We address both the immediate, life saving needs of conflict affected people in an emergency and the reconstruction needs in post conflict societies. In early 2012, the IRC launched a response to the increasing influx of Sudanese refugees from the Nuba mountains/South Kordofan into northern Unity S tate in Yida settlement. In 2013, the IRC added protection programming to its response in the Yida settlement and the new refugee camp in Ajoung Thok.

SCOPE OF WORK:
The International Rescue Committee’s (IRC) Protection Manager will oversee a refugee protection program in Adjoung camp, Unity State. In this capacity, the Protection Manager will be responsible for day-to-day supervision and oversight of the protection officers and various protection activities, budget management, administration, and implementation of the requirements of the programs. The Protection Manager will work closely with UNHCR and the other protection actors in the camp as well as the camp leadership structures.

This position will be based in Ajoung Thok refugee camp and will report to the Protection and Rule of Law Coordinator.

RESPONSIBILITIES:
Program Management & Development
* Create and execute a work plan, spending pl an and related systems to ensure that project deadlines are met and targets achieved.
* Supervise and coach the protection officers to conduct surveys, participatory assessments and/or community consultations focused on protection concerns and the identification of Persons with Special Needs (PSN) among the refugee caseload.
* Supervise and coach the protection officers to deliver awareness-raising activities for the refugee population on topics such as refugee rights, refugee legislation in South Sudan and responsibilities of refugees as well as training for relevant state and non-state service providers on refugee law and the rights of refugees in South Sudan and the responsibilities of the Government.
* Assist the protection officers with establishing a Referral Network of service providers for the refugee population and undertake advocacy interventions on behalf of the refugee caseload on different levels.
* Set up information centres and con duct out-reach activities to provide the refugee population with relevant information on services and address cases or protection concerns that are reported by therefugee clients of the centre.
* Compile protection assessment reports on the protection concerns and priorities of the refugee population collected during the protection monitoring activities.
* Ensure that monitoring visits respect principles of confidentiality of interviewees and that all incidents reported to IRC are handled with due regard to protection principles.
* Participate in the development of proposals, budgets and concept notes in coordination with the WPE Coordinator, DDP, Grants team, and HQ Technical Unit.
* Contribute to the development of the Country Sector Strategy for the South Sudan WPE Program.
* Support other protection programs as needed.

Staff Management
* Recruit national staff in conjunction with the Human Resources Departme nt.
* Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the WPE program.
* Provide leadership, guidance, and support to the protection team through regular supervision and feedback on performance.
* Build the capacity of the protection officers to improve their range of capabilities related to the protection program and its activities.
* Ensure Performance Management System documentation for all staff is in place and followed up regularly.

Grants Management and Reporting
* Manage and oversee all protection Ajoung Thok grants; develop and maintain work, spending and procurement plans for all projects.
* Participate in Grants Opening, Mid-Term and Closing meetings.
* Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required.
* Ensuring effective implementation of M&E systems throughout the lifetime of the project.
* Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the Finance department to ensure accurate expenditures and reporting.

Representation & Coordination
* Actively participate in coordination mechanism with network partners, the refugee population and host community to ensure information sharing, coordination of interventions and enable meaningful participation of both the refugee and host communities.
* Liaise with UNHCR and other partners, particularly through the protection cluster/working group/coorindation mechanism, to share findings and any issues of relevance and/or concern related to the urban refugee caseload.
* Establish relationships with other NGOs, international organizations, government offices, particularly those working in protection and part icipate in relevant coordination forums.

Requirements
* Masters degree in Law, International Law, Human Rights or International Affairs
* Minimum of three years of professional experience in protection programming in a refugee camp setting
* Minimum of three years of overseas professional experience in program implementation
* Previous working experience with UNHCR is an asset
* Strong understanding of protection principles and likely protection concerns arising in the South Sudan context as well as conflict sensitivity
* Solid experience in staff management in a cross-cultural environment required
* Experience in complex emergencies and the ability to live and work in a very remote environment
* Ability to work under pressure and without daily supervision
* Demonstrated skill in staff management in a cross- cultural environment
* Demonstrated analytical skills and report writing experience required
* Strong interpersonal, intercultural and communication skills
* Excellent oral and written skills and computer skills.
* Fluency in English

Work Environment:
* Security level yellow - standard precautions apply. Concerns include common criminality, presence of armed troops, and tribal violence.

Housing:
* Sleeping accommodation is a tent with common latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual’s responsibility.

INTERSOS in now implementing in the Republic of South Sudan several humanitarian projects in partnership with UNHCR, UNICEF and CHF. Intersos' intervention deals with IDP and refugee Camps Management, Hygiene, Water & Sanitation, Education and Profiling in favor of the vulnerable population in a wide area of interventions where the mobility conditions are often difficult and uncomfortable. The projects carried out by Intersos in these areas are founded on a community based approach. From the very beginning the targeted population was involved with direct participation in the process of rehabilitation. This approach aimed to facilitate and increase the sense of ownership by the population of the projects promoted by Intersos.

JOB TITLE: Project Manager in Education

DUTY STATION: South Sudan

ROLE, TASK AND RESPONSIBILITIES The Project Manager is responsible, under the supervision of the Area Coordinator and Head of Mission, for the management of the activities carried out in the frame of his/her project. The responsibility is over the operations as well over the financial management and staff coordination:

• to define project management organization and processes (roles, procedures and decisional processes, operational processes, work methodologies) in the assigned area of responsibility; • to elaborate, manage and monitor general and monthly planning of project activities, as well as relative economic and financial planning on the basis of available donor funds; • to manage procurement of goods, work and services essential to the project; • to be responsible for warehouse stock management and relative accounting and for accuracy of monthly inventory; • to be responsible for accurate assigned project activities administration and to supervise preparation of accounting documents for intermediate and final financial reports required by donors; • to send to the Deputy Head of Mission the reports on project implementation to be presented to the donor, the monthly project activity reports and the final report evaluating the experience and containing indications for new projects. • to coordinate with the donor field representatives and other actors involved in the activities to coordinate the expatriated and national staff assigned to his/her project and he/she coordinates with the Area Coordinator for the management to all the human resources available in the area of competence.

JOB REQUIREMENTS • Post-graduate degree in Education, human rights, international relations, social sciences, or other related field; • At least three years experience in Education Projects post emergency and recovery programmes in an emergency context; • Proven experience in Project Management and in staff supervision, capacity building, project design with excellent analysis and writing skills and budget management; • Good technical knowledge in the latest developments and approaches to education in emergencies; • Knowledge of human rights issues; experience in humanitarian needs assessments, surveys, monitoring and evaluation; • Experience in working with and coordinating with the UN, EU, internationals donors, INGOs etc..; • Strong communication and interpersonal skills with capacity of mediate, to manage intercultural relations, to work under stress condition and to respect deadlines; • Working experience in Southern Sudan a plus; • Fluent English spoken and written.

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. OCHA estimates that 194,000 people have been displaced across five states, Central Equatoria, Unity, Lakes, Upper Nile, and Jonglei. It is e stimated that around 30,000 IDPs have sought refuge in the two UN bases in Juba; 8,000 IDPs have reportedly sought refuge in the UN base in Bentiu and 3,000 in the UN base in Pariang; an inter-agency mission to Awerial (Lakes) estimates that there are around 76,000 IDPs, mostly from Jonglei. The IRC South Sudan country program is gearing up to respond to the ongoing emergency and is looking for emergency response staff to assist with this.

SCOPE OF WORK:

The Emergency Environmental Health/WASH Manager is responsible for ensuring smooth implementation of the emergency Environmental Health/WASH response in South Sudan. The location for this position will be determined based on the location of the emergency response (one of the existing or new field sites). The position reports to the Emergency Environmental Health Coordinator or the Environmental Health Coordinator.

KEY RESPONSIBILITIES:


* Program Management
* Conduct asses sments to determine the water, sanitation and hygiene (WASH) needs of the target areas;
* Oversee the implementation of the Environmental Health/WASH program to ensure the program is implemented according to schedule and budgets, international standards, and that Environmental Health/WASH program objectives are met
* Work closely with other IRC sectors present in the same location and integrate program components to the extent possible
* Participate in the development of proposals, budgets and concept notes in coordination with the (Emergency) Environmental Health Coordinator, DDP, Grants team, and HQ Technical Unit
* Monitor materials, equipment and supplies for technical work
* Monitor and evaluate appropriate implementation of projects against program objectives and IRC’s Program Framework
* Staff Management
* Recruit national staff in conjunction with the Human Resources Department
* Maintain u pdated job descriptions, conduct interviews, orient new staff to the IRC and the Environmental Health/WASH program

REQUIREMENTS
* University degree in civil/environmental engineering or related field;
* At least 3 years professional technical experience in Environmental Health, Civil or Sanitation engineering or equivalent, including 2 years implementing Environmental Health/WASH programs in emergency and conflict contexts;
* Minimum 2 years overseas experience, preferably in a confli ct or post disaster setting;
* Solid managerial skills and experience in an international multi-cultural setting;
* Strong project planning, organizational, interpersonal, and communication skills;
* Proven technical writing skills;
* Competent in Windows, MS office programs, AutoCAD (or similar computer aided design), email and database experience.

* In collaboration with the WPE Coordinator review and adapt emergency training modules and other program materials
* Train pertinent staff on WPE and service provision, and ensure key services are in place

* Degree in gender studies, health, social work, humanities or other related discipline;

* In-depth understanding of the root causes of GBV, related international standards, and GBV prevention and response strategies.
* Familiarity with WHO Clinical Management of Rape (CMR) guidelines or IRC Clinical Care of Sexual Assault Survivors (CCSAS) guidelines

It is e stimated that around 30,000 IDPs have sought refuge in the two UN bases in Juba; 8,000 IDPs have reportedly sought refuge in the UN base in Bentiu and 3,000 in the UN base in Pariang; an inter-agency mission to Awerial (Lakes) estimates that there are around 76,000 IDPs, mostly from Jonglei. The IRC South Sudan country program is gearing up to respond to the ongoing emergency and is looking for emergency response staff to assist with this.

SCOPE OF WORK:
The Emergency Women’s Protection and Empowerment (WPE) Manager is responsible for ensuring smooth implementation of the emergency WPE response in one location in South Sudan. The location for this position will be determined based on the location of the emergency response (one of the existing or new field sites). The position reports to the Emergency WPE Coordinator or the WPE Coordinator.

KEY RESPONSIBILITIES:
* Program Management
* Conduct assessments to determine the specific needs and risks faced by women and girls of the target areas;
* Oversee the implementation of the WPE program to ensure the program is implemented according to schedule and budgets, international standards, and that WPE program objectives are met

BACKGROUND:
On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. OCHA estimates that 194,000 people have been displaced across five states, Central Equatoria, Unity, Lakes, Upper Nile, and Jonglei. It is e stimated that around 30,000 IDPs have sought refuge in the two UN bases in Juba; 8,000 IDPs have reportedly sought refuge in the UN base in Bentiu and 3,000 in the UN base in Pariang; an inter-agency mission to Awerial (Lakes) estimates that there are around 124,000 IDPs, mostly from Jonglei. The IRC South Sudan country program is gearing up to respond to the ongoing emergency and is looking for emergency response staff to assist with this.

Under the direct supervision of Deputy Director for Operations and technical support of the Director Field IT, the IT Manager is a member of the IRC Operations Department in the Juba Office. The IT Manager will be responsible for all IT and Internet-related problems and is expected to perform the following assignments:

Scope of work:
The IRC is currently seeking a Security Manager for its South Sudan program, based in Juba and with at least 75 % travel time to emergency program locations. The position will wo rk with the country team to ensure that organizational security policies and procedures are responsive to the context, adequate and known to staff. The Security Manager will conduct training on site for staff and others (external security providers) and facilitate development and implementation of appropriate security plans and Standard Operating Procedures. S/he will provide expert security advice to all levels of IRC staff in the country office including security updates, travel advisories, and incident management. The position reports to the Deputy Director of Operations.

Specific Responsibilities
* Ensure that the South Sudan country program has an up to date Security Management Plan (SMP) and Standard Operating Procedures (SOPs).
* Facilitate SMP and SOP revisions as and when necessary and stipulated.
* Lead S/Sudan country program in developing Standard Operating Procedures (SOP) in the areas of operational (administrative, procure ment, vehicle management, house and office) and Financial (e.g. safe usage, bank withdrawals, cash handling) safety and security management.
* Ensure that each new employee, international and national, receive appropriate security orientation within 48 hours of arrival into the country program. Provide a framework for field security orientations and ensure that IRC Connect (IRC’s staff orientation system) security information is up-to-date and utilized.
* Create, along with Deputy Director Operations, a security training program that reaches a maximum number of national and international staff. Keep useful records on staff training and report.
* Assist field offices in arranging ad hoc security training workshops in consultation with the Deputy Director Operations and Country Director.
* Monitor all communications from the field related to security incidents and planning and provide timely feedback to advisories and guidance sought by the fi eld team.
* Make field visit and monitor security preparedness and field training. Provide a follow-up report with clear recommendations after each visit.
* Conduct field security assessments examining IRC staff, assets, compounds, residences, field sites and projects and compile a report with recommendations.
* Together with the Field Managers/ Coordinators and Deputy Director of operations, develop and sustain a database of security incidents.
* Generate monthly activity reports on security, including database analyses, new threats, responses and vulnerabilities and any relevant lessons learned from security and safety incidents.
* Maintain the network of IRC Security Focal Points at each IRC field office and conduct weekly update calls.
* Identify, create and maintain a network and coordinate closely with INGO/UN and other security specialists suitable for the context of South Sudan. Work closely with the NGO Security forum in relevant information exchange and monitoring of trends and advisories.
* Provide credible information and contextual analysis of localized and country security situations and incidents along with appropriate advice to IRC South Sudan SMT.
* Work closely with the external security service providers and make sure they are well aware of the IRC security management protocols and guidelines.
* Understand the prominent issues for the S/Sudan country program and update CD and Deputy Director Operations as necessary.
* As required, support and advice the Country Director and Deputy Director Operations during a crisis.
* Coordinate closely with the Regional Safety and Security Advisor for Horn and East Africa Region on relevant issues pertaining to security management for South Sudan

Qualifications
* Minimum of five year’s practical experience in security management for international organization/s.
* Prior expe rience working in South Sudan and/ or other Horn Africa countries a distinct advantage
* Demonstrable work experience in the areas of security planning, organizing and executing security operations in the field
* Practitioner’s experience on broader humanitarian principles, codes of conduct and specifically around security management, rules of engagement etc.

HOUSING:
* Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites sleeping accommodations range from tent to traditional hut to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual’s responsibility.

In 2012, ACTED has undertaken an expansion of activities in South Sudan. A Juba level coordination office was opened in 2011, and in 2012 the capital office has expanded to provide additional support to our field offices that opened in Bentiu, Unity State, and Malakal, Upper Nile State. The rapidly changing situation in South Sudan over the past months has led ACTED to up-scale its emergency response capacities, while also continuing to provide basic services in the traditional areas of intervention. Since January 2012, ACTED has been providing refugee and IDP assistance in Unity and Upper Nile states. In Maban County, this assistance has focused on the life-saving assistance to refugees from Blue Nile State, Sudan. ACTED as camp manager for Jamam refugee camp has strived to provide the basic needs for the population including shelter, waste management, livelihoods, and construction of community infrastructures. Additionally, ACTED has responded to the new refugee influx in May with the provision of shelter and emergency latrines at transit sites while providing transportation assistance to refugees relocating to permanent settlements. In Unity state, ACTED has focused on the provision of livelihoods assistance to refugees in Nyeel and Pariang refugee camps. ACTED also continues to build on its traditional areas of intervention, focusing on food security and livelihoods in Western Bahr el Ghazal and Warrap, and water, sanitation and hygiene in both states as well. Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan.

III. Position Profile

Under the direct supervision of the Country Director, key responsibilities include: - Serve as security focal point - Ensure all new staff are accurately briefed on security procedures; - Provide all staff with regular security briefings and updates and ensure that all staff follow security procedures; - Ensure that ACTED’s security management plans are relevant and constantly updated as appropriate and that all staff know their roles and responsibilities; - Liaise with UN agencies, NGOs and other external actors to gain security information and analysis in the region; - Conduct regular security and risk assessments for all operational areas - Write regular security management reports with situational analysis and recommendations; - Ensure that field communications needs are met and that staff are trained in the use of radios and other communications equipment as necessary.

PROGRAM BACKGROUND International Medical Corps is currently implementing approximately 15 programs across nine sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.

Simultaneously, International Medical Corps is in the process of increasing its surge capacity and ramping up programming in order to respond to the countrywide emergency humanitarian needs emerging from the conflict erupted in December 2013.

JOB SUMMARY The Logistics Coordinator is responsible for managing and supervising the departments or sections of general administration, logistics and procurement. The portfolio includes procurement of approximately 0.5m US$ worth materials and inputs for the program in a year, management of a fleet 15+ vehicles dispersed in 5 States, care and maintenance of 10+ facilities, management and control of a large inventory including oversight to warehouses and management of communication equipment in 9 locations including Juba. The position will also be involved in providing extensive support to emergency response that the country mission is mounting across 4 States. Special aptitude in solving problems, paying attention to details, staying on top of everything and commitment to building capacity of national staff are pre-requisite for success in this fast-moving, complex and dynamic position.

ESSENTIAL RESPONSIBILITIES - Manage mission Supply Chain and ensure implementation of International Medical Corps procurement and logistics policies & procedures while observing respective donor regulations and local law. - Ensure continued support to building capacity of national logistics team. Objective of the Position:

The ACF Cluster Co-lead Coordinator will work with the Cluster Coordinator and MOH counter parts and the Strategic Advisory Group to provide overall leadership for the Nutrition Cluster in South Sudan; and to facilitate the process of ensuring a coherent and effective emergency nutrition response by partners.

The major tasks and responsibilities will include but are not limited to:

Objective 1: Promoting partnership

Explore and identify appropriate new partners to engage in emergency nutrition in South Sudan, including INGOs, NNGOs and Faith Based Organizations and local civil society; respecting their respective mandates and program priorities and facilitate the active engagement of these agencies in the cluster at national and/or at sub national level.

Objective 2: Establishment and maintenance of appropriate humanitarian coordination mechanisms

Ensure appropriate coordination mechanisms are maintained between all nutrition humanitarian partners at national and sub national level (including national and international NGOs, the Red Cross/Red Crescent Movement, IOM and other international organizations active in the nutrition sector), as well as MOH, national and local authorities and other local civil society structures; and ensuring effective links with the Office of the humanitarian coordinator, other cluster and donors.

Objective 3: Planning and strategy development

Lead and support the development of Nutrition Cluster strategies and plans at national and sub national level, based on solid analysis of the situation; to prepare for and respond appropriately to emergencies. This will include the development of the Consolidated Appeal & Contingency Plans and appropriate revision of these plans as required. As part of this process, ensure that gaps and duplications are identified and appropriately addressed.

Objective 4: Inter-cluster coordination

Strengthen inter-cluster coordination at national and sub national level, particularly with Food Security & Livelihoods, WASH, Health and Education Clusters to facilitate a comprehensive approach to addressing the issue of nutrition in South Sudan.

Objective 5: Assessment and response planning

Support State Nutrition Cluster Focal points (MOH, UNICEF & NGO) and nutrition partners to participate in nutrition needs assessments and response planning, ensuring that they are age and gender sensitive, using standardized tools and methods; and in coordination and/or collaboration with other sectors.

Objective 6: Application of standards

Ensure that Nutrition Cluster partners are aware of relevant commitments that the Government/concerned authorities have undertaken under international human rights law; and relevant government policies and protocols and legislation which will impact on Nutrition Programming (eg Human Resource Issues, Operational Agreements with Gov etc) Ensure that emergency nutrition responses are in line with existing MOH policies, protocols & technical standards, and support the development of relevant Nutrition in Emergencies policies, protocols and technical guidance in line with international best practice, to enable quality NiE programming across South Sudan.

Objective 7: Monitoring and reporting

Ensure regular monitoring of nutrition cluster response activities and coordination against cluster indicators, including activity at operational level (quality, coverage, continuity and cost of service delivery interventions); and sub national and national level cluster coordination activities. Conduct analysis of best available information in order to benchmark progress of the emergency response over time. Submit regular Cluster reports to OCHA and UNICEF in line with reporting requirements (monthly/quarterly). Work with the Monitoring and Reporting Specialist UNV and Cluster partners to establish a solid cluster monitoring system.

Objective 8: Information management

In collaboration with the Cluster Coordinator, guide the work of the Information Management Officer to maintain a functional Nutrition Cluster Information Management system; which includes Monthly and Weekly Partner Reporting, Nutrition Partner database and 4W Matrixes; Capacity Mapping database, Repository of Nutrition Surveys and Cluster Website.

Objective 9: Advocacy and resource mobilization

Identify core advocacy concerns for the cluster, including resource requirements, and ensure key advocacy messages are shared with appropriate stakeholders/decision makers including those within government, the donor community and other UN agencies. Contribute key messages to the broader advocacy initiatives of the Humanitarian Coordinators and other actors; Advocate for donors to fund Nutrition Cluster partners to carry out activities in line with the Nutrition Cluster strategies, and identified priorities while at the same time encouraging cluster participants to mobilize resources for their activities through the usual channels. Coordinate and support the Nutrition Cluster partner application for funding through the various pooled funding mechanisms including CHF, CERF, other Flash and Reserve Funding mechanisms.

Objective 10: Training and capacity development of national/local authorities and civil society

Promote and support training of humanitarian personnel and capacity development of humanitarian partners; based on capacity mapping and understanding of available personnel and institutional capacities. Support efforts to strengthen the capacity of national and state MOH and other national//local authorities and civil society on Nutrition in Emergency related issues.

Objective 11: Cross cutting issues

Ensure that OCHA identified priority crosscutting issues, including gender, HIV and environment; are fully integrated into the nutrition cluster strategy and nutrition cluster partner projects, in line with ISAC guidance and international best practices. Reporting Responsibilities

Who PAH is in South Sudan:
PAH has been working in South Sudan since 2006 as one of the first NGOs established in Jonglei State. We are a small team of committed individuals aiming at delivering tangible and sustainable change in the largest, most populous and most conflicted state of South Sudan. We are needs- and community based, hence aside drilling and repairing boreholes, developing accompanying O&M structures and innovative approaches to sanitation and hygiene promotion, we have also been developing our emergency response capacity. Our Emergency Response Team (ERT) mainly reacts to WASH and NFI needs of populations affected by conflicts and natural disasters, which have been on the increase for the past two years. Thanks to the expertise gathered over the years, we were also appointed to lead WASH Cluster in the state: we coordinate WASH emergency response with partners and hence make sure all vulnerable communities are served at the time of crisis.
Due to the present situation in South Sudan PAH has temporarily cut on its development-oriented projects and is focusing on the response to the current humanitarian crisis.

PAH in South Sudan is looking for a WASH Cluster State Focal Point
The person will hold the following responsibilities:
• Develop and maintain state level cluster contact list and ensure knowledge of who is doing what and where within the sector in Jonglei.
• Facilitate state level cluster meetings, initiated by state level ministry and/or UNICEF via dissemination of meeting announcement, providing NGO updates for absent agencies, and sharing minutes of cluster meeting with central and state level.

In 2012, ACTED has undertaken an expansion of activities in South Sudan. A Juba level coordination office was opened in 2011, and in 2012 the capital office has expanded to provide additional support to our field offices that opened in Bentiu, Unity State, and Malakal, Upper Nile State. The rapidly changing situation in South Sudan over the past months has led ACTED to up-scale its emergency response capacities, while also continuing to provide basic services in the traditional areas of intervention. Since January 2012, ACTED has been providing refugee and IDP assistance in Unity and Upper Nile states. In Maban County, this assistance has focused on the life-saving assistance to refugees from Blue Nile State, Sudan. ACTED as camp manager for Jamam refugee camp has strived to provide the basic needs for the population including shelter, waste management, livelihoods, and construction of community infrastructures. Additionally, ACTED has responded to the new refugee influx in May with the provision of shelter and emergency latrines at transit sites while providing transportation assistance to refugees relocating to permanent settlements. In Unity state, ACTED has focused on the provision of livelihoods assistance to refugees in Nyeel and Pariang refugee camps. ACTED also continues to build on its traditional areas of intervention, focusing on food security and livelihoods in Western Bahr el Ghazal and Warrap, and water, sanitation and hygiene in both states as well. Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan.

III. Position Profile

The Area Coordinator is responsible for the implementation of ACTED’s global mandate in the relevant area, and for the scope of activities developed within this mandate. Responsibilities :

  1. Ensure ACTED Representation in the area of activity

    • Representation vis-à-vis provincial authorities: o Participate in official meetings to ensure maximum visibility vis-à-vis provincial authorities.
    • Representation vis-à-vis Donors: o Establish and update contact details of potential Donors active in the area of activity; o Participate in Donor meetings at provincial level and communicate relevant information to the Country Director; o Circulate the Annual Report.
    • Representation amongst other international organisations: o Participate in inter-NGO Coordination meetings and those of UN Agencies (OCHA, UNDP, UNICEF, FAO, etc.), and any other relevant inter-governmental institution at provincial level; o Ensure maximum visibility of the Agency amongst the NGO community at provincial level; o Lead the production of reports and ensure the timeliness and accuracy of information provided, as well as ensuring confidentiality of sensitive information. More generally, the project manager is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of ACTED’s mandate, ethics, values and stand-point with regard to other actors.
  2. Contribute to the development of a global intervention strategy and to support its implementation at provincial level

    • Analyse the context and develop strategic plans, in consultation with the Country Director: o Gather and analyse information regarding opportunities and risk; o Define an operational strategy for finances and HR.
    • Implement the financial strategy: o Oversee drafting of projects and budget development; o Lead fund-raising and negotiations with Donors in the area of intervention; o Lead the application and adherence to contract terms and requirements; o Supervise overall financial commitments and financial risk.
    • Implement the operational strategy: o Supervise Project Managers of the area of intervention in project implementation; o Help the various teams in negotiations with provincial/local authorities and partners; o Ensure global coordination and complementarity amongst projects within the area of intervention; o Assess activities and ensure efficient use of resources.
    • Oversee reporting procedures: o Develop a reporting schedule with regard to Donor deadlines; o Plan and supervise the development of narrative and financial reports; o Ensure adherence to FLAT procedures. o More generally, communicate systematically to the Country Director the development of the area strategy and its implementation.
  3. Oversee Staff and Security

    • Guide and direct the staff of the area of intervention: o Organise and lead coordination meetings; o Prepare and follow work plans; o Ensure a positive working environment and good team dynamics (solve out potential conflicts); o Promote team working conditions in the limit of private life; o Adapt the organigramme and ToRs of personnel according to the area development; o Undertake regular appraisals of directly supervised colleagues and pass appraisal forms to the Country Administrator with recommendations (new position, changes to contract or salary etc.);
    • Contribute to the recruitment of expatriate staff: o Follow recruitment procedures: plan recruitment needs in advance; draft ToRs for open vacancies; if necessary undertake phone interviews with candidates; When requested by HQ, undertake interviews of expatriate candidates living in the area of intervention.
    • Oversee staff security: o In cooperation with the Area Security Officer, monitor the local security situation and inform both Country Security Officer and Country Director of developments through regular written reports; o Update the security guidelines in the area of intervention; o Ensure that security procedures are respected by the whole staff.

  • Master Level education in a relevant field such as International Relations or Development

IV. Qualifications:

• University degree in Engineering or relevant Electro mechanics specializations. • At least 2 to 4 years work experience in a development, emergency or post-conflict setting, in WatSan interventions. • Excellent written and oral English skills required • Strong project management skills. • Familiarity with different European and other international donor regulations. • Organized and detail oriented, with an ability to multi-task. • Must be able to function effectively in a fluid, loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements. • Must be able to work independently, with minimum supervision, within the context of a larger team. • Willingness to live and work in an insecure environment and to travel regularly to program locations as security allows.

FULL JOB PROFILE

JOB PURPOSE

The programme development and fundraising role is based on collaborative work with the South Sudan programme team to develop strategy and project ideas, turn them into proposals and secure suitable donor funding. This involves facilitation of project design sessions and coordination of proposal development processes with colleagues and partners. Through this work, s/he leads on the conversion of programme concepts into feasible proposals which meet donor requirements. S/he also negotiates with donors on contract details, and ensures engagement of relevant colleagues in finance and programme departments in the review, sign-off and handover process. S/he proactively seeks new donor opportunities and helps ensure the team is kept up to date with donor trends and opportunities. Meanwhile s/he contributes to NP’s overall programme design and fundraising as a member of the programme design and fundraising team. S/he will have supervisory responsibilities of programme officers, communication officer and M&E officer.

KEY OBJECTIVES/RESPONSIBILITIES

Support the South Sudan country team in defining strategy, preparing proposals for donors, and negotiating contracts
•Contribute substantively to strategy development, and help ensure that programme ideas are fundable within the donor opportunities available
•Coordinate the production of finalised proposals with the programme team
•Serve as the lead writer, contributing and soliciting ideas, text, editing and budget design to the programme proposals being created, and package them to meet the specific needs of different donors
•Submit concept papers and proposals to donors, and follow-up with the donors on a continuous basis to monitor progress and to answer questions and provide amendments as necessary
•Conduct and assist in the negotiations of donor contracts – within parameters agreed with the Country Director, Finance Manager and programme managers, and ensuring that costs including overheads are recovered, that NP systems are capable of generating the compliance information required by the contract, and that NP’s best interests are represented
• Help programme colleagues ensure that all project costs are included in budgets and funded – where necessary by submitting proposals to more than one donor

Lead the grant inception process, ensuring that donor contracts are registered and well understood by colleagues who will be responsible for their implementation, and that budgets can be managed and monitored
•Maintain orderly files, and involve all internal stakeholders in communications on fundraising issues
•Prepare a hand-over file for programmes and finance staff following the successful negotiation of donor contracts, ensuring that salient information regarding grant management is clearly flagged and communicated, and that all relevant paperwork is made available
• Convert donor budgets into NP budgets, using internal budget formats and using budget lines which allow the NP accounting system to be used to generate donor finance reports
• Assist programmes in interpreting the terms of, and in re-negotiating ongoing donor contracts when requested

Contribute to NP’s knowledge of donor priorities, opportunities and special needs/interests
• Be responsive to the leadership provided by the Country Director and the Director of Programming and play a proactive role as a member of the fund-raising team, working on specific tasks and internal projects as agreed
• Maintain a watching brief on donors and inform colleagues as necessary on specific funding opportunities appropriate for NP, and on changes in donor strategy or rules and guidelines
• Advise on decisions about which project ideas to submit for specific funding opportunities
• Keep NP’s global fundraising team informed about fundraising plans of his/her programmes dept., so as to anticipate any conflicts internally or confusion on the part of donors
• Proactively seek information on potential donor opportunities for the programmes within his/her dept., and help programme colleagues adapt their programming ideas to suit particular donor interests
• Stay alert to funding opportunities other than direct grants from donors, e.g. as a sub grantee or consortium member

Personnel Management
• S/he will be the line manager for the Programme Officer (s), Communication Officer and M&E Officer, providing leadership, motivation and coordination for this multifaceted team
•Coordinate division of tasks and priorities among Program Development and Fundraising Team, assuring overall priorities are met
