessons learnt on implementation of the scale up plan and disseminate the report; • Provide technical support and guidance to improve the scale up plan implementation strategy; • Participate in nutrition related coordination forums, working groups, technical meetings and training activities; • Perform other related duties as required.

Qualifications & Experience Required Education • University degree, preferably at an advanced level, in Nutrition, Public Health or Dietetics.

Experience: • At least 6 years of postgraduate progressively responsible professional experience in public nutrition management, including experience working in emergency context; • Experience in managing and implementing nutrition programmes including treatment as well as prevention and micronutrient programmes; • Experience working in a multi-organizational project or programme is desirable.

Technical Skills & Knowledge: • Strong knowledge of nutrition and recent developments in the field; • Proficiency in MS Office (Word, Excel, Powerpoint and Outlook) and nutrition related statistical analysis packages such as ENA for SMART and EPINut; • General knowledge of UN system policies, rules, regulations and procedures governing administration is highly desirable.

Purpose of the job

Responsibility No. 1: Risk Management

  • Plan and undertake internal audits of the CARE South Sudan processes and disseminate Internal Audit reports
  • Ensure that CARE South Sudan operates within the framework of legal requirements such as banking licenses, GOSS and donor requirements.

· A minimum of 4 years’ experience and proven skills in all aspects of Project Management including the utilization of tools such as logical framework, PCM, M&E framework and theory of change;

· Knowledge and experience managing health programmes in fragile countries, preference is given it previous experience in South Sudan;

· Leadership skills able to motive and guide a culturally diverse team;

· Proven problem solving and organizational skills, flexible and calm in a challenging environment;

· Excellent interpersonal communication skills with Health Authorities and community officials.

· Computer skills incl. MS Word, Excel, Access, Outlook and PowerPoint.

· Fluency in written and spoken English;

· Knowledge of spoken Arabic and local languages is and advantage.
