Project Description

The overall objective of Johanniter International Assistance’s Program in South Sudan is to reduce mortality and morbidity by improving the health conditions and reducing vulnerability of people. Johanniter’s interventions aim to improve the provision of and access to quality primary health care and to support the improved nutrition status of children under five, pregnant and lactating women and other vulnerable people. Furthermore, the improved access to water, sanitation and hygiene and improved livelihood are an essential part of Johanniter’s South Sudan program.

From 2005 until 2007 Johanniter provided assistance in Jonglei State, rehabilitating Bor hospital and providing emergency medical assistance with mobile health units and semi-temporary PHCUs. Due to security reasons Johanniter left South Sudan in 2008 but returned in October 2011 to resume provision of Primary Health Care services to underserved communities where access to basic health services is scarce. To date, Johanniter implements two primary health care projects in Nagero and Tambura County, Western Equatoria State (WES) and two integrated food security and nutrition programmes in Western Bahr el Ghazal (WBeG) (Jur River, Wau, Raga counties).

Job Responsibilities and Accountabilities

Overall Job Purpose
Working directly under the responsibility of the Senior Programme Manager, the Health Project Coordinator will be primarily responsible for the coordination and implementation of primary health care projects, and support the senior program manager in developing the primary health care program in South Sudan, including carrying out assessments and writing project proposals

The Health Project Coordinator is responsible for the technical oversight of the health PHC programs and assisting with strategic development of the program, program management coordination, monitoring , preparing reports, proposal development, Coordinating the South Sudan program, supervising project staff while ensuring that the project objectives are monitored and meet the expected standards. Work on strengthening relationship building, exploring potential collaborations and promoting integration to enhance Johanniter’s Primary Health Care, and Nutrition promotion activities. Support country projects in the assessments, designs, planning, proposal development and writing, donor reports, and ongoing implementation and monitoring projects. Provide technical and programmatic support to field staff, including: program design, planning, reporting and training activities related to Primary Health Care, Nutrition, RH, MCH, GBV, SBC, HIV/TB, WASH & Hygiene promotion, community mobilization, Protection, school health activities through formation of school health clubs, support health system strengthening through capacity building of the CHD, leadership and governance as well M&E Programming through strengthening HMIS.

Tasks

  • Coordination and implementation of Health Pooled Fund (HPF2) in Western Equatoria State, (Nagero)
  • Planning and co-ordination of other South Sudan health project activities in co-operation with the senior program manager and the country director
  • Supervision of the implementation (monitoring and evaluation) of project activities (including administration, procurement and management of medical stocks) according to the original objectives
  • Supervision of rehabilitation activities in the supported health facilities
  • Responsible for meeting project objectives
  • Recruit and supervise national project staff in collaboration with the senior program manager and according to South Sudanese labour law
  • Documentation of medical data, support in regular reporting to country director, headquarter, donors and authorities
  • Recognise further needs and undertake assessments as necessary, support the senior program manager in writing project proposals and in developing local strategies
  • Represent Johanniter International when liaising with local authorities and partners, in meetings with other NGOs, International Organisations, donors etc. in the health sector
  • Compile regular reports, updates and articles
  • Local procurement and purchasing within set guidelines and in conjunction with the senior program manager, country director, finance administrator and logisticians

Person Specification:

Professional Qualification and Experience:
Medical degree, or Degree in public health with relevant experience

  • Proven track record of successfully implementing public health projects for international NGOs;
  • Experience in project coordination and management;
  • Experience in working with international partners, donors, medical and other authorities;
  • Experience in working in insecure complex emergency settings;
  • Experience in project accounting, managing of donor funds (UN, German Foreign Office, ECHO, USAID etc.);
  • Experience in doing medical baseline assessments;
  • Experience in setting up Health Systems Strengthening / Capacity Building projects;
  • Working experience in South Sudan desirable.

Terms and Conditions:

Start of contract: asap
Contract duration: 1 year definite contract with possible extension
Compensation: Between 43.707 € and 46.008 € annual gross salary (according to Johanniter AVR-J internal tariff and depending on relevant previous working experience).

Internews is seeking mission-driven senior-level practitioners who are both strategic and fiercely operational with:

Overall Responsibilities:

South Sudan: Senior Logistics Officer ((South Sudanese National Only)

Primary Function:

The aim of this position is to ensure proper function of logistics, Store, fleet and procurement of commodities and services for Wau office. The logistics and Procurement officer will also be required to perform administrative duties such as managing the Guards and drivers performance as needed but most importantly, and in coordination with the Field Office Manager and the Finance Officer, assist in ensuring total compliance with the PSI’s internal control standards. The main responsibilities for position are:

  • Oversee the implementation of compliance to PSI South Sudan’s logistics, procurement and fleet procedures as per the policies;

  • Implement support activities (communicate, Power Generator, transport and field procurements) and other logistical activities required achieving the field office’s objectives.

Main Responsibilities.

  1. Logistics.

  2. Ensure proper use, monitor, supervise regular maintenance and protection of all assets including vehicles, motorbikes, computers, Generator, HF, VHF Radios, Satellite phones, printers/copiers etc.

  3. Make regular asset register and participate in regular assets inventory count .

  4. Coordinate the staff and commodities movement internally/externally (to the end user).

  5. Manage and supervise drivers, security guards and any contracted casual laborers.

  6. Manage regular sending of PSI items from field office to end user and maintain proper record of way bills.

  7. Procurement.

  8. Liaising with internal customers (departments) and assisting in identifying their requirements (coming up with specifications) assisting with accurate PRF completion; providing guidance on lead time for delivery of goods and services.

  9. Preparation and solicitation of competitive bids, quotations and proposal and ensuring that PSI and Donor policies & procedures are adhered to.

  10. Notifying successful and unsuccessful bidders of the bids outcome.

  11. Ensuring that all documents relating to all purchases are filed appropriately and forward the same to Finance for payment.

  12. Ensure Compliance with procurement rules and regulations and Carry out periodic supplier appraisal/site visits

  13. Coordinate all procurement activities, and day-to-day execution of procurement plan/its activities such as sourcing deemed necessary for the implementation of PSI South Sudan’s activities in Wau.

  14. Participate in the local market survey from time to time to establish availability of products, commodities, Prices and the existing/new vendors. Keep abreast with the local markets and advise how best to source goods and services in a timely and cost-effective manner.

  15. Ensure that the purchased goods and services are of quality expected and along with the technical person and requesting department participate in quality inspection of the purchased goods or services as per the specifications, reasonable price, right qualities, and delivered at the right time and place.

  16. Maintain and update all procurement records including monthly tracking of procurement and safe keeping of the hard copies of these documents in the files.

  17. Participate in developing procurement plan (annual, quarterly and monthly) for Wau office.

  18. Fleet Management.

  19. Ensure field Driver/Mechanic carry out routine inspections and checks and parts replacement on PSI Field office vehicles and Motorbikes.

  20. Ensure field driver/mechanic conduct appropriate Minor maintenance of vehicles with faulty parts.

  21. Liaise with senior fleet officer on correct specifications of spare parts for the organization’s vehicles.

  22. Provide Office Manager with technical back up on issues related to motor cycles and vehicles maintenance.

  23. Assist field office manager in ensuring vehicle reports and daily log sheets are updated and filed on monthly basis and generate monthly fleet reports.

  24. Assist fleet unit in ensuring vehicles are maintained and in good working condition and ensure proper registration and insurance of all vehicles and motorbikes are up-to-date.

  25. Maintain, monitor regular fuel consumption and record for Wau Generator, Vehicles and Motor bikes.

  27. Warehouse

  28. Supervise drivers, warehouse assistant and causal workers (Loaders and packaging staff).

  29. Ensure accurate and up-to-date records of all the products and materials in the warehouse(s) including but not limited to registers, bin cards, issuance and receipt notes, GRNs and waybills.

  30. Assist in revising and implementing quality controls and compliance to standards for storage and product handling. Ensure that the storage conditions meet PSI’s Warehouse standards.

  31. Ensure accuracy and up-to-date documentation of receipts and issuance of products and materials. This will include proper verifications of products and materials and ensuring compliance to standards set for product handling and receipt as spelt in the warehouse manual.

  32. Supervise and inspect the maintenance and use of warehouse equipments.

  33. Provide monthly reports on warehouse which shall capture status of products, materials and status up to of warehouse , products and equipment.

  34. Ensure safety and security of the staff and warehouse is safeguarded this will also include adherence to entry and exit procedures, hygiene practices and fire safety measures.

  35. Liaise with programme department to schedule the packaging and repackaging of products and provide supervision to the causal workers deployed in the warehouse.

  36. In coordination with field office Manager and Human resource department, ensure casual workers hired for warehouse routine work met the basic requirements for recruitment as per the South Sudan Labor laws.

  37. Generate monthly warehouse report and prepare stock for monthly stock count.

  38. Ensure correct coding and labeling of products in the warehouse (Lot numbers, expiry dates and packs).

Position Requirements:

At least Diploma in either of the following fields; Logistic/procurement; Marketing, NGO Management, business Administration and Management with two (2) years of experience in Procurement, logistics/Operation management

  • Good analytical skills and numerical accuracy.

  • Good interpersonal skills and the ability to work professionally with persons at all Levels including department and sections heads.

  • Ability to negotiate with vendors and supervise their performance during projects.

  • Knowledge/ability to use computers applications and proficiencies in Microsoft windows, words, spreadsheet, WordPerfect and Internet.

South Sudan: Child Survival Field Coordinator (South Sudanese Only)

PSI South Sudan seeks qualified, dynamic candidates for the position of Child Survival Field Coordinator for implementation of its Child Survival Program in Yei, Central Equatoria States. Within the framework of ICCM program, PSI partners with a number of primary health facilities and community volunteers, focusing on expanding access to basic healthcare and treatment of the episodes of malaria, diarrhea and pneumonia in children under five years old.

The program is comprised of the four main components that include behavior change communication (BCC); management of supply chain for treatment of malaria, pneumonia and diarrhea specifically in children under 5 years old; establishment and strengthening of the networks of community-based distributors (CBDs) in rural areas; and strengthening of the national health management information systems (HMIS, DHIS & PUDR) from the grass-roots levels of CBD networks to health facilities and County Health Departments (CHDs

The Field Coordinator will be responsible for supporting the CS Program Manager in day-to-day operations related to Child Survival/ ICCM implementation.

Overall Responsibilities:

  • Ensure daily coordination of the Child Survival Program implementation in the three Counties of Greater Yei, i.e. Lainya, Morobo & Yei.

  • Manage, develop professional skill set and provide oversight of Capacity building for 12 Field Officers operating in Yei field offices.

  • Provide logistical and program oversight of daily activities of ICCM in Yei Field Locations.

  • Coordinate with, Yei M&E officer to confirm data collected at the field are analyzed and entered into PUDR and DHIS data base.

  • Work closely with CHD Focal Persons to ensure restocking facilities are fully stocked with ACTs, Amoxicillin, ORS and Zinc.

  • Liaison with CHD Focal Person on a regular basis to maintain relationship between PSI and the County Health Departments (CHD) as well as ensure and PHCC/U are maintaining an efficient supply chain.

  • Represent PSI and participate in CHDs Monthly Health sector Coordination Meetings (i.e. Lainya, Morobo & Yei Counties).

  • Represent CS Program Manager at the community level during community leaders’ sensitization and mobilization meetings.

  • Monitor progress against targets, conduct regular meetings and progress reviews with CS field officers.

  • In collaboration with CS Program Manager develop and manage monthly activity budgets and workplans.

  • Submit monthly reports to Child Survival Program Manager.

  • Monitor and track movement of commodities from Juba ware house to CHDs/ Yei field stores.

  • Ensure proper management of PSI organizational assets/fleet (Vehicles & Motor Bikes) at field level.

  • Perform any other relevant duties as assigned by the Child Survival Program Manager.

Requirements:

  • South Sudanese national

  • Should have Diploma in Clinical Medicine. Public Health, Nursing or its equivalent from the recognized institution.

  • Have at least 2 - 3 years experience working in health related programs for an International NGO or Government in similar position. Previous experience working for PSI is an added advantage.

  • High functioning skills in spoken and written English and fluency in Local Arabic

  • He/she must have experience in logistics and operations. Previous experience with start up and program expansion preferred.

  • He/ she must Demonstrated experience in liaising with and mobilizing multiple partners at different levels.

  • He/she must have adequate Knowledge of monitoring and evaluation.

  • He/ She should have excellent communication and community mobilization skills.

  • Previous work in or knowledge of public health concerns in South Sudan preferable.

  • Computer skills (Microsoft Word, Excel, Power point and outlook).

  • He/she must be able to demonstrate initiative, creativity and dedication Organizational guidelines.

Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Senior Resource Management Officer (SRMO) in South Sudan, and in coordination with relevant units at Headquarters (HQs), the Administrative Centres (Manila and Panama) and the Regional Office in Nairobi, the successful candidate will be responsible and accountable for coordinating the budgetary and financial functions of the Mission and its sub-offices.

Core Functions / Responsibilities:

  1. Monitor and oversee the financial management for all activities in South Sudan sub-offices.

  2. Coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures.

  3. Ensure the accounting data are properly entered in PRISM, in accordance with IOM financial rules and practices, maintain accurate records of PRISM entries including hard copies of all vouchers and supporting documentations.

  4. Review the monthly accounting returns for accuracy and ensure that these are submitted on a timely basis and are completed according to IOM Accounting Policies and Procedures.

  5. Prepare annual budget for the Mission, monitor budget control and analyze variances between budget and actual expenditures, and assist in the preparation of budgets for new programmes.

  6. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.

  7. Provide support to Project Managers throughout the project cycle to ensure compliance with IOM’s policies and procedures and any donor-specific requirements.

  8. Support and offer guidance to other units (programme and sub offices) on matters related to IOM financial issues with a view to increasing their effectiveness.

Education

The Country Representative is the senior management position with supervisory and managerial responsibilities for the CRCS delegation in South Sudan which is implementing multiple projects in the country. Key Responsibilities

Representation/Coordination

Introduction

Cordaid has been working in South Sudan for over 20 years. Its programme focuses on several intervention areas, including health, emergency response, community-based disaster risk reduction, food security, security and justice and women leadership. Cordaid manages and supports this programme largely from its country office in Juba, with other staff in project areas. The Juba country office has about 15 staff, and includes staff accommodation for about 10 staff as well.

To address the plight of the large number of returnees and IDPs that have settled in different parts of South Sudan as a result of the January 2011 referendum, the violence that broke out in December 2013 and other humanitarian emergencies, Cordaid together with local and international Caritas and NGO partners is involved in programme development, programme implementation and capacity building regarding disaster response and disaster preparedness (amongst other programs / topics).

Position and responsibility

The Programme Manager for Disaster Preparedness & Response (DP&R) is responsible for designing, coordinating, managing and monitoring Cordaid’s disaster preparedness & response programmes in South Sudan. The Programme Manager will also support the DP & R capacity building of local partner organizations in these areas.

The Programme Manager DP & R will report to the Cordaid Country Director in Juba and liaise closely with the relevant technical officers of the Disaster Response program unit at Cordaid HQ in The Hague. The Programme Manager DP & R will also cooperate closely with the Programme Manager Disaster Risk Reduction (DRR) & Food Security of the Country Office in South Sudan, as well as liaise and coordinate with other programmes implemented by Cordaid in South Sudan.

Specifics of duty station

The Programme Manager will be based in Juba, the state capital of Central Equatoria State in South Sudan. Juba has basic to fair medical facilities, some international shops and local markets and an international airport. It offers fair to reasonable opportunities for social activity.

The safety and security situation in South Sudan remains volatile, but is constantly monitored by Cordaid and appropriate policies are in place, such as a curfew and the fact that South Sudan remains a single-posting country.

The Programme manager will have to travel regularly to the field (Upper Nile State, Unity State, Northern & Western Bahr El Ghazal, Central and Western Equatoria State) for project monitoring and for consultation and coordination meetings.

Norwegian People’s Aid (NPA) is an International Non-Governmental Organization involved in humanitarian, relief and long-term development cooperation in South Sudan. We are currently seeking qualified candidates for the position of Monitoring, Evaluation and Learning Advisor.

As a key member of the South Sudan program support team, the Monitoring, Evaluation and Learning (MEL) advisor will take the lead in ensuring the roll out of and the implementation of NPA South Sudan’s system for MEL within NPA’s Global Framework and our Theory of Change. The advisor will, specifically, support and enable the country office to plan programs and projects; measure and demonstrate our impact on civil society; increase quality in our programming; and help us be accountable to communities we work with and other stakeholders.

This position reports to Grants Manager and will be based in Juba with frequent field travels.

  1. MAJOR ROLES & RESPONSIBILITIES

  2. Oversee the establishment of a Monitoring and Evaluation (M&E) system for NPA South Sudan including the development and implementation of M&E plans, tools and forms and data collection procedures

  3. Provide oversight of different projects’ M&E activities, including the development of the project’s performance monitoring plan; monitor project indicators; implement baseline, midterm and end line studies; oversee data collection and analysis; synthesize data and study outcome reports; assure quality and audit data

  4. In collaboration with the program managers ensure that the design, implementation, monitoring, and evaluation of all activities are in accordance with NPA standards and meet the goals and objectives of the different donors

  5. Manage NPA’s adherence to the program’s indicator tracking requirements and coordinate with the Program Managers to ensure that implementation staff, partners and beneficiaries receive adequate, timely and meaningful feedback on progress and learning in this regard

  6. Conduct data quality assurance checks

A key pillar of NPA’s broader livelihoods approach is to deliver effective Vocational Training that can provide young people with skills for both agricultural and non-agricultural livelihoods, and sustainable employment and self-employment opportunities. The Vocational Training program supported by NPA also provides young people with opportunities to acquire core literacy and numeracy skills, basic employability and life skills, and vocational skills. In addition NPA supports training of young people who have completed secondary school to acquire professional training as clinical officers, nurses and laboratory technicians, in order to contribute to strengthening the human resources for health in South Sudan. Given NPA’s strategic choice of strengthening the media sector in South Sudan, professional training of journalists is yet another pillar. Through support to the Media Development Institute, NPA provides practicing and entry-level journalists with opportunities to improve their journalistic skills.

The Education and Skills Development Coordinator is responsible for the strengthening and growth of the Education & Skills development sub-sector in NPA, focusing on all aspects of programming including; planning, supervision, management & technical backstopping for the four NPA managed Vocational and Professional Training Centres and Institutes i.e. Yei Health Sciences Institute (YHSI), Yei Vocational Training Centre (YVTC), Yei Agriculture Training Centre (YATC) & Media Development Institute (MDI). The Coordinator will be responsible for facilitating the following: curriculum reviews, demand driven market assessments, tracer studies; as well as liaison with stakeholders in the sector and quality control within NPA’s education & skills development sector. Chief of Party, South Sudan

We are currently seeking a Chief of Party for an anticipated multi-year USAID-funded opportunity in South Sudan called the Livelihood’s, Vulnerability, and Resilience Program (LVRP) Annual Program Statement (APS). The LVRP APS will support USAID’s goal of improving livelihoods in conflict-affected areas of South Sudan with stressed and crisis levels of food insecurity. This will be achieved through developing a community-based approach to restore and diversify household level livelihoods and to strengthen community-level systems that are sources of resilience to improve the well-being of food insecure and conflict-affected populations in South Sudan. This APS fills a critical gap in South Sudan between humanitarian programming and development programming, where the latter prior to 2014 largely focused on more productive sectors of the economy in the “Greenbelt” of the Equatoria states.

Responsibilities:

  • Provide vision and overall leadership to the team.
  • Supervise technical assistance and program administration.
  • Implement activities in accordance with USAID rules and regulations.
  • Work with headquarters staff on development of budgets and pipelines analyses

South Sudan: Area Coordinator (South Sudan)

General Description of the Programme:

GOAL has been working in Sudan since 1985. Initially GOAL’s activities in southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warrap State, saw a move to longer term interventions. GOAL South Sudan currently operates programmes in Warrap State, Upper Nile State, and the Abyei Administrative Area.

GOAL South Sudan’s interventions have expanded in recent years to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.

In response to the on-going humanitarian crisis in South Sudan GOAL has set up an emergency response programme in Upper Nile State. The current programme is concentrated in the 6 counties of Baliet, Akoka, Melut, Maiwut, Ulang and Longochuk and was started as a response to the influx of Internally Displaced People (IDPs) following significant fighting in the region in 2014. GOAL is currently implementing an emergency health programme which provides community health, nutrition, curative care, and water and sanitation support to conflict affected populations in Upper Nile State.

General Description of the Role:

The Area Coordinator (AC) is responsible, as the most senior field staff, for all GOAL programme activities in the project location. The AC should have a good top-level knowledge and understanding of all activities in their location, in particular they should be aware of the constraints faced by their team and be actively working with their teams to manage these constraints and trouble shoot problems as they arise.

Overall Objectives of the position:

The AC is responsible for all activities in their programme site; this responsibility covers the operational/support functions (Security, Human Resources, Logistics, Finance and Admin) and direct programme activities (Primary Health Care, WASH, Construction and Livelihoods) and includes coordination, programme planning and overseeing the day-to-day operations of senior field staff. The AC is also responsible for coordination and communication with local authorities.

To ensure good management of GOAL’s programme activities in the geographical location, the AC is responsible for ensuring that the programmes receive the maximum possible level of support from the Operational/Support functions. This will involve ensuring:

  1. Proper planning by the programme departments to ensure programme implementation is in accordance with the donor proposals
  2. Good, timely coordination between the different programme departments and Operational/Support functions.
  3. The efficient performance of the Operational/Support functions.
  4. If required the AC has a role to play resolving any conflicts between the different departments.

Key Duties

  • Coordination and programme planning of the GOAL teams
  • Oversee day-to-day operations of senior staff
  • Submit weekly, monthly and quarterly reports and provide inputs for donor reports and proposals

External Coordination

Relationships with open dialogue and mutual respect should be nurtured with all stakeholders. Meetings should include updates on the planned program direction, and understanding the concerns and promoting ownership of the program by the various stakeholders.

  • Liaise with partners at state and county level; attend all appropriate co-ordination meetings and share information regarding projects and security where relevant.
  • Ensure good relations with SSRRC and local authorities, including but not limited to Commissioners and Executive Directors, ensuring that GOAL remains inpartial.
  • Liaise with Ministry of Health, at State & County level on the management of the PHC services.
  • Accompany donor representatives and other official visitors, when requested to by the GOAL Country Director, and provide information as required

Security

The AC is automatically the Security Focal Point for their programme site, and thus responsible for the safety of their team and at all times in a position to respond to a security incident.

Overseeing Security in the programme site, including:

  • Implementing GOAL’s Security Guidelines and Procedures.
  • Periodically review of the site specific security guidelines.
  • Ensure all office and accommodation meet basic security standards, including fire prevention, lockdown and evacuation procedures
  • Ensure that all staff are familiar with GOAL’s Security Guidelines and with the GOAL evacuation plan.
  • Provide a security briefing to all staff/visitors arriving into the site for the first time.
  • Monitor the security situation and provide regular informant to the CD/Security Officer of any incidents, changes or adverse conditions affecting staff safety or project operations in the region.
  • The AC should have regular dialogue with the Commissioners, UNISFA, UNDSS, NGO security focal point and field staff in the facilities concerning the current and expected security situation including threats and concerns.

Programmes

  • Weekly coordination meeting with the programming heads of department, combined with a robust schedule of site visits to ensure that the AC is familiar with the programme activities.
  • The AC responsibility is limited in the fact that the technical staff will provide technical direction and support for programme activities. Technical responsibility for the programme activities will always remain with the programme coordinators in the programme site (AHM, Field Engineer etc) and in Juba (ACD Programmes, Primary Health Care Coordinator, Nutrition Coordinator, Watsan Coordinator etc).
  • The AC must be familiar with the Donor contracts and proposals related to their programme site. They ought to be aware of the different activities and indicators contained in the proposals and on the progress made towards achieving those targets.
  • The AC is responsible for ensuring that all visits are successful. This involves receiving a ToR, and discussing the ToR upon arrival of the visitor, and facilitating contact to the relevant staff/etc where necessary. The AC should meet the visitor at the end of the visit to discuss the findings of the visit and any recommendations.
  • Monitor and audit payments made for trainings and for distributions.

Construction

Overseeing Construction issues in the programme site, to ensure all construction projects are executed in a safe and cost effective manner including:

  • The WASH team are responsible for construction projects. The AC will supervise the WASH manager to ensure all construction projects are completed successfully.

Logistical

Overseeing the Logistical department in the programme site, to ensure all logistical requirements are provided in a timely and cost effective manner including:

  • On a day to day basis managing the Field Operations Manager.
  • Working with the FOM to ensure that GOAL’s logistical procedures are adhered to at all times.
  • Ensuring that the Logistics Office provides the required support to programmes.

Personnel

Overseeing HR issues in the programme site, including:

  • Implementation of GOAL’s South Sudan HR Manual.
  • On a day to day basis managing the HR Field Officer.
  • Ensure all new hires are properly authorized and contract of employment issued.
  • Monitor and approve all R&R and annual leave. Ensure that an annual leave calendar is in place, and that the majority of annual leave is taken during the rainy season.
  • Review of monthly payroll.
  • On a random basis accompany the staff member paying salaries.
  • Coordinating with the HR Coordinator on issues related to HR.
  • Ensuring GOAL’s HIV/AIDS workplace policy is implemented.
  • Ensuring that the HR office provides the required support to programmes.
  • Ensure implementation of staff appraisals
  • Ensure that the training needs of the team or assessed, and appropriate trainings are sought
  • Ensure that career plans are discussed with staff reporting directly to AC. Succession plans should also be discussed.
  • The AC, supported by the AHM should monitor the health of all relocatable staff members; this should include mental (stress) and physical health. Any concerns or serious illness affecting relocatable staff must be reported to the CD and PHC Co.
  • The AC is responsible for ensuring that the day to day living and working conditions in their sites is of an acceptable standard or that plans are in place and being implemented to bring the location up to the required standard.

Financial

Overseeing the Finance department in the programme site, including:

  • On a day to day basis managing the Financial Field Officer
  • Working with the Finance Field Officer to ensure that GOAL’s Financial Guidelines are adhered to at all times, reporting any breaches to the Financial Controller/CD.
  • Monthly review of spending and forecasting
  • Weekly cash counts.
  • Review of Cash book for reasonability of expenditure.
  • Review of financial paper work to ensure all transactions are properly authorized and that all the requited supporting documentation is on file.
  • Coordinating with the Financial Controller and/or Donor Compliance Officer.

  • To further develop AVSI office in Rumbek, including possible new collaboration, proposals and strategy in the Lakes State area; fundraising and co-ordinating significant funding for the AVSI South Sudan programme and maintaining and building donor relationships at State level (Rumbek).

Reporting to: Country Representative

Specific duties:

  • To plan and coordinate all the project activities according to the donor rules and AVSI procedures

In 2012, ACTED has undertaken an expansion of activities in South Sudan. A Juba level coordination office was opened in 2011, and in 2012 the capital office has expanded to provide additional support to our field offices that opened in Bentiu, Unity State, and Malakal, Upper Nile State. The rapidly changing situation in South Sudan over the past months has led ACTED to up-scale its emergency response capacities, while also continuing to provide basic services in the traditional areas of intervention.
Since January 2012, ACTED has been providing refugee and IDP assistance in Unity and Upper Nile states. In Maban County, this assistance has focused on the life-saving assistance to refugees from Blue Nile State, Sudan. ACTED as camp manager for Jamam refugee camp has strived to provide the basic needs for the population including shelter, waste management, livelihoods, and construction of community infrastructures.
Additionally, ACTED has responded to the new refugee influx in May with the provision of shelter and emergency latrines at transit sites while providing transportation assistance to refugees relocating to permanent settlements. In Unity state, ACTED has focused on the provision of livelihoods assistance to refugees in Nyeel and Pariang refugee camps.
ACTED also continues to build on its traditional areas of intervention, focusing on food security and livelihoods in Western Bahr el Ghazal and Warrap, and water, sanitation and hygiene in both states as well. Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan.

III. Position Profile
Under the direct supervision of the Country Director, key responsibilities include:

  • Serve as security focal point
  • Ensure all new staff are accurately briefed on security procedures;
  • Provide all staff with regular security briefings and updates and ensure that all staff follow security procedures;
  • Ensure that ACTED’s security management plans are relevant and constantly updated as appropriate and that all staff know their roles and responsibilities;
  • Liaise with UN agencies, NGOs and other external actors to gain security information and analysis in the region;
  • Conduct regular security and risk assessments for all operational areas
  • Write regular security management reports with situational analysis and recommendations;
  • Ensure that field communications needs are met and that staff are trained in the use of radios and other communications equipment as necessary

IV. Qualifications

At least 2-3 years of working experience in insecure environments; preferably in Africa, Asia, or the Middle East;
Extensive experience in security management and procedures;
Demonstrated communication and organizational skills;
Ability to train, mobilize, and manage both international and national staff
Flexibility and ability to multi-task under pressure;
Ability to work well in unstable and frequently changing security environments;
Willingness to work and live in often-remote areas under basic conditions;

South Sudan: Health Pool Fund Coordinator

BACKGROUND

IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war. The security situation remains fragile and significant operational challenges are there. IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Central Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women’s protection and empowerment, protection and access to justice and livelihoods.

In early 2012, the IRC launched a response to the increasing influx of Sudanese refugees from the Nuba mountains/South Kordofan into northern Unity State. At the moment, the IRC implements Women Protection and Empowerment, protection, and primary and reproductive health care programs in Yida refugee settlement. Through a holistic women and girls’ wellness program strategy, the IRC provides essential services in the reproductive health and gender-based violence sectors for refugees in its Women & Girls Wellness Centre. Primary health care is provided in two health facilities in the refugee settlement.

JOB OVERVIEW

The HPF Coordinator will be the focal point for the Health Pooled Fund (HPF) projects of IRC in South Sudan. The HPF Coordinator will support the County Coordinators with the implementation of the quality primary healthcare program in the target counties through supporting and capacity building of the County Health Departments (CHDs). The HPF Coordinator will be responsible for maintaining regular contact with the State Ministries of Health, the other HPF health actors in Northern Bharl El Gazal and Unity as well as other relevant agencies and actors.

The HPF Coordinator will report to the Senior Health Coordinator.

MAJOR RESPONSIBILITIES

Program Management

· In collaboration with the County Coordinators and the Senior Health Coordinator, oversee the implementation of the HPF funded projects and ensure that the goals and objectives are met in time maintaining standard quality as of the agreed project documents.

Technical support:

· Provide technical support to the County Health Departments in program design, proposal development, reporting, monitoring and evaluation and other aspects of programming and operations.

· Provide supportive supervision to the County Coordinators and other program staff to develop work plans for implementation and monitoring of the project activities as of the agreed project documents.

· Ensure training and ongoing capacity building opportunities for staff on primary and reproductive health care related and project management skills with a focus on building the capacity of South Sudanese health staff.

· Support the establishment a smooth functioning of supply chain for the health related items.

Grants Management:

· In collaboration with the Senior Health Coordinator and the County Coordinators, develop expenditure plans, review Budget vs. Actual expenditure for the HPF grants on a monthly basis and take necessary actions.

· In collaboration with the Senior Health Coordinator, ensure the set data collection, data compilation, timely preparation and submission of all external and internal reports including weekly DHIS, donor’s reports and other associated monthly, quarterly, final and special reports.

· Contribute to proposal development and donors’ reporting.

Representation and Advocacy:

· In coordination with the Senior Health Coordinator and Deputy Director of Programs actively develop and maintain effective working relationships with key stakeholders in South Sudan including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

· Attend all relevant meetings in relation to the HPF programme.

· Regularly attend Health Coordination meetings and feed in IRC priorities at Juba-level meetings.

· Facilitate field visits for internal and external stakeholders, when required.

JOB REQUIREMENTS

Required:

· Health professional (MD or RN with a MPH is preferred) with strong public health background.

· At least 5 years of experience in coordinating, implementing and managing primary and secondary health programs in developing countries and/or refugee settings.

· Experience in writing project proposals, concept notes, budgeting and donors’ reports.

· Have experience in general management including financial and budget management, HR and logistics management.

· Background in situation analysis, health assessments M&E and program implementation.

· Skills and experience of remote management and willingness to travel extensively.

· Flexible, diplomatic and have ability and willingness live and work under pressure of workloads and in potentially insecure environment.

· Fluent in English in every way. Arabic in South Sudanese dialect is a plus.

· Sound in operating Microsoft Word, Excel, PowerPoint, Outlook and Internet use.

WORKING ENVIRONMENT

The position is based in Juba with regular trips to target Counties of Aweil East, Aweil South, Aweil Centre, Payinjiar, Rub Kona and Pariang. Security level orange - The situation in the country in general is calm but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

Lodging is a private bedroom in a shared IRC guest house – with electricity, internet and cable TV. Food is the individual’s responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.

The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. The purpose of the mission is to conduct a review of the activities implemented for children and youth, and develop recommendations and guidelines for future activities for children and youth to be implemented by the SSRC.

  1. INTRODUCTION

1. Background

The SSRC was established by law on 9 March 2012 with the SSRC Society Act, 2012. SSRC was formally recognized by the International Committee of the Red Cross (ICRC) on 18 June 2013, making it the 189th National Red Cross or Red Crescent Society in the world. In November 2013, the SSRC was admitted into the International Federation of Red Cross and Red Cross Societies. The SSRC’s headquarters is based in Juba and there are a total of ten (10) branches and a growing network of sub-branches. There are currently over 100 SSRC staff members across the Headquarters and branches, and approximately 4,000 volunteers across the country.

2. Mission Description

The SSRC’s psychosocial activities fall within the Department of Health. The goal of the health program is to promote healthy behaviours. The key objectives of the psychosocial support activities of the SSRC are to:

  • Strengthen psychosocial support in South Sudan Red Cross

  • Ensure that vulnerable individuals and groups affected by natural and man-made disasters have access to quality psychosocial support services

  • Improve the knowledge, attitudes and practice on SGBV detection, prevention and response among SSRC Staff, SSRC volunteers, community members and service providers (both health & psycho-social)

  • Improve access and utilization of psychosocial support services at community and health facility level.

The SSRC, through its male and female volunteers, is responding to multiple emergencies in the country including providing support to IDPs seeking protection from the ongoing civil conflict. The SSRC has prioritized work with the most vulnerable; this includes girls and boys of all backgrounds. Specifically, the SSRC, with support from the Swiss and Danish Red Cross, has established Children and Youth activity centers in three locations of the country in order to allow girls and boys to have safe spaces for protection and psychosocial activities. The Children and Youth activity centers are located in the Protection of Civilian Camp 3 (POC3) in Juba, in host communities in Bor Town and Melijo IDP camp (Nimule).

Since late 2015, humanitarian actors in South Sudan have been replacing child friendly spaces (CFS) activities with a community-based PSS approach. Whereas the CFS approach focus mainly on the PS well-being of children, the CBPSS approach recognizes that children’s well-being is influenced by the interaction with parents and caregivers, peers and others in their communities. Following the recommendations from the PS task force, the SSRC changed the approach from CFS to children and youth activities centers.

By reviewing the activities implemented for children and youth, and developing recommendations for future interventions, the SSRC will be able to improve their capacity to support girls and boys, including those who are marginalized. This work will also add to the learning of the Movement and of external humanitarian agencies about children and youth programming.

  1. OBJECTIVES OF THE PROPOSED MISSION

1. Objectives

The objectives of the proposed mission are to conduct a comprehensive analysis of the SSRC’s interventions for children and youth, and to develop recommendations for future children and youth activities.

2. Scope of Work

These objectives will be met through the following activities:

  • Review of the scope of activities carried out by SSRC in Juba PoC3, Nimule and Bor;
  • Compare and contrast the approaches utilised by volunteers in Juba PoC 3, Bor and Melijo IDP camp;
  • Collect information from boys, girls, caregivers and stakeholders on the effectiveness of each approach and ideas of ways of improving the activities;
  • Review secondary sources of information, including UNICEF, World Vision International, and Save the Children;
  • Analyse the immediate impact of the activities for children and youth implemented by the SSRC
  • Compare interventions for children and youth within confined communities (e.g., the PoC3 camp) with those in an open community
  • Analyse the level of skills and interaction between volunteers, and technical staff, and the correlation with facilitation of activities for children and youth
  • Review gender and diversity specific considerations made for activities conducted
  • Analyse the SSRC’s interventions for children and youth, and their strengths and weaknesses
  • Develop recommendations on the type of training for volunteers implementing activities for children and youth

  • Develop guidelines for future children and youth activities.

  • Summarize findings, conclusions and recommendations in a report.

Main objective:

To coordinate and supervise all the activities of the SNAC – (Supporto alla Nutrizione e Accompagnamento alla Crescita per donne e bambini in Sud Sudan/Support to the Nutrition and Growth for women and children) in Cueibet - Lakes State project financed by Italian Government.

The project aims to improve the social and health condition of the Cueibet Community, Lakes State in response to the South Sudan food security crisis. The specific objective is to improve the nutrition condition of the most vulnerable groups of the area of Cueibet County focusing intervention to women and children under 5.

The project will be implemented in collaboration with the project partner and the AVSI South Sudan HQ based in Juba.

Reporting to: Country Representative (CR)

Specific duties:

· To plan and coordinate all the project activities according to the donor rules and AVSI procedures

· To select, in collaboration with H.R. officer, and manage of the local staff engaged in the project
