****Job Purpose****

Under the guidance and supervision of the RH Technical Adviser, the HIV/AIDS Programme Analyst supports the delivery of UNFPA’s integrated programme and technical services on HIV/AIDS prevention in partnership with in-country implementers. Primary focus is placed on interventions and support for key and vulnerable populations affected by HIV/AIDS, and reduction of sexual transmission of HIV/AIDS. The Programme Analyst analyzes and assesses relevant political, social and economic trends and provides inputs, project formulation, monitoring and evaluation, joint programming initiatives and national development frameworks. S/he ensures and guides the appropriate application of UNFPA systems and procedures. The Programme Analyst also facilitates the work of consultants, advisors, experts – both individuals and within relevant institutions. The Programme Analyst establishes and maintains collaborative relationships with counterparts in government, non-government, civil society and development partners, including multilateral and bilateral donor agencies, to address issues related to HIV/AIDS prevention.

The job involves a close collaboration with a range of stakeholders and institutions active in HIV planning and programming including: relevant departments of the Ministry of Health at the national and state level; Other line Ministries and national institutions as relevant to national HIV prevention efforts; Non-government and civil society organizations including those representing, supporting and providing services to key populations. It also involves reaching out to relevant UN partners and other experts within and outside the country particularly those involved in HIV, STI, youth and reproductive health programmes

****Major Activities/Expected Results:****

  • Provide technical and programmatic support to implementing partners on HIV responses, especially to civil society organizations both representing and working with key populations affected by HIV.
  • In line with UNFPA’s substantive and mandated role under the UNAIDS Division of Labor, support programmes to reduce sexual transmission of HIV, including comprehensive condom programming, and reduction of sexual transmission risk within key populations, their sexual partners and most at-risk young people.
  • Support national implementing partners to develop effective linkages, integration and mainstreaming of HIV within broader SRH, primary health and other relevant health programmes and services, especially ensuring comprehensive and integrated SRH/HIV/STI services are available for key populations.
  • Support to build multi/inter-sectoral linkages to deliver HIV prevention efforts in different settings, via a coordinated approach, especially for key populations;
  • Assist country partners with bilateral and multilateral funding proposals, mobilizing and leveraging UNFPA, national, private sector and donor resources to maximize development of sustainable HIV responses, especially for key populations affected by HIV;
  • Support project implementation for timely and efficient delivery of project outputs. Monitor project disbursements, expenditures and progress in terms of achieving results, to ensure delivery in line with approved project budgets and targeted delivery levels;
  • Assist in the development of relevant national policies, frameworks, guidance, standards, instruments and tools on HIV. Participate in advocacy efforts to promote the quality HIV responses with government, non-government and community stakeholders and gatekeepers;
  • Act as focal point for national working groups on HIV responses for key populations. Establish, strengthen and monitor collaborative relationships and partnerships with other UN agencies, implementing partners, technical experts, government/non-government counterparts, academia, research and training institutions, centers of excellence and professional societies in the country. Participate in UNFPA regional and global networks on HIV and key populations;
  • Identify sources of technical knowledge and support among institutions and consultants on HIV responses, especially for key populations. Support development of national institutions for delivering high-quality, integrated programmatic and technical support. Facilitate and help maintain databases on best practices, partnerships and consultant rosters;
  • Share technical skills and knowledge with implementing partners, including representatives from key populations to support their empowerment and self-determination. Facilitate working groups and task teams to enable peer led approaches. Address training needs of project personnel.
  • Support collection, analysis and synthesis of information to monitor HIV patterns and responses within the country, especially for key populations. Monitor and analyze reports on humanitarian, economic, political and social factors associated with HIV including field/case studies. Draft briefing materials and utilize data for the above evidence based resource mobilization, policy dialogue and advocacy at different levels;
  • Provide inputs to country level UNFPA, UN and national planning, including Country Programme Documents/Action Plans (CPDs/CPAPs) and National Strategic Plans on HIV, clearly including HIV responses for key populations within these plans and frameworks;
  • Draft UNFPA, UN and donor partner reporting requirements including UBW/UBRAF, COAR and other reports as required.
  • Draft country case-studies of pilot/best practice HIV programmes and activities to share with colleagues and partners. Draft project summaries, articles, publications, speeches and presentations on UNFPA’s responses to HIV for delivery via journals, scientific meetings, public information events and in other fora.
  • Carry out any other duties to be assigned as may arise in the related area.

****Summary****

PSI South Sudan seeks qualified candidates for the position of Monitoring & Evaluation Manager responsible for leading and coordinating M&E components of all projects. She/he will manage PSI’s M&E systems in Juba and field sites, including timely data collection (routine and survey), providing direction and guidance to PSI South Sudan M&E staff to develop staff capacity. The Monitoring & Evaluation Manager will work closely with PSI Program Managers for Child Survival Program (ICCM+Nutrition), LLIN and WASH assisting with M&E and research deliverables and providing feedback to improve program quality. This is a full time position reporting directly to the Malaria and Child Survival Technical Advisor

****Detailed Duties and responsibilities****

Management & Capacity Building

  • Supervise coordinator and officer level staff in the M&E department. This includes monitoring and coordinating time schedules, developing work-plans with staff, and building capacity to maximize productivity*.*
  • Provide support to M&E Coordinators including travel to field sites to provide supervision of research and monitoring activities and assuring timely and accurate reporting.
  • Recruit and train M&E Coordinators and Officers.
  • Provide supervision and support for the monthly stock count process, including review of Closing the Loop reports and quality improvement for these systems.
  • Support M&E coordinators to design and maintain appropriate and easy to use data-collection and data-entry tools.
  • Prepare and facilitate trainings for PSI and contracted data collection staff on tools and data collection techniques in collaboration with Program Managers and MCS Technical Adivisor
  • Supervise data flow procedures (data-cleaning, data-collection, entry, and analysis) to ensure timely reporting and meeting of deadlines.
  • Work with partners to build capacity on data collection in the field, data-entry and reporting.
  • Provide administrative support for the Research and M&E Department.

M&E

  • Manage data flow processes for PSI programs and assure timely monthly reporting.
  • Perform regular data quality audits and quality assurance processes, provide recommendations on how to improve overall data quality, and give feedback to field staff and program managers.
  • Work closely with MCS Technical Advisor, Coordinators and Program Managers to analyze data collected in order to understand how program implementation is progressing, and to offer suggestions on how to ensure programs achieve strong results and meet targets.
  • Support the sharing of data-analysis results and finalized donor reports with relevant staff in the M&E department, including field-based staff, to ensure that they are regularly updated on program achievements and progress.
  • Work alongside the Research and M&E Technical Advisor to analyze data collection outputs using software such as SPSS, GIS and DHIS.
  • Support coordinator level staff in the development and monthly production of program dashboards.

Research

  • Support the development of quantitative and qualitative research study designs.
  • Support proposal development for new research initiatives alongside M&E Technical Advisor.
  • Monitor progress of study designs undergoing the Ministry of Health’s Ethical Review process.
  • Supervise enumerators during data collection, ensuring that minimum standards are met with regards to sampling and interviewing.
  • Draft reports for research activities with support from the M&E Technical Advisor.
  • Conduct dashboard to decision making sessions to create the link between research findings and program quality improvement.

Networking

  • Disseminate M&E and research findings and results to Ministry of Health and other stakeholders on a routine basis.
  • Maintain regular communication with identified counterparts at Ministry of Health (national, state and county levels) as indicated by the M&E Technical Advisor (such as monthly email updates for Research, M&E Director).
  • Represent the Research and M&E Department at stakeholder forums (such as the M&E Technical Working Group).
  • Act as an M&E focal point for the Ministry of Health with regards to research activity.
  • Liaise with community based organizations (CBOs) and key informants to identify research participants.
  • Work with local research agencies to outsource contracts.
  • Perform any other related duties that may be assigned by the M&E Technical Advisor.

****Qualifications****

We are looking for a highly qualified, self-motivated **Protection Manager

Who are we?

The Danish Refugee Council has been in South Sudan since 2004 working with refugees, internally displaced people and returnees. In 2012, DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan and in early 2013 DRC expanded its operations to Unity State and is currently managing a refugee camp (Ajoung Thok) for new refugees from South Kordofan. In additional DRC is responding to the current humanitarian crisis of internal displacement. DRC is the camp manager of several camps in the northern states of South Sudan and has also been working closely with humanitarian partners in relation to the coordination of humanitarian assistance and advocacy issues. DRC also has activities in the sectors of community services, protection, GBV, livelihoods, shelter and infrastructure and logistics in the IDP/refugee areas. In returnee areas DRC is implementing food security and livelihood activities to support durable solutions.

About the job

Under the direct supervision of the Area Manager - Malakal and the technical support from the Protection Coordinator, the Protection Manager will be responsible for supervising the implementation of DRC’s protection activities and contributes to strategic planning for the program in Malakal. The Protection Manager is the direct supervisor of both international and national program staff and provides daily support and guidance to project cycle management, proposal development and implementation of activities.

The Protection Manager position is to support the DRC Protection Unit and Protection Cluster in the Malakal UNMISS PoC Site. He/she will work intensively with the Protection partners to build capacity, focuses on developing more community engagement and strengthening the communities self-protection capacities.

Responsibilities and Tasks

To achieve the objectives of the position, the Protection Manager will perform the following tasks and undertake the following responsibilities:

Coordination and Representation:

  • Overall responsibility for managing the Malakal staff including ensuring positive and collaborative working relationships in line with DRC's Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
  • Represent the Protection Cluster and leads the Protection Work Group in absence of the Cluster Lead (UNHCR).
  • Represent DRC and liaise with local authorities, partners and local community at county/project coordination meetings.
  • Represent issues relating to other DRC programs operating in the area of implementation in protection and other relevant coordination forums.

Programing:

  • Contribute to the strategic direction of the DRC Protection program, in close collaboration with the DRC Protection Coordinator, for instance, initiating strategy planning meetings at field level, and supporting development of corresponding strategic documents.
  • Overall responsible for the planning and timely implementation of protection activities, ensuring adherence to DRC policies and procedures.
  • Continuously monitor protection program quality; for example, strengthening data collection, reporting, accountability initiatives, and documenting the impact of DRC presence in the field.
  • Provide oversight of protection programming in Malakal in compliance with DRC and donor regulations while upholding rigorous project cycle management standards.
  • Contribute to the strategic direction of the Malakal and country operation through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
  • Ensure synergy between protection and DRC sectorial activities.
  • Work with the Area Manager (at field level), Grants Manager and Finance Manager (at Juba level when requested by the Area Manager) to contribute to new project development, including both narratives and budgets
  • Ensure the timely and quality delivery of weekly, monthly, quarterly and annual project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability to DRC's beneficiary populations.
  • Contribute and support effective monitoring, evaluation and learning processes and initiatives, and ensure effective data and information management.

Finance and Administration:

  • Ensure full compliance with DRC and donor financial guidelines and policies while managing the project(s).
  • Monitor budgets to ensure the timely utilization of all resources, spending is in line with project timelines and implementation schedules and adjust budget forecasts when needed.

Human Resources:

  • Manage and lead the Protection team of Malakal based expatriate and national staff and support respectful and positive working relationships which allow for the effective implementation for project activities.
  • Ensure recruitment processes and that relevant staffing structures are in place, are reflective of appropriate gender balance, and promote opportunities for nationalization.
  • Assess protection staff capacity and provide and/or recommend training and coaching opportunities to increase technical skills as necessary
  • Ensure staff are well versed on DRC's Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse.
  • Collaborate with the Malakal based Human Resources department to ensure staff evaluations are conducted on a regular basis.

Logistics, Procurement, Safety and Security:

  • Develop supply/procurement plans for protection program activities and coordinate with the Malakal based Logistics Manager for their delivery to the field .as per project planning.
  • Ensure staff compliance with security management rules and procedures ( i.e. ensuring relevant documentation and procedures are understood and adhered to by staff)

****Job Purpose****

Under the guidance and supervision of the UNFPA Representative, the Monitoring and Evaluation (M&E) Officer will be responsible for the coordination and operationalization of results-oriented monitoring and evaluation. The M&E Officer will have a key role in improving the quality and results orientation of UNFPA-supported policy and programme interventions and in developing institutional and national capacity in monitoring and evaluation. He/she will work closely with the component leads and the entire country office team and national counterparts to ensure M&E aspects are well internalized and applied. The M&E Officer will participate actively in M&E mechanisms established as part of the UNDAF and joint programming processes.

The Monitoring and Evaluation Officer maintains collaborative relationships with all programme and project staff as well as administrative and operations team of the CO.

****Major Activities/Expected Results:****

  • Coordinates efforts to establish a results-oriented monitoring and evaluation culture within the country office, and to build the capacity of staff and national counterparts in reporting, monitoring and evaluation.
  • In the context of UNFPA Business plan, UNDAF 2012-2015 and the CP framework, coordinates annual work plans monitoring, reviews and reporting.
  • Takes responsibility for the design and development of a fully-fledged results-oriented monitoring and evaluation system within the country office including: taking the lead in designing and establishing a results-based information management system associated to the output and outcome indicators contained in the Results Framework and the Monitoring and Evaluation Framework (M&EF); directly supervising the CPAP’s Monitoring and Evaluation Plan; and leading the process of drafting the Office’s Evaluation Plan.
  • Plays a central role in leading the process of updating and adjusting (whenever relevant) the Results Framework and the Monitoring and Evaluation Framework (M&EF) with inputs from Office’s personnel and by means of consultations with relevant partners. She/he will also make sure that the CPAP’s M&E Plan is yearly reviewed and adjusted.
  • Plays a leading role and coordinates the design and conduct of high quality evaluations in line with the methodology for conducting country programme evaluations developed by the Evaluation Branch.
  • Undertakes the quality assessment of the evaluation report to ensure its compliance with international professional standards in line with the Evaluation Quality Assessment methodology and template for CPE developed by the Evaluation Branch.
  • Ensures that evaluation findings and recommendations are used to improve programming and decision making.
  • Coordinates the contribution of the country office to the design and implementation of UNFPA’s Strategic Plan 2014-2017 including high quality and timely regional midyear and annual reporting and Country Office Annual Report which contributes to strategic plan results.

****Detailed Duties and Responsibilities****

Work with Program Managers, M&E Coordinator and M&E Manager to implement program M&E activities. These include:

  • Train relevant program staff in the field on monitoring and evaluation, how to use standardized data-collection and reporting tools, data-cleaning, and data-entry as necessary.
  • Enter data.
  • Manage data entry clerks.
  • Establish and manage data flow procedures by developing simple data-flow charts, checklists, or guidelines to facilitate timeliness of reporting, and ensuring compliance to these by program/ field staff.
  • Receive, review and file source documentation in a centralized location and on a regular basis, design and maintain a proper filing system to ensure these are always ‘audit’ ready.
  • Supervise data-entry, conduct data cleaning and simple analysis of source documents; ensure that data-entry database is accurate and verifiable against source documents; carry out simple data-analysis to provide useful information to help guide program implementation.
  • Perform routine data quality assessments and quality assurance processes to verify accuracy of program reports. This includes doing source data verification and random spot checks on any field activities, training sessions, meetings, etc.
  • Compile monthly activity reports, including error tracking reports, and provide a summary for program managers as needed, work closely with M&E Coordinators and Manager to compile data for donor reports according to established procedures.
  • Provide recommendations on how to improve overall data quality, and give appropriate feedback to field staff and program managers.
  • Mentor CBD supervisors and field officers on data quality in order to improve quality report.
  • Conduct and oversee the CTL process at respective field level and assist in conducting stock count in the warehouse, ensuring adherence to the CTL calendar and standards.
  • Conduct frequent field supervision visits to spot check of the work of CBDs, CBD supervisors and community nutrition workers, and stock movement from health facilities to CBDs, submitting field visit report to the M&E Manager promptly.
  • Support and liaise with the County Health Departments in their areas of operation by building capacity of M&E staff on data management and updating the County Health Departments with monthly progress reports (treatment figures).
  • Liaise with Child Survival Focal Person at the County Health Department.
  • Provide feedback on issues related to data collection and verification to program team during program meetings.
  • Perform any other related duties that may be assigned by the immediate supervisor .

Minimum Requirements

  • South Sudanese national.
  • Minimum of 2-3 years relevant experience, M&E experience preferred
  • Excellent organizational abilities and interpersonal skills
  • Computer skills mandatory (Microsoft Word and Excel), experience with DHIS preferred
  • Ability to travel via motorbike on a monthly basis to supervise field work

2. General context of the mission

INTERSOS is present in South Sudan since 2006, starting its operations in the country from Bor, Jonglei State. INTERSOS central office for South Sudan is based in Juba with several field bases in Jonglei State (Bor, Pibor, Lankien, Yuai, Waat and Akobo), in Western Equatoria State (Yambio) since 2009, in Upper Nile State (Malakal) since 2011 and Unity State (Bentiu).

The main areas of intervention are Protection, in particular prevention and response to GBV and child protection in Upper Nile States and Jongley State, where INTERSOS is also GBV sub-cluster Focal Point and leading the GBV response in the State; Education, INTERSOS is one of the main partners of UNICEF in promoting education as a part of emergency response and leading the EiE Cluster in Jonglei, Unity and Upper Nile States, while acting as focal point agency in Jonglei for Education in Emergency interventions.; Shelter/NFIs, these activities involve the assessment and identification of new IDPs, mainly in the most hard-to-reach areas within Jonglei, Unity and Upper Nile States, emergency kit distribution, kit use monitoring and construction/rehabilitation of emergency shelter; WASH, mainly construction/rehabilitation of water facilities (e.g.: wells, pipe schemes), rehabilitation of latrines and sanitation/hygiene promotion.

The priority for INTERSOS in South Sudan is to be a relevant humanitarian actor with regard to the already massive and possibly increasing emergency and to do so the mission counts on about 20 international and 200 national staff.

3. Tasks and responsibilities

The general purpose of the post is to represent INTERSOS in the country and act in accordance with specific directions from and supervision of the Regional Director in Rome.

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

· Establish and maintain relations with local institutions, donors, NGOs, international agencies and other stakeholders;

· Define country priorities based on context and needs analyses. Monitor donor intervention strategies and priorities in the country and evaluate, promote and elaborate new projects;

· Establish, guarantee and monitor government recognition procedures for the organization and the host country formalities;

· Plan mission activities and check their implementation;

· Check monthly mission expenditures and guarantee accordance with the financial planning;

II. Organizational context

South Sudan population is amongst the youngest in the world with estimation of 72% being under 30 years and is expected to grow as result of high fertility rate 6.7. South Sudan has the worst Maternal Mortality rate 2,054/100,000;Teenage pregnancy rate is 300/100,000; 16% of girl children are married before they are 15 years of age, and another 37% are married before the age of 18.

The UNFPA South Sudan office has been supporting youth programming in South Sudan with collaboration of the national ministry of culture youth and sports and Ministry of Health. The intervention used includes Youth Peer Education and provision of youth-friendly sexual and reproductive health services and HIV prevention among others. These interventions are designed to reach adolescents and youth who are among the high-risk groups in driving the HIV/AIDS epidemic. Health services have difficulty in covering this group, because of their age, their engagement in marginal activities, and their reluctance to contact health services providers.

In the current humanitarian emergencies in South Sudan, family and social structures are disrupted; adolescents are separated from their families or communities, while formal and informal educational programmes are discontinued, and community and social networks have broken down. The loss of livelihood, security and the protection provided by family and community places adolescent at risk of poverty, violence and sexual exploitation and abuse (SEA) and their consequences.

Under the overall supervision of the Youth Cluster Coordinator, the programme assistance will assist in the planning, implementation, coordination, monitoring and evaluation of youth programmes. This includes, humanitarian response activities targeting young people in the POCs and IDPs settlement and ASRH programming.

III. Duties and Responsibilities

  • Coordinate, implement, monitor and evaluate activities targeting young people and preparing weekly youth activities’ reports and assist in monthly, quarterly and annual reports on the related project.
  • Preparing monthly, quarterly and annual report on the related project following the guideline of the report template and be duty bound to mobilize resources, financial and otherwise from appropriate agencies.
  • Work with implementing partners to ensure timely submission of quarterly and annual financial and progress report.

South Sudan: Medical Coordinator – South Sudan

The MENTOR Initiative is a specialised NGO with a focus on vector borne diseases. In South Sudan MENTOR is highly regarded and seen as the go-to agency for malaria mosquito control. We are looking for someone to join this exciting programme as a Medical Coordinator.

The Consultant’s services are required to assist the MENTOR Initiative in the overall implementation of the project in the provision of emergency vector borne disease control services for vulnerable communities in South Sudan. The consultant will assist the project in the design, delivery, management and reporting of malaria and other VBD control case management activities. He/she will be entrusted with the critical task of ensuring the programme achieves its case management objectives in accordance with the programme grants/awards and The MENTOR Initiative guidance/guidelines.

The consultant will report to the Country Director in the various tasks set forth:

  • Ensure the compliance of The MENTOR Initiative South Sudan Emergency Response Programmes for all grant contract obligations to delivering technical capacity building, coaching activities for malaria and other VBD case management and in line with the programme objectives and the changing context on the ground.

****Training and Supporting Health Facilities to Build Access in Effective Case Management:****

  • In close collaboration with MENTOR HQ and CD, prepare, organise and deliver (multiple times) a technical training of South Sudanese medical staff (primarily in Bentiu but may also be in various field locations) for the diagnosis and treatment of a range of VBD’s including malaria, dengue, visceral leishmaniasis, yellow fever and any other VBD, as deemed locally appropriate, with a section of the training outlining differential diagnoses. Plan, train, supervise and manage The MENTOR Initiative national medical managers and other MENTOR medical staff, ensuring that they follow the work plan and activities set in the programme objectives.
  • Plan, train, supervise and manage medical managers to ensure that on-site technical coaching and supervision for malaria diagnosis and treatment is conducted for all health facilities concerned, to reinforce health worker best practice, and patient care.
  • Train and assist local and international NGO staff, and other health organisations, to design and deliver effective differential diagnostic and treatment services for VBD as required.
  • As far as possible, monitor access to supported services and quality of services provided through partners/health networks in target areas, to ensure effective use of resources.

****Reinforcing Epidemiological Monitoring and Reporting:****

  • Train local public health staff in surveillance protocols and techniques, data collection and reporting.
  • Ensure effective monitoring and analysis of Health Facility data to identify areas with ongoing epidemics, or with high risk of epidemics.
  • Provide technical support and leadership in the Health Cluster, to reinforce malaria epidemiological reporting in South Sudan.

Develop and share malaria and other VBD epidemiological reports with partners.

****Ensuring an Emergency Commodity Supply Chain:****

  • In close collaboration with the MENTOR Initiative logistical team, organise for the set-up of an emergency stock of malaria medications and materials including rapid diagnostic tests for malaria and for a range of VBD’s.
  • Review partner case load data, assess epidemic level/risks, and assist health partners to calculate and plan their stock requirements for drugs and materials.
  • Manage the distribution (mapping and recording) of malaria drugs, VBD rapid diagnostic tests and materials directly to health facility teams across affected areas, plus to health partners, or during epidemics or as a ‘loan’ to partner agencies.

****Ensure effective IEC amongst target communities:****

  • Plan and develop with the Prevention Coordinators standardised health seeking messages that are culturally acceptable and effective for use in IEC campaigns.
  • Ensure the onward training of health staff and partner organisations to deliver the IEC messages as needed.
  • Work closely with the Prevention team in the co-ordinated design and implementation of IEC programme activities with partner organisations.

****Ensure Effective Technical Representation and Co-ordination of Partners:****

  • Represent The MENTOR Initiative at technical and medical health meetings with NGO, UN and national partners to help inform and support a co-ordinated approach to malaria and other vector borne disease control in the South Sudan emergency.

****Ensure Effective Clinical Activity Planning and Reporting:****

  • Plan out the weekly / monthly emergency clinical support activities and estimate the resources required, with relevant input from other managers.
  • Co-ordinate related case management human resources in co-ordination with the CD.
  • Assist in the creation of viable new proposals and budgets in liaison with the South Sudan Emergency Programme CD.
  • Participate in developing relevant medical aspects of weekly, or more frequent planning meetings. Prepare relevant medical sections for weekly, monthly/quarterly, and other ad hoc reports.
  • Development of relevant medical sections in other reporting required by grant contracts.
  • These reports will include some form of data analysis so that trends can be seen and if necessary responded to.
  • These reports shall include identification of areas of weakness and strengths and recommendation for improvement in implementation and performance of the related tasks.
  • The Consultant will also be required to submit a final report detailing the overall accomplishments, challenges and analysis of the ways to achieve ongoing objectives in relation to the programme.

  • Support the South Sudan Emergency Programme CD in the planning and delivery of assessment missions when required.
  • Coordinate with and support the Prevention Coordinators and prevention team by directing their activities towards areas with high malaria case loads.

South Sudan: Project Engineer (2)

Purpose:

Overall Technical Support to on-going school construction projects, from their planning to their implementation and monitoring.

The Project Engineers will be in charge of the day to day management and oversight, ensuring the overall efficiency and effectiveness of processes and activities undertaken to achieve timely delivery of infrastructure works to achieve the programme goals and objectives. S/He will furthermore be accountable for providing technical assistance to the GPE Engineer, including inputs to the development of construction strategies as well as policies for the maintenance of the infrastructure.

The two Project Engineers will be required to undertake regular field monitoring visits to the schools where GPEP school construction is ongoing. These include all 20 schools (five in each state) in Western Equatoria, Warrap, Lakes and Northern Behr El Ghazal States.

Additionally, the Project Engineers will be required to support the rolling out and monitoring of the Educate a Child (EAC) Project, which will be implemented in 80 counties across the whole country through the existing government systems.

Objectives and Scope of Works

Under the overall supervision of the GPE Manager and the direct supervision of the GPE Engineer, the main responsibilities of the two Project Engineers will include but not be limited to the following:

  • Provide overall technical assistance to UNICEF construction projects (both GPE and EAC), from planning to implementation and monitoring;
  • Responsible to ensure that effective implementation, monitoring and supervision tools are developed and implemented;
  • Responsible to ensure effective quality control and assurance systems are in place and contractor and engineering consultancy companies work in compliance with technical specifications and UNICEF quality standards;
  • Monitor and evaluate performance of service providers;
  • Ensure all technical inputs and cost estimates related to the construction components are accurate, timely and included in project proposals and budgets;

  • Coordinate with Operations and programmes required activities ensuring proper and timely actions from both, UNICEF’s and Government’s side;
  • Certify disbursements of funds, monitor and submit financial status reports to management in compliance with the pre-established requirements; and
  • Ensure a sound handing over of facilities to project beneficiaries.

Expected Deliverables

i.Successful completion of bidding processes for all target school sites for both GPE and EAC school construction projects;

ii.Successful monitoring and oversight of school construction works from beginning to completion as delegated;

iii.Timely submission of monitoring and oversight reports; and

iv.Timely review of technical documents submitted by both the contractors and the consultants and make recommendations for UNICEF’s action. Such documents shall include, but not be limited to designs, interim payment requests, and technical reports. Assessment of the works to make sure that the deliverables in all construction contracts have been met.

Expected background (Qualifications & Experience)

The successful candidates must have proven experience providing similar design and construction monitoring oversight roles in the past five years in Sub-Sahara Africa or similar developing country or countries. Specifically, the successful candidates are expected to have the following experiences, skills, knowledge and qualifications:

  1. A university degree in Civil Engineering, Architecture or Building Construction.
  2. At least five years of post-qualification professional work experience in construction with a focus on buildings construction management.

iii. Experience in working in complex and challenging environments and large infrastructure and/or civil works, particularly in the field of construction technical project documentation development as well as construction supervision, especially in an emergency setting.

iv.Knowledge of construction procurement, tendering and contracting processes and requirements.

v.Working experience in the area of preparation, implementation and monitoring of construction projects; methodological and calculation skills; familiarity with design software such as AutoCAD and or ArchiCAD.

  1. Excellent and proven experience in dealing with contractors and local partners.
  2. Excellent networking and interpersonal skills required.
  3. Experience in community mobilization, coupled with the ability to address and manage all aspects of monitoring of a construction project.

ix. Knowledge of the UN rules, procedures and regulations would be an asset.

x. Working experience in the UN or other large international development organization is an asset.

The successful candidate must be fully computer literate in word processing, spreadsheets and database management; and fluent in the written and spoken use of the contract language, which is English. The Consultant must have good experience in working with design software such as CAD.

Payment Schedule

Consultancy payments will be on a monthly basis – triggered by the submission and approval of a monthly report which documents progress of each school site as well as updates on specific delegated responsibilities.

The level of remuneration will be determined by UNICEF Human Resources Unit in Juba and negotiated with the successful candidate(s) before commencement of the contract.

· Make clear recommendations based on the South Sudan Response Strategy re: proposed program content, staffing, management and administration arrangements and budget with clear indications of funding and technical support resources

· Ensure JAM programs are included in the UN CAP and Flash appeals

QUALIFICATIONS AND EXPERIENCE

· Bachelor’s degree in a relevant field required, Masters degree preferred

· Recommended minimum of 5 years’ experience in humanitarian program management, preparedness and response in several fragile or complex contexts

South Sudan is one of the most challenging and exciting working environments that Save the Children currently works in. The newest country in the world, its legacy of thirty years of war has yet to be even partly addressed as its new government struggles to both mature and reach out to its people. Education rates remain extremely low with less than 10% of the population finishing primary school; and only 200 girls completing secondary school in 2011 (out of a total population of greater than 8 Million people). Infrastructure across the country remains virtually none-existent; with 80% of the country – including State capitals – only accessible for half of the year (the rainy season) by small aircraft. Even in the capital – Juba – there are no functioning public utilities, few tarmac roads and limited health services. Aid agencies rely on generators, water trucking and satellite internet to meet their basic needs. The agencies still provide some 75% of the basic services of the South Sudanese population. Parts of the country are still racked by insecurity – tribal militias, rebel militia groups and direct conflict with the North of Sudan all take their regular toll on the civilian population.

Save the Children has been active in South Sudan for over 20 years. In 2010 the three active field agencies – Save the Children Sweden, US and UK came together under a unified presence with Save the Children UK as the managing member. We reach and help the meet the rights of hundreds of thousands of children every year.

Job Title: Child Rights Governance Technical Specialist

Job Purpose

To support the quality design, delivery and representation of Save the Children’s Child Rights programming in South Sudan, ensuring the promotion and protection of the rights of children in South Sudan and the establishment of a robust rights framework.

Key accountabilities

  • Establish and lead the implementation of the Save the Children in South Sudan child rights governance (CRG) strategy, consistent with organisational goals, resource constraints, external context and needs.
  • Serve as the point of contact for all matters related to child right governance issues at the national level.
  • Work at the policy level with high-level decision makers from the government, participating in strategy development, policy making, and technical discussions, as well as negotiating to determine priorities for development.
  • Help to identify high value and high potential fundraising and mobilization opportunities for CRG programmes working in close collaboration with relevant management staff and programme development staff.
  • Design and develop proposals (narrative, logframe, budgets and workplans) in response to funding opportunities for CRG.
  • Advocate for reforms that will promote the effective implementation of Save the Children’s child rights governance strategy. Apply knowledge and advanced expertise in child rights governance programming to design and develop activities that promote the rights of children and establishment of a robust rights framework.
  • Promote the sharing of best practice and learning in relation to programming, advocacy and campaign activities amongst all Programmes in the country, including among members of Save the Children International in region and HQ levels.
  • Monitoring and evaluation; to ensure adequate ongoing monitoring and evaluation of any CRG programmes

· Support dissemination of international and regional human rights and child rights instruments among government officials and key institutions such as South Sudan Human Rights Commission and Ministry of Gender Child and Social Welfare.

· Give technical support to MOGCSW on child rights issues in the South Sudan

· Build capacity of the government officials and South Sudan National Assembly on child rights and child rights programming through trainings and advocacy

· work with media to promote awareness of child rights

· Support training of child rights clubs and civil society on issues of Child Rights Governance and child rights programming

· Support the new state to strengthen child rights reporting and monitoring mechanisms and raise awareness of issues such as child budgeting through contributing to and dissemination of studies

  • Capacity building / technical support: To provide capacity building and technical support to child protection staff and CRG staff, partners and government authorities as required.
  • Awareness raising on CRG and role of Child rights principles programming so as to raise SCISS organisational cognisance on CRG and its profile in the programme.
  • Coordination: to represent Save the Children at relevant meetings, with key line Ministries including Ministry of Gender, Child and Social Welfare meetings, and other relevant forums. To meet regularly and liaise closely with relevant authorities (i.e. District / National / UNHCR / UNMIS / other NGOs / Protection Cluster)
  • Provide technical support to and work in close partnership with other technical to ensure that CRG is linked through all of Save the Children’s work.
  • Ensure integration and coordination among the various Save the Children projects contributing to the overall goal of the organisation.
  • Keep abreast of international developments and debates regarding CRG in order to advise and assist Save the Children to effectively respond to developments and participate in debates.
  • Serve as the principal child rights governance expert for Save the Children in South Sudan, preparing briefing materials and reports on child rights governance issues and programming or donors, SMT and visitors where necessary. Present clear and convincing reports as needed at workshops, meetings and other venues that demonstrate sound analysis and synthesis.

QUALIFICATIONS AND EXPERIENCE

Essential Qualifications and Experience

· Good first Degree Human Rights, Public International Law, International Relations or related fields.

· Minimum 5 years international field experience in humanitarian and development work in child rights governance, child protection, governance and/or human rights related fields

· Substantial progressive, professional-level experience at the management level with background in strengthening child rights governance at National and State levels.

· Proven experience of writing strategies as well as donor proposals and reports with various donors (with understanding of the log frame or results framework and budget preparation and monitoring).

· Experience in policy formulation and budgeting.

· The ability to effectively influence child rights policy, reform and strategy with the Government of South Sudan, as well as key donors and UN agencies.

· In-depth knowledge of international human rights and child rights standards

· Ability to make links between Child Rights Governance and other programmes areas - within the context of an integrated programme approach

· A thorough knowledge of the needs, concepts, principles, analytical techniques and operations of child rights governance must be demonstrated.

· Excellent communication skills (written and verbal) in English

Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of automated procurement systems, experience in handling of web based management systems.

Language requirements:

Fluency in oral and written English and Arabic is an added advantage
