With a budget of 164 million EUR in 2014, ACTED is active in 35 countries and implements more than 450 projects a year reaching over 8 million beneficiaries with 400 international staff and 4,300 national staff.

In 2012, ACTED has undertaken an expansion of activities in South Sudan. A Juba level coordination office was opened in 2011, and in 2012 the capital office has expanded to provide additional support to our field offices that opened in Bentiu, Unity State, and Malakal, Upper Nile State. The rapidly changing situation in South Sudan over the past months has led ACTED to up-scale its emergency response capacities, while also continuing to provide basic services in the traditional areas of intervention.

Since January 2012, ACTED has been providing refugee and IDP assistance in Unity and Upper Nile states. In Maban County, this assistance has focused on the life-saving assistance to refugees from Blue Nile State, Sudan. ACTED as camp manager for Jamam refugee camp has strived to provide the basic needs for the population including shelter, waste management, livelihoods, and construction of community infrastructures.

Additionally, ACTED has responded to the new refugee influx in May with the provision of shelter and emergency latrines at transit sites while providing transportation assistance to refugees relocating to permanent settlements. In Unity state, ACTED has focused on the provision of livelihoods assistance to refugees in Nyeel and Pariang refugee camps.

ACTED also continues to build on its traditional areas of intervention, focusing on food security and livelihoods in Western Bahr el Ghazal and Warrap, and water, sanitation and hygiene in both states as well. Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan.

III. Position Profile

The Area Coordinator is responsible for the implementation of ACTED’s global mandate in the relevant area, and for the scope of activities developed within this mandate.

Responsibilities :

.1. Ensure ACTED Representation in the area of activity

  • Representation vis-à-vis provincial authorities:

o Participate in official meetings to ensure maximum visibility vis-à-vis provincial authorities.

  • Representation vis-à-vis Donors:

o Establish and update contact details of potential Donors active in the area of activity;

o Participate in Donor meetings at provincial level and communicate relevant information to the Country Director;

o Circulate the Annual Report.

  • Representation amongst other international organisations:

o Participate in inter-NGO Coordination meetings and those of UN Agencies (OCHA, UNDP, UNICEF, FAO, etc.), and any other relevant inter-governmental institution at provincial level;

o Ensure maximum visibility of the Agency amongst the NGO community at provincial level;

o Lead the production of reports and ensure the timeliness and accuracy of information provided, as well as ensuring confidentiality of sensitive information.

More generally, the project manager is expected to contribute to the creation of a positive image and

overall credibility of the organisation, notably through the application of ACTED’s mandate, ethics,

values and stand-point with regard to other actors.

.2. Contribute to the development of a global intervention strategy and to support its implementation at provincial level

  • Analyse the context and develop strategic plans, in consultation with the Country Director:

o Gather and analyse information regarding opportunities and risk;

o Define an operational strategy for finances and HR.

  • Implement the financial strategy:

o Oversee drafting of projects and budget development;

o Lead fund-raising and negotiations with Donors in the area of intervention;

o Lead the application and adherence to contract terms and requirements;

o Supervise overall financial commitments and financial risk.

  • Implement the operational strategy:

o Supervise Project Managers of the area of intervention in project implementation;

o Help the various teams in negotiations with provincial/local authorities and partners;

o Ensure global coordination and complementarity amongst projects within the area of intervention;

o Assess activities and ensure efficient use of resources.

  • Oversee reporting procedures:

o Develop a reporting schedule with regard to Donor deadlines;

o Plan and supervise the development of narrative and financial reports;

o Ensure adherence to FLAT procedures.

o More generally, communicate systematically to the Country Director the development of the area strategy and its implementation.

.3. Oversee Staff and Security

  • Guide and direct the staff of the area of intervention:

o Organise and lead coordination meetings;

o Prepare and follow work plans;

o Ensure a positive working environment and good team dynamics (solve out potential conflicts);

o Promote team working conditions in the limit of private life;

o Adapt the organigramme and ToRs of personnel according to the area development;

o Undertake regular appraisals of directly supervised colleagues and pass appraisal forms to the Country Administrator with recommendations (new position, changes to contract or salary etc.);

  • Contribute to the recruitment of expatriate staff:

o Follow recruitment procedures: plan recruitment needs in advance; draft ToRs for open vacancies; if necessary undertake phone interviews with candidates; When requested by HQ, undertake interviews of expatriate candidates living in the area of intervention.

  • Oversee staff security:

o In cooperation with the Area Security Officer, monitor the local security situation and inform both Country Security Officer and Country Director of developments through regular written reports;

o Update the security guidelines in the area of intervention;

o Ensure that security procedures are respected by the whole staff.

IV. Qualifications

  • Master Level education in a relevant field such as International Relations or Development
  • Extensive project management experience (management, planning, staff development and training
  • skills) in emergency and/or development programmes
  • At least four years of previous work experience in a high management position
  • Proven capabilities in leadership and management required
  • Excellent skills in written and spoken English
  • Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms
  • Knowledge of local language and/or regional experience an asset
  • Ability to work well and punctually under pressure

III. Position Profile

The finance intern works under the supervision of the Finance Officer and/or Country Finance Manager

His/Her responsibilities will be has followed:

  • Control that operations respect existing financial procedures and manage accounting files for the Country Office;
  • Analyze financial data and create management indicators ;
  • Support Country Coordination through analysis of project running costs, follow-up on resource allocation, and finance training.

IV. Qualifications

Msc in Administration, Business Management or equivalent.

Finance and accounting skills required

Willingness to undertake serious responsibility and manage stress efficiently

Excellent communication skills, including advanced written and oral English

The position of International Internal Compliance Intern includes:

Finance duties

· Preparation/cross check of Allocation tables

· Preparation /cross check of Project Budget Follow Up

· Preparation /cross check of Monthly running cost

· Preparation/cross check of ATROCE: project cash requirements follow-up

· Cross-check PRATIC

· Cross-check of Cash request

· Cross-check of Contract Follow Up and HR TITANICS

· Support the country finance team as otherwise required by the Country Finance Manager.

· Support the capital HR officer in updating the national staff contracts’ database, staff personal files and leave follow up.

· Support the Area Finance team in BFU preparation.

· Support the Area Finance team to develop bi-monthly cash request and cash planning.

· Verify accountability of Cash for Work payments and support program and finance teams for cash for work planning and disbursements.

· Support to Drought Early Warning System team to undertake field and training payments

· Support the finance department in preparing the monthly cash payments schedule to ensure finance team make almost all field payments

· Support the finance department in preparing the monthly FLAT documentation package sent from the area to the capital office.

Logistics

· Prepare with the Area Logistics teams the vehicle/motorcycle/generator fuel and repair follow up.

· Support to Area Logistics and Finance departments to close “fuel loans”

· Verify monthly asset and stock updates.

· Ensure weekly vehicle planning is undertaken in each base and consolidated at area level

· Verify compliance with ACTED procurement procedures

· Support the logistics team in updating the order and delivery follow up

· Analyze vehicle/motorcycle/generator running costs.

· Verify vehicle logbooks.

· Procurement monitoring

Administration/HR

· Verify compliance with ACTED HR procedures, notably in ensuring that personal personnel files are updated and originals transferred to the capital office.

Training/Process

· Documentation of area-specific FLAT compliance practices

· Hold orientation and refresher trainings for field teams on basic flat procedures

IV. Qualifications

Postgraduate diploma in Finance/ Audit or International Relations

Previous related work experience, preferably in the humanitarian field w/knowledge of finance and logistics

Postgraduate diploma in relation to the position

Excellent English writing and communication skills

Ability to work efficiently under pressure

Ability to work in an unstable security environment moving

Willingness to work and live in often remote areas under basic conditions

Organizational Setting

The RH Analyst/Assistant Representative post is under the overall guidance of the UNFPA Deputy Representative with programmatic reports to the RH Technical Adviser. S/he plays a leadership role in ensuring a results-based approach in planning, designing and managing UNFPA’s programme of support to South Sudan in the area of SRH including Adolescent and youth SRH needs. The Assistant Representative establishes and maintains collaborative relationships with counterparts in Government, multi-lateral and bi-lateral donor agencies and civil society to address emerging issues and to facilitate the Reproductive Health Programme delivery. S/he will substantively contribute to the management of UNFPA activities with a focus on strategic planning and environmental scanning as well as provide leadership in the areas of Sexual Reproductive Health including Humanitarian Response and South-South Cooperation.

****Job Purpose****

As the primary overseer of the reproductive health component of the Country Programme, the Assistant Representative establishes and uses a solid evidence base to support national partners in putting reproductive health issues at the centre of development and access to basic social service efforts. The Assistant Representative substantively contributes to the management of UNFPA activities principally in the areas of reproductive health including adolescent and youth reproductive health needs. Acting as an analyst/advisor, the Assistant Representative proactively provides the Representative with information on achievement of results in the implementation of UNFPA programmes. She/he works with government to identify technical assistance requirements in the areas related to sexual and reproductive health, including HIV/AIDS and advises on interventions to meet these needs; and provides substantive inputs to facilitate policy dialogue and advocacy around the issues and the incorporation of them into national, state and sectoral plans and strategies, UN System initiatives, and development frameworks.

****Major Activities/Expected Results:****

  • Creates substantive knowledge of sexual and reproductive health as well as adolescents and youth issues in the country, assesses technical assistance needs in these areas and advises on suitability of programmes and projects to meet these needs. Addresses policy issues and provides substantive inputs to facilitate policy dialogue and incorporation of these policies into national plans and strategies, and UN systems initiatives and development frameworks.
  • Provides substantive leadership and inputs into the design and formulation of programmes and projects translating UNFPA’s mandate and strategic priorities into local interventions and responding to Government plans and priorities. Introduces into the project formulation process the results of programme and project reviews and evaluations, best practices, as well as innovative strategies, approaches and policies.
  • Advises and reports on achievement of programme and project results, proactively measuring substantive progress and effective utilization of financial and human project resources using appropriate monitoring and measuring mechanisms and tools. Leads programme and project implementation, guiding and orienting executing agencies and project personnel, and introducing effective modalities and practices of implementation.
  • Creates and documents knowledge by evaluating programmes, projects and ongoing experience for lessons learned, best practices and replicable strategies and approaches and actively shares and applies this knowledge. Creates mechanisms to collect and share knowledge.
  • Analyzes population and development, reproductive health and gender issues in the country to provide substantive inputs to institutional responses and advocacy strategies taking into account political and social sensitivities. Takes opportunity to advocate and advance UNFPA’s policy agenda by participating in public information events.
  • Contributes to resource mobilization strategy by analyzing information on potential donors, preparing substantive briefs and project proposals in line with donor priorities, creating feedback mechanisms and providing information on progress of donor funded projects. Identifies opportunities for cost sharing.
  • Participates actively in Government-led health fora and in the Development Partners’ Group on Health. Advises Government on the design and implementation of national and sectoral strategies and policies aimed at promoting access to reproductive health services. Provides guidance on specific issues related to reproductive health programming; adolescent sexual and reproductive health; HIV prevention; reducing maternal mortality and morbidity; and reproductive health commodity security
  • Supports the development of national capacity for the implementation of international and regional conventions, instruments and agreements and national policies aimed at promoting sexual and reproductive health, and a culturally sensitive rights-based approach to development.
  • Provides strategic direction in the design and formulation of reproductive health interventions in accordance with UNFPA strategic plan and national health plans and priorities.
  • Contribute to the resource mobilization strategy by analyzing information on potential donors, preparing substantive briefs and project proposals in line with donor priorities, creating feedback mechanisms and providing information on donor funded projects.
  • Coordinate UNFPA’s Reproductive Health activities with regard to South-South Cooperation, including related regional and sub-regional initiatives.
  • Provide substantive and technical support to programme staff overseeing implementation of projects and programmes in Reproductive Health.

****Qualification Requirements:****

  • An advanced degree in Medicine, Public Health, demography, and/or other related health science field.

  • Demonstrated ability to work in teams and in harmony with persons of different national background and cultures
  • Familiarity with UN development programmes and working procedures, especially UNFPA policies and programming procedures will be an asset
  • Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships.
  • Fully proficiency in computer-related applications (Word, Excel, PowerPoint)

Language Requirements:

Fluency in English is required. Knowledge of Arabic is desirable.

Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan.

III. Position Profile

****Background****

Every day, almost 800 women die from pregnancy complications. For every woman who dies, 20 or more are injured or disabled. One of the most serious injuries of childbearing is obstetric fistula, a hole in the birth canal, caused by prolonged, obstructed labour due to lack of timely and adequate medical care. As a result of prolonged, obstructed labour, in most cases, the baby is stillborn or dies within the first week of birth, and the woman suffers a devastating injury – a fistula – that leaves her incontinent. The consequences of this injury more often leave her ashamed, ostracized and marginalized. Many women and girls who suffer from fistula are excluded from daily community life and abandoned by their husbands and families, isolating them socially and emotionally, making it also difficult to maintain a source of income or support, thus deepening their poverty and magnifying their suffering.

For several years now, UNFPA CO has run fistula campaigns in collaboration with MOH and partners to support efforts to eradicate the scourge from South Sudan. So far 539 women with fistulas have been treated in eight (2006-2014) campaigns with support from external consultants. While this support for annual campaigns will continue in the foreseeable future, it imperative is fistula prevention strategies and health systems strengthening is prioritized to lay the platform for routine case management and to strengthen facility based prevention services, and eventually to serve as a training centre for that matter in the long run.

Under the overall supervision of the RHCS Specialist the Fistula Analyst will assists in the coordination, planning, implementation and monitoring and evaluation of obstetric fistula programmes.

****Duties and Responsibilities****

  1. Supports establishment and functioning of a National Obstetric Fistula Task Force, with multi-sectoral membership (e.g. government, donors, civil society, private sector, UN agencies) and clear terms of reference.
  2. Works with the National Obstetric Fistula Task Force to develop and implement a National Obstetric Fistula Strategy that will aim to reduce the incidence of obstetric fistula; reduce the prevalence of obstetric fistula; and facilitate reintegration and empowerment of cases into society.
  3. Ensure obstetric fistula prevention and management are included in new and updates of reproductive health policies, standards, protocols and services for all levels of the health system.
  4. Forges partnerships and secure documented commitment of key stakeholders (line government institutions, UN agencies, NGOs and health professionals) to prevent and eradicate obstetric fistula in South Sudan.
  5. Mobilizes resources from the government, donors/ partners and other sources such as the national health insurance schemes, fundraising drives and public-private partnerships.
  6. Supports development of centres of excellence for fistula, and ensure adequate supplies and equipment are available for fistula treatment in designated treatment centers.
  7. Develops and implements training plan for health workers on obstetric fistula prevention, including promotion of Partograph and catheterization, treatment and psychosocial counseling and support.
  8. Develops and monitors implementation of a communication plan to guide advocacy and behavior change communication (BCC) activities for obstetric fistula in the country.
  9. Coordinates CO mobilization efforts for fistula campaigns, including media engagements, community sensitization, fistula ambassadors and strengthening the registration system for identification and referral for treatment.
  10. Works with government and development partners to develop standards and packages for social reintegration services and implement key interventions to improve post-surgery care and economic empowerment for fistula survivors.
  11. Reviews various obstetric fistula management tools and develop harmonized tools for data collection and reporting at various levels of the health system, working with MOH and partners to institutionalize fistula data collection and reporting through the routine MOH HMIS.
  12. Facilitates collection of information and data on obstetric fistula and other relevant activities, analyzes for monitoring and evaluation purposes.
  13. Assists in developing projects’ financial and narrative reports, and ensure timely and organized processing and filing of all fistula related documentation, including official correspondence, requests for payments, financial records, project inventory, training database, technical reports, etc.
  14. Maintains regular contacts with institutions which conduct programmes on fistula and coordinates UNFPA fistula related activities with them.
  15. Documents CO achievements, best practices and lessons learnt for purposes of increasing awareness/ visibility of CO fistula work and share local experiences globally.
  16. Identify and advocate for recruitment for an implementing partner for fistula prevention and management including social and economical re-integration

Your contribution
Procurement

  • Ensure compliance with PSI Global procurement policies and PSI/South Sudan's existing procurement policies;
  • Oversee recruitment and the management of platform procurement staff;
  • Minimize fraud via active monitoring and supervision of procurement activities as well as close coordination with internal and external audits;
  • Oversee all international and local procurements; increase responsiveness to internal requests by streamlining procurement processes and aligning them with platform needs;

Warehousing needs evaluation
The Business Operations TA will be responsible for ensuring that the right infrastructure is put in place at Government central stores that meet global warehousing standards
S/He will complete warehouse audit at the central stores that would identify the infrastructure and systems needed to improve the daily warehousing functions and improve on knowledge management at the warehouse. The successful candidate will be tasked with ensuring systems are put in place to confirm visibility of the whole of the supply chain from PSI stores to beneficiaries
S/he will be responsible for quarterly stock take counts in all PSI warehouses, Sub Recipient warehouses and other key partners
Field Operations

  • Work directly with Field Operations Manager to ensure the flow down of, and adherence to, PSI/South Sudan's policies and procedures to all of PSI's field offices;

SI’s South Sudan mission grew very quickly in 2012 and the trend continued in 2013 as a consequence of the emergency interventions launched in response to Sudanese refugees influxes into South Sudan in April and May 2012. The political and security events that occurred in Juba on Dec 15th, 2013 and what can now be considered as a civil war that started have dramatically changed the situation and downsized the mission. Solidarités International (SI) currently implements 3 types of programs:

– Emergency Preparedness & Response
– Emergency WaSH interventions
– Food Security and Livelihood

The mission budget for 2015 is forecasted to be around 8 M€ (funding from Echo, OFDA, Unicef) with 2 operational bases: Malakal (Upper Nile State) and Juba (Central Equatoria State) + the coordination team in capital. The team consists of around 120 national staff and 22 internationals (including one Humanitarian access Adviser, one Deputy HoM in charge of programmes, 6 coordinators for program and support departments and one Field coordinator for Malakal).

RESPONSIBILITIES

– The HoM is in charge of the smooth implementation of all mission activities.
– S/He is responsible for the safety and security of all staff and assets on the mission.
– S/He proposes mission strategies, according to the geopolitical and humanitarian context and ensures implementation once it has been validated.
– S/He monitors projects, ensuring that they progress in accordance with the Solidarités International Charter and Code of Ethics and Conduct and comply with internal and contractual regulations.
– S/He mobilizes the material and financial resources necessary for the programs to run effectively and supervises the administration of these resources.
– S/He is the direct liaison for Solidarités International HQ.

PROFILE

Experience:

– Masters’ degree or equivalent in law, political science, international organization / project management or a relevant field
– 8-10 years of professional experience, including 4-5 years in the humanitarian environment
– Minimum 2 years of experience as Country Director or equivalent, developing and managing sustainable relief programs (conflict and post-conflict settings), with specific skills in strategic planning, assessment, program design and development, and monitoring and evaluation+ 2-3 years as coordinator of humanitarian actions
– Proven experience in conflict/post-conflict contexts and insecure environments, with consequent experience in supporting emergency response

Skills:

– Excellent communication, organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time
– High management abilities, and particularly team management skills and capacities to provide distance technical support
– Significant experience of building and supervising large and culturally diverse teams of international and national employees

Language:

CONDITIONS

– Salaried post: Staring from 2300 euros gross per month (according to experience and SI seniority), + 10% annual leave allowance paid monthly + a monthly Per Diem of 700 USD.

– Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

– Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

Project Summary:**

USAID/South Sudan's Office of Transition and Conflict Mitigation (OTCM) manages USAID's transition and conflict mitigation programming in South Sudan. A recent deterioration in South Sudan's security threatens both the integrity of the newly emergent nation-state and the stability of the region, both of which are critical foreign policy priorities of the United States in Africa. OTCM's small grants program via VISTAS engages local communities and stakeholders in remote and volatile regions of the country that are most prone to destabilizing conflict. The position will be employed by MSI, USAID/South Sudan's support contractor, and managed by the OTCM Team Leader or his/her designee. Due to this arrangement, the Field Program Manager's workspace will be located within the VISTAS offices on AECOM's compound.

Position Summary:

The Field Program Manager will work closely with AECOM in the management, monitoring, and implementation of VISTAS program activities. The Field Program Manager will support programmatic processes in place to ensure the program is in-line with program objectives, will help manage the ongoing activity process from development to socialization to approval, will review activity budgets for compliance, oversee and provide mentorship to VISTAS monitoring & evaluation processes, knowledge management, analysis and research. The FPM will travel frequently as security permits to monitor and assess political conditions and program performance and will meet with potential grantees and other program counterparts, develop activity ideas, and share proceedings from travel and activity development meetings to the relevant teams. This is a full-time, long-term position.

· Compiles, synthesizes and analyzes programme reports compiled by partners and staff including UNV midwives in the field and preparing summary for dissemination

· Work with Reproductive health and midwifery team to strengthen systems for data collection including data from UNV midwives, training institutes and other partners to contribute and integrate into national systems

· In collaboration with UNFPA Programme Specialist and Midwifery Specialists, the M&E Analyst contributes substantively to the implementation of the reproductive health and midwifery programmes in line with Government priorities and according to UNFPA programme policies and procedures.

· In collaboration with RH team in Country Office, works closely with Ministry of Health to integrate into health management information systems, maternal death review and surveillance systems

· Establishes appropriate quality monitoring procedures, mechanisms and systems; Conduct field monitoring visits across states where project activities are based and where UNV midwives are located.

· Reports on progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action.

· Monitors programme expenditures and disbursements to ensure delivery is in line with approved programme budgets and to realize targeted delivery levels.

· Together with the RH programme team expedites and coordinates programme monitoring and evaluation, establishing collaborative relationships with implementing partners, experts, government counterparts and other UN agencies.

· Participates in the development, revision and updating of programme documents and work plans and prepares tables and statistical data for the reproductive health programme

Duties

  • Registers and updates all incoming goods / commodities / items consigned to UNFPA Juba into stock management tracking system.
  • Provides weekly updates to programs and operations teams on current warehouse inventory.

  • Arranges transportation and delivery of outbound consignments to implementing partners, track delivery of equipment, supplies and materials to sub-field offices.

  • In coordination with the relevant program unit, ensures proper advance notice (lead time) to the relevant Field Office of the impending dispatch of an outbound consignment.

  • Takes responsibility for following through tax exemptions with the appropriate government bodies etc. He should bear the responsibility to manage the movement of goods into Southern Sudan as well as trucking the goods, warehousing and their eventual distribution.

  • Check and inspect all the equipment, supplies, commodities and materials before distribution. Prepare and verify supplies before distribution. Process and handle papers and documents relating to warehouse supplies
  • Prepare inventory of all materials and products lying in warehouse.
  • Maintain and manage warehouse operations. Maintain warehouse premises clean and neat. Ensure compliance of safety procedures in running warehouse operations. Implement best practices in maintaining and managing warehouse.
  • Establish and maintain designated work areas and arrange as needed; ensure orderly and safe conditions at all times. Ensure proper working condition of work areas, and equipment; arrange for repairs/replacements as needed.
