General objective of the position The Senior Logistics and Security Manager is responsible for adequate service delivery to the country programme, both pro-actively as well as in response, in terms of office and accommodation space, transport, logistics, procurement of goods, etc. The officer is also responsible for taking adequate and timely measures in terms of security precautions, preparedness and response, for all Cordaid staff and visitors, assets and image.

Responsibilities and tasks

Logistics and Procurement The Manager is responsible for: • Coordination and supervision of staff in the logistics department, including logistics and procurement officers, drivers and auxiliary staff; • Procurement of goods and services, both for the Cordaid offices as well as for projects, in accordance with procedures as laid down in the Cordaid Field and Quality Manuals, in a timely fashion and meeting with quality requirements; • Maintaining an up-to-date Fixed Assets Register; • Maintaining an up-to-date management of stores, stocks and keys management; • Offices and accommodation premises (rental contracts, maintenance, fittings and furnishings); • Development and maintaining a database of suppliers, transporters, other relevant contacts, etc. • Fleet management (both in Juba, Malakal and other locations), which includes vehicles, motorbikes and a boat: registration, insurance, servicing, accident reports and follow-up, planning and allocation, etc. • Operational communication for offices and staff, including mobile phones and airtime, internet for offices and accommodation, thurayas, other; • Maintenance of a petty cash for small expenditure; • IT management, including computer procurement, installation, maintenance and replacement plan. This also includes the management of a central server; • Any other issues related to logistics and procurement.

Security The Manager is responsible for: • Attending security information meetings including NGO Forum and UN, and provides feedback to management. - identifying and using other sources of information to collect relevant and reliable information; • Updates management on context and general security issues; • Preparing monthly updates of the Country Security Report, (also) based on security reports per location, organise response in case of serious incidents; • Regular updating of CSP including contingency plan and constant companion; • Is pro-active in coordinating with other (I)NGOs in streamlining Contingency plans; • Liaison with Security Advisor at HQ on relevant matters; • Security briefings for staff and visitors, including dissemination of relevant documents; • Coordination and leading role during security incidents as and when they occur in Cordaid project locations, and effect Cordaid staff, assets and/or image; • Ensuring that all necessary items in terms of security preparedness are in place, including emergency food packs, medical supplies, vehicle fuel, spares, etc.; • Any other issues related to security management.

Qualifications and competencies • Degree in logistics and procurement and/or degree in security management; • At least seven years relevant work experience, including both logistics and security management, in an international position with an INGO, of which at least three years in a conflict- or postconflict area; • Strong analytical and problem-solving skills; • Strong organiser of one’s own work, setting the right priorities; • Be diplomatic, culturally sensitive, result-oriented, innovative and a strong team player; • Excellent English writing and communication skills; • Preferably good knowledge about South Sudan context; • Strong networking skills.

Specifics of duty station The officer will be based in Juba at the Cordaid South Sudan offices. He/she will report to the Cordaid Country Director in Juba, and work closely with colleagues based in South Sudan (Juba and Malakal) as well as with Cordaid HQ in The Netherlands, including the HQ-based Security Advisor. Travel to the working areas of Cordaid in South Sudan, as well as international travel, may constitute up to 50 % of one’s time.

Contract information Initial contract for 12 months, renewable, with a 3-month probation period. Starting date as soon as possible. We offer a Cordaid contract with a competitive salary and a benefit package which includes comprehensive insurance cover, social security, pension contribution and housing. A R&R arrangement is applicable to the duty station of Juba.

JOB PURPOSE:

To implement civilian protection and violence-prevention programming for those affected by the crisis/violent conflict in South Sudan.

KEY OBJECTIVES/RESPONSIBILITIES:

• Provide protective presence and accompaniment to vulnerable groups and persons with specific needs, with particular focus on improving child protection and combating gender-based violence.
• Assess security risks and implement mitigation strategies for both host and IDP communities.
• Continuously monitor conflict situation in order to track conflict trends and identify protection needs.

QUALIFICATIONS AND COMPETENCIES:

• This field site is a complex security environment where conditions change rapidly – experience in insecure environments is essential to success in this position.

International Protection Officer – Protection Mainstreaming Officer

JOB PURPOSE:

To implement protection mainstream programming in order to support the broader humanitarian community in increasing capacity to mainstream protection into emergency responses in South Sudan. Using participatory training and coaching, this position will include a high level of coordination work with the Protection Cluster and other sectors and other agencies, as well as working with Nonviolent Peaceforce teams implementing stand-alone protection programming.

KEY OBJECTIVES/RESPONSIBILITIES:

• Undertake literature review and audit of current procedures and practices in protection mainstreaming by agencies and clusters in South Sudan.
• Work with other sectors to identify the biggest gaps in their programming as it pertains to incorporating protection principles and practices.
• Coordinate closely with the Protection Cluster co-leads in order to identify national priorities and strategies for mainstreaming protection.
• Analyze conflict and protection contexts and produce relevant items of context analysis for internal and external use.
• Develop and implement trainings and workshops for members of other clusters and agencies on incorporate protection into their programming.
• Work in the field alongside staff from other agencies and sectors implementing their programming during emergency response to support the mainstreaming of protection within that work.
• Work alongside NP teams in order to ensure NP’s stand-alone protection programming is complementary to other sectors’ work.
• Produce written recommendations for improving protection mainstreaming and tools for other sectors to use, specifically in the context of emergency response in South Sudan.
• Represent NP in coordination fora, to government officials, other agencies, community leaders and any other relevant stakeholders, at a national, state or local level.
• Report internally on activities as per NP and donor reporting standards.
• Maintain all internal financial and administrative procedures required by NP policy.

• Post secondary education in refugee law, human rights, international human rights law, international humanitarian law, negotiation, mediation, human security or related.
• 3 -5 years’ work experience in human security, refugee or civilian protection, including 1-2 years experience in protection mainstreaming or similar area

Staff Welfare and Administration Coordinator

JOB PURPOSE

The Staff Welfare and Administration Coordinator is responsible to the Country Director and will work within the Human Resources Department to design and facilitate effective staff welfare and HR operating procedures.

KEY OBJECTIVES/RESPONSIBILITIES:

• Serve as triage desk for HR queries, responding when possible and re-directing other queries when the cannot be handled independently
• Develop and adminster staff welfare strategy in consultation with staff and respond to staff welfare issues, including but not limited to arranging psychosocial support, providing confidential assistance regarding personal issues, and enacting NP policy related to welfare support

COUNTRY MISSION:

Since 1994 American Refugee Committee (ARC) has been operating in five states with programs and services reaching over 400,000 returnees, IDPs, refugees and host community members. Currently, ARC implements programs in health and Gender-based Violence prevention and response but is expanding to WASH and food security. Due to the recent insecurity in South Sudan, ARC is working to implement an integrated emergency response project to address health and GBV needs. ARC’s South Sudan Gender Based Violence (GBV) prevention and response programs in Kajo Keji and Magwi counties aim to strengthen the quality and accessibility of services for survivors of GBV and reduce incidence of GBV through participatory, normative-change activities. ARC is co-lead of the national GBV sub-cluster in coordination and advocacy efforts.

PRIMARY PURPOSE OF THE POSITION

Previously, the Republic of South Sudan was in transition from a state of crisis to early recovery. Unfortunately, since 15th December 2013, South Sudan is again in a state of emergency with over 500,000 displaced in country and many people crossing the border due to clashes between different armed actors. Kajo Keji and Magwi counties are bordering Uganda and seeing a high influx of internally displaced persons. The majority of these people are women and children seeking safety from the highly volatile areas in Jonglei and Unity, and their physical and emotional health and wellbeing has been weakened by their experiences while fleeing the conflict, including gender-based violence (GBV).

The GBV Program Manager will lead a number of mobile emergency teams of GBV staff to effectively implement GBV prevention and response activities in Kajo Keji and Magwi Counties. The GBV team works closely together with the emergency health project to ensure comprehensive care is available. The line manager for this position is the Senior Program Coordinator based in Juba, though has close working relations with the Senior GBV and Protection Coordinator, Emergency Health Coordinator, County Coordinators, and the support staff in Juba, Kajo Keji and Magwi.

MAJOR AREAS OF ACCOUNTABILITY

Program Implementation – 60%

  • Utilize ARC’s GBV program tools and approach developed for GBV programming in South Sudan

  • Develop a technically sound program work plan and activities consistent with the goals and objectives of the program in coordination with the Senior GBV/Protection Coordinator

  • Provide training, mentoring and support to local multi-sectoral response partners in order to strengthen local capacity and sustainability to provide response services

  • Supervise a Women’s Center project in Nimule providing psychosocial support to survivors of GBV, including case management and referrals

  • Pilot an emergency response model with support and oversight from ARC’s technical team

  • Provide oversight and monitor GBV project activities to ensure all activities are safe, gender-sensitive, and client-centered, in accordance with international standards

  • Compile monthly data using GBV Information Management System

  • Submit timely technical monthly reports in provided format to Senior GBV/Protection Coordinator

  • Provide managerial oversight to emergency GBV staff in all designated locations

  • Create linkages between the different components of the ARC South Sudan emergency GBV project with a view to integrating the components into the overall health strategy

Program Design & Development – 20%

  • Assist in designing the emergency GBV strategy for the ARC South Sudan program and support its implementation

  • In collaboration with health staff, assist in conducting needs assessments, identifying new program opportunities and supporting emergency projects

  • Assist with the coordination and the development of new proposals and initiatives

  • Maintain ongoing relations with GBV and health sector actors (donors, bilateral and multilateral coordination bodies, research organizations and academics, and relevant government institutions) in South Sudan

Coordination – 20%

  • At the local level, represent ARC and liaise with the GBV sub-cluster, local authorities, UN, and international and national NGOs to facilitate successful coordination of activities and ensure transparency in the community

  • Collaborate regularly with other sectors to monitor the situation in the targeted communities and to prepare for and respond to GBV issues

  • Liaise regularly with the ARC County Coordinators, Senior GBV/Protection Coordinator and Senior Program Coordinator to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs

  • Develop and maintain strong working relationship and coordinate with County authorities, relevant international and local agencies engaged in similar health activities in the country

  • Advocate quality GBV prevention and response services and the integration of protection and gender considerations in other sectors to promote risk reduction among beneficiaries

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • Masters Degree in Social Work, Public Health, International Human Rights, or other related field

  • At least 2 years international experience working on a GBV-related project in emergency or post-conflict environment

  • Excellent experience in leading and managing emergency response project(s) addressing protection or GBV prevention and response

  • Experience in psychosocial support (directly or indirectly) and advising the management of a community/women’s center

  • Good knowledge of GBV international best practices, including IASC GBV Guidelines, Caring for Survivors, SOPs, IMS and Coordinator Handbook

  • Knowledge on SASA! approach is an asset

  • Excellent work experience in training facilitation, mentoring and capacity development

  • Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect

  • Demonstrated experience of monitoring projects

  • Strong coordination skills with proven ability to work across multiple technical areas simultaneously, supporting and mentoring multiple staff members

  • Ability to write quality reports and concept notes

  • Professional fluency in spoken and written English

  • Good computer skills (Microsoft Office, Email, etc)

  • Previous relevant experience in Africa – South Sudan highly valued

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

Operational in Southern Sudan since 1994, ARC implements a multi-sectoral program that includes water and sanitation, primary and reproductive health care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations.

ARC’s South Sudan Gender Based Violence (GBV/Protection) program aims to strengthen the quality and accessibility of services for survivors of GBV and reduce incidence of GBV through creative participatory community change activities. ARC is currently implementing GBV prevention and response programming in 8 program sites throughout South Sudan, as well as leading national coordination and advocacy efforts.

PRIMARY PURPOSE OF THE POSITION

The Program (GBV/Protection) Coordinator would lead a team of GBV/Protection project staff to effectively implement GBV prevention and response activities in field locations. ARC undertakes GBV/Protection programing in Northern Bahr El Ghazal, Warap, Central and Eastern Eqautoria States. In addition, ARC is positioning to expand emergency programing possibly in at least one of the States affected by the recent conflict.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES

Program Management, Development, Monitoring and Evaluation – 30%

  • Develop strategy to grow and expand the GBV and other ARC programs in the field locations and implement when approved.

  • Utilize ARC’s GBV program tools and approach developed for GBV programming in South Sudan.

  • Develop a technically sound program work plan and activities consistent with the goals and objectives of the program in coordination with the GBV Program Coordinator.

  • Provide training, mentoring and support to local multisectoral response partners in order to strengthen local capacity and sustainability to provide response services.

  • Supervise a pilot Women’s Center project providing psychosocial support to survivors of GBV including case management, referral, livelihood and functional literacy activities.

  • Pilot an emergency response model with support and oversight from ARC’s technical team.

  • Lead oversight and monitoring of GBV project activities.

  • Assess and address quality of care and access issues for women and girls.

  • Compile monthly data using GBV Information Management System.

  • Submit timely technical monthly reports in provided format to GBV Program Coordinator.

Coordination & Advocacy – 20%

  • Promote a positive profile of the program and good understanding among other sectors, partners and communities about the program.

  • Ensure ARC co-facilitates and actively participates in GBV sub cluster/Protection Cluster in the States

  • Lead operationalization of the respective State Standard Operating Procedures and referral pathway.

  • Develop and maintain strong working relationships with all stakeholders – including government ministries, community leaders, NGOs, UN agencies, and community based organizations to enhance multi-agency and multi-sectoral cooperation and coordination.

Financial Management – 20%

  • Manage GBV program budget in Aweil to maintain program expenditure within budget parameters.

  • Utilize financial planning tools such as spending plans, procurement plans, work plans based on activities and budgets.

Human Resource Management – 20%

  • Facilitate training for ARC’s field based team and CBO partners on GBV prevention and response strategies.

  • Monitor staff performance and develop staff capacity building plans in coordination with staff.

  • Provide leadership and support to ensure staff well-being, i.e., monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma, etc.

Others – 10%

  • Lead and manage the ARC staff, resources and programs in assigned States

COUNTRY MISSION:

Since 1994 American Refugee Committee (ARC) has been operating in five states with programs and services reaching over 400,000 returnees, IDPs, refugees and host community members. Currently, ARC implements programs in health and gender based violence and is expanding to WASH and food security. In the health programs, ARC is working in four counties in partnership with the County Health Departments (CHD) in Central Equatoria and Eastern Equatoria states, to ensure primary health care services are quality, accessible and meet the Basic Package of Health Care Services (BPHS).

Due to the recent insecurity in South Sudan ARC is also implementing emergency health and GBV projects.

PRIMARY PURPOSE OF THE POSITION:

Previously, the Republic of South Sudan was in transition from a state of crisis to early recovery. The work of NGOs in South Sudan was changing from direct service delivery to more capacity development of government departments. ARC’s focus of work relied on support to strengthen the county based health service delivery model and systems that are managed by decentralized government and closely engage community counterparts.

Unfortunately, since the 15th December 2013 South Sudan is again in state of emergency with over 500,000 displaced in country and many people crossing the border due to clashes between different armed actors.

The Senior Health Coordinator is responsible for the implementation and overall technical support/guidance and integration of ARC’s health programs, technical support and analysis of health monitoring data, and the design of new or continuing health programs. This requires technical support and oversight of both ongoing health programs and new emergency health projects. For the ongoing health programs, the position will ensure the delivery of quality primary health care services, strengthen the capacity of the County Health Department (CHD), and increase community participation and ownership of health services. As they are performance-based contracts, it is imperative that this position closely monitor set milestones, and work with both staff and the CHD to implement course corrections, if needed, in order to achieve program targets. The emergency health projects are being established to provide emergency primary health care services to internally displaced persons in different locations in South Sudan. The emergency health projects will be linked to services for survivors of gender-based violence (GBV), and focus more on direct implementation instead of capacity development.

The Senior Health Coordinator will be working under the supervision of the Senior Program Coordinator and in collaboration with County Coordinators, Emergency Health Coordinator, Grants Manager, Finance Controller and Country Director. The Senior Health Coordinator will supervise the County Coordinators and Emergency Health Coordinator to provide technical support and coordination, as well as provide managerial oversight to designated field operations units. This position will be based in Juba, with extensive and frequent travel to field locations. The Senior Health Coordinator will have direct technical accountability to the ARC HQ based Health Technical Advisor.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES:

Program Implementation – 30%

  • Plan and coordinate the implementation of all ARC South Sudan health interventions to be in-line with approved budgets, donor requirements and program deliverables and timelines

  • Provide managerial oversight to health staff and capacity building to CHD in all designated locations

  • Assist the CHD to manage health sector grants in conjunction develop regular work plans, reports, and budget forecasts and spending plans for health sector activities to ensure monthly budget versus actuals

  • Provide technical supervision of all ARC health projects and assist the CHD to ensure the quality of the health programs

  • In conjunction with the CHD, oversee the implementation of a monitoring and evaluation plan for all health programs, in line with the ARC global results framework and donor guidelines. This system should ensure that activity, impact and output data is captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality and impact levels.

  • Create linkages between the different components of the ARC South Sudan health programs with a view to integrating the components into ARC’s overall country strategy

  • Assist the CHD to monitor evolving needs of the target communities and adjust the programmatic priorities as necessary

  • Ensure the CHD and health facility staff utilize standardized protocols, policies and guidelines, as prescribed by the South Sudan Ministry of Health, ARC and WHO and according to established best practices

  • Assist the CHD to ensure solid management of pharmaceutical and health supply chain management, including proper and timely procurement

  • Work with CHD on logistics to ensure ARC asset management policies and procedures are adhered to at all ARC supported health facilities

  • Ensure accurate and timely reporting using appropriate national register books and DHIS systems.

  • Monitor, in conjunction with CHD, the disease surveillance in the areas of responsibility, providing technical guidance and support to health staff to make improvements to programs and services

Technical Support and Capacity Building – 25%

  • Identify training needs of staff and CHD counterparts and develop capacity building trainings and mentorship to strengthen implementation of services, technical capacity of health personnel and CHD and strengthen the health system

  • Strengthen the capacity of the CHD in technical planning, implementation, monitoring and evaluation, reporting and advocacy of health services in order to prepare the CHD for future handover

  • Technically support and guide field - level County Coordinators and provide technical implementation and analysis

Program Design & Development – 25%

  • Monitor and update, as needed, the Health Sector strategy for the ARC International South Sudan program and ensure its implementation

  • Along with health program staff, conduct needs assessments, identify new program opportunities and support strategic development of health programs

  • Lead the design and development of new proposals and initiatives and securing of financial and other resources for health programs

  • Maintain ongoing relations with health sector actors (donors, bilateral and multilateral coordination bodies, research organizations and academics, and relevant government institutions) in South Sudan with the view to improve program development and implementation

Coordination – 20%

  • Represent ARC and liaise with donors, local authorities, Ministry of Health, UN, and international and national NGOs and clusters and health forum to promote ARC programs, facilitate successful coordination of activities, and ensure transparency in the community

  • Collaborate regularly with other sectors, especially the water and sanitation team, to monitor situation in the targeted communities, prepare for and respond to disease outbreaks

  • Liaise regularly with the ARC County Coordinators, Emergency Health Coordinator and the HQ Health Technical Unit to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs

  • Develop and maintain strong working relationship and coordinate with MoH, State and County authorities, relevant international and local agencies engaged in similar health activities in the country

  • Advocates for quality PHC, nutrition, maternal and child health services

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:

  • Master’s degree in Public Health, MD and/or health-related field

  • 7-10 years of management experience in a developing country, project cycle management, supervising staff, and monitoring and evaluation of health programs with an international organization

  • Previous experience with implementing health programs funded by USAID, DfiD and/or UN

  • Demonstrated technical expertise in several of the following areas: Primary health care, maternal and child nutrition, child survival, reproductive health, family planning HIV/AIDS, clinical management of rape, emergency obstetric care, and emergency health. . It represents an important economic centre thanks to its strategic location between North and South Sudan. Malakal is connected with Juba by flight (1h20) and Bentiu (50 minutes). The majority of the population are from the Shilluk tribe, but Malakal town counts an important population of Nuer and Dinka, which can sometimes create tensions. Northerners are mainly involved in trade and jobs with oil companies. The international community consists of an average number NGOs, UN humanitarian agency present and UNMIS team site. Before the present security situation, there were a number of well stocked shops in Malakal town as well as a number of hotels and restaurants.

Malakal’s population remains very poor. Around 85% of the population is still practicing Open defecation, and water access remains a challenge. Most of the residents stay far from River Nile which is the main source of water for Malakal town. Some parts of the city is not covered by the current water network, which require the population to walk hours to get water, or to get it from unsafe water points especially in the rainy season. In 2007, Solidarités International installed a modern water treatment plant in Malakal town that was meant to supply water to parts of town of Luakat. The water network was later handed over to the local authorities in 2009. At the time of writing, the status of the water treatment plant is uncertain.

The most reliable way to travel from Juba to Malakal is by plane which takes about 2 hours. Malakal town has a properly developed airport used by both UNHAS and commercial flights. Motor boat services are also possible from Juba and takes more than 5 days to Malakal, but this is used mainly to transport fuel and other heavy equipment.

Objectives of the Position

Under the overall direction and guidance of the UNFPA Representative, and supervision of the Humanitarian - Emergency Coordinator, the Emergency RH Specialist is responsible for the planning, coordination, implementation, monitoring and evaluation of SRH interventions, including maternal and new born health, HIV and medical care for internally displaced persons, refugees and returnees populations in crisis affected areas and states in South Sudan.

The Emergency RH specialist will work closely with the health cluster coordinator and cluster members, focal points in the Ministry of Health (States Ministry of Health), implementing partners, as well as sister UN agencies (UNHCR, IOM, UNICEF, WFP and WHO) to support and improve access to and availability of RH information and services to vulnerable groups among the displaced, refugees and surrounding host populations in crisis affected areas. The specialist is expected to interact positively with Government officials, UN agencies and other organisations.

DUTIES AND RESPONSIBILITIES:

Under the direct supervision of the Humanitarian –Emergency Coordinator the incumbent RH specialist carries out the following duties and responsibilities:

Coordination and technical support:

• In collaboration with CO National Humanitarian Analyst, provide leadership/technical assistance on RH issues to the crisis affected communities and all stakeholders to ensure comprehensive approach to RH, and improve the visibility of UNFPA in humanitarian work; • Organise RH working group at the field level, providing much needed RH leadership. • Attend and actively participate in the health cluster coordination meetings, providing inputs from the RH working group regularly including challenges and gaps; • Map actors who are supporting/providing health and reproductive health information and services and identify gaps; • Carry out routine needs assessments to identify needs and gaps and make proposals to improve RH service delivery and expansion to include target groups among crisis affected populations. • Provide the necessary support for MISP implementation through programme development; • Assist in the harmonisation, reproduction and dissemination of national guidelines and treatment protocols for life saving procedures under the MISP for RH, as identified through needs assessments. • Facilitate capacity building (formal/ informal through supportive supervision) of Health services providers including TOT and trainee’s training on needs and gaps as identified through needs assessments; • Liaise with the state and county authorities (Ministries of Humanitarian Affairs, / Health/ gender/ youth) and interact positively with humanitarian actors/ organizations to ensure that SRH is integrated in all emergency response programmes/ projects and of relevant organisations. • Closely interact with the GBV sub cluster to ensure that medical issues related to the care for survivors of sexual violence are integrated into the holistic response; • Propose/ prepare procurement orders for medical supplies, equipment and accessories as necessary and coordinate provision of such supplies to the partners.

Partnerships:

Fundraising and advocacy: • Assist in concept notes and project proposal writing to contribute to humanitarian appeal process that includes maternal health, HIV prevention and medical care for survivors of sexual violence. • Support implementing partners in community sensitisation in RH/HIV/GBV topics as per needs and identified gaps such that initiative is beneficiary driven. • Advocate for MISP for RH in humanitarian settings as lifesaving under the CERF and CHF sphere project criteria;

Monitoring and evaluation/ reporting • Conduct regular monitoring of implementing partners’ activities to ensure that deliverables are met, given the budget and timelines. • Collect, analyze and provide feedback on RH information and data to implementing partners and UNFPA CO; • Regularly monitor and prepare reports on the rational and effective use of the commodities and supplies received through UNFPA. • Conduct joint monitoring visits with government partners, UN agencies, and NGOs, as indicated. • Prepare standard periodic reports and progress updates on on-going UNFPA SRH interventions for inclusion in UNFPA/OCHA SitReps, Humanitarian Bulletins, key messages, UNFPA HQ internal and external meetings and advocacy, etc. Perform any other duties assigned by the Supervisor.

The successful candidate will need previous experience of managing complex construction projects on time and within budget, ideally within a developing country. It is estimated that around 30,000 IDPs have sought refuge in the two UN bases in Juba; 8,000 IDPs have reportedly sought refuge in the UN base in Bentiu and 3,000 in the UN base in Pariang; an inter-agency mission to Awerial (Lakes) estimates that there are around 76,000 IDPs, mostly from Jonglei. The IRC South Sudan country program is gearing up to respond to the ongoing emergency and is looking for emergency response staff to assist with this.

SCOPE OF WORK: The Emergency Environmental Health/WASH Manager is responsible for ensuring smooth implementation of the emergency Environmental Health/WASH response in South Sudan. The location for this position will be Awerial. The position reports to the Emergency Environmental Health Coordinator or the Environmental Health Coordinator.

KEY RESPONSIBILITIES:

* Evaluate field needs for technical interventions and make program recommendations as needed

* Provide a comprehensive handover to the Emergency WPE Manager and country program WPE Coordinator, including ensuring transfer of all related documentation, program monitoring data and staff performance information

* Participate in coordination forums such as the GBV sub-cluster or Working Groups and camp coordination meetings
* Coordinate and work in line with the country program WPE Coordinator and WPE Managers to ensure program continuity and consistency

Professional Standards:

REQUIREMENTS:
* Bachelor in health (MPH), social work, humanities or other related subjects, or equivalent programming experience
* 5 years experience managing technical projects including 2 years implementing WPE programs in emergency and conflict contexts
* Demonstrated understanding of gender-based violence response protocols and service provision
* Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
* Demonstrated experience in capacity building and mentoring of national and international staff

WORK ENVIRONMENT:
* Security level red. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

HOUSING:
* Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites sleeping accommodations range from tent to traditional hut to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual’s responsibility.

South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound.

SCOPE OF WORK:
The Field Coordinator leads the IRC’s response efforts in Awerial, providing management guidance to ensure efficiency, coverage and quality programming. As the IRC’s most senior representative in the field, the Field Coordinator must bring a senior leadership profile with a proven track record in managing emergency and refugee programming. The successful candidate will be confident, eloquent and organized, able to represent IRC to partners including beneficiaries and donors as well as handle sensitive, complex issues in a diplomatic way that puts the needs of the beneficiaries first.

The Field Coordinator reports to the State Coordinator for Unity and Lakes States.

RESPONSIBILITIES:
    Security: Act as security focal point for Awerial
* Regularly review and update Awerial security management plan based on constantly shifting environment;
* Implement Awerial SMP;
* Ensure staff are trained on, aware of and in compliance with IRC security policies and the Awerial SMP;
* Monitor the security situation in Awerial, including attending secu rity briefings;
* Keep senior management in Juba and local staff informed of developments;
* Provide a security briefing on arrival for all new staff and visitors;
* Compile and submit weekly security reports
 
  Logistics:
* Ensure smooth logistical support to program activities in Awerial, including procurement, stock and asset management, vehicle operations, equipment maintenance and repair (including communications and computer equipment);

    Staff Management:
* Supervise Awerial operations team (logistics manager, finance officer and other support staff): including setting annual objectives and monitoring performance against set targets; conducting performance evaluations; and taking corrective action as and when required; identify training needs; provide coaching and mentoring; recruit qualified staff for open positions
* Make recommendations to the State Coordinator and DDO on contract extens ions, promotions and disciplinary and grievance matters.
* Ensure that performance evaluations for all staff are conducted on time, and review all evaluations to ensure quality and consistency; for Awerial-based program staff, provide input to technical coordinators on performance

    Finance and Budget Monitoring:
* Oversee all budget expenditures in Awerial and ensure they are allowable and allocable according to IRC and donor regulations;
* Conduct weekly cash count with finance officer;
* Review Monthly Budget vs. Actuals reports and Budget Expenditure Plans with program staff, ensure that relevant action is taken in a timely fashion;
* Inform senior management of changing budget needs, and participate in budget development and revision processes.
 
  Coordination / External Representation:
* Diplomatically represent the IRC to local government authorities, UN agencies, International Organization s, NGOs, donors and others
* Coordinate IRC programs with leaders from the refugee community

    Reporting:
* Submit timely and accurate reports to the State Coordinator and DDO, as required
* Review finance, logistics, HR reports to ensure accuracy before sending to Juba
 
  Systems Compliance and Improvement:
* Assure adherence to IRC global and South Sudan specific finance, logistics, IT, security, communications and HR/administration policies and procedures, the IRC Way.

REQUIREMENTS:
    Education

* Degree in public administration, international relations or related field, advanced degree preferred.

    Experience

* At least 5 years work within a humanitarian agency, including field management and report writing
* 3-5 years experience managing, supervising and developing operational staff

    Skills
* Good un derstanding of operations (logistics, administration, human resources, IT)
* Strong organizational skills, ability to coordinate and manage a diverse array of responsibilities: programs, logistics, security, finance and operations.

Key Responsibilities

Reporting to the Country Director, the person selected will be a reference and representative of the Organization in the field, co-coordinating the activities of the project and managing all the resources in order to guarantee that the objectives are met in line with the policies and strategies of Oxfam Intermón.

Since 1992, Oxfam Intermón has been working in South Sudan on humanitarian and development programs. Our activities in the region started in Western Bahr el-Ghazal with food security and WaSH interventions in 2007. We have implemented food security and WaSH programmes for vulnerable communities which include returnees in Western Bhar-Gazal and Warrap state.

Currently we are setting a WASH and Food Security programme in Awerial (State of Lakes), for displaced people camps and we are planning to open another programme in Jonglei State.

The main responsibilities of the position will be:

WaSH response coordination for one of the programmes, in Lakes or Jonglei (Estimated population in Awerial 75.000 ))

WaSH coordination and Represent Intermon Oxfam in WaSH cluster meetings at the national and state level.

Conduct technical assessments in other parts of the country, when the situation allows to do so.

Manage the budget allocated for WaSH activities in coordination with the Administration and Finance unit.

Manage the WaSH team and provide the required technical backstopping.

Ensure the proper application of the logistics and financial controls and procedures.

Experience and Skills

Advanced degree in Water and Sanitation Engineering, Environmental Science, Public Health or any other related field.

Strong Technical skills, proven by a minimum of 5 years professional experience preferably in emergency settings.

Experience in projects in security context.

Strong working knowledge of English (spoken and written)

Strong people management skills with experience in complex organizations.

General responsibilities: The Procurement Manager is responsible for managing all GOAL South Sudan procurement, ensuring orders for goods and services are processed promptly and good value is obtained through the relevant procurement officers in GOAL South Sudan procurement locations.

Responsibilities Staff Management
• Provide input to the Logistics Coordinator relating to the recruitment of procurement staff for GOAL South Sudan • Monitor performance of procurement staff in GOAL South Sudan locations and provide feedback to their line managers • Ensure that personnel involved in purchasing are adequately trained for their roles and are aware of their responsibilities. • Organise ongoing training to logs and non-logs personnel on procurement procedures • Manage relevant holidays, timesheets and attendance of the Juba procurement team.

Procurement Management

Order Tracking System (OTS) • Review the OTS on a daily basis to ensure it is complete and accurate. • Discuss slow moving procurement with Procurement officers, once a week • Provide an overview of the OTS for all sites and to the LOGCO on a weekly basis. • Using the OTS provide weekly updates summary to all budget holders on committed spend.

Procurement Planning
• When new budgets are being proposed provide Programme Managers with information on supply costs, transport costs, delivery times and any related customs issues. • With the programmes team, prepare procurement plans for all new grants and help them to update the same on a quarterly basis. • Ensure that Market Surveys are completed twice a year, in each procurement location.

Donor Compliance
• Aside from understanding and applying GOAL’s procurement rules, the PM must familiarise herself/himself with donor regulations and ensure compliance with them at all times.

Asset Management
• Ensure that the procurement of Assets is as per the planned procurement in donor grants

Other
• Prepare the fund forecast for the Juba office on a monthly basis. • Review the vendor roster, contract database monthly and provide feedback to the Deputy Procurement Manager on these where there are gaps. • Ensure that all email correspondence and computer files are stored in a structured and organised manner. • Assist the Financial Controller to calculate accruals. • Undertake other duties that may be determined by his/her manager or GOAL.
