Proposals received after the stipulated date and time will be invalidated.

It is important that you read all of the provisions of the request for proposal, to ensure that you understand UNICEF’s requirements and can submit a proposal in compliance with them. Note that failure to provide compliant proposals may result in invalidation of your proposal.

            1.0 PROCEDURES AND RULES     

1.1 ORGANISATIONAL BACKGROUND

UNICEF is the agency of the United Nations mandated to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. Guided by the Convention on the Rights of the Child UNICEF strives to establish children’s rights as international standards of behaviour towards children. UNICEF’s role is to mobilise political will and material resources to help countries ensure a “first call for children". UNICEF is committed to ensuring special protection for the most disadvantaged children.

UNICEF carries out its work through it headquarters in New York, 8 regional offices and 125 country offices world-wide. UNICEF also has a research centre in Florence, a supply operation based in Copenhagen and offices in Tokyo and Brussels. UNICEF’s 37 committees raise funds and spread awareness about the organisations mission and work.

1.2 PURPOSE OF THE RFP

The purpose of this RFP is to invite proposals for:

Long term agreement with organization that develops content for Radio and broadcasts on 31 radio stations across the country

1.3 FORECAST SCHEDULE

The schedule of the contractual process is as follows: a) Closing date and time for submission of full proposal: 12:00 noon 03/02/2014 b) Award Notice: N/A c) Signature of contract: N/A

1.4 RFP CHANGE POLICY

All requests for formal clarification or queries on this RFP must be submitted in writing to Anu Puri via e-mail at [apuri@unicef.org]. Please make sure that the e-mail mentions the RFP reference number.

Only written inquiries will be entertained. Please be informed that if the question is of common interest, the answer will be shared with all potential RFP bidders.

Erasures or other corrections in the proposal must be explained and the signature of the applicant shown alongside. All changes to a proposal must be received prior to the closing time and date. It must be clearly indicated that it is a modification and supersedes the earlier proposal, or state the changes from the original proposal. Proposals may be withdrawn on written request received from bidders prior to the opening time and date. Bidders are expected to examine all instructions pertaining to the work. Failure to do so will be at bidder’s own risk and disadvantage.

1.5 RFP RESPONSE FORMAT

Full proposals should be submitted in ENGLISH and must be received not later 03/02//2014 at 12:00 noon in three (03) original copies, duly signed and dated. Bidders must submit a sealed proposal, with two separate sealed envelopes inside for a) the Technical Proposal and b) the Price Proposal.

Sealed proposals must be securely closed in suitable envelopes and dispatched to arrive at the UNICEF office indicated no later than the closing time and date. They must be clearly marked as follows: • Outer envelope: Name of company RFP number UNICEF South Sudan, Juba Office

Proposals received in any other manner will be invalidated.

Sealed proposals received prior to the stated closing time and date will be kept unopened. The responsible officers will open technical proposals [publicly] when the specified time has arrived and no proposal received thereafter will be considered. UNICEF will accept no responsibility for the premature opening of a proposal not properly addressed or identified. Any delays encountered in the mail delivery will be at the risk of the bidder.

Offers delivered at a different address or in a different form than prescribed in this RFP, or which do not respect the required confidentiality, or received after the designated time and date, will be rejected.

All references to descriptive materials should be included in the appropriate response paragraph, though the material/documents themselves may be provided as annexes to the proposal/response.

The bidder must also provide sufficient information in the proposal to address each area of the Proposal Evaluation contained in 1.10 to allow the evaluation team to make a fair assessment of the candidates and their proposal.

1.6 BIDDER RESPONSE

1.6.1 Formal submission requirements The formal submission requirements as outlined in this Request for Proposal must be followed, e.g. regarding form and timing of submission, marking of the envelopes, no price information in the technical proposal, etc.

1.6.2 Bid Form The completed and signed bid form must be submitted together with the proposal. 1.6.3 Mandatory criteria All mandatory (i.e. must/have to/shall/should) criteria mentioned throughout this Request for Proposal have to be addressed and met in your proposal.

1.6.4 Technical Proposal The technical proposal should address all aspects and criteria outlined in this Request for Proposal, especially in its statement of work, terms of reference and paragraph 1.10 of this Request for Proposal. However, all these requirements represent a wish list from UNICEF. The bidders are free to suggest/ propose any other solution. UNICEF welcomes new ideas and innovative approaches.

No price information should be contained in the technical proposal.

Technical Proposal

The reference RFP/JB/14/01 must be shown on the envelope containing the Technical Proposal detailing all the specifications and scope of work.

Price Proposal

The Price Proposal detailing all the rates and the total amount involved to execute the work should be sealed in a separate envelope.

b. Financial evaluation:

The maximum score assigned to the price proposal (e.g. 30 in our example) is allocated to the lowest priced proposal. All other price proposals receive scores in inverse proportion according to the following formula: Score for price proposal X = (Maximum score for price proposal (e.g. 30) * Price of lowest priced proposal)/Price of proposal X

1.6.5 Price Proposal The price proposal should be as per but not limited to paragraph 1.10 of this Request for Proposal.

1.7 CONFIDENTIAL INFORMATION

Information, which the bidder considers proprietary, should be clearly marked "proprietary", if any, next to the relevant part of the text, and UNICEF will treat such information accordingly.

1.8 RIGHTS OF UNICEF

UNICEF reserves the right to accept any proposal, in whole or in part; or, to reject any or all proposals. UNICEF reserves the right to invalidate any Proposal received from a Bidder who has previously failed to perform properly or complete contracts on time, or a Proposal received from a Bidder who, in the opinion of UNICEF, is not in a position to perform the contract. UNICEF shall not be held responsible for any cost incurred by the Bidder in preparing the response to this Request for Proposal. The Bidder agrees to be bound by the decision of UNICEF as to whether her/his proposal meets the requirements stated in this Request for Proposal. Specifically, UNICEF reserves the right to: - contact any or all references supplied by the bidder(s); - request additional supporting or supplementary data (from the bidder(s)); - arrange interviews with the bidder(s); - reject any or all proposals submitted; - accept any proposals in whole or in part; - negotiate with the contractor(s) who has/have attained the best rating/ranking, i.e. the one(s) providing the overall best value proposal(s); - Contract any number of candidates as required to achieve the overall evaluation objectives.

1.9 PROPOSAL OPENING

Proposals will be publicly opened at 12:00 noon on 03/02/2014 at UNICEF, South Sudan - Juba Office.

1.10 PROPOSAL EVALUATION

After the public opening, each proposal will be assessed first on its technical merits and subsequently on its price. The proposal with the best overall value, composed of technical merit and price, will be recommended for approval. UNICEF will set up an evaluation panel composed of technical UNICEF staff and their conclusions will be forwarded to the internal UNICEF Contracts Review Committee.

The evaluation panel will first evaluate each response for compliance with the requirements of this RFP. Responses deemed not to meet all of the mandatory requirements will be considered non-compliant and rejected at this stage without further consideration. Failure to comply with any of the terms and conditions contained in this RFP, including provision of all required information, may result in a response or proposal being disqualified from further consideration.

UNICEF will award the contract to the contractor’s whose response is of high quality, clear and meets the projects goals. Below is the evaluation criterion:

The price/cost of each of the technically compliant proposals shall be considered only upon evaluation of the above technical criteria.

The bidders should ensure that all pricing information is provided in accordance with the following: The currency of the proposal shall be in SSP. Invoicing will be in the currency of the proposal. The bidder will suggest a payment schedule for the Contract, linked to unambiguous Contract milestones. All prices/rates quoted must be exclusive of all taxes as UNICEF is a tax-exempt organization.

1.11 PROPERTY OF UNICEF

This RFP, along with any responses there to, shall be considered the property of UNICEF and the proposals will not be returned to their originators. In submitting this proposal the bidder will accept the decision of UNICEF as to whether the proposal meets the requirements stated in this RFP.

1.12 VALIDITY

Proposal must be valid for a minimum of ninety (90) days from the date of opening of this RFP and must be signed by all candidates included in the submission. For proposals from institutions, the proposal must also be signed by an authorised representative of the institution. Bidders are requested to indicate the validity period of their proposal in the Proposal Form. UNICEF may also request for an extension of the validity of the proposal.

1.13 CONTRACTUAL TERMS AND CONDITIONS

The UNICEF Special and General Terms and Conditions are attached and will form part of any contract resulting from this RFP.

1.14 FULL RIGHT TO USE AND SELL

T The bidder warrants that it has not and shall not enter into any agreement or arrangement that restrains or restricts UNICEF or the recipient Governments rights to use, sell, dispose of or, otherwise, deal with any item that may be acquired under any resulting Contract.

1.15 PAYMENT TERMS

Within 30 days upon satisfactory of service rendered and receipt of invoice.

ANNEX I – STATEMENT OF WORK AND TERMS OF REFERENCE

Background and Justification In addition to the current security situation that has resulted in tens of thousands of Internally Displaced Persons, South Sudan is grappling with many health related issues which have a direct impact on the lives of children and women.. The Government has planned several initiatives in the coming months to reach vulnerable population with the information on critical life-saving and survival behaviors.

The above mentioned initiatives include several immunization campaigns for 2014, which are listed below for reference as an example. These are likely to be amended and with additional campaigns added as and when required.

• Polio: February, March, November and December (countrywide) • Measles: March (countrywide) • Meningitis A vaccine: October and November (State/region-wise) • Introduction of Pentavalent vaccines: April • Routine Immunization: For the entire year, countrywide

(Immunization is being used as an example to assess the technical capacities of the bidding agencies.)

Purpose Under the technical guidance of UNICEF, the agency shall develop and implement a media plan for the broadcasting of radio spots to raise knowledge on the campaign dates and importance of behaviors promoted through communication campaigns for Immunization, polio, and on other sectoral interventions.

Specific tasks • Develop and produce ready to air radio spots of one minute duration in English and 8-11 South Sudanese languages

• Make amendments/edits/date changes in the existing radio spots with UNICEF in English and other 8-11 languages

• Develop a media plan along with cost for airing of radio spots, arrange distribution, placement of spots on the radio stations across the country and monitoring of radio spots.

Expected Deliverables for each campaign • New spots of 60 seconds in English and in other 8-11 languages in ready to air format on CDs on respective assigned campaigns. The messages have to be pre-tested before broadcasting. UNICEF will support pre-testing of messages/scripts. • A detailed media plan for each campaign. Radio spots will be aired, starting 3 days prior to the campaign and will go on till the end of the campaign. So the radio spots will be aired for total 7 days each campaign. • Monitoring report of radio spots aired.

Expected background and Experience • A media agency with the knowledge and access to the latest information on the media environment with demonstrated experience in developing and executing media plans with monitoring system and MIS, including systems for data collection, analysis and feedback. • Proven technical capacity and abilities to meet deadlines. • Agency team able to dedicate to the UNICEF Project • Team should have fluency in spoken and written English; knowledge local languages (Arabic, Dinka, Nuer, Zande, Bari, Acholi, Shilluk, Murli, and others) is desirable • Experience in working with UNICEF and other UN agencies is an advantage • Demonstrated experience in assignments relating to management of behavior change communication • A qualified multi-disciplinary team with relevant experience in development sector and management of communication

Other expected background and Experience • Proven capacity to deliver in the area of need as per the terms of reference. • Relevant experience with similar projects in South Sudan, where local actors are used. • Ability to meet tight deadlines and competing priorities. • Ability to assimilate and communicate complex audio messages in an engaging and child friendly manner • Awareness and/or experience with UNICEF’s humanitarian principles. • Awareness and/or experience with UNICEF’s activities in South Sudan • In-house ability or access to translation facilities in at least 8-11 major South Sudanese languages.

General Conditions • The contractor is expected to be equipped with the appropriate production tools. • The contractor will work from their own office and will make arrangements for transportation of the approved product to UNICEF office. • The contractor should provide his/her own materials i.e computer, office supplies etc • All completed products are the property of UNICEF and cannot be used or replicated without written consent of UNICEF. • All radio spots will end with a message provided in advanced by UNICEF, for example: “Issued in the public interest by the Ministry of Health and produced with assistance from UNICEF South Sudan”.

Payment • 10% on the approval of the script and materials • 90% on delivery of the balance of materials, submission of the invoice against approved services provided.

Policies both parties should be aware of: • No job should be commenced unless the Purchase order is signed by both UNICEF and the Contractor • The contractor is not entitled to payments of overtime. All remuneration must be within the Purchase order. • The contractor will not have supervisory responsibilities or authority on UNICEF budget • All appropriate and formal approvals must be received from UNICEF before any materials are finally submitted by the contractor • Payment for the job completed will be done only after the job is fully certified that it is satisfactory.

ANNEX II - UNICEF SPECIAL TERMS AND CONDITIONS

  1. UNETHICAL BEHAVIOUR

UNICEF strictly enforces a policy of zero tolerance concerning unethical, unprofessional or fraudulent acts of UNICEF bidders. Accordingly, any registered bidder that is found to have undertaken unethical, unprofessional or fraudulent activities will be suspended or forbidden from continuing business relations with UNICEF.

  1. CORRUPT AND FRAUDULENT PRACTICES UNICEF requires that all bidders associated with this Invitation to Bid/Request for Proposal observe the highest standard of ethics during procurement and execution of the work. In pursuance of this policy UNICEF

(a) Defines for the purpose of this provision the terms set forth as follows:

(i) corrupt practice means the offering, giving, receiving or soliciting of anything of value to influence the action of a public official in the procurement process or in the execution of a contract, and

(ii) fraudulent practice means a misrepresentation of facts in order to influence a procurement process or the execution of a contract to the detriment of the client, and includes collusive practice among bidders (prior to or after bid submission) designed to establish bid prices at artificial non-competitive levels and to deprive the client of the benefits of free and open competition;

(b) Will reject a proposal for award if it determines that the selected supplier/contractor have engaged in any corrupt or fraudulent practices in competing for the contract in question;

(c) Will declare a bidder ineligible, either indefinitely or for a stated period of time, to be awarded a UNICEF-financed contract if at any time it determines that it has engaged in any corrupt or fraudulent practices in competing for, or in executing a UNICEF-financed contract.

  1. GUIDELINES ON GIFTS AND HOSPITALITY Bidders shall not offer gifts or hospitality to UNICEF staff members. Recreational trips to sporting or cultural events, theme parks or offers of holidays, transportation, or invitations to extravagant lunches or dinners are also prohibited.

  2. LATE DELIVERY Without limiting any other rights or obligations of the parties hereunder, if the contractor will be unable to deliver the services by the delivery date stipulated in the Contract, the contractor shall (i) immediately consult with UNICEF to determine the most expeditious means for delivering the services and (ii) use an expedited means of delivery, at the contractor's cost, if reasonably so requested by UNICEF.

  3. RIGHTS OF UNICEF In case of failure by the contractor to perform under the terms and conditions of this Contract, UNICEF may, after giving the contractor reasonable notice to perform and without prejudice to any other rights or remedies, exercise one or more of the following rights:

(a) Procure all or part of the services from other sources, in which event UNICEF may hold the contractor responsible for any excess cost occasioned thereby. In exercising such rights UNICEF shall mitigate its damages in good faith;

(b) refuse to accept delivery of all or part of the services;

(c) terminate the Contract without any liability for termination charges or any other liability of any kind of UNICEF;

(d) for late delivery of services or for services which do not meet UNICEF’s terms of reference/statement of work and are therefore rejected by UNICEF, claim liquidated damages from the contractor and deducts 0.5% of the value of the services pursuant to a Contract per additional day of delay, up to a maximum of 10% of the value of the Contract. The payment or deduction of such liquidated damages shall not relieve the contractor from any of its other obligations or liabilities pursuant to this Contract. ANNEX III - UNICEF GENERAL TERMS AND CONDITIONS FOR INSTITUTIONAL/ CORPORATE CONTRACTS

  1. ACKNOWLEDGMENT COPY

Signing and returning the acknowledgment copy of a contract issued by UNICEF or beginning work under that contract shall constitute acceptance of a binding agreement between UNICEF and the contractor.

  1. DELIVERY DATE

Delivery Date to be understood as the time the contract work is completed at the location indicated under Delivery Terms.

  1. PAYMENT TERMS

(a) UNICEF shall, unless otherwise specified in the contract, make payment within 30 days of receipt of the contractor's invoice which is issued only upon UNICEF’s acceptance of the work specified in the contract.

(b) Payment against the invoice referred to above will reflect any discount shown under the payment terms provided payment is made within the period shown in the payment terms of the contract.

(c) The prices shown in the contract cannot be increased except by express written agreement by UNICEF.

  1. LIMITATION OF EXPENDITURE

No increase in the total liability to UNICEF or in the price of the work resulting from design changes, modifications, or interpretations of the statement of work will be authorized or paid to the contractor unless such changes have been approved by the contracting authority through an amendment to this contract prior to incorporation in the work.

  1. TAX EXEMPTION

Section 7 of the Convention on the Privileges and Immunities of the United Nations provides, inter alia, that the UN, including its subsidiary organs, is exempt from all direct taxes and is exempt from customs duties in respect of articles imported or exported for its official use. Accordingly, the contractor authorizes UNICEF to deduct from the contractor's invoice any amount representing such taxes or duties charged by the contractor to UNICEF. Payment of such corrected invoice amount shall constitute full payment by UNICEF. In the event any taxing authority refuses to recognize the UN exemption from such taxes, the contractor shall immediately consult with UNICEF to determine a mutually acceptable procedure. Accordingly, the contractor authorizes UNICEF to deduct from the contractor’s invoice any amount representing such taxes, duties, or charges, unless the contractor has consulted with UNICEF before the payment thereof and UNICEF has, in each instance, specifically authorized the contractor to pay such taxes, duties or charges under protest. In that event, the contractor shall provide UNICEF with written evidence that payment of such taxes, duties or charges has been made and appropriately authorized.

  1. LEGAL STATUS.

The contractor shall be considered as having the legal status of an independent contractor vis-à-vis UNICEF. The contractor’s personnel and sub-contractors shall not be considered in any respect as being the employees or agents of UNICEF.

  1. CONTRACTOR’S RESPONSIBILITY FOR EMPLOYEES

The contractor shall be responsible for the professional and technical competence of its employees and will select, for work under this Contract, reliable individuals who will perform effectively in the implementation of the Contract, respect the local customs and conform to a high standard of moral and ethical conduct.

  1. INDEMNIFICATION

The contractor shall indemnify, hold and save harmless and defend, at its own expense, UNICEF, its officials, agents, servants and employees, from and against all suits, claims, demands and liability of any nature or kind, including their costs and expenses, arising out of the acts or omissions of the contractor or its employees or sub-contractors in the performance of this Contract. This provision shall extend, inter alia, to claims and liability in the nature of workmen’s compensation, product liability and liability arising out of the use of patented inventions or devices, copyrighted material or other intellectual property by the contractor, its employees, officers, agents, servants or sub-contractors. The obligations under this Article do not lapse upon termination of this Contract.

  1. INSURANCE AND LIABILITIES TO THIRD PARTIES

(a) The contractor shall provide and thereafter maintain insurance against all risks in respect of its property and any equipment used for the execution of this Contract.

(b) The contractor shall provide and thereafter maintain all appropriate workmen’s compensation and liability insurance, or its equivalent, with respect to its employees to cover claims for death, bodily injury or damage to property arising from the execution of this Contract. The contractor represents that the liability insurance includes sub-contractors.

(c) The contractor shall also provide and thereafter maintain liability insurance in an adequate amount to cover third party claims for death or bodily injury, or loss of or damage to property, arising from or in connection with the provision of work under this Contract or the operation of any vehicles, boats, airplanes or other equipment owned or leased by the contractor or its agents, servants, employees or sub-contractors performing work or services in connection with this Contract.

(d) Except for the workmen’s compensation insurance, the insurance policies under this Article shall:

(i) Name UNICEF as additional insured;

(ii) Include a waiver of subrogation of the contractor’s rights to the insurance carrier against UNICEF;

(iii) Provide that UNICEF shall receive thirty (30) days written notice from the insurers prior to any cancellation or change of coverage.

(e) The contractor shall, upon request, provide UNICEF with satisfactory evidence of the insurance required under this Article.

  1. SOURCE OF INSTRUCTIONS

The contractor shall neither seek nor accept instructions from any authority external to UNICEF in connection with the performance of its services under this Contract. The contractor shall refrain from any action which may adversely affect UNICEF or the United Nations and shall fulfill its commitments with the fullest regard to the interests of UNICEF.

  1. ENCUMBRANCES/LIENS

The contractor shall not cause or permit any lien, attachment or other encumbrance by any person to be placed on file or to remain on file in any public office or on file with UNICEF against any monies due or to become due for any work done or materials furnished under this Contract, or by reason of any other claim or demand against the contractor.

  1. TITLE TO EQUIPMENT

Title to any equipment and supplies which may be furnished by UNICEF shall rest with UNICEF and any such equipment shall be returned to UNICEF at the conclusion of this Contract or when no longer needed by the contractor. Such equipment when returned to UNICEF shall be in the same condition as when delivered to the contractor, subject to normal wear and tear.

  1. COPYRIGHT, PATENTS AND OTHER PROPRIETARY RIGHTS

UNICEF shall be entitled to all intellectual property and other proprietary rights including but not limited to patents, copyrights and trademarks, with regard to documents and other materials which bear a direct relation to or are prepared or collected in consequence or in the course of the execution of this contract. At UNICEF's request, the contractor shall take all necessary steps, execute all necessary documents and generally assist in securing such proprietary rights and transferring them to the UNICEF in compliance with the requirements of the applicable law.

  1. CONFIDENTIAL NATURE OF DOCUMENTS

(a) All maps, drawings, photographs, mosaics, plans, reports, recommendations, estimates, documents and all other data compiled by or received by the contractor under this Contract shall be the property of UNICEF, shall be treated as confidential and shall be delivered only to the UN authorized officials on completion of work under this Contract.

(b) The contractor may not communicate any time to any other person, Government or authority external to UNICEF, any information known to it by reason of its association with UNICEF which has not been made public except with the authorization of the UNICEF; nor shall the contractor at any time use such information to private advantage. These obligations do not lapse upon termination of this Contract with UNICEF.

  1. FORCE MAJEURE; OTHER CHANGES IN CONDITIONS

(a) In the event of and as soon as possible after the occurrence of any cause constituting force majeure, the contractor shall give notice and full particulars in writing to UNICEF of such occurrence or change if the contractor is thereby rendered unable, wholly or in part, to perform its obligations and meet its responsibilities under this Contract. The contractor shall also notify UNICEF of any other changes in conditions or the occurrence of any event which interferes or threatens to interfere with its performance of the Contract. On receipt of the notice required under this Article, UNICEF shall take such action as, in its sole discretion; it considers to be appropriate or necessary in the circumstances, including the granting to the contractor of a reasonable extension of time in which to perform its obligations under the Contract.

(b) If the contractor is rendered permanently unable, wholly, or in part, by reason of force majeure to perform its obligations and meet its responsibilities under this Contract, UNICEF shall have the right to suspend or terminate this Contract on the same terms and conditions as are provided for in Article 14, “Termination”, except that the period of notice shall be seven (7) days instead of thirty (30) days.

(c) Force majeure as used in this Article means acts of God, war (whether declared or not), invasion, revolution, insurrection or other acts of a similar nature or force.

  1. TERMINATION

If the contractor fails to deliver any or all of the deliverables within the time period(s) specified in the contract, or fails to perform any of the terms, conditions, or obligations of the contract, or should the contractor be adjudged bankrupt, or be liquidated or become insolvent, or should the contractor make an assignment for the benefit of its creditors, or should a Receiver be appointed on account of the insolvency of the contractor, UNICEF may, without prejudice to any other right or remedy it may have under the terms of these conditions, terminate the Contract, forthwith, in whole or in part, upon thirty (30) days’ notice to the contractor.

UNICEF reserves the right to terminate without cause this Contract at any time upon thirty (30) days prior written notice to the contractor, in which case UNICEF shall reimburse the contractor for all reasonable costs incurred by the contractor prior to receipt of the notice of termination.

In the event of any termination no payment shall be due from UNICEF to the contractor except for work and services satisfactorily performed in conformity with the express terms of this contract.

Upon the giving of such notice, the contractor shall have no claim for any further payment, but shall remain liable to UNICEF for reasonable loss or damage which may be suffered by UNICEF for reason of the default. The contractor shall not be liable for any loss or damage if the failure to perform the contract arises out of force majeure.

Upon termination of the contract, UNICEF may require the contractor to deliver any finished work which has not been delivered and accepted, prior to such termination and any materials or work-in-process related specifically to this contract. Subject to the deduction of any claim UNICEF may have arising out of this contract or termination, UNICEF will pay the value of all such finished work delivered and accepted by UNICEF.

The initiation of arbitral proceedings in accordance with Article 22 “Settlement of Disputes” below shall not be deemed a termination of this Contract.

  1. SUB-CONTRACTING

In the event the contractor requires the services of subcontractors, the contractor shall obtain the prior written approval and clearance of UNICEF for all sub-contractors. The approval of UNICEF of a sub-contractor shall not relieve the contractor of any of its obligations under this Contract. The terms of any sub-contract shall be subject to and in conformity with the provisions of this Contract.

  1. ASSIGNMENT AND INSOLVENCY

  2. The contractor shall not, except after obtaining the written consent of UNICEF, assign, transfer, pledge or make other dispositions of the Contract, or any part thereof, of the contractor's rights or obligations under the Contract.

  3. Should the contractor become insolvent or should control of the contractor change by virtue of insolvency, UNICEF may, without prejudice to any other rights or remedies, terminate the Contract by giving the contractor written notice of termination.

  4. USE OF UNITED NATIONS AND UNICEF NAME AND EMBLEM

The contractor shall not use the name, emblem or official seal of the United Nations or UNICEF or any abbreviation of these names for any purpose.

  1. OFFICIALS NOT TO BENEFIT

The contractor warrants that no official of UNICEF or the United Nations has received or will be offered by the contractor any direct or indirect benefit arising from this Contract or the award thereof. The contractor agrees that breach of this provision is a breach of an essential term of the Contract.

  1. PROHIBITION ON ADVERTISING

The contractor shall not advertise or otherwise make public that the Contractor is furnishing goods or services to UNICEF without specific permission of UNICEF.

  1. SETTLEMENT OF DISPUTES

Amicable Settlement

The Parties shall use their best efforts to settle amicably any dispute, controversy or claim arising out of, or relating to this Contract or the breach, termination or invalidity thereof. Where the parties wish to seek such an amicable settlement through conciliation, the conciliation shall take place in accordance with the UNCITRAL Conciliation Rules then obtaining, or according to such other procedure as may be agreed between the parties.

Arbitration

Any dispute, controversy or claim between the Parties arising out of this Contract or the breach, termination or invalidity thereof, unless settled amicably under the preceding paragraph of this Article within sixty (60) days after receipt by one Party or the other Party’s request for such amicable settlement, shall be referred by either Party to arbitration in accordance with the UNCITRAL Arbitration Rules then obtaining. The arbitral tribunal shall have no authority to award punitive damages. In addition, the arbitral tribunal shall have no authority to award interest in excess of six percent (6%) and any such interest shall be simple interest only. The Parties shall be bound by any arbitration award rendered as a result of such arbitration as the final adjudication of any such controversy, claim or dispute.

  1. PRIVILEGES AND IMMUNITIES

The privileges and immunities of the UN, including its subsidiary organs, are not waived.

  1. CHILD LABOR

UNICEF fully subscribes to the Convention on the Rights of the Child and draws the attention of potential suppliers to Article 32 of the Convention which inter alia requires that a child shall be protected from performing any work that is likely to be hazardous or to interfere with the child's education, or to be harmful to the child's health or physical, mental, spiritual, moral or social development.

  1. ANTI-PERSONNEL MINES

UNICEF supports an international ban on the manufacture of anti-personnel mines. Anti-personnel mines have killed and maimed thousands of people, of whom a large proportion is children and women. Anti-personnel mines present a serious obstacle to the return of populations displaced from their residences by fighting around their villages and homes. UNICEF has, therefore, decided not to purchase products from companies that sell or manufacture anti-personnel mines or their components.

  1. AUTHORITY TO MODIFY

No modification or change in this Contract, no waiver of any of its provisions or any additional contractual relationship of any kind with the contractor shall be valid and enforceable against UNICEF unless provided by an amendment to this Contract signed by the authorized official of UNICEF.

  1. REPLACEMENT OF PERSONNEL

UNICEF reserves the right to request the contractor to replace the assigned personnel if they are not performing to a level that UNICEF considers satisfactory. After written notification, the contractor will provide curriculum vitae of appropriate candidates within three (3) working days for UNICEF review and approval. The contractor must replace the unsatisfactory personnel within seven (7) working days of UNICEF’s selection.

If one or more key personnel become unavailable, for any reason, for work under the contract, the contractor shall (i) notify the project authority at least fourteen (14) days in advance, and (ii) obtain the project authority’s approval prior to making any substitution of key personnel. Key personnel are designated as follows:

(a) Personnel identified in the proposal as key individuals (as a minimum, partners, managers, senior auditors) to be assigned for participation in the performance of the contract.

(b) Personnel whose resumes were submitted with the proposal; and

(c) Individuals who are designated as key personnel by agreement of the contractor and UNICEF during negotiations.

In notifying the project authority, the contractor shall provide an explanation of circumstances necessitating the proposed replacement(s) and submit justification and qualification of replacement personnel in sufficient detail to permit evaluation of the impact on the engagement.

Acceptance of a replacement person by the project authority shall not relieve the contractor from responsibility for failure to meet the requirements of the contract.

PROGRAM BACKGROUND International Medical Corps is currently implementing approximately 15 programs across nine sites in South Sudan. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.

JOB SUMMARY The Logistics Coordinator is responsible for managing and supervising the departments or sections of general administration, logistics and procurement. The portfolio includes procurement of approximately 0.5m US$ worth materials and inputs for the program in a year, management of a fleet 15+ vehicles dispersed in 5 States, care and maintenance of 10+ facilities, management and control of a large inventory including oversight to warehouses and management of communication equipment in 9 locations including Juba. The position will also be involved in providing extensive support to emergency response that the country mission is mounting across 4 States. Special aptitude in solving problems, paying attention to details, staying on top of everything and commitment to building capacity of national staff are pre-requisite for success in this fast-moving, complex and dynamic position.

ESSENTIAL RESPONSIBILITIES - Manage mission Supply Chain and ensure implementation of International Medical Corps procurement and logistics policies & procedures while observing respective donor regulations and local law. - Ensure continued support to building capacity of national logistics team. NRCs Roving Security Advisor has developed security plans and other procedure for the existing NRC offices but within weeks the security environment in South Sudan including Juba has drastically changed and therefore needs a careful review to ensure staff safety while implementing the programmes in the Country.

The Security Adviser shall act as focal point by undertaking a security technical quality assurance and support function, ensure predictable access to beneficiaries through close cooperation and coordination with programme, achieved while holding an advisory role to the CD.

Job description

As part of the Country Management Team, and by cooperation and supervision of the CD, contribute to the fulfillment of the aims and objectives for NRC presence in South Sudan and establish a sound culture of security and attitude to risk.

Report non-compliance to NRC MOSS and any deviation from accountable risk management good practice that challenge the set global and country risk tolerance to CD and Security section Head Office.
Advice the CD, and act on the CD’s behalf in implementation of effective mitigating safety and security measures.
Upon request or when observation of critical shortcomings to organisational red lines, risk tolerance, or risk management good practice, undertake MOSS audit, and recommend investigational first steps to disclose breaches of NRC policies to CD and Director of Security.
Contribute to establishment and uphold of Country operations red lines and risk tolerance.
Specific responsibilities are:
Follow up on developed security plans, provide necessary training to ensure implementation of the plans and other SOPs.
Continuously asses the security status of NRCs operational areas and recommend enhanced security measures for implementation where necessary.
Contribute to the strategic planning of NRCs South Sudan Country Program based on the security environment in the country.

Job description

As part of the Country Management Team and in conjunction with the CD, and by cooperation and supervision of the team, identify opportunities, initiate, plan, develop and contribute to the fulfillment of the aims and objectives for NRC presence in South Sudan.
Lead in the formulation, implementation and monitoring of an Emergency response programme including the design of projects to meet the country programme objectives in line with NRCs mandate, policies, strategies and relevant CCs.

Through a holistic women and girls’ wellness program strategy, the IRC provides essential reproductive health and gender-based violence services for refugees in Ajoung Thok Refugee camp.

SCOPE OF WORK:
The Women’s Protection and Empowerment (WPE) Program Manager is responsible for ensuring smooth implementation of IRC’s community wellness program daily project activities in Ajoung Thok refugee camp and to ensure that the goals and objectives of the program are met. S/He will provide supervision and direction to the WPE project team, with an emphasis on ensuring GBV survivors’ access to safe and appropriate health and psychosocial services, including clinical care for survivors of sexual assault, safe and confidential GBV case referrals, quality psychosocial initiatives, case management, one-on-one counseling, and group support activities in line with the IRC’s GBV Emergency Program Model and international best practices for GBV interventions.

The WPE Program Manager will be based in Ajoung Thok refugee camp, Unity State, and reports to the WPE Coordinator based in Juba.

RESPONSI BILITIES:
  Program Management & Development

 ---Oversee the implementation of GBV prevention and response activities in Ajoung Thok refugee camp to ensure the program is implemented according to schedule and budgets, international standards, and that WPE program objectives are met
 ---Establish networks with UN, NGO, and community partners to promote technical capacity and strengthen the GBV referral pathway and ensure survivors’ access to safe, timely and confidential health, psychosocial, case management and all other GBV-related services and care.

In 2012, ACTED has undertaken an expansion of activities in South Sudan. A Juba level coordination office was opened in 2011, and in 2012 the capital office has expanded to provide additional support to our field offices that opened in Bentiu, Unity State, and Malakal, Upper Nile State. The rapidly changing situation in South Sudan over the past months has led ACTED to up-scale its emergency response capacities, while also continuing to provide basic services in the traditional areas of intervention. Since January 2012, ACTED has been providing refugee and IDP assistance in Unity and Upper Nile states. In Maban County, this assistance has focused on the life-saving assistance to refugees from Blue Nile State, Sudan. ACTED as camp manager for Jamam refugee camp has strived to provide the basic needs for the population including shelter, waste management, livelihoods, and construction of community infrastructures. Additionally, ACTED has responded to the new refugee influx in May with the provision of shelter and emergency latrines at transit sites while providing transportation assistance to refugees relocating to permanent settlements. In Unity state, ACTED has focused on the provision of livelihoods assistance to refugees in Nyeel and Pariang refugee camps. ACTED also continues to build on its traditional areas of intervention, focusing on food security and livelihoods in Western Bahr el Ghazal and Warrap, and water, sanitation and hygiene in both states as well. Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan.

III. Position Profile

The CFO is responsible for ACTED accounting and financial management in-country. The CFO ensures that national legislation is adhered to, and that the country specific standards and rules are applied in the aim of protecting ACTED interests and ensuring efficient use of resources. 1. Accounting and Financial Management - Accountancy: Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc.; Verify and compile monthly accounts from each base; Communicate accounts on a monthly basis to HQ, respecting SAGA procedures and deadlines; Manage the presentation, circulation, filing and archiving of accounting and financial documents in conformity with FLAT procedures; - Treasury: Open/close bank accounts on the authority of the General Delegate; Oversee the management of bank accounts: follow transfers, check balances, check authorised visas; Supervise the management of safes and cash: available amount, balance checks, security instructions; Assess monthly cash-flow needs for projects and bases and communicate cash requests to the HQ; Manage money transfers, bases cash-supply and amounts in circulation, whilst defining payment procedures (bank transfer, cheque, cash etc.); - Commitment of expenditure: Set up and formalise procedures for the commitment of expendiure, conform to ACTED procurement guidelines: collect visas of authorised staff members, set-up commitment ceiling in local currencies, define methods and timescales for payment according to local practices; Ensure that procedures are adhered to in terms of contracts and payments; Ensure that proofs of purchase are valid (contracts, orders, bills, inoices, delivery receipts etc); 2.  Establish and ensure a transparent system of management including the coordination of services and other activities.  Supervise the mobilization and the participation of the population allocated in the management system of the camp, with a focus on the insertion of the women  Supervise the maintenance of the infrastructure of the camp.  Set up an information management system in the camp, including the collection and the supply of data and the transparent sharing of the information.  Follow-up the supply of services in all the sectors of the camp according to the agreed directives, the standards and indicators.  Identify the gaps, estimate and analyze the needs of the camp to avoid the duplication of services and gaps in the help and the protection of the displaced population.

Specific responsibilities:

 Set up committees of camp in all the sectors, and make sure that equal access is made for men/women, boys/girls.  Follow-up and ensure that the committees of camps act and behave according to the agreed Code of conduct.  Favor the self-sufficiency of the population of the camp and the empowerment in decision-making in the camp management.  Organize and execute, and\or oversee the follow-up of the recording of the population of the camp, update the data of the population of the camp.  Make the link between the various communities and the groups living in the camp and favor a peaceful coexistence.  Protect the interests of the population of the camp towards the authorities of the camp, the service providers and the stakeholders.  Ensure liaison between the population of the camp and the service providers and the stakeholders  Ensure liaison between the national / local authorities, the state institutions, the civil society and the other relevant stakeholders. ACTED as camp manager for Jamam refugee camp has strived to provide the basic needs for the population including shelter, waste management, livelihoods, and construction of community infrastructures. Additionally, ACTED has responded to the new refugee influx in May with the provision of shelter and emergency latrines at transit sites while providing transportation assistance to refugees relocating to permanent settlements. In Unity state, ACTED has focused on the provision of livelihoods assistance to refugees in Nyeel and Pariang refugee camps. ACTED also continues to build on its traditional areas of intervention, focusing on food security and livelihoods in Western Bahr el Ghazal and Warrap, and water, sanitation and hygiene in both states as well. Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan.

III. Position Profile

The Program Manager Distribution will contribute to the development of various projects, which is a constitutive part of the country strategy, and subsequently specific parts of their implementation.

  1. Ensure external representation of ACTED in relevant sectors
    • Representation vis-à-vis provincial authorities: Participate in technical and sectoral meetings to ensure visibility amongst local authorities;
    • Representation vis-à-vis Donors: Participate in technical and sectoral Donor meetings and pass relevant information to the Country Director;
  • Representation vis-à-vis international organisations: Participate in technical and sectoral meetings and working groups involving NGOs and UN Agencies (OCHA, PNUD, UNICEF, FAO, etc.) and all other inter-governmental institutions; Contribute to the creation of reports, ensuring the quality and accuracy of technical information provided as well as the confidentiality of internal information as required;

More generally, the program manager is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of ACTED’s mandate, ethics, values and stand-point with regard to other actors. 2. Project Cycle Management - Project implementation: Plan the various stages of cash/vouchers transfers ; Guide the implementation of the project and the methods of follow-up; Liaise with all internal and external counterparts of the project; Assess the activities undertaken and ensure efficient use of resources; - Project reporting requirements: Set up a clear timeline of reports to be submitted to project Donors; Draft narrative reports and contribute to the development of financial reports through regular budgetary follow up; Ensure adherence to FLAT procedures. Provide Relevant Technical Expertise - Ensure that technical quality and standards are considered during project implementation: Collect technical information and analyse associated opportunities and risks; Identify relevant technical authorities and partners, and propose formal partnership and/or contracts. - Undertake quality control: Analyse technical added-value and project impact; Set up technical evaluation exercises during and following implementation. Coordinate all activities under the initiative, both at the CO and Sub-Office levels Lead the design of vouchers and cash transfer programmes Oversee the implementation and evaluation of vouchers and cash transfers Interact with enterprises providing cash transfers services, and draft partnerships Ensure that financial, programming and reporting requirements for vouchers and cash operations are met, in consultation with appropriate units Provide guidance to Project Coordinators and partners on vouchers and cash transfers, in line with relevant processes Contribute to the production of guidance and outreach materials as appropriate Oversee partners’ performance in compliance with agreements and contracts Promote, coordinate and participate in capacity-building initiatives for ACTED and partners staff Liaise with implementing partners, donors, evaluation team and other actors on issues related to cash/voucher transfers Participate in meetings and events related to the initiative, both at the country and regional levels 4. Oversee Program Staff and Security - Guide and direct program staff: Organise and lead project coordination meetings; Prepare and follow work plans with each project member; Ensure a positive working environment and good team dynamics (solve out potential conflicts); Promote team working conditions in the limit of private life; Adapt the organigramme and ToRs of project personnel according to the project development; Undertake regular appraisals of directly supervised colleagues and pass appraisal forms to the Country or Area Administrator with recommendations (new position, changes to contract or salary etc.); Ensure a building of capacity amongst technical staff in the relevant sectors. - Contribute to the recruitment of expatriate staff: When requested by HQ, undertake interviews to assess technical abilities of expatriate candidates living in the country. - Oversee staff security: In cooperation with the relevant Security Officer, monitor the local security situation and inform the Country Director or Area Coordinator and Country or Area Security Officer of developments through regular written reports; Contribute to the updating of the security guidelines in the project area of intervention; Ensure that security procedures are respected by each member of the project team. 5. Identify Best Practices and Lessons Learned Collect information and tools employed for project implementation; Draft memos detailing lessons learned and best practices identified during the project; Share such memos with internal and external partners; Communicate such information to the Country Director or Area Coordinator, to Regional Support Offices and to HQ Reporting Department.

MISSION

Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 200 expatriates and 1500 local managerial staff and employees.

Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.

SI is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors.

SI’s South Sudan mission grew very quickly in 2012 and the trend continued in 2013 as a consequence of the emergency interventions launched in response to Sudanese refugees influxes into South Sudan in April and May 2012. The first 9 months of 2013 have been extremely challenging due to the workload in the 3 bases working on refugees assistance programs, including the opening of a new base where SI was the first NGO settling there. The budget for 2014 should be of about 5 M€, with 4 operational bases + the coordination team in capital, and the team should be made of around 20 expats and 200 national staff. The main challenges for 2014 will be:

  • To implement the refugee camps exit strategy that is part of the mission strategy
  • To ensure the development of other emergency interventions in the country (short term intervention through the Emergency Preparedness and Response (EP&R) project, or longer term if more than 3 months intervention)
  • To initiate the development of livelihoods emergency and/or longer term programs in South Sudan

In addition, the key tasks for the country director will be: - To maintain and continue the improvement of efficient, productive and appropriate communications within the members of the SI team (particularly between Juba and the bases) and between the mission and the HQ - To actively represent SI in NGO forums, clusters, and other coordination bodies, and to encourage the coordination team to do so in their own sector of activity.

Goal/purpose:

  • The HoM is in charge of the smooth operation of all mission activities.
  • S/He is responsible for the safety and security of all staff and assets on the mission.
  • S/He proposes mission strategies, according to the geopolitical and humanitarian context and ensures implementation once it has been validated.
  • S/He monitors projects, ensuring that they progress in accordance with the Solidarités International Charter and Code of Ethics and Conduct and comply with internal and contractual regulations.
  • S/He mobilizes the material and financial resources necessary for the programs to run effectively and supervises the administration of these resources.

Experience:

  • Masters’ degree or equivalent in law, political science, international organization management or project management or a relevant field
  • 8-10 years of professional experience, including 4-5 years in the humanitarian environment
  • Minimum of 2 years of experience as Country Director or equivalent, developing and managing sustainable relief programs (conflict and post-conflict settings), with specific skills in strategic planning, assessment, program design and development, and monitoring and evaluation+ 2-3 years as coordinator of humanitarian actions
  • Proven experience in conflict/post-conflict contexts and insecure environments, with consequent experience in supporting emergency response

CONDITION

  • Salaried post: According to experience from 2300 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 600 USD.

  • Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.

  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

The Finance & Administration Manager position is the top financial position in the Yei office and is a member of the country office Senior Management Team. The Finance & Administration Manager works closely with WfWI US based finance and program teams and is responsible for communicating to US based Controller all financial and compliance matters. This position is also responsible for overseeing the Logistics & IT Units. The Finance & Administration Manager position requires a broad skill set including the ability to work strategically with senior management, review financial statements, make QuickBooks entries, and facilitate other financial and logistical transactions.

Duties and Responsibilities

General Accounting, Financial Management & Reporting:

  1. Responsible for monthly financial close and reporting including standard financial statements and grant level reporting.

  2. Oversee the Logistics unit and ensure effective management of all country office Procurement, Transport, Assets, Stores, IT and Security.

  3. Implement, monitor, and evaluate internal controls and compliance procedures.

  4. Carry out primary communication to HQ and Country Director about finance and logistical issues.

  5. Assist Country Director and Senior Management Team with budget preparation, budget analysis, and forecasting.

  6. Provide Headquarters Management Team with timely and accurate Budget vs. Actual analysis reports, including explanations of variances.

  7. Disseminate and train staff on new coding of new grants and projects as they are initiated or discontinued for use on timesheets and coding of vouchers. Also distribute account coding guidelines to staff and verify proper coding of vouchers received prior to data entry.

  8. Manage cash flow, including timely fund requests to HQ. Manage petty cash and country office bank accounts, including monthly reconciliation.

  9. Ensure that Annual Audit is carried out in a timely manner as required by the organization.

  10. Maintain and monitor an effective Country Office filing system including but not limited to; bank documents; withdrawal slips, transfer records, bank statements, invoices, timesheets, and payroll records.

  11. Ensure that the internal control procedures and donors regulations are followed for all cash disbursements, receipts, transfers and include appropriate backup for US A-133 compliance.

  12. The FM is will have access to sensitive and confidential information and is expected to act with utmost discretion and integrity.

  13. Coordinate with sub-office accounting staff to collect, analyze and consolidate transactions for all DRC locations.

Logistics:

  1. Daily supervision of the Logistics Officer to ensure that all country office procurement is carried out according to established policy and procedures.

  2. Work closely with the Logistics Officer to ensure effective management and control of country office fixed assets; maintain an accurate and updated inventory list and depreciation schedule for fixed assets.

  3. Execute all approved payments for vendors /contractors for goods and services received. Ensure effective management of service contracts and timely payments.

  4. Ensure that authorization levels are respected in the approval of all payments prior to fund disbursements.

Payroll Management:

  1. Work closely with the HR & Admin Officer to ensure that Country Office payroll is done in compliance with national tax and labor regulations.

  2. Manage timesheets for the country office, ensuring timely submission, approval, accuracy, and filing.

  3. Ensure the monthly payroll allocation entries are properly calculated, coded, and entered appropriately into accounting system, including review and approval of timesheets by individual supervisors of allocations to specific grants and projects.

General Management:

  1. Participate in policy-setting discussions with the Senior Management Team and HQ and communicate policies to local staff.

  2. Make recommendations for enhancements to policies and procedures to create operational efficiencies and represent the office during global finance meetings and cross-functional policy development working groups.

  3. Participate in strategy development and annual operational planning and budgeting of the country office.

Personnel Management:

  1. Performance manage direct reports in line with Women for Women International’s performance management framework, including the setting of annual performance objectives, development plans, performance appraisal and regular 1:1 meetings regarding progress throughout the year.

  2. Provide coaching, mentoring and on-the-job training to subordinates.

Other duties as assigned.

Required Skills and Qualifications:

• Master’s degree and other Post-graduate qualification in finance, accounting or business management (will consider experience in lieu of the advanced Master’s degree; however, a minimum of Bachelor degree in a relevant field is required);

• CPA, ACCA or equivalent designation is preferred;

• At least seven (7) years work experience in Accounting or Finance position with full accounting and budgeting responsibilities preferably within the INGO environment, including at least three (3) years in a management role;

• Excellent computer skills including spreadsheet, database, word processing, presentation, and email along with data entry experience; proficiency in QuickBooks Pro accounting software;

• Demonstrated experience supervising subordinates is required;

• Highly organized and detail-oriented with strong analytical and problem-solving abilities;

Context A political crisis within the Government of South Sudan (GoSS) which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State. The situation remains widely unpredictable and although peace talks are taking place in Addis Ababa even the most optimistic predictions suggest that the crisis will continue for some time and that it is unlikely that people will be able/willing to return to their homes in the near future.
Oxfam is already based and working in several existing humanitarian programmes in the Country and currently preparing a humanitarian response emergency to the on-going crisis in Awerial and Jongeli. Therefore we are looking for three Field Managers for South Sudan with the following humanitarian profiles:

Key Responsibilities Under the hierarchical supervision of the Associate Country Director, Field Managers provides overall management to Oxfam operation in the project and fill the role of head of the their bases. The Field Manager is the senior representative of the organisation in the field, co-ordinating the activities of the projects/programmes and managing all the resources in order to guarantee that the objectives are met in line with the organisation and donor, policies. The Field Manager is part of the overall country management team of Oxfam.

Functions Operational management: Manage and supervise all day to day activities and planning for the base including, programs, finance, security, HR and any other related activities. Who PAH is looking for:
WASH Technicians will be part of the Emergency Response Team created specifically to respond to WASH emergencies occurring in Jonglei State. The Team will be capable of providing emergency water supply and sanitation solutions, as well as hygiene promotion suitable for Jonglei and other states.

The main responsibilities of WASH Technicians will be:

  • Visits to the areas where WASH emergencies occur and responding to these emergencies through:
  • Rehabilitations and drilling of boreholes
  • Borehole and other water scheme repairs
  • Upgrading boreholes to mini or full water yards
  • Setting up Surface Water Treatment plants (SWATs)
  • Constructing emergency latrines, rehabilitating existing institutional latrines

Security The Manager is responsible for: • Attending security information meetings including NGO Forum and UN, and provides feedback to management. - identifying and using other sources of information to collect relevant and reliable information; • Updates management on context and general security issues; • Preparing monthly updates of the Country Security Report, (also) based on security reports per location, organise response in case of serious incidents; • Regular updating of CSP including contingency plan and constant companion; • Is pro-active in coordinating with other (I)NGOs in streamlining Contingency plans; • Liaison with Security Advisor at HQ on relevant matters; • Security briefings for staff and visitors, including dissemination of relevant documents; • Coordination and leading role during security incidents as and when they occur in Cordaid project locations, and effect Cordaid staff, assets and/or image; • Ensuring that all necessary items in terms of security preparedness are in place, including emergency food packs, medical supplies, vehicle fuel, spares, etc.; • Any other issues related to security management.

Qualifications and competencies • Degree in logistics and procurement and/or degree in security management; • At least seven years relevant work experience, including both logistics and security management, in an international position with an INGO, of which at least three years in a conflict- or postconflict area; • Strong analytical and problem-solving skills; • Strong organiser of one’s own work, setting the right priorities; • Be diplomatic, culturally sensitive, result-oriented, innovative and a strong team player; • Excellent English writing and communication skills; • Preferably good knowledge about South Sudan context; • Strong networking skills.

Specifics of duty station The officer will be based in Juba at the Cordaid South Sudan offices. He/she will report to the Cordaid Country Director in Juba, and work closely with colleagues based in South Sudan (Juba and Malakal) as well as with Cordaid HQ in The Netherlands, including the HQ-based Security Advisor. Travel to the working areas of Cordaid in South Sudan, as well as international travel, may constitute up to 50 % of one’s time.

Contract information Initial contract for 12 months, renewable, with a 3-month probation period. Starting date as soon as possible. We offer a Cordaid contract with a competitive salary and a benefit package which includes comprehensive insurance cover, social security, pension contribution and housing. A R&R arrangement is applicable to the duty station of Juba.
