Tdh :

Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in more than 45 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 3 million children and their relatives, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Tdh has been working in South Sudan since 2013. In 2016, following the clashes that took place in the Equatoria Region, Yei River State (Former Central Equatoria State) was identified as zone of major humanitarian concern. At the beginning of 2017, Tdh launched a program in Yei town to improve overall child protection outcomes through an integrated approach, including WASH, FSL and education projects.

Tdh implements a full-scale child protection and psychosocial support project in Yei, aimed at supporting the most vulnerable children affected by the conflict, including unaccompanied and separated children, with case management, social services, direct and targeted support and capacity building of local child protection actors.

The security context in Yei remains concerning and attacks against the civilian population in the rural area happen regularly – leading to displacements of populations and access issues for humanitarian workers. With this context in mind, Tdh will implement Education in Emergency programming in areas within Yei River State with identified needs of support for access to education and with little to no access to humanitarian assistance. The project will deliver a two-fold approach to teacher training, providing regular in-service training and supportive supervision for teachers, in addition to partnering with the Yei Teaching Training College to deliver formal training in pedagogical skills to untrained but active teachers. Tdh will ensure mainstreaming of child protection through training on appropriate context related prevention and response mechanisms for child protection risks.

Context :

The Child Protection project manager is working under the supervision of the Field Coordinator in Yei and with the support of the child protection specialist in HQ. S/he is in charge of the direct implementation and supervision of a Child Protection and Education project within Yei town, through case management, PSS, family tracing and reunification, and support to improved education opportunities for vulnerable children.

S/he works in complete line with the project strategy defined for the intervention.

S/he works in close coordination with the governmental and non-governmental agencies, with and the cluster coordination system, to develop, monitor and orientate the project.

S/he works with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the conditions to protect children.

Responsibilities :

1.Team Management and Human Resources Management:

  • Train and manage Programme staff, recruit and identify if needed

  • Create and foster a positive working environment and good team dynamics, including identifying and finding solutions for potential conflicts, support coordination meetings and follow the staff under direct responsibility on a regular basis

  • Create conditions for a good flow of operational information (verbal exchanges, e-mails, sitreps, reports, etc.)

  • Participate in the field coordination meetings

  • Develop his/her team self-reliance and encourage collaboration.

  • Lead and manage staff, encouraging effective team work and providing supervision and guidance, including regular and constructive feedback.

  • Organize and lead regular team meetings and provides program updates when needed.

2.Project Management:

  • Develop, implement and monitors the Child Protection project in the area of responsibility, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.

  • Ensure that activities are appropriately monitored and evaluated and proposes, when deemed necessary, amendments to the child protection strategy, in consultation with the Program Coordinator.

  • Contribute to the initial and regular assessments of the projects and outcome/impact of activities, and propose adjustments to the project strategy if needed.

  • Forecast and follow up on expenditures related to the project.

  • Prepare the project procurement planning and participate in budget revision exercises. Prepare when relevant timely purchase requests in line with the project needs.

  • Support required actions by the administration related to protection team management and supervision.

  • Identifie logistic and admin support needs related to the CP project and communicate these to the relevant log/admin support person.

  • Follow up on the Child Protection situation and best practices in in Yei specifically and South Sudan generally, and propose adjustments of the project strategy if needed

3.Project Strategy, planning and reporting

  • Under the supervision of the Field Coordinator participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in monitoring, evaluation and revision

  • Ensure timely and quality donor and internal reporting, and ensure quality monthly data analysis reports are completed.

  • Feed information to relevant Tdh colleagues

  • Participate in Education and CP assessments in the geographical zone of intervention, or outside as needed.

  • Contribute to the development of quality project proposals

  • Participate in the review of the strategy for South Sudan

  • Contribute to the implementation of Tdh CPMS Institutionalisation Strategy

4.Capacity building

  • Coordinate the capacity building support to the CP and Education team, relevant local authorities, and community workers and community groups, as required by the project, specifically on recreational and play activities, PSS, and case management.

  • Provide technical support to CP and Education team members as needed.

5.Coordination & Representation

  • Coordinate with other Tdh sectors to ensure integrated implementation of standardised activities.

  • Work in close collaboration and consultation with available government structures, non-government actors, cluster system and community representatives

  • Coordinate with other departments (programme and support) as necessary.

  • Ensure that the project team adheres to all relevant internal and external security protocols and support the CD/SFP to follow the context and security situation in the project areas of implementation

  • Represent Tdh in foras and meetings held at community and location level.

  • Develop a network to facilitate the project acceptance and stakeholder’s contribution and ownership.

  • Participate to the Child Protection Cluster in the area of operations.

  • Increase Tdh visibility in terms of Child Protection in South Sudan

6.Others

  • Undertake all other duties that may be determined by the Field Coordinator or the Program Coordinator and that are compatible with the job.

  • Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.

Profile :

  • Good project management experience in emergency programmes

  • At least 2 years’ experience in a similar position in the field

  • Proven expertise/knowledge/experience in Education and Protection programming

  • Good knowledge and experience in project management, including logistics, admin and finance

  • Significant knowledge of international humanitarian response and development work

  • Excellent written and spoken English

Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of confort might not feel at ease in the field.

Salary :

Your contribution

· Work closely with departmental managers, Foundation Market support teams and PSI’s global internal audit team to understand and identify existing and emerging risk areas and develop a risk profile for the country office.

· Prepare annual internal audit plan based on risk prioritization.

· Perform internal audits in line with the agreed annual plan to determine the adequacy and effectiveness of controls, efficient use of resources, and compliance with PSI, donor and local legal requirements and regulations.

· Conduct spot checks including reviewing documentation, interviewing staff, gathering evidence from vendors, partners and individuals to validate correctness and integrity of data generated by PSI South Sudan.

· Identify instances of non-compliance with PSI global, donor, local policies and procedures, control weaknesses and errors in the recording of transactions.

· Preparing reports documenting findings and develop recommendations to address the identified issues and control weaknesses. Agree on the timelines for corrective action with responsible managers.

· Maintain and regularly update a database of country office audit findings.

· Regularly monitor and report the status of both internal and external audit recommendations and appraise adequacy of follow-up action taken on audit findings and recommendations.

· Work closely with PSI’s global internal audit unit and ensure adoption and implementation of new requirements and regulations.

Our needs

· Bachelor’s degree in accounting or related fields. External certifications such as Certified Public Accountant (CPA) Authorized Chartered certified accountant (ACCA) or Certified Internal Auditor (CIA) is highly desirable.

· Familiarity with Global Fund, DFID, USAID and other donor’s rules and regulation and their compliance requirements.

Consultant for Final Evaluation of IOM-UNDP project: “Beyond Bentiu Protection of Civilian Site (PoC) Youth Reintegration Strategy: Creating Conditions for Peaceful Coexistence between Youth Internally Displaced Persons, Returnees and Host Community Members”

1.Background and context

The International Organization for Migration (IOM) and the United Nations Development Programme (UNDP) secured funding under the 2017 United Nations Peacebuilding Support Office (PBSO) / Peacebuilding Fund (PBF) for the joint project “Beyond Bentiu Protection of Civilian (PoC) Site Youth Reintegration Strategy: Creating Conditions for Peaceful Coexistence between Youth Internally Displaced Persons, Returnees and Host Community Members”. The project aims to strengthen foundations for peace through creating platforms for youth dialogue, rehabilitating and constructing key community infrastructure and fostering positive economic and social interdependencies between youth internally displaced persons (IDP), returnees and host community members.

The project was developed following the successful launch of the “Beyond Bentiu Response" by humanitarian players in early 2016 to establish a durable alternative to the PoC through expanded service provision and enhanced quality of life outside of the PoC. The project has three components:

  1. Creating a strong evidence base and analysis to understand conflict drivers, return patterns and immediate interventions required to solidify sustainable returns of youth IDPs;

  2. Strengthened mediation and reconciliation mechanisms in the Bentiu PoC and between IDPs, returnees and host communities; and

  3. Strengthened economic and social interdependencies for the IDPs, returnees and host community through livelihoods and rehabilitation of critical community infrastructure.

2.Purpose of the Evaluation

The “Beyond Bentiu Protection of Civilian (PoC) Site Youth Reintegration Strategy” project ends on 30 June 2019[1]. This end-line evaluation is being conducted at the request of the project stakeholders; IOM, UNDP, PBSO to assess the project’s contribution towards “strengthening foundations for peace through creating platforms for youth dialogue, rehabilitating and constructing key community infrastructure, and fostering positive economic and social interdependencies between youth IDP returnees and host community members.” The evaluation is summative in nature, forward looking and utilisation focussed, and will assess the extent to which the outcomes (intended and unintended) have been achieved, elaborate lessons and best practices and recommend strategies to enhance operational and programmatic effectiveness for current and future peacebuilding projects. As per the Organisation for Economic Co-operation and Development's (OECD) Development Assistance Committee (DAC) criteria, the evaluation will assess relevance, effectiveness and efficiency, potential sustainability of the project.

3.Evaluation scope and objectivesScope

a.Scope

The end-line evaluation will cover the period of September 2017 to June 2019 in Bentiu and Rubkona. The evaluation will cover project conceptualisation, implementation, monitoring and evaluation of results; focusing on extent to which the various indicators were met (performance of indicators), at the same time assessing the project’s relevance, efficiency, sustainability and contribution towards human rights, social inclusion and gender equality.

b.Objectives

The specific objectives of the evaluation are as follows:

  1. Determine the relevance and strategic positioning of the project to the peacebuilding needs in Bentiu and Rubkona communities and in South Sudan as a whole.

  2. Assess a) the progress made towards project results and whether there were any unintended results and b) what can be derived in terms of lessons learned for ongoing and future UNDP and IOM support towards peacebuilding initiatives in South Sudan

  3. Review the frameworks and strategies that IOM, UNDP and partners devised to deliver the project and whether they were well conceived for achieving planned results.

  4. Analyse the extent to which the project enhanced application of a rights-based approach, gender equality and women’s empowerment, social and environmental standards and participation of other socially vulnerable groups such as children and the disabled.

4.The Evaluation Questions

Evaluation questions define the information that the evaluation will generate. This section proposes the questions that, when answered, will give intended users of the evaluation the information they seek in order to make decisions, act or add to knowledge. Questions will be grouped according to the OECD-DAC evaluation criteria: (a) relevance; (b) effectiveness; (c) efficiency; and (d) sustainability and include human rights, social inclusion and gender dimensions. Evaluators will suggest the questions, and these will be agreed to by IOM and UNDP.

5.Methodology

The evaluation will be carried out in accordance with; IOM and UNDP evaluation guidelines and policies, United Nations Group Evaluation Norms and Ethical Standards; OECD/DAC evaluation principles and guidelines and DAC Evaluation Quality Standards.

The evaluation should employ a combination of both qualitative and quantitative evaluation methods and instruments including:

a. Document review of all relevant documentation. This would include a review of inter alia; project document (contribution agreement); theory of change and results framework; annual workplans; consolidated quarterly and annual reports; highlights of project board meetings and technical/financial monitoring reports.

b. Semi-structured interviews with key stakeholders including key government counterparts, donor community members, representatives of key civil society organizations, UNCT members and implementing partners.

c. Field visits and on-site validation of key tangible outputs and interventions. Other methods such as outcome mapping, observational visits, group discussions should be employed as necessary.

d. Data review and analysis of monitoring and other data sources and methods should ensure maximum validity, reliability of data (quality) and promote use; the evaluation team will ensure triangulation of the various data sources.

The evaluators are expected to follow a participatory and consultative approach that ensures close engagement with the evaluation managers, implementing partners and direct beneficiaries. The final methodological approach including interview schedules, field visits and data to be used in the evaluation should be clearly outlined in the inception report and be fully discussed and agreed between IOM, UNDP, stakeholders and the evaluators.

6.ExpectedDeliverables:**

The Consultant will support the International Consultant in ensuring timely and quality delivery of the following:

a. Evaluation inception report

b. Evaluation debriefings

c. Draft evaluation report

d. Evaluation report audit trail.

e. Final evaluation report and

f. Presentations to stakeholders

7.Timeframe for the Evaluation Process.

The evaluation is expected to begin in June 2019 with an estimated 40 working days timeline.

8.Evaluation team and competencies required

6.1Team

The evaluation team will comprise one international consultant (Team Leader) and national consultant who were, at no point directly associated with the design and implementation of any of the activities associated with the outcomes.

6.2Competencies

· Minimum Master’s degree in Law, Public Policy and Management, Public Administration, Development studies, International Development, or any other relevant university degree;

· Extensive expertise, knowledge, and experience in the fields of community security, conflict prevention, peace building and reconciliation, governance, inclusive participation, gender mainstreaming and human rights promotion

· Minimum 5 years of professional experience preferably in development, humanitarian aid, peace-building and related fields, including field experience, gender equality and social services.

· At least 2 years professional experience in conducting evaluations (of similar nature) in development, humanitarian aid, peace-building and related fields, including field experience.

· Knowledge on the political, economic and/or social affairs in South Sudan a strong advantage

· Excellent writing skills with a strong background in report drafting;

· Demonstrated ability and willingness to work with people of different cultural, ethnic and religious background, different gender, and diverse political views;

· Ability to use critical thinking, conceptualize ideas, and articulate relevant subject matter concisely.

9.Implementation arrangements

IOM and UNDP will select the evaluators through an open and competitive process. UNDP and IOM will be responsible for the management of the evaluators and will in this regard designate focal persons for the evaluation and any additional staff to assist in facilitating the process (e.g., providing relevant documentation, arranging visits/interviews with key informants, etc.)

The designated project focal points will assist the evaluators in arranging introductory meetings with the relevant parties in UNDP and IOM, partners and government and civil society. The evaluators will take responsibility for setting up meetings and conducting the evaluation, subject to approval of the methodology submitted in the inception report. UNDP and IOM will develop a management response to the evaluation within two weeks of report finalization.

10.Duty Station

The duty station of the evaluation is Juba, South Sudan. However, the evaluators will be required to travel to Bentiu and Rubkona as part of the evaluation. Office space and limited administrative and logistical support will be provided. The consultant will use her/his own laptop and cell phone.

EVD Preparedness Programme Manager, Central Equatoria

About the role: This is a 6 month with unaccompanied terms based in Yei, South Sudan with frequent travel to programme sites, including some remote field sites and with a salary of Grade 3 (€ 36,527- €40,586)

You will report to the Emergency Programme Director, will manage Concern’s EVD preparedness activities in Yei and surrounding counties, including possible emergency rapid response interventions based on population movements and needs.

We would like you to start in July 2019.

Your purpose:

This position will be responsible for the management of Concern’s EVD preparedness activities in Yei and surrounding counties. Concern EVD preparedness response is part of a consortium approach with 2 other INGOs. Concern role in the consortium focuses on the IPC/WASH pillar of the EVD preparedness response. This shall be done in collaboration/consultation with the WASH senior Advisor and the Security and safety coordinator. The post holder will also be responsible for representing Concern and coordinating with key stakeholders in EVD preparedness programmes at National, State and County levels. Key activities will include meaningful participation to the consortium and coordination with the consortium partners, training and on-the-job coaching of staff, improving reporting and analysis systems, ensuring programme is appropriately equipped and staffed, supporting procurement and HR matters for programme implementation, conducting adequate budget management of programme costs and ensuring timely sharing of information with other partners and actors.

Programme Planning and Design:

  • Design and plan EVD preparedness activities in programme location, ensuring the participation of programme stakeholders (government, other NGOs, EVD state task force) in all stages of the programme cycle.
  • In collaboration with the Emergency Programme Director, develop a phased strategy for the EVD preparedness response in Central Equatoria based on different possible scenarios.
  • Support the preparation Scopes of Work and Bills of Quantities for the implementation of EVD preparedness activities including rehabilitation and construction of WASH facilities in targeted health facilities, as required.
  • Work with the Emergency Programme Director and the Country Director to develop, update and disseminate Health Management Plan – EVD preparedness within country team.

  • Provide relevant inputs for the development of South Sudan’s Country Strategic Plan and Annual Plans, as required.

Programme Management:

  • Oversee the day to day management of the EVD preparedness programme including leading and overseeing IPC/WASH activities according to international standards, national guidelines, Concern policies and best practices, with a special attention to gender and protection topics.
  • Ensure that all the necessary resources are in place to deliver on the IPC/WASH activities (staff, logistics, consultants, finances etc.)
  • Ensure accurate management of the IPC/WASH programme budget to ensure that activities are delivered in a timely and cost-efficient way.
  • Monitor programme budgets and management accounts to ensure that relevant activities are being implemented in accordance with agreed budgets
  • Prepare procurement plans and work with logistics to ensure timely procurement of all necessary supplies.
  • Participate in contract design, tendering and contractor performance as required for the implementation of interventions.
  • In collaboration with the M&E Coordinator, develop an M&E framework and ensure that the IPC/WASH programme is appropriately monitored to track progress, outcomes and impact.
  • Ensure that best practices and international standards are applied to the IPC/WASH programme activities as relevant.
  • Provide technical solutions to IPC/WASH related issues facing the population in the areas of operation and contribute to the sector wide development of standards.
  • Lead the IPC/WASH component of any Concern or inter-agency rapid response missions in which Concern participates.
  • Ensure that the necessary equipment, materials are available and in good working order for rapid deployment.
  • Coordinate with WHO, the EVD task force and the WASH cluster as required to ensure IPC/WASH supplies are available and transported to rapid response locations, as necessary.
  • Work with the Emergency Programme Director and Bentiu Area Coordinator to further build and maintain Concern’s emergency preparedness capacity.

Reporting and Donor Compliance

  • Contribute to the development of high-quality concept notes and proposals for the EVD preparedness programme.

  • Prepare timely and high quality internal and donor reports for the EVD preparedness programme, in line with donor requirements (narrative and financial);

  • Prepare and share timely IPC/WASH programme data as required by the EVD task force and any other relevant stakeholder.

People Management:

  • Manage and provide leadership to the IPC/WASH team, contributing to their capacity building and career development including through on-the-job training.
  • Ensure that the IPC/WASH team have up to date job descriptions, clear objectives and identify and facilitate training when required.
  • Ensure that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work
  • Ensure that all staff are aware of and comply with Concern’s policies and procedures
  • Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance
  • Ensure that staff and contractors are compliant and fully understand their obligations when signing Concern Code of Conduct and its associated policies, and where non-compliance is suspected, to inform a member of the SMT so that the appropriate action can be taken by the Country Director.

Representation

  • Act as Concern’s focal point for the EVD State task force for IPC/WASH component, participating in the meetings and other workshops.
  • Work with consortium lead and partners to ensure consortium representation and participation in all forum of the EVD preparedness response.
  • Represent Concern to with government departments, donors and communities in State and County levels, with the support from the Area Coordinator, as required.

Others

  • Support cross-sectoral periodic programme reviews in order to assess programme progress, capture lessons learnt and adapt programme strategies as necessary in accordance with Concern’s results-based management principles. Ensure mainstreaming of cross cutting issues/approaches throughout the programme cycle including: Gender, Protection, HIV and Aids, Rights Based Approach, Accountability and do no harm philosophy.
  • Ensure the IPC/WASH team adheres closely to security protocols and procedures.

GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, sex, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by 23 sections and offices worldwide. MSF OCBA is one of those directorates. The operations are implemented by 41 field teams and 20 mission coordination teams and organizational units based in Barcelona, Athens, Nairobi and Buenos Aires. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Human Resources Department.

JOB CONTEXT AND GENERAL OBJECTIVE

The Head of Mission is responsible for MSF operational response in the Country/Mission. He/she defines the mission operational strategy in collaboration with the Operational cell. Leads plans and coordinates MSF programs in the mission, including identification of new humanitarian challenges. Represents and defends MSF’s interests before third parties, according to the organization’s charter, policies, and ethics as well as international and national laws and regulations, in order to develop and effectively implement all the programs and projects in the mission.

Currently, MSF OCBA runs three projects in two regions of South Sudan. In the northeastern towns of Malakal and Ulang, in the Upper Nile region, and in the southern town of Yambio of West equatorial region.

In Malakal, the second city before the war, MSF operate in two hospitals in city and the UN Protection of Civilians site respectively, offering secondary healthcare, mental health support and programs for chronic diseases such as HIV and TB.

In Ulang, MSF established a regular project in April 2019 to provide access to secondary healthcare to remote communities along the Sobat River.

MSF´s operations in Yambio have been running for years and currently focus on seasonal malaria chemo-prevention, strengthening a decentralized model of care in rural areas, offering SGBV care in the regional hospital and an intervention of medical and mental health support to demobilized children.

MAIN RESPONSIBILITIES

§ Is responsible for representing MSF at national level and defending its interests before local authorities, other NGO’s or international institutions, local donors, military organizations, other MSF sections, other humanitarian organizations and media, to guarantee an active positioning and a good public image.

  1. Ø Is responsible for negotiating/facilitating collaborations and agreements between MSF and local authorities, donors and institutions.
  2. Ø Is responsible for developing and integrating an internal and external communication policy for the mission, performing external communication actions to media when required.
  3. Ø Is responsible for monitoring the political, humanitarian and health situation of the country.

§ Is responsible for monitoring and analyzing the political, humanitarian issues at stake, and health situation across the country and surrounding countries through established contacts with key persons/institutions and carrying out exploratory missions in order to identify potential fields of intervention.

Organisational Context

The Jesuit Refugee Service (JRS) is ministry of the Society of Jesus, incorporated as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and now has a presence in over 50 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome. JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs.

The main services provided are in the field of education, emergency assistance, and psychosocial support and livelihood activities. Currently, more than 724,000 individuals are direct beneficiaries of JRS projects.

Operational Context/Role

The Country Programmes Officer’s primary responsibility is to coordinate and support the implementation of all aspects of programming within the country with the guidance and support of the Country Director and the Regional Programmes Officer. He/she will be responsible for planning, implementing, monitoring and evaluating the country programmes, under the direction of the Country Director. He/she is required to identify and develop key opportunities for programmes focused on refugees, IDPs and other populations affected by conflict. Together with the Country Director, the CPO will also be responsible for fundraising and grant management. The CPO will work in close collaboration with the Project Office in defining all aspects of the project cycle. The Country Programmes Officer will implement positive and effective relationships with key partners and stakeholders in the interest of promoting JRS’s objectives.

Key Responsibilities

1. Coordination of JRS programmes at country level

• In consultation with the Country Director and relevant stakeholders, analyze regularly the unmet needs of refugees and other populations of concern and suggest new initiatives to the Country Director;

• Through a consultative process within the country and field visits, assist in the development of strategies, methodologies, contingency plans that respond to new and emerging challenges for the country;

• Assist in and provide inputs developing the country operations plan, aligned with the global strategic framework and priorities and regional priorities as well as with annual programming/planning instructions.

Project-related activities

• With the Country and Project Directors, be responsible for the planning, monitoring, reporting and evaluation of JRS projects within the country;

• Plan and conduct annual needs assessments for each project site, according to JRS standards and guidelines;

• In consultation with the Country Director and in collaboration with the Project Directors, set methodologies, timetables and resources for project evaluations;

• Produce project proposals and reports according to JRS standards and donor-related requirements (funding proposal / reports) in collaboration with the Country Director and Regional Programmes Officer;

• Carry out frequent project visits to monitor and evaluate the activities to ensure timely and quality implementation according to the JRS vision and mission, standards and guidelines and donor specific requirements, and provide feedback to the field;

• Frequently travel to the field, to train and update Project Directors and other key field staff (i.e. coordinators) in project writing, management, compliance, monitoring and evaluation according to JRS’ standards and guidelines as well as suggesting improvements of planning, programming implementation and current processes;

• Ensure project learning is generated and documented, and shared within the JRS network;

• Liaise with country, regional, and international technical support officers as needed to ensure relevancy and quality of activities.

2. Support and Communication

• When requested, represent JRS in country meetings;

• Communicate regularly with the Regional Programmes Officer and with the IO Desk Officer in the Programmes and Innovation Department informing them on all major issues and developments in programming within the country.

3. Relations with partner and donor agencies

• Maintain close working relations with JRS’s partner agencies, as well as with other international development organisations, funding agencies and Church bodies;

• Support the organizational fundraising actions by maintaining regular contact with donor representatives and by submitting project funding proposals and managing donor reporting;

• In close collaboration with the Country Director, negotiate funding or partnership agreements;

• Attend cluster and other relevant coordination meetings;

• Build strong rapport with the major partners/donors as well as with government counterparts (i.e. Ministry of Education, Ministry of Social Welfare);

• Explore and help create possibilities for new partnerships/ donors;

• Develop relevant communication tools to keep team members, partners and donors regularly informed of progress of activities;

• Represent the organisation in meetings, giving talks and presentations when requested by the Country Director.

4. Work with the Country Team

• Work closely with other members of the Country Office to fulfil its function of shared leadership through the coordination of all programming efforts in the country;

• Attend regular team meetings, planning meetings and workshops; in particular, collaborate with the Country Finance Officer and any other Officers.

5. Budgeting

• Monitor regularly project income and expenditure in conjunction with the Country Finance Officer;

• Assist the Country Director in ensuring that projects have enough funding for their implementation;

• Submit, in conjunction with the Country Finance Officer, the annual budget for the projects to the Country Director for approval.

Key Performance Indicators

 Timely production and submission of project proposals and reports;

 Timely production of reports related to field visits highlighting recommendations and actions taken;

 Timely production of annual needs assessment and activities plan for each project site;

 Funds raised during the year. Performance can be assessed against a pre-defined fundraising goal.

Qualifications and Experience

• Advanced University degree, preferably in Project Management, Finance, Business Administration, or equivalent;

• At least four (4) years of experience working with NGOs proposal and reports writing, project evaluation and monitoring;

• Professional experience in a similar capacity with international, non-profit organizations;

• Knowledge of and experience with strategic framework, log frames, etc.

Languages

• Strong command over written and verbal communication in English; (or French depending on country)

Job Summary

The post-holder will be tasked with full responsibilities for an effective and timely leadership of all the Programs (Grants) in the PIA. Duties and Responsibilities:

Qualifications, Knowledge and Skills:

Major Duties and Responsibilities:

  1. Under the general guidance and day to day management supervision of the Representative and technical guidance of the Regional Staff Counsellor, the Staff Counsellor will facilitate the provision of effective psycho-social support to staff leadership, managers and individual staff members prioritizing the most isolated locations within South Sudan to mitigate stress and boost protective factors by providing support and advice to the leadership and managers in offices on healthy work practices and approaches on how to effectively support staff and encourage resilience.
  2. Recommend suitable staff support strategies to managers during and following emergencies and other crises. Providing staff with individual and/or group counselling as needed (i.e. assessment, short-term intervention, and referral).
  3. Facilitating the treatment of psychiatric disorders primarily through referrals, including to the medical services division, and through guidance to supervisors and senior management, where appropriate;
  4. Coordinate with the Security Advisor and UNDSS, agency counsellors and PSVs, to ensure the provision of adequate psychosocial support during emergencies.
  5. Assess and monitor psycho-social needs and issues affecting the wellbeing of staff.

2.Identify activities aimed at raising awareness about healthy work practices; improving the work-life balance of UNICEF staff; facilitating the provision of assistance to staff experiencing work-related and/or personal problems; facilitating the provision of immediate support following a traumatic incident.

3.Work in coordination with the network of other UN counsellors available in the duty station. Frequent field missions and close collaboration with Chiefs Field Offices, HR Managers, Deputy Representative - programme and operations respectively. are required.

4.Provide Critical Incident Stress Management to groups- and/or individual staff following critical incidents. A holistic approach to critical incident management is used and may include services such as practical support, psycho-education, psychological first aid, and strategic advice to leadership.

5.Contact the affected staff member(s) and offering information about typical stress reactions, support- and referral information; Facilitate appropriate traumatic stress interventions, following a critical incident or traumatic event.Recommend and arrange for individual and/or group follow-up support to staff.

6.Training and awareness raising on Staff Well-Being related topics:

a) Explore and contribute to the development of new modalities, such as e-learning and webinars, which make awareness raising material available and attractive to all staff;

b) Cooperate with the Regional office to integrate subjects such as healthy work practices, managing stress and trauma, building resiliency etc. into learning strategies.

7.Monitoring and oversight: Provide on a quarterly basis statistics and trends on issues related to staff well-being, whilst maintaining confidentiality. Alert the Representatives and HR Managers on trends that may be of concern in the office requiring targeted support or Managerial intervention. Capture lessons learnt and best practices for dissemination as appropriate.

To qualify as an advocate for every child you will have…

  1. An advanced university degree (Master’s or higher) in counselling, clinical psychology or related mental health profession.   • Ensure that situation reports, i.e. security, personnel, programme activities, etc. are produced to a high standard and in a timely manner.

Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

Tdh has been working in South Sudan since the beginning of 2013. In 2016, following the clashes that took place in the Equatoria Region, Yei River State (Former Central Equatoria State) was identified as zone of major humanitarian concern. At the beginning of 2017, Tdh launched an integrated program in Yei town to improve WASH access through large scale borehole rehabilitation, hygiene promotion and distribution of NFI kits, and support livelihoods through the distribution of vegetable seeds, farming tools and massive cash for work activities.

Tdh is now carrying a full-fledged child protection and psychosocial support project in Yei, aiming at supporting the most vulnerable children affected by the conflict, including unaccompanied children, with case management, social services, direct and targeted support and capacity building of local child protection actors. Tdh is also engaged in a Wash in Schools project with rehabilitation of Wash facilities in 10 schools along with hygiene practices improvement and school gardening activities and in a food security and livelihood project designed to provide support to vulnerable households through distributions of seeds and tools, small cattle and cash for work.

Additional activities include education work in several schools of Yei and the development of an education project inside and outside of Yei.

The security situation in Yei remains concerning and attacks against the civilian population in the rural area happen regularly – leading to displacements of populations and access issues for aid workers.

Context :

This position is a non-accompanied, non-family expatriate position.

The WASH in School PM:

  • is based in Yei where the project is implemented,

Responsibilities :

WASH Technology

Background

In South Sudan, the cumulative effect of years of conflict, violence and destroyed livelihoods has led to a humanitarian emergency of high proportions. The recently revitalized peace process promises to offer new opportunities in the coming years for South Sudan’s women, men and children. The launch of the National Development Strategy 2018-2021 with the overall objective of consolidating peace and stabilizing the economy echoes the peace optimism.

However, under nutrition remains a major public health emergency in several parts of South Sudan. The nutrition situation in the country remains critical due to a combination of factors mainly, poor harvest, dry spells and past conflict. The findings of the Integrated Food Security Phase Classification (IPC) analysis for January-July 2019 predicts that food security is expected to worsen, with a projection that about 7.17 million people (63 percent of the total population) will face acute food insecurity or worse in the projection period of February to April 2019. This will be an increase of 11% from the 6.33 million people (57% of the population) from the same period in 2018. In projection period of May to July 2019, and in the total absence of humanitarian food assistance, an estimated 7.68 million people (67% of the population) will face Crisis acute food insecurity or worse, an increase of 8% from the 7.08 million people (63% of the population) from the same period in 2018. The Food Security and Nutrition Monitoring Survey (FSNMS) conducted in June 2018 reported that seven out of ten states, had very high prevalence of acute malnutrition among children under the age of five years (prevalence of global acute malnutrition (GAM) ≥ 15%, or severe acute malnutrition (SAM) > 2%). Nearly 860,000 children under the age of five years and 600,000 pregnant and lactating women are expected to be affected by acute malnutrition in 2019.

The Nutrition Cluster was established in 2010 in South Sudan and currently comprises 64 active partners from Government, UN agencies, Donors and national and international Non-Governmental Organizations (NGOs) supporting the implementation of nutrition responses on the ground. Detection and treatment of children and women affected by severe or moderate acute malnutrition takes place at 57 stabilization centres (SC), 899 outpatient treatment program (OTP) sites and 854 targeted supplementary feeding program (TSFP) sites, established across the country.

The Humanitarian Needs Overview (HNO) and the Humanitarian Response Plan (HRP) are generated annually by Clusters to serve both strategic and operational guidance for programming by partners. The HNO establishes the number of people in need and the targets while the HRP outlines the strategies and activities to be implemented, in order to reach the planned targets. The core activities of the Nutrition Cluster are treatment and prevention of SAM and MAM. The Nutrition HRP budget is estimated by activity-based costing (or unit-based costing).

Implementing partners (national and international NGOs) rely on own funds or grants allocated by donors either directly or through United Nations agencies for nutrition service delivery. The HRP funding is monitored through the web-based Financial Tracking System (FTS). **

Rationale for the assignment

Activity-based costing, or unit-based costing, depends on reliable estimates of unit costs for the planned activities. Activity-based costing for humanitarian appeals refers to a method of estimating overall resource needs for a humanitarian response plan (HRP), using average costs per sectoral activity, per person served, or per item delivered. In this approach the costs per sector are determined on a unit cost per person per type of activity; sectors identify humanitarian activities, with indicators and targets, and present these in the sector response plans.

A costed HRP is an excellent tool for advocacy and resource mobilization. In South Sudan, the HRP budget is often questioned, mainly due to lack of robust and consensual unit cost for SAM and MAM treatment. A case in point is 2016, when the cost of treating a child with SAM was estimated at US$ 207, which included 9% technical assistance, 20% cross sectoral and 8% cost recovery. However, the cost did not include many aspects such as contribution from CSO partners. Therefore, the SAM unit cost was revisited in 2018, in a more comprehensive way, with a new estimate of US$ 350 per SAM child treated. While the revised unit was closer to some published in the literature, still there was no consensus among partners and donors.

Furthermore, cost drivers, such as, infrastructure, human resources, equipment, supplies, logistics, security, and other related cost, remain unclear. The lack of clarity on unit cost of treating a child with acute malnutrition leads to incessant misunderstanding in budget allocations. The complex and uneven operating environment coupled with logistical constraints, and operation costs which differ from one region to another makes costing of intervention much more challenging in South Sudan.

In South Sudan, series of attempts to use the FTS to derive unit costs of treatment from the funded nutrition budgets have not been successful because of unreliable data. Furthermore, the FTS is not regularly updated, and where updates are provided, concerns are raised about possible double submission by donor and implementing partners, or inaccuracy in the case of integrated programs with a nutrition component, and multi-year programs.

It is therefore critical that standard basic unit costs are established to inform the development of country-level costed plan, program effectiveness and budgetary analysis for nutrition.

Purpose / Tasks and expected results

Purpose

The purpose of this study is to establish an average unit cost of delivering treatment for children with SAM and MAM in South Sudan. The cost estimation will include cost of supplies, logistics, programme and administrative components from UN agencies and NGOs. The result of this exercise is expected to inform costing of the Humanitarian Response Plan for the year 2020.

Tasks

Under supervision of the Nutrition Cluster Coordinator, in close collaboration with the Nutrition Cluster Cost Analysis Technical Task Force, and Strategic Advisory Group (SAG), the Consultant will accomplish the following tasks in five phases:

Phase 1. Study inception

  1. Partner consultation to include bilateral meetings with key partners (MoH, UNICEF, WFP and WHO) and two group meetings, i.e. the cluster forum and the donor group meeting. This will lead to the exhaustive listing of partners that contribute to nutrition service delivery.
  2. Conduct review and discussions on programming at national level, with exhaustive identification of cost drivers.
  3. Develop detailed cost analysis protocol, indicating and explaining:
  4. Choice of the methods (ingredient approach, expenditure approach, or mixed, or others);
  5. Identification of partners to be contacted for response in the study;
  6. Cost drivers to be considered;
  7. The design/structure of the cost analysis tool to be used;
  8. Analysis plan for the cost estimation exercise.
  9. Preparation of data collection template;
  10. Orientation for relevant partners on the use of data collection template, and submission. Submissions will focus only on 2018 data and will be done directly to the consultant only.

Phase 2. Data collection and management

  1. Consolidation of partner submissions;
  2. Control of data exhaustivity (number and completion of submissions);
  3. Control of data quality (internal and external consistency);
  4. Feedback to partners, with request for corrections and/or explanations where needed;
  5. Data analysis in conformity to the data analysis plan.

Phase 3. Reporting and validation

  1. Develop a study report with the following layout outline:
  2. Executive summary;
  3. Background;
  4. Justifications;
  5. Methods and approaches;
  6. Results;
  7. Conclusions;
  8. Recommendations.
  9. Plan and conduct meeting with partners to validate the costs analysis report;

Phase 4. Finalization

  1. Finalize the study report as per recommendations of the validation meeting.

Phase 5. Documentation and dissemination

  1. Prepare a Nutrition Field Note to document the process for dissemination.

Expected results

The expected result from this consultancy is the overall unit cost for SAM and MAM treatment in South Sudan with a breakdown by cost drivers.

Secondary results include nutrition programme total cost and cost-efficiency analysis and recommendations for improvements. Updates to FTS and recommendations for a continuous monitoring of the system are also expected.

Qualifications and Competencies

Advanced university degree in health economics/financing, health policy and planning or related fields, with significant knowledge of nutrition interventions especially CMAM programs.

Experience

  1. At least eight-year expertise and experience in strategic planning and management, including costing of plans and programs.
  2. A proven track record of high quality work/ product previously done in program costing and/or economic evaluation.
  3. Strong capacity to meeting deadlines, an ability to prioritize tasks within his/her work program and strategies for working both collectively with others in a team and independently to deliver high quality products.

Deliverables & Payment Schedule details

The consultancy will be conducted in four phases as above mentioned:

Duty Station and Official Travel

The consultancy will be home based. However, the consultant will need to travel to South Sudan, which will be facilitated by the contracting organization. The contracting organization will provide office space and access to internet and a printer. The consultant is expected to come with his/her own laptop.

Travel Clause

  3. The eligible maximum amount for travel is specified in the contract.

Nature of Penalty Clause in Contract

If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld. The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries through-out the world, including South Sudan. DRC/DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine-action.

Danish Refugee Council (DRC) in conjunction with Danish Demining Group (DDG) has been operating in South Sudan since 2005 initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.

In 2012 - 2013, DRC opened its operations in Upper Nile and Unity States to respond to the large influx of refugees coming from Blue Nile State and South Kordofan (Sudan). In addition to the refugee response and since 2014, DRC has been then actively engaged in responding to the humanitarian needs of IDPs affected by the internal conflict through the provision of integrated approaches.

With a total of 430 national staff, 50 expatriate staff and an annual budget of approximately USD 20 million, we are currently implementing multi-sectorial interventions through the provision of humanitarian services focused on CCCM, Protection, SGBV, FSL, Shelter and Infrastructure to both internally displaced persons and refugees across 5 field sites (Ajuong Thok, Bentiu, Maban, Malakal and Aburoc).

Purpose of the post

The Emergency Manager is responsible for the development, strategic setup and ongoing management of a responsive, multisector emergency response team capable of responding to new shocks across South Sudan. The position is responsible to develop/ update a comprehensive emergency preparedness and response plan (EPRP), emergency strategy and accompanying response modalities. Key to the position will be an ongoing analysis of the humanitarian context, assessing emergency-related funding opportunities to support responses and representing DRC is relevant cluster and fora.

The Emergency Manager works under the direct supervision of the Country Director and liaises with all program, operations and safety departments across South Sudan.

Responsibilities

Context analysis and Strategy Development

  • Engage in ongoing assessments of the humanitarian context across South Sudan as a means to update country-based emergency strategies and accompanying response modalities.
  • Facilitate the development/review of Emergency Preparedness and Response Plan (EPRP).
  • Facilitate the roll-out and advise in the operationalization of the Emergency Preparedness and Response Plan (EPRP).
  • Develop/ Update the Mobile Rapid Response Strategy and provide guidance during implementation of emergency responses in new areas of operation.

Program management

  • Design contextually appropriate modalities for each new intervention and advise implementing staff on a range of issues including context and need analysis, response modality and scale, targeting etc.
  • Work closely with the country program technical coordinators Including protection coordinator, CCCM coordinator, livelihoods coordinator, shelter and infrastructure coordinator to develop sector and modality specific interventions and to ensure that all sectorial emergency response activities are in strict compliance with DRC’s and international standards.
  • Work with the head of program and technical coordinators to identify and contribute to the development emergency-focused funding opportunities and project proposals, including contributing to both narratives and budgets.
  • Collaborate with DRC South Sudan monitoring, evaluation and learning coordinator to develop appropriate monitoring and evaluation tools for DRC’s emergency response activities, and to ensure lessons learned are thoroughly documented and shared within the country program, region and HQ.
  • Foster synergies between program areas (integrated approach), support the strong integration of protection and gender throughout all emergency responses and ensure adherence to standards when relevant.
  • Supervise monitoring and evaluation of the emergency missions to ensure the overall implementation is in accordance with agreed work plans, donor agreements and humanitarian accountability framework.
  • Ensure the timely and quality review of all emergency-related project reports.
  • Ensuring timely quality products including assessment and response mission reports are disseminated internally and externally.

Human Resource Management

  • Manage emergency teams, including where applicable, international and national managers, team Leaders, specialists and technical experts with an emphasis on excellence, promoting a culture of cooperation, learning, creativity and innovation.
  • Develop Job descriptions/terms of reference, lead and or contribute to recruitment processes and the induction and/or orientation of new staff.
  • Development of overall staff competence through leadership, training and coaching of emergency team. Conduct annual staff performance reviews for staff under her/his line management and ensure this is done by other emergency team leaders.
  • Ensure allocation of funding for staff development, performance management and team building processes.
  • Follow up of staff contracts and ensure the renewal of contract. Adapt the team structure according to needs, financial resources and capacities if required.

Financial management

  • Responsible for the overall management of all emergency related projects for the county mobile team and lead in the development of emergency-specific budgets and spending plans.
  • Maintain a budget overview of all emergency projects and activities, and collaborate regularly with the head of support service and country finance manager to monitor spending and ensure the timely utilization of emergency grants.
  • Ensuring emergency field team followed DRC’s and donor financial procedures in any field emergency expenditures.

Operational Management

  • Collaborate with the supply chain team to develop and maintain relevant framework agreements and emergency response-specific procurement plans.
  • Ensure the budgeting of emergency response activities incorporate logistics and support costs such as transport, warehousing, fleet operation etc.
  • Regularly review emergency response-related procurement plans with the country supply chain manager and procurement coordinator.

Coordination, communication, advocacy and representation

  • Take a proactive role in establishing strong linkages with key cluster, UN, NGO representatives working at the national level.
  • Actively represent DRC in relevant coordination fora including Needs Analysis Working Group (NAWG), SNFI cluster, WASH cluster, Protection Cluster and other emergency related working groups.
  • Advocate for DRC’s emergency program with donors and humanitarian stakeholders, in cluster meetings, workshops, conferences and in other relevant fora.
  • As required represent DRC’s emergency program to existing and potential donors in collaboration with the HOP, grant manager and CD.
  • Cultivate key relationships that enhance DRC’s visibility, credibility and notoriety in South Sudan.

Safety and Security

  • Ensuring that all relevant information regarding safety, security and the context is collected, updated by the team and shared in a regular and timely manner.
  • Closely work with the safety team for the overall safety improvement of the emergency operations.
  • Ensuring sufficient funding is available to lift up the safety standards of DRC emergency response in South Sudan.
  • Ensuring all emergency staff are trained on field safety and security prior to emergency deployments and refresher training is organized in a regular basis.
  • The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Experience and technical competencies

Required

  • Master's degree in Disaster Risk Management, International Cooperation and/or Humanitarian Assistance, Project Management or related studies from a recognized institution.
  • Six to eight years of progressively responsible experience in emergency program management in different countries and context, at least 3 Years in conflict related complex emergencies.
  • At least 4 years of experience in senior management or coordinator position with the field of humanitarian response for an international NGO or UN agency.
  • Demonstrate experience and skill in strategy development, proposal development, budget development, program implementation, monitoring and evaluation.
  • Proven experience leading and reporting on multi-sector assessments and assistance.
  • Proven experience working with emergency coordination mechanisms including OCHA, clusters, UN agencies, INGOs as well as national governments.
  • Proven experience in managing a diverse emergency programs particularly in protection integrated with other sectors including WASH, SNFI, CCCM and FSL in emergencies contexts.
  • Proficiency in computer skills including MS word, Excel, Outlook, PowerPoint and other software.
  • Full professional proficiency in English.

  • Experience working within an INGO, and most preferably previous successful experience working in South Sudan.

JOB CONTEXT :

HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities.

HI’s current operations are centred in POCs (protection of civilian sites) and IDP camps in Juba and greater Equatoria states.

During 2019, HI is planning to establish a base in the greater Unity, which remains the most conflict and disability affected region of the whole country. The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming.

HI’s present interventions address both emergency and resilience needs. Since 2016, HI has been operating an emergency mobile (or flying) unit responding to MHPSS and disability rehabilitation assistance in the greater Upper Nile, Unity and Jonglei states. HI current programs are funded by ECHO, DFID, MOFA Luxembourg and OCHA. As part of its 2019-2021 strategy, HI South Sudan is prepositioning to deepen programming in Protection, to expand program interventions in Health (MHPSS) as well as inclusion in humanitarian action and to undertake innovative programming in Education in emergency.

YOUR MISSION:

The MEAL manager will lead on the development and strategic direction of HI South Sudan’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems, policies and procedures. She/he will support the improved delivery and evidencing of project impact and cross-learning, support staff capacity building and creating systems for accountability to beneficiaries, donors and other stakeholders.

Under the line management of the operations Coordinator, you will manage a team of 4 people (2 MEAL Officer and 2 Data Assistant).

CHARACTERISTICS OF THE POSITION:

Despite signing of a peace agreement in September 2018, insecurity remains a key challenge for humanitarian operations in South Sudan. Many parts of the country cannot be reached via-road due to ongoing conflict, communal clashes, threats from armed gangs, and the huge under development of road and telecommunications infrastructure.

Apart from IDP projects in Juba which are managed directly, most of HI’s programs in many parts of South Sudan are currently implemented through remote management, with international staff based mainly at the Country office in Juba, doing regular travel to the field by UNHAS air service . The country mission has a safety and security protocol which emphasizes individual and team sensitivity and pro-activeness on security matters. The protocol is reviewed periodically to match or anticipate emerging context scenarios. The security situation around HI bases and operational areas in Juba and field over the past 3 months has been ranked as 2-3/blue to orange colour bars (2 or blue is normal activities with increased caution and 3 or orange is movement restriction).

International staff movements within Juba city is facilitated by HI and has a curfew restriction between 9PM-6.00AM. Office and residential accommodation are currently housed in one compound, and a number of residential facilities including kitchens and lounges are used in common.

The epidemiologist is under the supervision of Epicentre and integrated in the South Sudan MSF mission. The main purpose of the position is: assessing, implementing and maintaining the epidemiological surveillance systems/monitoring (if needed) according to Epicentre and MSF protocols, standards and procedures to contribute to evidence-based decision making with routine and emergency data. · Preparing and/or adapting routine data in projects (registers, survey forms, training materials, letters of request/notification, locally appropriate consent forms etc.) with support of HQ epidemiologist.

· Support medical teams to use data systems (Praxis included) and to produce accurate, high quality databases; as needed but not routinely, support teams to review the analysis and prepare written reports on progress and findings for medical coordinator/HQ and when appropriate to external collaborators/networks (MoH, other NGOs, etc.).

· Providing training sessions to medical teams on relevant aspects of epidemiology to enhance team analysis and response capacity.

· Implementing key epidemiological activities in outbreak investigation (description including time, place, people with emphasis on mapping when it is needed) and advising on the operational response;

· Guiding activities of medical staff for surveillance and/or active case finding, including ensuring understanding of the need for consistent case definitions and data recording (briefing of all new staff). In some cases, implementing and/or maintaining surveillance systems to monitor epidemiological trends of relevant outbreak-prone diseases.

· Monitoring and Implementing initial assessment (for emergency situations), rapid health assessments and (baseline or follow-up) surveys.

· This position does not include full-time direct supervision, but needs may arise that require managerial oversight of staff, as in the case of vaccination campaigns. In that case, as needed: planning and supervising the associated HR processes of staff under his/her responsibility (recruitment, training/induction, evaluation, potential detection, development and communication) and ensuring that staff exhibits required skills after training and pilot test.

General context of the project

INTERSOS is present in South Sudan since 2006, starting its operations in the country from Bor, Jonglei State. INTERSOS central office for South Sudan is based in Juba and had several field bases in Jonglei State (Bor, Ayod, Nyirol, Uror, Akobo and Pibor), 1 in Western Equatoria (Yambio), 1 in Upper Nile State (Malakal), 1 in Unity State (Bentiu). After 2013 conflict, as field bases, INTERSOS started to operate within UNMISS PoCs in Juba, Bor, Bentiu and Malakal. In September 2014, however, INTERSOS has moved out from UNMISS base in Bor and has its own compound in town shared with two other INGOs. In the framework of the present crisis INTERSOS has immediately intervened in Juba, UN House and Tongping, in NFI and Protection sectors. The operation has been extended also to the PoCs of Bor, Malakal and Bentiu with activities in the field of Protection, both GBV and CP, Education, NFIs/Shelter and WASH.

The main areas of intervention are:

Protection:

in particular prevention and response to GBV and Child Protection in Jonglei State and Upper Nile State. These activities are addressed to children, women, youth and men and involve case management, including psychosocial support, for Child Protection and GBV; referral and family tracking for unaccompanied minors. INTERSOS is also the Jonglei GBV sub-cluster Focal Point and since 2012 is leading the GBV response in the State and is an active member of the Psycho Social Support Task Force;

Education:

INTERSOS is one of the main partners of UNICEF within the country in promoting education as a part of emergency response. Since 2010 INTERSOS is leading the EiE Cluster in Jonglei, Unity and Upper Nile States and is the focal point agency in Jonglei for Education in Emergency interventions. The program covers the main areas affected by the conflict: Central Equatoria, Jonglei, Unity, Upper Nile and Western Equatoria States. The program includes both structural and non-structural interventions: Construction/rehabilitation of learning spaces, kit distribution, training of teachers and PTA on children rights, psychological support and risk mitigation;

Shelter/NFIs:

these activities involve assessment and identification of new IDPs, mainly in the most hard-to-reach areas within Jonglei, Unity and Upper Nile States, emergency kit distribution and kit use monitoring, and construction/rehabilitation of emergency shelter. Moreover, since 2012 INTERSOS is the Jonglei State NFIs & ES Cluster Focal Point;

WASH:

construction/rehabilitation of water facilities (wells, pipe schemes), rehabilitation of latrines, sanitation and hygiene promotion in Western Equatoria and Eastern Equatoria State.

Primary health and nutrition:

Intersos is going to extend its humanitarian response in South Sudan to the Nutrition and the Primary Health sectors

General purpose of the position

The general purpose of the post is to represent INTERSOS in South Sudan with all relevant actors and in the main fora, supervise and coordinate the general implementation of INTERSOS programs in the country and act in accordance with specific directions from and supervision of the Regional Director.

Main responsibilities and tasks

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

● Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders.

● Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities.

● Define country priorities based on context and needs analyses; monitor donor intervention strategies in the country; design, promote and elaborate new interventions.

Position Role

The Director of Operations will play a key role in assisting the Project Director to strategically manage and support the JRS presence and programme of work in Maban to evolve more effective and accountable modes of service delivery in collaboration with the Senior Management Teams in JRS Maban and Country Office.

Key Responsibilities of the Directorof Operations Include;-

  • Deputizing for the Project Director as required
  • Working closely with the Project Director and Senior Management Team to supervise, support and manage day-to-day operations in a strategic way
  • With the Project Director support and manage the day-today backroom supports of the project.
  • Evolving the programme of work in line with JRS mission, vision and the strategic framework within which JRS programming is done in South Sudan and Maban
  • Work closely with Project Management Team to drive talent development and professional growth of field staff including the development of a clear strategy for mentoring and developing the capacity of key staff across all key functions
  • Fostering a working environment that is imbued with the JRS ethos.
  • Liaising and building effective relationships with Humanitarian Partners and Community Leaders

Ideal Candidate Profile

The ideal candidate will:

· Have a clear commitment to the mission and ethos of JRS and share its values of compassion, professionalism and desire to be with those most in need.

· Have at least three (3) years in a similar role in a humanitarian context, including demonstrably strong leadership and management skills; experience in organizational and programmatic management; an ability to solve problems creatively with minimal resources. and technical expertise and recognized qualifications in fields such as MHPSS, Education, Pastoral Work, Humanitarian Work, Project Management or related field.

· Have experience and competency with data management, quality assurance, and monitoring/evaluation and an ability to use data to inform program decisions

· Have demonstrated success supervising and leading teams

· Have high degree of competency in Microsoft Office suite (Word, Excel, Power Point, Outlook)

· Have ability to work and live in a stressful environment with only basic amenities

· Have excellent skills in English (required); skills in oral Arabic desirable
