BBC Media Action is the BBC’s international development charity, which uses media and communications to help reduce poverty and support people to understand their rights. We do this through partnering with civil society, media and others to produce creative programmes and other outputs which inform and engage audiences on key development issues. We also strengthen the media sector through building professional capacity and infrastructure. We focus on health, governance and rights, and resilience and humanitarian response.

In South Sudan, BBC Media Action produces two radio magazines: a weekly programme in Arabic, called “*Our Tukul*” to improve maternal and child health and provide useful information to the population affected by the humanitarian crisis that has developed in 2014; a second programme, “*Our School”*, part of an education project to encourage girls’ education. Both programmes are broadcast on a network of partner radio stations (Catholic Radio Network). An integral part of this partnership is the provision of capacity building to the stations’ staff to produce segments of *Our Tukul*as well as a shorter version of the programme in the local language, and to moderate open lines discussions related to the topics discussed in the programmes.

A journalist, recruited locally, will be charged with the training of the partner radios’ staff in the longer term. The main responsibility of the Senior Producer Trainer is to develop the skills of the local Trainer in all aspects of radio journalism on one hand, and to build his or her capacity as a trainer on the other hand (TOT). The contract period is for 12 weeks, starting mid March 2015.

Main duties:

  • Assess the needs the professional development needs of the local Trainer in all aspects of radio journalism: development of subjects, research, interview techniques, recording, script writing, editing, hosting live broadcasts and debates. Plan and provide individual coaching to the local trainer in the relevant fields;
  • Design a comprehensive training program, with appropriate curriculum and training plan, targeting several local partner stations. Training will cover areas to be confirmed once needs assessment carried out but will be around research, planning, vox pops, PSAs, interviewing techniques, writing, editing and open line discussions;
  • Travel to the local partner stations with the Trainer, acting as co-trainer.
  • On the job mentoring and developing the Trainer’s skills on training techniques and methodology;
  • Support the Trainer to develop a close collaboration with the stations’s directors in order to ensure that the trainings target the appropriate staff in each radio station (2 or 3 per station) and is adapted to the local needs;
  • Working with the Senior Project Manager and Research Manager, develop a set of tools to evaluate the impact of the training;
  • Draft a post evaluation of the Trainer’s progress and performance in his tasks, with recommendations for improvement;
  • Liaise with Senior Project Managers and Country Director to ensure effectiveness and value for money.

Person specifications:

  • Experienced journalist/producer in radio;

· Experienced trainer/coach for journalists in media development projects. Experience in facilitation and training, using hands-on participatory approaches. Training of Traners experience desirable;

· Experience in curriculum development and writing of training materials;

· Fluency in use of digital field recording equipment, basic studio equipment and Adobe Audition editing software;

· Spoken and written English mandatory. Must be computer literate;

· Experience living and working in Sub-Saharan Africa. Ability to travel within South Sudan. Willingness to spend time in the field, with limited facilities, often under harsh conditions;

· Relevant academic qualifications;

  • Hostile Environment and First Aid Training (HEFAT) or similar training;
  • Must be self-reliant, resourceful, good problem-solver, good humored, and flexible.
  • Used to working in challenging environments (security, safety, living conditions).

PROGRAM/DEPARTMENT SUMMARY:

The Sub-Grant Compliance Manager will work closely with the finance and program teams for the effective and timely implementation of proposed three-year multimillion dollar program to support recovery with resilience in northern South Sudan’s most conflict-affected areas. The candidate must have proven grant management skills on USAID funded grants. S/He will be responsible for all financial functions associated with the program, including accounting, payments and banking, payroll, budgeting, financial reporting and grant financial management and compliance. In their role they will ensure compliance with donor regulations as well as Mercy Corps internal policies and procedures. S/he will support the program team; finance team to ensure that reports are submitted on time reports to the donors ad partners. They will also assist the Finance and Program department to ensure technical recourses are used efficiently and effective. Must have exemplary coordination skills and a passion to make a difference in the lives of many people.

GENERAL POSITION SUMMARY:

The Sub-Grant Compliance Manager under the direction of the CoP Compliance Officer is responsible for monitoring sub-grants and sub-grantees to ensure compliance with the terms and conditions of the sub-grant agreement. The Sub-grant Compliance Manager is also responsible for tracking sub-grants and sub-grantee requirements and for maintaining all sub-grant financial files.

ESSENTIAL JOB FUNCTIONS:

  1. Conduct sub-grantee pre-award assessments and recommend modifications to the sub-grant agreement and/or monitoring plan to lessen financial and compliance risks;
  2. Assist in the preparation and review of sub-grant agreements;
  3. Provide on-going training and support to sub-grantees in Mercy Corps sub-grant financial procedures and assist in conducting formal sub-grantee training workshops;
  4. Review sub-grantee financial reports for correctness and completeness and ensure that reports are submitted on time;
  5. Assist in sub-grantee site audits and prepare site visit reports;
  6. Follow up on all sub-grant compliance issues and audits and document resolutions;
  7. Maintain sub-grant tracking as well as financial files in accordance with the Field Finance Manual;
  8. Process sub-grantee payments and reconcile sub-grant financial tracking to general ledger reports;
  9. Assist in sub-grant close-outs ensuring that all requirements of the sub-grant agreement have been met and that sub-grant funds have been properly settled;
  10. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
  11. Other duties as assigned by their supervisor;

KNOWLEDGE AND EXPERIENCE:

  • 7 or more years of finance experience, including budgeting and grant management or auditing

  • 5 years’ experience in the Finance Department of an non-governmental organization
  • Good understanding of major international donor rules and non-profit accounting
  • Prior experience with computerized general ledger software
  • Advanced computer skills in MS Office programs, particularly Excel and Access.
  • Strong analytical skills coupled with a solid understanding of financial and procurement systems; Prior auditing experience is considered a plus
  • Excellent oral and written English skills

SUCCESS FACTORS:

The ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The ability to effectively monitor sub-grantee compliance as well as to provide support and training for sub-grantee personnel is critical. PROGRAM/DEPARTMENT SUMMARY:

As Mercy Corps seeks to alleviate suffering, poverty and oppression around the world, the events currently sweeping across South Sudan are rare moments of opportunity. Mercy Corps is interested in strengthening its presence for early as well as longer term programming for South Sudan, including those who have been displaced.

Mercy Corps has been operational in South Sudan since 2005 and is currently engaged in series of development and resiliency programming in the north of the country. Yet since the outbreak of fighting on December 15, 2013, Mercy Corps is launching emergency programming throughout its current areas of operation including: Warrup State (Twic County), Unity State (Rubkona and Panyinjar Counties) and the Abyei Administrative Area. Unity State in particular is caught in the crossfire of the violence and, as such, there is a significant and growing level of humanitarian need. The emergency response program in Unity State provides life-saving support to IDPs and host communities affected by the current fighting. Mercy Corps strategy in South Sudan is to ensure that Communities affected by war and natural disasters access lifesaving assistance coupled with pre-emptive livelihoods assistance and protective resilience building support.

South Sudan is currently in the midst a major humanitarian crisis impacting the entire country. The main thrust of the work of Mercy Corps along with her national and international partners for the next foreseeable future (12 to 14 months), is focused on meeting the urgent humanitarian needs across the country. As the complexity of the crisis unfolds and unleashes itself on millions of people, the heightened insecurity and continuous acts of violence and war are making the humanitarian response not only more challenging but also highly complicated, with battle lines changing on a weekly basis, making places that are safe one week, unsafe areas the next week and vice versa.

GENERAL POSITION SUMMARY:

The Program Development & Quality Assurance Advisor shares in the overall responsibility for the direction and coordination of the country program. S/he champions a team culture of learning and continuous improvement and is responsible in concert with the Deputy Country Director -Programs (DCD-P) in the development of program strategies and partnership initiatives to deliver immediate and lasting assistance to the most vulnerable beneficiaries in the South Sudan crisis. S/he manages a team focused on design, monitoring, evaluation, learning, capacity building and communications.

The Advisor (PD & QA) has a pivotal role to play in raising the quality and increasing the impact of all Mercy Corps interventions in South Sudan. The role holder will be responsible for ensuring that Mercy Corps programs deliver their thematic objectives, develop a culture and practice of continuous quality improvement and meet the quality standards established across Mercy Corps. The role will also focus on how we work (our Theory of Change) ensuring we achieve systemic change for the beneficiaries we reach. The role requires significant liaison with local and international partners and close coordination with other Program Managers and especially work in concert with the DCD-P. It will also require strong understanding of different methodologies of monitoring and evaluation and operational research, and contemporary development in these areas.

The Advisor (PD & QA) is a senior management position for Mercy Corps with supervisory and managerial responsibilities of M&E staff and personal as well as policy, advocacy, communication and media personal, and will ensure appropriate and effective implementation of all Mercy Corps programmatic operations in the field. This response has a particular emphasis on working through local South Sudanese Partners as well as director implementation where local partners are not available or require significant capacity building, and it will be the main role of the Advisor to work closely with partners, build their capacity to effectively and efficiently implement activities. Constantly assess the capacity of partners and identify new partners.

ESSENTIAL JOB FUNCTIONS:

Strategy and Vision

  • Provide network leadership by bringing together the various partners and Mercy Corps team members to deliver coordinated and coherent thematic excellence to Mercy Corps programs in South Sudan. For example, focus on improvement tools of M&E and promote a culture of continuous improvement;
  • Work with the DCD-P and other team members to formulate and revise country program strategies and priorities, and help communicate this strategy to constituencies;
  • Support the DCD-P in development, planning, implementation, monitoring, evaluation and administration of humanitarian relief and development projects in line with the South Sudan program strategy;
  • Ensure that evidence-based results are clearly documented and communicated, and that annual planning documents adequately reflect an evidence-based, iterative strategic path; and
  • Regular meetings with the DCD-P.

Program Operations and Management

  • In concert with the DCD-P design and implement a partner assessment tool for all partners in South Sudan;
  • Implement a capacity building plan for LNGOs in South Sudan;
  • Create a program environment which is innovative, and where teams constantly seek to maximize impact;
  • Strive to create and use standardized tools and practices, where appropriate, across programs;
  • Work with the field team to see how systematized program monitoring visits and provide structured feedback in a way that improves progress and impact;
  • Develop protocols and procedures with the field team on how to monitor programs across various sectors and ensuring that programmatic objectives are met within allotted time, and all aspects of the Humanitarian response are in line with Sphere standards and the principles of Do No Harm; and
  • Lead the DM&E team; ensure that programs produce professional quality reports and communications materials and that publishable results are disseminated.

Team Support

  • Work with the DCD-P, PMs and members of the Program team and partners on capacity building tools for Mercy Corps colleagues and Partners;
  • Participate in the recruitment, selection, orientation, training and performance reviews of key program staff, and others as requested;
  • Review staff training and capacity building of local colleagues and local partners in the humanitarian response;
  • Conduct him/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission; and
  • Other duties as assigned.

  • Masters degree in Social Sciences, in an area of social development
  • Minimum of 5 years’ experience in an NGO environment, including experience directing and implementing programs in emergency contexts

  • Significant experience leading strategic planning and in programme design and proposal development
  • Strong understanding of different methodologies of monitoring and evaluation and operational research and experience in developing integrated MEAL systems

The position will be based in Juba, South Sudan. Juba is the capital city of South Sudan with a significant international community presence. While most basic items and services are fairly available in Juba, living conditions are generally basic in Southern Sudan and staff members are still staying in tents in some of Mercy Corps field sites. The climate is very hot, humid and dusty. Medical facilities are basic, and tropical diseases including malaria are endemic.

In order to best address the current needs of the South Sudan program, this position will initially be based in Agok for a short period before transitioning to Juba. Because of the level of insecurity, this location is unaccompanied.

PROGRAM/DEPARTMENT SUMMARY:

The Monitoring, Evaluation and Learning (MEL) Manager will lead the MEL component of a proposed three-year multimillion dollar program to support recovery with resilience in South Sudan’s most conflict-affected areas. They must have exemplary coordination skills and a passion to make a difference in the lives of many people.

GENERAL POSITION SUMMARY:

The Monitoring, Evaluation & Learning (MEL) Manager will provide leadership, in collaboration with the Chief of Party and the South Sudan MEL team, in all aspects of monitoring, evaluation and information management. The MEL Manager will contribute to program planning to ensure adherence to Mercy Corps’ standards, including the use of standardized indicators and documentation methodologies. Throughout the life of the program, s/he will be the senior leader responsible for cross-cutting programmatic information management within the framework of the program, monitoring and evaluation, ensuring that information collected is reflected upon, used for continuous improvement of ongoing programs, and is incorporated into consistently high quality reports. S/he will have responsibility for leading research efforts, networking with research agencies, documenting project impacts, and overseeing field-based M&E staff.

ESSENTIAL JOB FUNCTIONS:

Technical Leadership

  • Ensure that monitoring systems meet the requirements of the donor and that performance results can be used for continuous improvement;
  • Participate in the development of the program’s annual work plans and final M&E plan and indicators.
  • Lead the set-up of the M&E system for the program that will inform program management with a view to improving impact, enhancing accountability to beneficiaries, ensuring gender equality and inclusion of disenfranchised groups.
  • Lead the implementation of a baseline study in coordination with partners and Mercy Corps program staff;
  • Coordinate internal and external reviews and lead the analysis of findings, with a strong emphasis on learning;
  • As a strategic leader, actively participate in management meetings;
  • Strengthen staff capacity in qualitative and quantitative monitoring and evaluation tools through comprehensive staff training and coaching;

Management of the Program Monitoring, Evaluation and Information Management System

  • Ensure that the program gathers, maintains and reports upon quality and verifiable data using valid and appropriate qualitative and quantitative tools;
  • Establish and manage a database to track progress towards meeting project goals and objectives;
  • Address shortfalls in monitoring, evaluation and information management that affect program implementation;

Grant/Reports Management

  • Conduct project site visits to provide hands-on training to field staff on how to capture and organize information for accurate documentation and reporting;
  • Oversee the preparation of program Success Stories to be submitted quarterly to the donor.
  • Assist the program implementation team in timely and accurate reporting to donors;
  • Coordinate with a variety of teams, HQ, Finance, and Program Managers to ensure that reports are timely, high-quality, and responsive to donors. The focus of this function will be national team capacity building through coaching in report writing and quality control of final written products;

Communication

  • Strengthen linkages with other internal agency resources, including the Learning Management System, Digital Library, the Hub, and Connect, to enhance organizational learning;
  • Coordinate with Mercy Corps’ HQ-based Technical Support Unit (TSU) and Monitoring, Evaluation & Learning (MEL) team to guide the process of ex-ante, ex-post and midterm evaluations, from the design, implementation and documentation phases;
  • Participate in M&E-related working groups and maintain close working relationships with MEL counterparts in other relevant international NGOs, and local NGOs and associations in South Sudan and the ESA Region;

  • Postgraduate degree in development studies, research methods, statistics, social sciences, measurement and evaluation, project planning and management or other relevant field preferred;
  • Minimum 3-5 years of active M&E work experience in development programming required; ideal candidate will have both theoretical and practical background in M&E and be skilled in qualitative and quantitative M&E methodologies and techniques;
  • Familiarity with the South Sudan context is a plus;
  • Excellent computer skills, including experience with: Excel, PowerPoint, Publisher, Epi-Info, Epi-Data, SPSS, Access, SQL, and any other statistical packages;
  • Demonstrated understanding of intermediate and advanced statistics and the ability to summarize, generalize, and make predictions from large data sets;
  • Ability to conceptualize, plan and implement program activities creatively, as well as possess the ability to analyze data and utilize lessons learned for the continuous improvement of program implementation and to promote a culture of learning;

South Sudan: Independent monitoring of Programme result in South Sudan Juba with travel tot he field

BACKGROUND

Field monitoring is considered to be one of the most important quality assurance measures in a major humanitarian response. Field monitoring triangulates results reported by UNICEF’s implementing partners, giving UNICEF and its partners a reality check of what is happening on the ground in a high risk environment (in terms of allocation, utilization and management of resources). It allows UNICEF and its partners to identify bottlenecks and barriers to achieving desired programme results, i.e, Monitoring Results for Equity Systems (MoRES) in Humanitarian Action. It also provides a unique opportunity to systematically ensure Accountability to the Affected Population (AAP) by collecting feedback from emergency-affected populations. A robust field monitoring system is an effective way of informing all the stakeholders about what is actually happening at the delivery point and what programme adjustments are essential to achieve planned results.

Since December 2013, armed conflict has displaced 1.9 million people in South Sudan, over half of whom are children. 1.43 million people are displaced internally; 483,030 have sought refuge in neighboring countries. Children are among the worst-affected. A malnutrition crisis continues in most parts of the country, especially in conflict-affected states. 1.5 million people are in crisis or emergency levels of food insecurity, expected to rise to 2.5 million in 2015.

In response to the conflict and the deteriorating situation of children, UNICEF has scaled up its humanitarian interventions throughout 2014 to reach as many affected children as possible. Implementing partnerships have been increased to expand coverage of basic services, including under the joint UNICEF-WFP Nutrition Scale Up Action Plan. Government system and structures for executing programmes has been low at national, state and county levels, and NGOs provide up to 80 per cent of basic services in South Sudan. Many of the NGOs pulled out when the conflict began, although most have since returned to South Sudan and have continued programme implementation in some locations. UNICEF and WFP also developed a rapid response mechanism (RRM) to address gaps in humanitarian needs of affected populations beyond the Protection of Civilian (PoC) and IDP sites where critical needs have not been met.

The implementation capacities and field presence of international and local NGOs partners varies considerably, and many also have weak financial management, monitoring and reporting capacities. This poses risks to programme implementation, and proper utilization of UNICEF’s resources. It is therefore important to enhance programme field monitoring to track and ensure quality of interventions. While field monitoring is a programme function which is the responsibility of all program staff, the sudden onset of conflict, and increased response along with its geographic spread has made it extremely difficult for the programme staff alone to effectively undertake field monitoring of programme implementation. Additionally, some of the locations have been hard to reach in the past months due to security concerns. Also, limited number of staff compared to size, scope and complexity of programme implementation modalities poses serious constraints to field monitoring. We are proposing to conduct one-off third-party monitoring/assessment to enable us independently verify how programme implementation has been undertaken by partners, and the results achieved todate. For this purpose, UNICEF will be hiring a third party (a research/consulting firm) through an institutional contract to undertake these assessments for UNICEF South Sudan.

OBJECTIVES OF THE CONSULTANCY

As mentioned above, in 2014, as part of the L3 Corporate Emergency, UNICEF has implemented a major humanitarian programme in South Sudan. The programme is spread broadly across the conflict-affected states and includes service delivery (with a large supply component) including through direct implementation; community mobilization; and some emergency-related capacity development of partners and communities. Additionally, UNICEF continues to provide recovery/systems strengthening in other States not directly affected by the ongoing conflict. The overall objective of third-party assurance activities is to monitor and/or verify that UNICEF-supported activities are being implemented, with quality, by NGO partners; and contributing to the survival, development and protection of South Sudanese children, women and communities. The findings of third party assurance activities are expected to facilitate decision making and improve performance, both on partnership development and management, and the overall direction of the South Sudan Country Programme.

In areas that are accessible by UNICEF staff, third-party assurance activities will serve as an independent source of information. In areas that are not accessible by UNICEF staff, third-party assurance activities will serve to extend the reach of UNICEF’s own human resource capacity.

SCOPE OF WORK

Prior to the start of any third party assurance activities, the contractor will closely engage with UNICEF South Sudan. UNICEF South Sudan will provide the contractor with relevant documentation, including project documents; narrative and financial reports; monitoring reports; partner capacity assessments; and other relevant monitoring or evaluation information. The third party contractor will be expected to conduct a quantitative and qualitative analysis of the project documentation prior to undertaking field-level activities.

It should be noted that the procurement of third-party assurance services is not expected to replace the monitoring undertaken by UNICEF’s implementing partners, including Government, nor is it expected to replace UNICEF’s own internal monitoring systems. The third party services are, however, expected to provide an independent perspective (in areas that are accessible to UNICEF), extend the reach of UNICEF human resources (notably by going into areas that are not easily accessible to UNICEF), and expand UNICEF’s understanding of the sociopolitical and risk context, which are beyond the scope of its own staff, who are largely technical staff serving in specific sectoral areas.

KEY LOCATIONS

The team of consultants identified through this institutional contract will be expected to travel to selected intervention areas to undertake field monitoring/assess programme implementation based on UNICEF’s Program Cooperation Agreements (PCAs) and Small-Scale Funding Agreements (SSFAs) with implementing partners. The key locations to be included as part of this contract include the attached list of locations per State in ANNEXE III.

DELIVERABLES/KEY RESULTS EXPECTED

  1. Carry out independent monitoring/assessment of the quality of UNICEF’s humanitarian work, validate the reported progress figures based on review of proof of service delivery, as submitted by UNICEF implementing partners, and assess the satisfaction level/perception of the affected population about UNICEF’s response interventions in the affected states/counties;
  2. Submit comprehensive monitoring/assessment reports comprising but not limited to the following: • Assess whether progress/results reported by the implementing partner (against a set of indicators and/ or criteria) is in fact supported by evidence; • Determine capacity assessment of the partner, based on discussions with the partners, review of key documentation, feedback from beneficiaries, community stakeholders and local authorities; • Documentation and reporting on delivery of UNICEF’s supplies to the Implementing Partner, including transportation and storage capacities, as well as security of UNICEF’s supplies; • Document how supplies have been used for programme delivery, i.e. whether supplies are in fact reaching the beneficiaries and are fit for purpose, to ensure that the programme objectives are accomplished as expected with minimum of losses. Also include any identified gaps observed during the field visits; • Hold discussions with the implementing partner on identifying any specific issues or difficulties with regard to implementation of UNICEF programmes, i.e, Health, Nutrition, WASH, Education and Child Protection; • Information about key emerging issues arising from the field, any social issues affecting children or women in general and any other related issues in the field including trends of diarrhoea, malnutrition and other diseases; • Information about the quality of construction/hard components of some of the projects such as, rehabilitation of school buildings, water supply schemes, latrines etc, based on agreed criteria; • Identification of any specific unmet but critical needs of women and children in the program areas.
  3. In addition to the detailed written report, which is expected two weeks after each field visit, the consultant is also expected to contact the respective field office of UNICEF and the Planning, Monitoring and Evaluation (PME) section in Juba (on phone and email) about any issues requiring urgent attention, including, gaps in the program activities and perceptions of the beneficiaries and key stakeholders regarding the overall programme, etc.;
  4. Assess institutional, technical and management capacities of prospective/current partners, based on an agreed-upon set of criteria. Conduct case studies to document good practices and success stories of UNICEF’s humanitarian programs in their respective geographical areas.
  5. Sharing of key findings/actions from the ongoing/any completed monitoring exercise/ assessments to UNICEF programme sections through briefly presentations at the end of each month.
  6. Present concluding findings/actions of the consultancy to Country Office.

METHODOLOGY

  1. Review UNICEF related parts of Crisis Response Plan, humanitarian response results frameworks/Humanitarian Performance Monitoring matrices; Annual Workplans, project documents (PCAs and SSFAs) and any other legal agreements/contracts approved by UNICEF for humanitarian response intervention to be familiar with the targets, planned activities, implementation strategies, agreed implementing partners, assigned resources; and geographical areas where they will be conducting field monitoring/assessments;
  2. Inception meeting with UNICEF program staff for orientation on program interventions, objectives, monitoring strategy, activities and work plan of the assignment;
  3. Review and revise (where needed) the existing field monitoring checklists and reporting templates in consultation with UNICEF programme staff in Juba/the respective field offices, and finalize these accordingly;
  4. Visit field, conduct meetings with implementing partners to check the records of progress and identify gaps and any issues/challenges impeding programme implementation;
  5. In the field, hold meetings with various key informants and collect data using the relevant checklists and conduct focus group discussions with the communities in the affected areas to collect further information and qualitative aspects of the programme results and get communities’ feedback on the quality of services provided by the implementing partners

REPORTING REQUIREMENTS

During the course of field-level data collection, the contractor is expected to provide UNICEF with timely feedback, notably in instances where immediate attention or action is warranted. Within two weeks of the completion of field-level data collection, the contractor is expected to provide UNICEF with a full report, in English, with the following components: • Explanation of the field-level methodology used • Sources consulted. All reports submitted by the contractor are expected to be sourced, with an assessment of the reliability of the source, and the credibility of the specific content. • Key findings from the field, fully addressing the questions contained in the original information request. • Detailed set of actionable recommendations for UNICEF South Sudan management and the implementing partner, linked to the findings from the field • GPS coordinates and/or geo-tagged photos, as relevant.

For the various tasks, specific reporting templates will be developed and agreed to between UNICEF and the contractor, upon the signing of the contract. In addition to the reports submitted to UNICEF, the contractor may be requested to provide post-assignment briefings to concerned UNICEF staff to further explain findings and make recommendations for consequence management.

EXPECTED PROFILE OF THE CONSULTING ENTITY

The entity contracted to perform the third party services for UNICEF South Sudan is required to demonstrate:

  1. Ability to conduct field visits and collect quantitative and qualitative field data in different areas of South Sudan. Field visits are foreseen to be commissioned in UNICEF-supported counties, including those in Unity, Upper Nile and Jonglei. Prioritization will be in locations that are fairly secure to travel, although other locations will be reached as the situation allows.
  2. Existence of well-established networks to facilitate verification activities. The contractor should be able to engage experienced team members from the geographic area(s) where monitoring/verification is to take place. Staff members with knowledge of local culture and languages spoken by the communities will be an asset
  3. Technically and managerially sound composition of staff to perform the third party verification activities.
  4. Capacity to arrange all the logistical arrangements for field staff, training and actual field work
  5. Ability to produce technically sound, well-written reports in English.
  6. Ability to concurrently conduct multiple third-party assignments and/or organizational profiles. The contractor should also demonstrate stand-by capacity if ad hoc visits are required.
  7. Relevant experience of third-party monitoring/assessments, preferably with UN, in similar situations

ESTIMATED OVERALL BUDGET

The consulting entity is expected to provide an estimated budget for the entire assignment. The exact resources/timelines required for specific assurance assignments will be discussed and agreed upon between UNICEF and the successful Contractor. As part of the submission package, however, contractors must provide estimated budgets for proposed personnel composition for completion of each of the tasks, explanation of the roles different personnel will play, and the associated unit costs for personnel (e.g. field enumerator, data analyst, team leader, etc.), along with an indicative range of the time, human and financial resources required to complete the tasks in each proposed location.

TIME-FRAME

The contract is for a period of six months from the date of signing with the successful contractor, anticipated for 1 February 2015. The timelines for specific assignments are to be discussed and agreed upon between UNICEF and the successful contractor.

It should be noted that the contractor is expected to have the ability to concurrently conduct multiple assignments. The contractor should also demonstrate stand-by capacity to enable satisfactory completion of requested fieldwork within requested timeframes.

SUPERVISION

The contractor will be supervised by the Chief, PME of UNICEF.

PAYMENT TERMS

The contractor will be paid according to the following terms: • 20% of contract sum upon submitting of inception report, field monitoring tools and detailed implementation plan • 40% upon submission of Phase 1 field monitoring reports (satisfactory completion of data collection and related deliverables) • 40% upon submission of Phase 2 field monitoring reports (satisfactory completion of data collection and related deliverables)

Mercy Corps has been operational in South Sudan since 2005 and has supported beneficiaries through strengthened horticultural production, investments in youth employment and entrepreneurship, diversified livelihoods and increased access to community-based savings and credit. “Building Resilient Agricultural Production” (BRAP) is a joint initiative by Agriteam Canada and Mercy Corps to increase agricultural production and food security in Warrap State.

BRAP’s approach is to build agricultural production and productivity within a resilience framework, ensuring that gains in food security are sustainable and focusing on the role of women as the key enabler of food security within the household. The resilience framework within which BRAP is constructed entails a cohesive, multi-layered approach that will lead to two intermediate outcomes: 1) Increased absorptive capacity for women and food insecure households through specific interventions to increase, improve and make more resilient agriculture and livestock production, and 2) Increased adaptive and transformative capacity to address food security by women and food insecure households.

GENERAL POSITION SUMMARY:

The Program Manager (PM) will be directly responsible the smooth and timely implementation of the BRAP program and its overall goal to increase agricultural production and food security in Warrap State. The PM will be responsible for implementing the programme according to the program proposal and implementation plan.

ESSENTIAL JOB RESPONSIBILITIES:

Program Management

  • Coordinate and manage relationships with the stakeholders of the project, including beneficiaries, contractors, partners, and other organizations;
  • Document all program activities, achievements and challenges in monthly and final reports and by any other means as requested by the donor;

In South Sudan Mercy Corps has been running a VSL (Village Savings & Loans) programme, based on community savings groups, since 2007. Because of high demand for the programme, it has expanded from four targeted villages to all seven and exceeded its original target of 40 groups. Recent evidence suggests that VSL has expanded local markets through generating engagement in small-scale trade (including amongst women), as well changing attitudes towards micro-finance with increased trust in the VSL cycle emerging after the initial phase.

The wider programme under which this position is funded is called the Urban Food Security, Livelihoods and Markets Project (UFSLM) (with a complementary programme focused on rural areas, called (BRACE). UFSLM supports a move away from reactive emergency responses to food insecurity and toward responses that support communities’ and households’ own efforts and plans to reduce hunger. With original funding coming from the UK’s DFID, UFSLM is managed and implemented by GIZ, which is turn is utilising local and International NGOs and working with national and local government.

GENERAL POSITION SUMMARY:

The Program Manager (PM) will be directly responsible for the effective creation and facilitation of the VSLA groups in Warrap, Northern and Western Bahr el Gazal States, including direct support to the groups as well as the smooth and timely implementation of the wider program according to the programme proposal and implementation plan.

While a formal security background (either with the police or the military) will be considered, it is by no means necessary or sufficient. Candidates only having a military/ police/ private security-background without risk management and/ or project management experience in a development context will not be considered.

Professional experience ■ Proven first-hand experience of security challenges in developing countries, away from the capital in rural areas. General Description of the Program

GOAL has been delivering both humanitarian and development programmes in South Sudan since 1985. Currently GOAL South Sudan is operating in 4 field sites; Twic County, Warrap State; Agok in the Abyei administrative area and in Upper Nile State in Baliet and Ulang, and more recently in Maiwut and Longochuk Counties. GOAL is currently working with Health, WASH and nutrition programmes in the region.

General Description of the Role

The Emergency Coordinator will have oversight of all activities within UNS; this responsibility covers the operational/support functions (Human Resources, Logistics, Finance & Administration, and Security) and direct programme activities (Primary Health Care, Nutrition, WASH, and Livelihoods) and related coordination, programme planning and overseeing the day-to-day operations of senior field staff, and will have a close management relationship with the Area Coordinators. Other responsibilities include:

  • Management of all aspects of GOAL’s emergency response.
  • Reporting to the GOAL South Sudan Country Director and ensuring adherence to GOAL South Sudan procedures and policies and government and donor compliance.
  • Representation of GOAL in the region, and with relevant donors in Juba.
  • Overall responsibility for delivering a good quality Programme with timely and accurate reporting to donors and stakeholders.
  • Coordination with other NGO’s and local actors.

Key Duties

Programme Management

  • Develop and manage a high quality and responsive programme

BACKGROUND

International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of Logistics Manager for our hospital support programs in Wau and Rumbek, South Sudan.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

International Medical Corps is currently implementing approximately 15 programs across nine sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.

In addition to the above, International Medical Corps is also providing emergency medical services out of four sites to tens of thousands of people who were displaced by the crisis started from 15th December 2013. JOB SUMMARY

The Logistics Manager is the senior logistics appointment in the Mission or Response and is responsible for, and accountable for, the delivery of all logistics and supply chain related activities in accordance with International Medical Corps Logistics policies and procedures. Fundamental to this role is the ability to manage and motivate your logistics team and engage with other mission or response staff, external contractors and organizations therefore you are required to have the skills to communicate clearly verbally and in writing, plan for and deliver quality presentations and training, and produce timely written reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Logistics Operations

  • Provide the technical oversight, input and supervision to coordinate the staff support to, delivery of, and implementation of, all logistics support systems according to IMC Logistics policies and procedures
  • Provide planning support and advice to those making a procurement request, then process and manage the procurement process (either locally or internationally) in accordance with IMC policies and procedures, in a transparent, accountable, efficient and cost effective manner
  • Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure that all procurements are tracked and recorded to identify items that should be part of a pre-approved tender process, and ensure that open and free competition for procurements is adhered to

  • Capture pipeline information, and coordinate the management of the supply chain ensuring that Program staff are well-informed and well-prepared for incoming goods and materiel. Ensure timely reporting on stock status, to help Program staff with planning of stock replenishment and that tracking through to end-user has occurred. And/or advise and support Program staff to verify that distribution has occurred according to the intentions and plans of the donors, IMC, and project partners
  • Supervise and coordinate all matters logistics relating to transport and fuel management, to ensure that vehicles are insured, asset managed correctly, being driven safely, maintained appropriately, damages are reported, and ensure that vehicles internal equipment (tools, comms etc) are complete and serviceable; and that usage of fuel is correctly supervised, and logged and recorded. Liaise with security personnel on security-related transport issues, such as booking in/out, satcomms, radios etc.
  • Supervise and coordinate all matters logistics regarding satellite communications and radio communications to ensure that equipment is insured, asset managed diligently, operated in the most cost efficient manner, and maintained appropriately
  • Capture, plan and regularly update preparedness reporting for the logistic systems in place at your mission to include a current Logistic Concept of Operations. Plan to ensure that logistic systems are robust and flexible enough to cope if a crisis occurs by making thorough assessments of airports, transport available, warehousing, access routes, fuel availability, field comms issues, staffing challenges, training required etc. Raising issues though senior management as required

Under the overall supervision of the Head of Procurement and Logistics in South Sudan, and under the direct supervision of the Head of Sub-Office in Bentiu, the incumbent will be directly responsible for repair of the Trucks, Light vehicles (4x4) and Generators of all IOM in a safe and efficient manner. The Mechanic is responsible for performing routine Testing, Diagnosing, Disassembling and Replacing defective mechanical parts of a diesel - powered motor vehicles, generators and trucks. Repairing and overhauling electrical components, as required. This includes welding and cutting/joining metal parts and ensures that assets meet IOM specifications at all times. Examines motor vehicles to determine the nature and extent of malfunctions or repairs required, locates malfunctions using test equipment, dismantles faulty assemblies (engine, gear boxes, injection pumps, transmission, differential) using tools, dismantles faulty assembly, repairs, tests and/or replaces parts of these assemblies, and assembles/adjusts and tests them prior to reinstalling on motor vehicles.

  3. Flushes radiator, replaces hoses and thermostat, repairs or replaces radiator and water pump, fan drives, air intercoolers and oil coolers.

Context:

The Peace and Stability Quick Impact Fund (PSQIF), financed by the European Union’s Instrument Contributing to Stability and Peace, will support peace and stability initiatives along northern border areas, the Wunlit Triangle, Jonglei State and the Greater Pibor Administrative Area in South Sudan through the implementation of programming under various thematic windows that are designed to reduce conflict and promote peace.

Under the overall supervision of the Chief of Mission (CoM) in Juba, and the direct supervision of the Programme Manager, the successful candidate will be responsible for providing guidance on project interventions based on an analysis of conflict dynamics in the project target area. Furthermore, the successful candidate will examine the implications of (proposed) projects based on the impact the initiative may have on conflict sensitivities in the specified area. S/he will coordinate with and serve as an advisor to partners on effectively carrying out grassroots conflict reduction dialogues and processes using do no harm principles. S/he will identify areas where communities of various ethnicities are committed to peace promotion and reconciliation and propose interventions that reinforce these grassroots initiatives. The successful candidate will develop a stabilization strategy based on conflict analysis of the evolving security situation that encourages sustainable community driven peace initiatives.

Core Functions / Responsibilities:

  1. Demonstrate in-depth knowledge of the conflict dynamics of South Sudan including through regular, usable analysis of the political, economic, socio-ethnic and cultural dimensions and impacts of conflict in South Sudan.
  2. Determine areas of the PSQIF target zones that are most suitable for interventions under the various program thematic windows, in light of the evolving security situation and historical context.
  3. Establish criteria for evaluating project proposals taking into account the authenticity of the conflict intervention proposed and whether the proposal takes into consideration conflict issues that could be exacerbated through the intervention.
  4. Review and evaluate project proposals and ongoing activities based on established conflict analysis and sensitivity criteria.
  5. Coordinate and share ideas with partner agencies working in conflict reduction and community stabilization.
  6. Make regular field visits and monitor on-going PSQIF projects and prepare regular reports on the conflict situation in various areas of intervention.
  7. Liaise with the donor regularly to discuss evolving conflict situations in the program target areas.
  8. Evaluate needs of PSQIF partners and develop training curriculum for training of partners and other stakeholders in “do no harm” principles, conflict resolution methods and successful dialogue techniques.
  9. Conduct information workshops based on on-going analysis of conflict evolution which includes measures that may contribute to peace movements.
  10. Develop and regularly improve methodologies for conflict and stability project implementation, as well as the measurement of project impact and outcomes including through the identification of relevant baselines and the use of perceptions surveys.
  11. Represent IOM at regular meetings on conflict reduction and stabilization.
  12. Coordinate with relevant government agencies in peace building/conflict reduction and ensure that project field staff are coordinating activities with all partners in program locations.
  13. Maintain regular communication with field based staff and advise on changing conflict situations in the area of intervention. Provide training on conflict analysis and conflict sensitivity to all field staff working in the PSQIF and other stakeholders as requested.
  14. Explore possibilities of joint programming and coordination with other actors effectively implementing peace building activities in the area of intervention to maximize the impact of overall programming.

The project will focus on four sub-objectives: 1) infrastructure; 2) agriculture, livestock, and fisheries; 3) economic opportunity, and 4) water, sanitation and hygiene (WASH). The project will have a flexible implementation model that will integrate conflict sensitive and peacebuilding approaches throughout all its interventions. The COP will lead a consortium of NGOs and other partners in managing and implementing all aspects of the project, providing overall technical, administrative, operational, and logistical management, with a focus on achieving the project's objectives/results.

The successful candidate will demonstrate her/his capacity to be a key decision-maker and will bring significant experience in recovery, agriculture/livestock, economic development, and conflict sensitive programming in South Sudan and the region. The successful candidate will also be adept manager capable of leading a diverse team of direct reports and coordinating among partner organizations to ensure operational and programmatic efficiency and success. The COP will be responsible for developing a strong, coherent vision within and initiating innovative strategies across the project. The COP will lead and/or participate in strategic, high-level policy forums and meetings and work with key stakeholders across government, non-government, and international communities.

This position will report to the IRC Country Director and is contingent on the IRC being awarded funding. It is anticipated to begin in July 2015.

Specific COP responsibilities include the following:

  • Provide overall leadership and strategic direction in all aspects of project implementation.
  • Oversee project planning and quality assurance, including ensuring the quality and timely achievement of all deliverables.
  • Manage a solid cooperation with partner organizations and government officials and represent IRC at relevant events in the field.
  • Report to USAID through both formal and informal debriefings, annual and semi-annual reports.
  • Maintain an on-going dialogue with the USAID AOTR and respond timely to AOTR's inquiries.
  • Provide strategic direction in diverse technical areas including small-scale infrastructure development, agriculture and livestock, private sector development, hygiene and sanitation (including behavior change), community-led management of water resources, integration of peacebuilding approaches, and capacity development.
  • Ensure that the design, implementation, monitoring, and evaluation of all activities are in accordance with IRC standards and meet the goals and objectives of the target communities and USAID, in collaboration with the technical advisors and M&E units.
  • Ensure that cross-cutting themes such as safe programming, do no harm, youth, and gender are fully integrated into the project.
  • Ensure that the findings of ongoing conflict and security assessments are continually integrated into project design and implementation, working with the Conflict Advisor and technical coordinators.
  • Provide oversight and consolidation of the project's financial management and reporting requirements, including the submission of timely and accurate performance and financial reports, working in collaboration with project Operations/Finance Manager.
  • Monitor budget utilization and ensure proper financial management and utilization of funds.
  • Coordinate with program and operations staff to ensure operational systems are in place to support project activities including logistics, procurement, security, and human resources.
  • Oversee implementation of a common monitoring, evaluation, and learning system among all partners and analyze the data it generates to inform project management, technical programming, and development of best practices and applied research, in collaboration with the technical advisors and the M&E unit.
  • Facilitate and document lessons learned and best practices within and outside of the consortium such that all participating institutions, USAID, and beneficiary communities may realize improved livelihood outcomes.
  • Organize learning and sharing opportunities between project-based and external stakeholders on a regular basis as appropriate.
  • Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility;

Required Skills:

  • Technical proficiency in livelihood/economic development program design, implementation, and M&E.
  • Demonstrated experience managing similarly complex projects in emergency contexts similar to South Sudan, involving management of multi-million dollar budgets/portfolios and coordination with multiple programs and partner institutions.
  • Demonstrated knowledge and application of conflict sensitive approaches within project design.
  • Knowledge and prior application of participatory methodologies.
  • Solid experience implementing both emergency and long-term development programs with a focus on recovery with resilience.

Experience/Qualifications:

  • Master's Degree in a relevant field.
  • A minimum of ten (10) years of senior-level management experience in the development sector, including at least five (5) years of experience in livelihood programming in conflict-affected areas.
  • A minimum of five (5) years of progressively responsible supervisory work experience including direct supervision of professional and support staff and assembling teams working on multi-faceted international development programs, including USAID experience.
  • Experience in the area of quality control and timeliness of deliverables, work plans, quarterly reports, and other USAID reporting deliverables.
  • Experience implementing in East Africa required; experience in South Sudan preferred.

Background:

Position Summary:

The IRC is seeking an Economic Strengthening Advisor for a three-year, multimillion dollar USAID-funded livelihoods project in South Sudan aimed at promoting recovery with resilience in the most heavily conflict-affected areas of South Sudan. The project will focus on four sub-objectives: 1) infrastructure; 2) agriculture, livestock, and fisheries; 3) economic opportunity, and 4) water, sanitation and hygiene (WASH). The project will have a flexible implementation model that will integrate conflict sensitive and peacebuilding approaches throughout all its interventions. The Economic Strengthening Advisor will be responsible for all activities associated with the agriculture, livestock, and fishery and economic opportunity objectives under this project. S/he will report to the Chief of Party and supervise a team of technical coordinators. S/he will be responsible for developing and implementing technical strategies and activities that layer humanitarian response with longer-term development. This position is contingent on the IRC being awarded funding and is anticipated to begin in July 2015.

Specific responsibilities include the following:

Work with the COP to provide direct leadership, supervision, and oversight of the economic strengthening and development project components

Ensure the implementation of an efficient and effective project that addresses the needs of beneficiary populations in the most cost-effective manner.

Coordinate the design and implementation of all economic strengthening activities-including carrying out any necessary market assessments-and the setting of high quality performance targets ensuring the adherence to technical standards, best practices, and USAID guidelines.

Lead collaboration with partners, local stakeholders, and communities regarding economic strengthening activities.

Explore avenues for sustainability elements during program implementation, working closely with local communities and partner organizations.

Ensure linkages with other donor-funded economic strengthening programs operating in the target areas, where appropriate.

****Introduction****

Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently it has programmes in the area of emergency response, DRR, health, food security, extractives, security & justice, women leadership and investments. Cordaid is active in seven States in South Sudan. Presently, Cordaid is expanding its Programme in different parts of the country. For that purpose additional technical capacity is required. Cordaid is therefore currently looking for Medical Specialists; Surgery, Paediatrics and Internal Medicine to be based in Torit, Eastern Equatoria State.

****General objectives****

The candidate will be in charge of the department in which he/she is a specialist in the hospital and will manage all matters related to the department and be a member of the Hospital Technical Management Team and also support the state to build the capacity of health care workers in the hospital and other hospitals in the state.

The role will also involve significant capacity building (in house training of residents and medical students) tasks in the hospital and possibly offer lectures within the Health Training Institute in Torit.

****Specific Objectives****

  • Ensure medical services of high and consistent quality in the departments one will be in charge of and ensure all supplies and equipment are availed.
  • Take part on the senior management meetings of the hospital and ensure the departments concerns are dealt with.
  • Take part in grand rounds and CMEs for the facility staff and ensure that the capacity of the staff in the department is improved in order to improve quality of care.
  • Monitor the activities of the department; both technically and administratively while ensuring high quality services are rendered. Represent the department in various inter-departmental meetings.
  • Assist in any administrative tasks at the hospital if delegated by the hospital Medical director.
  • Participate in the hospital quality review and audit sessions and organize departmental audit and review meetings.
  • Adhere to, supervise, enforce that all department staff maintain all medical safety procedures and apply the highest hygienic standards.
  • Remains accountable for the overall performance of the department and ensures that staff operating in the department are equally accountable for their time and services.
  • Performing additional tasks or duties as assigned during the period of employment.
  • Plan and ensure adequate (24 hour including night shifts)coverage of the department.

****Qualifications****

  • Bachelor of Medicine and Surgery from a recognized University by the Government of South Sudan or in your Country of origin.
  • Master’s degree in a relevant specialization(Internal medicine, General Surgery or Paediatrics)
  • Ability to plan and facilitate clinical trainings and grand rounds on a regular basis (daily or weekly depending on staffing levels at the department)

****Contract information****

In case of a successful bid the initial contract period is for 1 year, which is the duration of the project. The contract will be subject to a probation period of two months.
