External Consultant: Final End-line Project Evaluation – Statement of Work

1. BACKGROUND

Nonviolent Peaceforce (NP), an International NGO founded in 2002, recruits, trains and deploys unarmed civilians to reduce violence and protect vulnerable populations in conflict-affected areas. Unarmed civilian protection (UCP) is NP’s global core methodology. UCP refers to the engagement of unarmed civilians working to reduce the cycle of violence and increase the safety and security of civilians impacted by violent conflict. UCP prioritized direct physical protection against immediate threats of violence, even as we work to interrupt systemic violence. The success of UCP methodology is based on relationship building, acceptance, and trust by the community that utilizes a mix of strategies to prevent violence, enhance the safety and security of civilians, build and strengthen local peace infrastructure, and create an enabling environment for communities to devise and implement locally led peace and protection strategies. UCP is guided by principles of nonviolence, non-partisanship, primacy of local actors, and civilian-to-civilian action.

NP has been operating in South Sudan since 2010 with 11 static field operational sites in six states and one administrative area. These include Upper Nile, Jonglei, Greater Pibor Administrative Area, Central Equatoria, Western Equatoria, Unity State, and Warrap State. NP’s programming in South Sudan includes peace-building, social cohesion, protection, gender-based violence prevention and response, child protection, youth engagement, and reconciliation with a particular emphasis on the prevention of violence.

In line with this and with funding from the USAID’s Bureau for Humanitarian Affairs (BHA), NP South Sudan has been implementing a two-year project since July 2022, titled “Mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks”. This is being implemented in Yei County in Central Equatoria State, Rubkona County in Unity State, Lankien in Nyirol County, Jonglei State, Pibor County in Greater Pibor Administrative Area, Tonj South County in Warrap State, Ganyliel Payam in Panyjiar County, Unity State as well as Leer County in Unity State. The project's overall goal is to mitigate violence, increase the safety and security of civilians, and strengthen the resilience of populations affected by conflict and environmental shocks in South Sudan.

To achieve this goal, NP directly implements the project activities utilizing a participatory model that seeks to further build on local protection capacities, social cohesion, and resilience as well as prevent and respond to pertinent protection concerns of conflict-affected communities in South Sudan. All project activities are designed to best respond to the immediate security needs of beneficiaries and support the resilience, adaptive capacity, and recovery of communities from violent conflict, insecurity, and environment shocks. The project’s three programming components are centred upon:

  1. Child protection
  2. GBV prevention and response
  3. Protection coordination, advocacy, and information.

2. PURPOSE OF THE ENDLINE EVALUATION.

As part of the monitoring and evaluation function in ensuring effective oversight of the project within the project management cycle, the purpose of this end-line evaluation is to assess the overall performance of the project against the planned project objectives, and key performance indicators as well as assess the impact of the overall project to the intended beneficiaries. The scope of the end-line evaluation will cover the entire project period of 1 August 2022 to 31 July 2024. It will specifically assess and inform project stakeholders i.e donors, project managers/staff, relevant government departments and the targeted community at large about the project achievements, challenges, and lessons learned as well as provide recommendations to inform future programming.

Specific Objectives include:

  • To assess the extent to which the project achieved its objectives as specified in the project proposal
  • To assess the extent to which the project outcomes and outputs have been achieved considering the indicators given in the project document.
  • To evaluate the level of contribution of the outputs towards the achievement of the expected project objectives, outcomes, goals and impact.
  • To assess the relevance, effectiveness, and efficiency of interventions as well as the sustainability of the results and the degree of satisfaction of the beneficiaries.
  • To identify major external factors that influenced or impacted the implementation of the project and evaluate their implication on future interventions.
  • To evaluate the appropriateness of the strategies and approaches used in implementation of the project.
  • Assess the wider impact and sustainability of project results and satisfaction of the project participants in line with the key project deliverables and impact.
  • To identify and document best practices, and lessons learned from the project and make recommendations for future strategies.

3. EVALUATION QUESTIONS

In line with the purpose and scope specified, evaluation question topics and sub-questions will be finalized during the preparation of the inception report. Without direct limitation on questions for inclusion, some suggested key questions include the following:

  • To what extent and how has the intervention led to mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks?
  • To what extent and how has the project achieved its objectives and particularly in line with child protection; GBV prevention and response as well as protection coordination, advocacy and information?
  • To what extent and how has the project achieved its key outputs, outcomes and performance indicators as specified in the project documentation?
  • To what extent and how has the project achieved its impact specifically about mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict in South Sudan?
  • To what extent and how has the project been relevant, effective, and efficient in ensuring the primary goal of mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict in South Sudan?
  • To what extent and how has the project delivery and achievement of results ensured sustainability and satisfaction among the project participants?
  • To what extent and how did external factors influence or impact the implementation of the “Mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks” project?
  • What best practices, lessons learned, and recommendations can be identified to inform future programming and strategy for the donor and other major stakeholders?

4. DESIGN AND METHODS

A cross-sectional study will be conducted across the project implementation areas i.e. Jonglei (Lankien and Pibor Counties), Unity (Panyijiar County and greater Southern Unity- Leer), Bentiu Town (Rubkona County) and Central Equatoria (Yei County), Warrap State (Tonj). The individual consultant is expected to conduct a participatory assessment providing for meaningful involvement by project partners, beneficiaries and other interested parties. Primary and secondary data is expected to be gathered using a mixed method to evaluate programme implementation. Thus, the assessment will involve collecting the following data:

  • Quantitative data: It will be used to measure indicators of the project expressed in terms of numbers/percentages (quantitative indicators). Information will be collected using a questionnaire survey which will be administered to a sample of households. The consultant is expected to determine the sampling technique and size which would be representative, and adequate to detect the changes observed and do basic descriptive statistics.
  • Qualitative data: Qualitative information will be collected through Focus Group Discussions (FGDs), Key Informant Interviews (KIIs) and In-depth Interviews (IDIs) with key stakeholders including community participants, community leaders, community/traditional leaders, local government offices, civil society organisations, donors, local humanitarian partners, project staff and others to complement the information collected through quantitative approaches.
  • Secondary documentation: A review of relevant project documents and reports among other relevant documents will also be important to establish key insights relevant to the effective implementation of the project.

5. ROLES AND RESPONSIBILITIES OF THE CONSULTANT

The consultant will be expected to:

  • Design methodology for the collection of quantitative and qualitative data for the final end-line evaluation.
  • Develop and finalise evaluation questions and create the tools necessary to answer the final evaluation questions.
  • Develop a detailed field implementation and enumerators training guide for the final evaluation.
  • Organize and facilitate training workshops for data collectors (NP will hire the data collectors) and pilot testing of the tool.
  • Plan and coordinate the necessary logistics to collect the data in aaccordance with the selected methodology.
  • Conduct the final evaluation at the project locations to measure key indicators as defined in the project logical framework and also set benchmarks.
  • Develop the data entry template and ensure data entry clerks are trained adequately.
  • Collect and analyse available secondary data to augment the final evaluation findings.
  • Based upon a reading of the programme documents, propose any additional topics or issues for analysis in the final evaluation.
  • Analyse and interpret data to develop a comprehensive final evaluation report.
  • Conduct a comparative analysis of the final evaluation data with baseline findings of the current project.
  • Share key preliminary findings and insights from the final evaluation with relevant staff through consultations.

6. EXPECTED DELIVERABLES

  • Submit an inception report/proposal which responds to the scope of work by adding any further detail or clarification regarding the study approach, method, or implementation arrangements
  • Fieldwork implementation plan (to be submitted before fieldwork begins). This field work plan should be presented to NP for comment and revised as necessary prior to commencing fieldwork.
  • Final evaluation questionnaires and qualitative data collection guides.
  • Cleaned data sets in CSV and Statistical Package for Social Sciences (SPSS) format, with data correctly organized, and variables named and labelled.
  • Cleaned qualitative data collection transcripts.
  • High quality validation of the information collected through a validation workshop of the findings.
  • A comprehensive final evaluation report that meets agreed formats.

7. TIMEFRAME

The task is anticipated to last between 6 to 8 weeks maximum weeks including submission of the final end line evaluation report. The consultant will be expected to start working on 15 July 2024 and complete all responsibilities outlined in the Scope of Work and submit the final end-line evaluation report by 15 September 2024.

Note: - The timing may be changed due to international and domestic travel restrictions or other requirements.

8. RESOURCES

NP will facilitate all visa requirements, transport to South Sudan and all field sites. In addition, NP will provide accommodation and communications equipment while in the country. NP will not provide personal computers and the consultant must use his/her own computer. All necessary logistical arrangements for the assessment will be coordinated through the NP logistics department. The chosen individual consultant will coordinate with the Research Monitoring and Evaluation team, Program Development Personnel, Program Manager and field staff in the planning and implementation of the data collection.

9. SKILLS & EXPERIENCE

Education:

  • Master’s degree in International and Political Affairs, Law, Development Studies, Social Sciences, or a related field.

Required Experience and Skills

  • At least 5-7 years of experience in the design and implementation of evaluations, assessments, or baseline surveys including qualitative and quantitative data collection.
  • Previous work experience in the area of humanitarian work specifically the protection of civilians, knowledge of and understanding of the South Sudan operating context will be an added advantage.
  • Excellent knowledge and understanding of research methodologies and processes.
  • Experience in the development of Monitoring and Evaluation frameworks and log-frames.
  • Experience in gathering and systematizing large amounts of data.
  • Experience managing a diverse team and providing capacity-building and training support.
  • Experience developing protection projects in conflict-affected and/or emergency settings.
  • Proven ability to manage highly confidential and sensitive information through a protection lens.
  • Experience managing projects in complex, dynamic and volatile environments, where security and political situation is very fluid.

10. SUBMISSION OF PROPOSAL

The proposal shall include technical and financial sections. The financial section needs to describe only the consultant’s professional fee. Other expenses like visa, transport, accommodation and small per diem while in country will be handled by NP.

The technical proposal should include:

  • Consultant profile including past achievements
  • Introduction: A brief overview of the assignment as understood by the bidder
  • Detail methodology and approach including work plan (i.e. research techniques to be used, sampling, field operation plan, quality assurance and time frame).
  • Current CV of the consultant.
  • Detail itemized work plan.
  • Detailed itemized budget and price justification by unit cost per activity being proposed under the financial proposal.
  • Three references from organizations that prove the consultant's capacity to carry out a final evaluation.
  • Annexes: Any documents, which the consultant feels will assist the proposal review team in evaluating the proposal

The Joining Forces Alliance, reuniting the 6 biggest child rights organizations in Germany, namely ChildFund, Plan International, Save The Children, SOS Children's Villages, Terre des Hommes & World Vision applied for an initial 16 million Euro grant from the German Foreign Federal Office (GFFO) to address major child protection in emergency issues in various conflict settings across the world between July 2022 and June 2024 under the project "Joining Forces for Child Protection in Emergences (JF-CPIE), implemented in 6 countries (Bangladesh, Burkina Faso, Central African Republic, Colombia, South Sudan, Ethiopia). All six consortium members implement in two of the six targeted countries.

The Joining Forces Alliance is preparing a 2nd phase of the “Joining Forces for Child Protection in Emergencies (JF-CPiE)”, which will be implemented for a duration of 26 months with a foreseen starting date in July 2024. The project will be implemented with the same organizations across the same countries, focusing on the gender-sensitive and inclusive integration of food security, nutrition and child protection.

Plan International Germany is the consortium lead and will contract the Global Project Manager and MERL Coordinator as well as the Finance Coordinator.

The Finance Coordinator will be responsible for all Controlling and Compliance related matters of the GFFO (German Federal Foreign Office) funded project “Joining Forces for Child Protection in Emergencies”. The contract holder will ensure a successful grant and financial management in all six countries of implementation (Colombia, Burkina Faso, CAR, South Sudan, Ethiopia, Bangladesh) as well as for the global coordination activities. Doing so the position holder will interface with the Consortium Members, their Implementing Partners as well as with Plan International Inc Headquarter and Plan International Germany. The coordination with so many stakeholders requires a high-level of understanding of complex project settings and excellent communication skills.

Nature of the consultancy: Consultancy services to integrate Nutrition into Emergency Primary Health Care Programming in IOM project locations.

Project Context and Scope:

IOM migration health unit supports the implementation of Emergency Primary health care activities (immunization, reproductive health, medical, consultation, health education and promotion) in Malakal, Wau, Abyei, Bentiu. The expected outputs under the integration process will include treatment services with children <5yrs with SAM/MAM, referral to children with medical complications to stabilization centers, supporting women of childbearing age (WCBA) with screening and treatment services.

The position is expected to facilitate integration of health and nutrition in IOM supported facilities, in Bentiu Sector three WFP is supporting IOM in TB/HIV treatment activities by provision of Nutrition supplies, this will further be enhanced through hire of Health and nutrition consultant.

Organizational Department / Unit to which the Consultant is contributing:

The consultancy will contribute to integration of Nutrition into IOM Migration health unit, mainly Primary health care activities in different locations under multi donor projects (BHA, FCDO).

Category A Consultants: Tasks to be performed under this contract:

Under the overall guidance of the Chief of Mission (COM), under the technical guidance and direct supervision of the Programme Coordinator (Migration Health), the incumbent will be responsible for supporting the implementation of the nutrition component of the emergency health programme activities for internally displaced people (IDPs) returnees and host community and other vulnerable populations in South Sudan.

Specific Functions and Duties:

  • Support the integration of nutrition services within IOM’s health emergency response activities within the country.
  • Support the team leaders and supervisors of IOM supported static and mobile primary health care clinics in ensuring the implementation of quality nutrition and primary healthcare services according to National and International standards.
  • Provide supportive supervision, monitoring and capacity building to health and nutrition staff on the implementation of nutrition and Primary Health Care activities and ensure coordination of the health team as well as linking IOM with appropriate clusters/agencies at National and state level.
  • Be available for short-notice deployment to field locations in South Sudan as part of IOM rapid health and nutrition response team (RRT) operations.
  • Conduct health and nutritional assessments, vaccination campaigns, and coordination of medical evacuation as needed across South Sudan.
  • Work with local authorities and community leaders and provide advice on key health and nutrition information messages for dissemination to supported communities.
  • Ensure maintenance of nutrition medical records in a safe and confidential manner across IOM health programmes in South Sudan.
  • Review weekly health and nutrition reports and provide feedback to field teams with technical advice and contribute to regular reporting on project achievements, challenges encountered, pertinent developments and strategic needs.
  • Support information sharing and coordination mechanisms between and among other IOM units (e.g. MHPSS, WASH, NFIs, etc.) as well as with other programme units such as Logistics, Security, Human Resource and Finance units.
  • Perform other duties as may be assigned.

Performance indicators for the evaluation of results

  • Participation in project activities planning, mornitoring and evaluation.

  • Emergency health and nutrition service are well integrated in field locations and are in line with WHO standards.

  • Participate in Nutrition cluster coordination activities, support interagency collaboration, stakeholder engagement at sub national, National level.

  • Staff, volunteers’ capacity building on integrated health and nutrition services.

  • Donor reporting and documentations.

    Education, Experience and/or skills required.

  • Advanced University degree in one or more of the following disciplines: Nutrition, Public Health, or related field, with relevant experience and advanced courses/training.

  • Strong knowledge of Nutrition and/or Public Health.

  • General knowledge of UN system policies, rules, regulations, and procedures governing administration is an advantage.

  • At least 7 years of postgraduate professional experience in nutrition, public health, development, or food aid support.

  • Experience with survey methodologies, nutrition assessment and relevant data analysis.

  • Excellent interpersonal and communication skills, including relationship management, influencing skills, and networking.

    Travel required.

External Consultant: Final End-line Project Evaluation – Statement of Work

1. BACKGROUND

Nonviolent Peaceforce (NP), an International NGO founded in 2002, recruits, trains and deploys unarmed civilians to reduce violence and protect vulnerable populations in conflict-affected areas. Unarmed civilian protection (UCP) is NP’s global core methodology. UCP refers to the engagement of unarmed civilians working to reduce the cycle of violence and increase the safety and security of civilians impacted by violent conflict. UCP prioritized direct physical protection against immediate threats of violence, even as we work to interrupt systemic violence. The success of UCP methodology is based on relationship building, acceptance, and trust by the community that utilizes a mix of strategies to prevent violence, enhance the safety and security of civilians, build and strengthen local peace infrastructure, and create an enabling environment for communities to devise and implement locally led peace and protection strategies. UCP is guided by principles of nonviolence, non-partisanship, primacy of local actors, and civilian-to-civilian action.

NP has been operating in South Sudan since 2010 with 11 static field operational sites in six states and one administrative area. These include Upper Nile, Jonglei, Greater Pibor Administrative Area, Central Equatoria, Western Equatoria, Unity State, and Warrap State. NP’s programming in South Sudan includes peace-building, social cohesion, protection, gender-based violence prevention and response, child protection, youth engagement, and reconciliation with a particular emphasis on the prevention of violence.

In line with this and with funding from the USAID’s Bureau for Humanitarian Affairs (BHA), NP South Sudan has been implementing a two-year project since July 2022, titled “Mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks”. This is being implemented in Yei County in Central Equatoria State, Rubkona County in Unity State, Lankien in Nyirol County, Jonglei State, Pibor County in Greater Pibor Administrative Area, Tonj South County in Warrap State, Ganyliel Payam in Panyjiar County, Unity State as well as Leer County in Unity State. The project's overall goal is to mitigate violence, increase the safety and security of civilians, and strengthen the resilience of populations affected by conflict and environmental shocks in South Sudan.

To achieve this goal, NP directly implements the project activities utilizing a participatory model that seeks to further build on local protection capacities, social cohesion, and resilience as well as prevent and respond to pertinent protection concerns of conflict-affected communities in South Sudan. All project activities are designed to best respond to the immediate security needs of beneficiaries and support the resilience, adaptive capacity, and recovery of communities from violent conflict, insecurity, and environment shocks. The project’s three programming components are centred upon:

  1. Child protection
  2. GBV prevention and response
  3. Protection coordination, advocacy, and information.

2. PURPOSE OF THE ENDLINE EVALUATION.

As part of the monitoring and evaluation function in ensuring effective oversight of the project within the project management cycle, the purpose of this end-line evaluation is to assess the overall performance of the project against the planned project objectives, and key performance indicators as well as assess the impact of the overall project to the intended beneficiaries. The scope of the end-line evaluation will cover the entire project period of 1 August 2022 to 31 July 2024. It will specifically assess and inform project stakeholders i.e donors, project managers/staff, relevant government departments and the targeted community at large about the project achievements, challenges, and lessons learned as well as provide recommendations to inform future programming.

Specific Objectives include:

  • To assess the extent to which the project achieved its objectives as specified in the project proposal
  • To assess the extent to which the project outcomes and outputs have been achieved considering the indicators given in the project document.
  • To evaluate the level of contribution of the outputs towards the achievement of the expected project objectives, outcomes, goals and impact.
  • To assess the relevance, effectiveness, and efficiency of interventions as well as the sustainability of the results and the degree of satisfaction of the beneficiaries.
  • To identify major external factors that influenced or impacted the implementation of the project and evaluate their implication on future interventions.
  • To evaluate the appropriateness of the strategies and approaches used in implementation of the project.
  • Assess the wider impact and sustainability of project results and satisfaction of the project participants in line with the key project deliverables and impact.
  • To identify and document best practices, and lessons learned from the project and make recommendations for future strategies.

3. EVALUATION QUESTIONS

In line with the purpose and scope specified, evaluation question topics and sub-questions will be finalized during the preparation of the inception report. Without direct limitation on questions for inclusion, some suggested key questions include the following:

  • To what extent and how has the intervention led to mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks?
  • To what extent and how has the project achieved its objectives and particularly in line with child protection; GBV prevention and response as well as protection coordination, advocacy and information?
  • To what extent and how has the project achieved its key outputs, outcomes and performance indicators as specified in the project documentation?
  • To what extent and how has the project achieved its impact specifically about mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict in South Sudan?
  • To what extent and how has the project been relevant, effective, and efficient in ensuring the primary goal of mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict in South Sudan?
  • To what extent and how has the project delivery and achievement of results ensured sustainability and satisfaction among the project participants?
  • To what extent and how did external factors influence or impact the implementation of the “Mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks” project?
  • What best practices, lessons learned, and recommendations can be identified to inform future programming and strategy for the donor and other major stakeholders?

4. DESIGN AND METHODS

A cross-sectional study will be conducted across the project implementation areas i.e. Jonglei (Lankien and Pibor Counties), Unity (Panyijiar County and greater Southern Unity- Leer), Bentiu Town (Rubkona County) and Central Equatoria (Yei County), Warrap State (Tonj). The individual consultant is expected to conduct a participatory assessment providing for meaningful involvement by project partners, beneficiaries and other interested parties. Primary and secondary data is expected to be gathered using a mixed method to evaluate programme implementation. Thus, the assessment will involve collecting the following data:

  • Quantitative data: It will be used to measure indicators of the project expressed in terms of numbers/percentages (quantitative indicators). Information will be collected using a questionnaire survey which will be administered to a sample of households. The consultant is expected to determine the sampling technique and size which would be representative, and adequate to detect the changes observed and do basic descriptive statistics.
  • Qualitative data: Qualitative information will be collected through Focus Group Discussions (FGDs), Key Informant Interviews (KIIs) and In-depth Interviews (IDIs) with key stakeholders including community participants, community leaders, community/traditional leaders, local government offices, civil society organisations, donors, local humanitarian partners, project staff and others to complement the information collected through quantitative approaches.
  • Secondary documentation: A review of relevant project documents and reports among other relevant documents will also be important to establish key insights relevant to the effective implementation of the project.

5. ROLES AND RESPONSIBILITIES OF THE CONSULTANT

The consultant will be expected to:

  • Design methodology for the collection of quantitative and qualitative data for the final end-line evaluation.
  • Develop and finalise evaluation questions and create the tools necessary to answer the final evaluation questions.
  • Develop a detailed field implementation and enumerators training guide for the final evaluation.
  • Organize and facilitate training workshops for data collectors (NP will hire the data collectors) and pilot testing of the tool.
  • Plan and coordinate the necessary logistics to collect the data in aaccordance with the selected methodology.
  • Conduct the final evaluation at the project locations to measure key indicators as defined in the project logical framework and also set benchmarks.
  • Develop the data entry template and ensure data entry clerks are trained adequately.
  • Collect and analyse available secondary data to augment the final evaluation findings.
  • Based upon a reading of the programme documents, propose any additional topics or issues for analysis in the final evaluation.
  • Analyse and interpret data to develop a comprehensive final evaluation report.
  • Conduct a comparative analysis of the final evaluation data with baseline findings of the current project.
  • Share key preliminary findings and insights from the final evaluation with relevant staff through consultations.

6. EXPECTED DELIVERABLES

  • Submit an inception report/proposal which responds to the scope of work by adding any further detail or clarification regarding the study approach, method, or implementation arrangements
  • Fieldwork implementation plan (to be submitted before fieldwork begins). This field work plan should be presented to NP for comment and revised as necessary prior to commencing fieldwork.
  • Final evaluation questionnaires and qualitative data collection guides.
  • Cleaned data sets in CSV and Statistical Package for Social Sciences (SPSS) format, with data correctly organized, and variables named and labelled.
  • Cleaned qualitative data collection transcripts.
  • High quality validation of the information collected through a validation workshop of the findings.
  • A comprehensive final evaluation report that meets agreed formats.

7. TIMEFRAME

The task is anticipated to last between 6 to 8 weeks maximum weeks including submission of the final end line evaluation report. The consultant will be expected to start working on 15 July 2024 and complete all responsibilities outlined in the Scope of Work and submit the final end-line evaluation report by 15 September 2024.

Note: - The timing may be changed due to international and domestic travel restrictions or other requirements.

8. RESOURCES

NP will facilitate all visa requirements, transport to South Sudan and all field sites. In addition, NP will provide accommodation and communications equipment while in the country. NP will not provide personal computers and the consultant must use his/her own computer. All necessary logistical arrangements for the assessment will be coordinated through the NP logistics department. The chosen individual consultant will coordinate with the Research Monitoring and Evaluation team, Program Development Personnel, Program Manager and field staff in the planning and implementation of the data collection.

9. SKILLS & EXPERIENCE

Education:

  • Master’s degree in International and Political Affairs, Law, Development Studies, Social Sciences, or a related field.

Required Experience and Skills

  • At least 5-7 years of experience in the design and implementation of evaluations, assessments, or baseline surveys including qualitative and quantitative data collection.
  • Previous work experience in the area of humanitarian work specifically the protection of civilians, knowledge of and understanding of the South Sudan operating context will be an added advantage.
  • Excellent knowledge and understanding of research methodologies and processes.
  • Experience in the development of Monitoring and Evaluation frameworks and log-frames.
  • Experience in gathering and systematizing large amounts of data.
  • Experience managing a diverse team and providing capacity-building and training support.
  • Experience developing protection projects in conflict-affected and/or emergency settings.
  • Proven ability to manage highly confidential and sensitive information through a protection lens.
  • Experience managing projects in complex, dynamic and volatile environments, where security and political situation is very fluid.

10. SUBMISSION OF PROPOSAL

The proposal shall include technical and financial sections. The financial section needs to describe only the consultant’s professional fee. Other expenses like visa, transport, accommodation and small per diem while in country will be handled by NP.

The technical proposal should include:

  • Consultant profile including past achievements
  • Introduction: A brief overview of the assignment as understood by the bidder
  • Detail methodology and approach including work plan (i.e. research techniques to be used, sampling, field operation plan, quality assurance and time frame).
  • Current CV of the consultant.
  • Detail itemized work plan.
  • Detailed itemized budget and price justification by unit cost per activity being proposed under the financial proposal.
  • Three references from organizations that prove the consultant's capacity to carry out a final evaluation.
  • Annexes: Any documents, which the consultant feels will assist the proposal review team in evaluating the proposal

The Joining Forces Alliance, reuniting the 6 biggest child rights organizations in Germany, namely ChildFund, Plan International, Save The Children, SOS Children's Villages, Terre des Hommes & World Vision applied for an initial 16 million Euro grant from the German Foreign Federal Office (GFFO) to address major child protection in emergency issues in various conflict settings across the world between July 2022 and June 2024 under the project "Joining Forces for Child Protection in Emergences (JF-CPIE), implemented in 6 countries (Bangladesh, Burkina Faso, Central African Republic, Colombia, South Sudan, Ethiopia). All six consortium members implement in two of the six targeted countries.

The Joining Forces Alliance is preparing a 2nd phase of the “Joining Forces for Child Protection in Emergencies (JF-CPiE)”, which will be implemented for a duration of 26 months with a foreseen starting date in July 2024. The project will be implemented with the same organizations across the same countries, focusing on the gender-sensitive and inclusive integration of food security, nutrition and child protection.

Plan International Germany is the consortium lead and will contract the Global Project Manager and MERL Coordinator as well as the Finance Coordinator.

The Finance Coordinator will be responsible for all Controlling and Compliance related matters of the GFFO (German Federal Foreign Office) funded project “Joining Forces for Child Protection in Emergencies”. The contract holder will ensure a successful grant and financial management in all six countries of implementation (Colombia, Burkina Faso, CAR, South Sudan, Ethiopia, Bangladesh) as well as for the global coordination activities. Doing so the position holder will interface with the Consortium Members, their Implementing Partners as well as with Plan International Inc Headquarter and Plan International Germany. The coordination with so many stakeholders requires a high-level of understanding of complex project settings and excellent communication skills.

Project Context and Scope:

IOM migration health unit supports the implementation of Emergency Primary health care activities (immunization, reproductive health, medical, consultation, health education and promotion) in Malakal, Wau, Abyei, Bentiu. The consultancy will contribute to integration of Nutrition into IOM Migration health unit, mainly Primary health care activities in different locations under multi donor projects (BHA, FCDO).

Category A Consultants: Tasks to be performed under this contract:

Under the overall guidance of the Chief of Mission (COM), under the technical guidance and direct supervision of the Programme Coordinator (Migration Health), the incumbent will be responsible for supporting the implementation of the nutrition component of the emergency health programme activities for internally displaced people (IDPs) returnees and host community and other vulnerable populations in South Sudan.

Specific Functions and Duties:

  • Support the integration of nutrition services within IOM’s health emergency response activities within the country.
  • Support the team leaders and supervisors of IOM supported static and mobile primary health care clinics in ensuring the implementation of quality nutrition and primary healthcare services according to National and International standards.
  • Provide supportive supervision, monitoring and capacity building to health and nutrition staff on the implementation of nutrition and Primary Health Care activities and ensure coordination of the health team as well as linking IOM with appropriate clusters/agencies at National and state level.
  • Be available for short-notice deployment to field locations in South Sudan as part of IOM rapid health and nutrition response team (RRT) operations.
  • Conduct health and nutritional assessments, vaccination campaigns, and coordination of medical evacuation as needed across South Sudan.
  • Work with local authorities and community leaders and provide advice on key health and nutrition information messages for dissemination to supported communities.
  • Ensure maintenance of nutrition medical records in a safe and confidential manner across IOM health programmes in South Sudan.
  • Review weekly health and nutrition reports and provide feedback to field teams with technical advice and contribute to regular reporting on project achievements, challenges encountered, pertinent developments and strategic needs.

UCP refers to the engagement of unarmed civilians working to reduce the cycle of violence and increase the safety and security of civilians impacted by violent conflict. UCP prioritized direct physical protection against immediate threats of violence, even as we work to interrupt systemic violence. The success of UCP methodology is based on relationship building, acceptance, and trust by the community that utilizes a mix of strategies to prevent violence, enhance the safety and security of civilians, build and strengthen local peace infrastructure, and create an enabling environment for communities to devise and implement locally led peace and protection strategies. UCP is guided by principles of nonviolence, non-partisanship, primacy of local actors, and civilian-to-civilian action.

NP has been operating in South Sudan since 2010 with 11 static field operational sites in six states and one administrative area. These include Upper Nile, Jonglei, Greater Pibor Administrative Area, Central Equatoria, Western Equatoria, Unity State, and Warrap State. NP’s programming in South Sudan includes peace-building, social cohesion, protection, gender-based violence prevention and response, child protection, youth engagement, and reconciliation with a particular emphasis on the prevention of violence.

In line with this and with funding from the USAID’s Bureau for Humanitarian Affairs (BHA), NP South Sudan has been implementing a two-year project since July 2022, titled “Mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks”. This is being implemented in Yei County in Central Equatoria State, Rubkona County in Unity State, Lankien in Nyirol County, Jonglei State, Pibor County in Greater Pibor Administrative Area, Tonj South County in Warrap State, Ganyliel Payam in Panyjiar County, Unity State as well as Leer County in Unity State. The project's overall goal is to mitigate violence, increase the safety and security of civilians, and strengthen the resilience of populations affected by conflict and environmental shocks in South Sudan.

To achieve this goal, NP directly implements the project activities utilizing a participatory model that seeks to further build on local protection capacities, social cohesion, and resilience as well as prevent and respond to pertinent protection concerns of conflict-affected communities in South Sudan. All project activities are designed to best respond to the immediate security needs of beneficiaries and support the resilience, adaptive capacity, and recovery of communities from violent conflict, insecurity, and environment shocks. The project’s three programming components are centred upon:

  1. Child protection
  2. GBV prevention and response
  3. Protection coordination, advocacy, and information.

2. PURPOSE OF THE ENDLINE EVALUATION.

As part of the monitoring and evaluation function in ensuring effective oversight of the project within the project management cycle, the purpose of this end-line evaluation is to assess the overall performance of the project against the planned project objectives, and key performance indicators as well as assess the impact of the overall project to the intended beneficiaries. The scope of the end-line evaluation will cover the entire project period of 1 August 2022 to 31 July 2024. It will specifically assess and inform project stakeholders i.e donors, project managers/staff, relevant government departments and the targeted community at large about the project achievements, challenges, and lessons learned as well as provide recommendations to inform future programming.

Specific Objectives include:

  • To assess the extent to which the project achieved its objectives as specified in the project proposal
  • To assess the extent to which the project outcomes and outputs have been achieved considering the indicators given in the project document.
  • To evaluate the level of contribution of the outputs towards the achievement of the expected project objectives, outcomes, goals and impact.
  • To assess the relevance, effectiveness, and efficiency of interventions as well as the sustainability of the results and the degree of satisfaction of the beneficiaries.
  • To identify major external factors that influenced or impacted the implementation of the project and evaluate their implication on future interventions.
  • To evaluate the appropriateness of the strategies and approaches used in implementation of the project.
  • Assess the wider impact and sustainability of project results and satisfaction of the project participants in line with the key project deliverables and impact.
  • To identify and document best practices, and lessons learned from the project and make recommendations for future strategies.

3. EVALUATION QUESTIONS

In line with the purpose and scope specified, evaluation question topics and sub-questions will be finalized during the preparation of the inception report. Without direct limitation on questions for inclusion, some suggested key questions include the following:

  • To what extent and how has the intervention led to mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks?
  • To what extent and how has the project achieved its objectives and particularly in line with child protection; GBV prevention and response as well as protection coordination, advocacy and information?
  • To what extent and how has the project achieved its key outputs, outcomes and performance indicators as specified in the project documentation?
  • To what extent and how has the project achieved its impact specifically about mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict in South Sudan?
  • To what extent and how has the project been relevant, effective, and efficient in ensuring the primary goal of mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict in South Sudan?
  • To what extent and how has the project delivery and achievement of results ensured sustainability and satisfaction among the project participants?
  • To what extent and how did external factors influence or impact the implementation of the “Mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks” project?
  • What best practices, lessons learned, and recommendations can be identified to inform future programming and strategy for the donor and other major stakeholders?

4. DESIGN AND METHODS

A cross-sectional study will be conducted across the project implementation areas i.e. Jonglei (Lankien and Pibor Counties), Unity (Panyijiar County and greater Southern Unity- Leer), Bentiu Town (Rubkona County) and Central Equatoria (Yei County), Warrap State (Tonj). The individual consultant is expected to conduct a participatory assessment providing for meaningful involvement by project partners, beneficiaries and other interested parties. Primary and secondary data is expected to be gathered using a mixed method to evaluate programme implementation. Thus, the assessment will involve collecting the following data:

  • Quantitative data: It will be used to measure indicators of the project expressed in terms of numbers/percentages (quantitative indicators). Information will be collected using a questionnaire survey which will be administered to a sample of households. The consultant is expected to determine the sampling technique and size which would be representative, and adequate to detect the changes observed and do basic descriptive statistics.
  • Qualitative data: Qualitative information will be collected through Focus Group Discussions (FGDs), Key Informant Interviews (KIIs) and In-depth Interviews (IDIs) with key stakeholders including community participants, community leaders, community/traditional leaders, local government offices, civil society organisations, donors, local humanitarian partners, project staff and others to complement the information collected through quantitative approaches.
  • Secondary documentation: A review of relevant project documents and reports among other relevant documents will also be important to establish key insights relevant to the effective implementation of the project.

5. ROLES AND RESPONSIBILITIES OF THE CONSULTANT

The consultant will be expected to:

  • Design methodology for the collection of quantitative and qualitative data for the final end-line evaluation.
  • Develop and finalise evaluation questions and create the tools necessary to answer the final evaluation questions.
  • Develop a detailed field implementation and enumerators training guide for the final evaluation.
  • Organize and facilitate training workshops for data collectors (NP will hire the data collectors) and pilot testing of the tool.
  • Plan and coordinate the necessary logistics to collect the data in aaccordance with the selected methodology.
  • Conduct the final evaluation at the project locations to measure key indicators as defined in the project logical framework and also set benchmarks.
  • Develop the data entry template and ensure data entry clerks are trained adequately.
  • Collect and analyse available secondary data to augment the final evaluation findings.
  • Based upon a reading of the programme documents, propose any additional topics or issues for analysis in the final evaluation.
  • Analyse and interpret data to develop a comprehensive final evaluation report.
  • Conduct a comparative analysis of the final evaluation data with baseline findings of the current project.
  • Share key preliminary findings and insights from the final evaluation with relevant staff through consultations.

6. EXPECTED DELIVERABLES

  • Submit an inception report/proposal which responds to the scope of work by adding any further detail or clarification regarding the study approach, method, or implementation arrangements
  • Fieldwork implementation plan (to be submitted before fieldwork begins). This field work plan should be presented to NP for comment and revised as necessary prior to commencing fieldwork.
  • Final evaluation questionnaires and qualitative data collection guides.
  • Cleaned data sets in CSV and Statistical Package for Social Sciences (SPSS) format, with data correctly organized, and variables named and labelled.
  • Cleaned qualitative data collection transcripts.
  • High quality validation of the information collected through a validation workshop of the findings.
  • A comprehensive final evaluation report that meets agreed formats.

7. TIMEFRAME

The task is anticipated to last between 6 to 8 weeks maximum weeks including submission of the final end line evaluation report. The consultant will be expected to start working on 15 July 2024 and complete all responsibilities outlined in the Scope of Work and submit the final end-line evaluation report by 15 September 2024.

Note: - The timing may be changed due to international and domestic travel restrictions or other requirements.

8. RESOURCES

NP will facilitate all visa requirements, transport to South Sudan and all field sites. In addition, NP will provide accommodation and communications equipment while in the country. NP will not provide personal computers and the consultant must use his/her own computer. All necessary logistical arrangements for the assessment will be coordinated through the NP logistics department. The chosen individual consultant will coordinate with the Research Monitoring and Evaluation team, Program Development Personnel, Program Manager and field staff in the planning and implementation of the data collection.

9. SKILLS & EXPERIENCE

Education:

  • Master’s degree in International and Political Affairs, Law, Development Studies, Social Sciences, or a related field.

Required Experience and Skills

  • At least 5-7 years of experience in the design and implementation of evaluations, assessments, or baseline surveys including qualitative and quantitative data collection.
  • Previous work experience in the area of humanitarian work specifically the protection of civilians, knowledge of and understanding of the South Sudan operating context will be an added advantage.
  • Excellent knowledge and understanding of research methodologies and processes.
  • Experience in the development of Monitoring and Evaluation frameworks and log-frames.
  • Experience in gathering and systematizing large amounts of data.
  • Experience managing a diverse team and providing capacity-building and training support.
  • Experience developing protection projects in conflict-affected and/or emergency settings.
  • Proven ability to manage highly confidential and sensitive information through a protection lens.
  • Experience managing projects in complex, dynamic and volatile environments, where security and political situation is very fluid.

10. SUBMISSION OF PROPOSAL

The proposal shall include technical and financial sections. The financial section needs to describe only the consultant’s professional fee. Other expenses like visa, transport, accommodation and small per diem while in country will be handled by NP.

The technical proposal should include:

  • Consultant profile including past achievements
  • Introduction: A brief overview of the assignment as understood by the bidder
  • Detail methodology and approach including work plan (i.e. research techniques to be used, sampling, field operation plan, quality assurance and time frame).
  • Current CV of the consultant.
  • Detail itemized work plan.
  • Detailed itemized budget and price justification by unit cost per activity being proposed under the financial proposal.
  • Three references from organizations that prove the consultant's capacity to carry out a final evaluation.
  • Annexes: Any documents, which the consultant feels will assist the proposal review team in evaluating the proposal

The Joining Forces Alliance, reuniting the 6 biggest child rights organizations in Germany, namely ChildFund, Plan International, Save The Children, SOS Children's Villages, Terre des Hommes & World Vision applied for an initial 16 million Euro grant from the German Foreign Federal Office (GFFO) to address major child protection in emergency issues in various conflict settings across the world between July 2022 and June 2024 under the project "Joining Forces for Child Protection in Emergences (JF-CPIE), implemented in 6 countries (Bangladesh, Burkina Faso, Central African Republic, Colombia, South Sudan, Ethiopia). All six consortium members implement in two of the six targeted countries.

The Joining Forces Alliance is preparing a 2nd phase of the “Joining Forces for Child Protection in Emergencies (JF-CPiE)”, which will be implemented for a duration of 26 months with a foreseen starting date in July 2024. The project will be implemented with the same organizations across the same countries, focusing on the gender-sensitive and inclusive integration of food security, nutrition and child protection.

Plan International Germany is the consortium lead and will contract the Global Project Manager and MERL Coordinator as well as the Finance Coordinator.

The Finance Coordinator will be responsible for all Controlling and Compliance related matters of the GFFO (German Federal Foreign Office) funded project “Joining Forces for Child Protection in Emergencies”. The contract holder will ensure a successful grant and financial management in all six countries of implementation (Colombia, Burkina Faso, CAR, South Sudan, Ethiopia, Bangladesh) as well as for the global coordination activities. Doing so the position holder will interface with the Consortium Members, their Implementing Partners as well as with Plan International Inc Headquarter and Plan International Germany. The coordination with so many stakeholders requires a high-level of understanding of complex project settings and excellent communication skills.

The consultancy will contribute to integration of Nutrition into IOM Migration health unit, mainly Primary health care activities in different locations under multi donor projects (BHA, FCDO).

Category A Consultants: Tasks to be performed under this contract:

Under the overall guidance of the Chief of Mission (COM), under the technical guidance and direct supervision of the Programme Coordinator (Migration Health), the incumbent will be responsible for supporting the implementation of the nutrition component of the emergency health programme activities for internally displaced people (IDPs) returnees and host community and other vulnerable populations in South Sudan.

Specific Functions and Duties:

  • Support the integration of nutrition services within IOM’s health emergency response activities within the country.
  • Support the team leaders and supervisors of IOM supported static and mobile primary health care clinics in ensuring the implementation of quality nutrition and primary healthcare services according to National and International standards.
  • Provide supportive supervision, monitoring and capacity building to health and nutrition staff on the implementation of nutrition and Primary Health Care activities and ensure coordination of the health team as well as linking IOM with appropriate clusters/agencies at National and state level.
  • Be available for short-notice deployment to field locations in South Sudan as part of IOM rapid health and nutrition response team (RRT) operations.
  • Conduct health and nutritional assessments, vaccination campaigns, and coordination of medical evacuation as needed across South Sudan.

  • Ensure maintenance of nutrition medical records in a safe and confidential manner across IOM health programmes in South Sudan.

1. BACKGROUND

Nonviolent Peaceforce (NP), an International NGO founded in 2002, recruits, trains and deploys unarmed civilians to reduce violence and protect vulnerable populations in conflict-affected areas. The success of UCP methodology is based on relationship building, acceptance, and trust by the community that utilizes a mix of strategies to prevent violence, enhance the safety and security of civilians, build and strengthen local peace infrastructure, and create an enabling environment for communities to devise and implement locally led peace and protection strategies. UCP is guided by principles of nonviolence, non-partisanship, primacy of local actors, and civilian-to-civilian action.

NP has been operating in South Sudan since 2010 with 11 static field operational sites in six states and one administrative area. These include Upper Nile, Jonglei, Greater Pibor Administrative Area, Central Equatoria, Western Equatoria, Unity State, and Warrap State. NP’s programming in South Sudan includes peace-building, social cohesion, protection, gender-based violence prevention and response, child protection, youth engagement, and reconciliation with a particular emphasis on the prevention of violence.

In line with this and with funding from the USAID’s Bureau for Humanitarian Affairs (BHA), NP South Sudan has been implementing a two-year project since July 2022, titled “Mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks”. This is being implemented in Yei County in Central Equatoria State, Rubkona County in Unity State, Lankien in Nyirol County, Jonglei State, Pibor County in Greater Pibor Administrative Area, Tonj South County in Warrap State, Ganyliel Payam in Panyjiar County, Unity State as well as Leer County in Unity State. The project's overall goal is to mitigate violence, increase the safety and security of civilians, and strengthen the resilience of populations affected by conflict and environmental shocks in South Sudan.

To achieve this goal, NP directly implements the project activities utilizing a participatory model that seeks to further build on local protection capacities, social cohesion, and resilience as well as prevent and respond to pertinent protection concerns of conflict-affected communities in South Sudan. All project activities are designed to best respond to the immediate security needs of beneficiaries and support the resilience, adaptive capacity, and recovery of communities from violent conflict, insecurity, and environment shocks. The project’s three programming components are centred upon:

  1. Child protection
  2. GBV prevention and response
  3. Protection coordination, advocacy, and information.

2. PURPOSE OF THE ENDLINE EVALUATION.

As part of the monitoring and evaluation function in ensuring effective oversight of the project within the project management cycle, the purpose of this end-line evaluation is to assess the overall performance of the project against the planned project objectives, and key performance indicators as well as assess the impact of the overall project to the intended beneficiaries. The scope of the end-line evaluation will cover the entire project period of 1 August 2022 to 31 July 2024. It will specifically assess and inform project stakeholders i.e donors, project managers/staff, relevant government departments and the targeted community at large about the project achievements, challenges, and lessons learned as well as provide recommendations to inform future programming.

Specific Objectives include:

  • To assess the extent to which the project achieved its objectives as specified in the project proposal
  • To assess the extent to which the project outcomes and outputs have been achieved considering the indicators given in the project document.
  • To evaluate the level of contribution of the outputs towards the achievement of the expected project objectives, outcomes, goals and impact.
  • To assess the relevance, effectiveness, and efficiency of interventions as well as the sustainability of the results and the degree of satisfaction of the beneficiaries.
  • To identify major external factors that influenced or impacted the implementation of the project and evaluate their implication on future interventions.
  • To evaluate the appropriateness of the strategies and approaches used in implementation of the project.
  • Assess the wider impact and sustainability of project results and satisfaction of the project participants in line with the key project deliverables and impact.
  • To identify and document best practices, and lessons learned from the project and make recommendations for future strategies.

3. EVALUATION QUESTIONS

In line with the purpose and scope specified, evaluation question topics and sub-questions will be finalized during the preparation of the inception report. Without direct limitation on questions for inclusion, some suggested key questions include the following:

  • To what extent and how has the intervention led to mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks?
  • To what extent and how has the project achieved its objectives and particularly in line with child protection; GBV prevention and response as well as protection coordination, advocacy and information?
  • To what extent and how has the project achieved its key outputs, outcomes and performance indicators as specified in the project documentation?
  • To what extent and how has the project achieved its impact specifically about mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict in South Sudan?
  • To what extent and how has the project been relevant, effective, and efficient in ensuring the primary goal of mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict in South Sudan?
  • To what extent and how has the project delivery and achievement of results ensured sustainability and satisfaction among the project participants?
  • To what extent and how did external factors influence or impact the implementation of the “Mitigating violence, increasing the safety and security of civilians and strengthening the resilience of populations affected by conflict and environmental shocks” project?
  • What best practices, lessons learned, and recommendations can be identified to inform future programming and strategy for the donor and other major stakeholders?

4. DESIGN AND METHODS

A cross-sectional study will be conducted across the project implementation areas i.e. Jonglei (Lankien and Pibor Counties), Unity (Panyijiar County and greater Southern Unity- Leer), Bentiu Town (Rubkona County) and Central Equatoria (Yei County), Warrap State (Tonj). The individual consultant is expected to conduct a participatory assessment providing for meaningful involvement by project partners, beneficiaries and other interested parties. Primary and secondary data is expected to be gathered using a mixed method to evaluate programme implementation. Thus, the assessment will involve collecting the following data:

  • Quantitative data: It will be used to measure indicators of the project expressed in terms of numbers/percentages (quantitative indicators). Information will be collected using a questionnaire survey which will be administered to a sample of households. The consultant is expected to determine the sampling technique and size which would be representative, and adequate to detect the changes observed and do basic descriptive statistics.
  • Qualitative data: Qualitative information will be collected through Focus Group Discussions (FGDs), Key Informant Interviews (KIIs) and In-depth Interviews (IDIs) with key stakeholders including community participants, community leaders, community/traditional leaders, local government offices, civil society organisations, donors, local humanitarian partners, project staff and others to complement the information collected through quantitative approaches.
  • Secondary documentation: A review of relevant project documents and reports among other relevant documents will also be important to establish key insights relevant to the effective implementation of the project.

5. ROLES AND RESPONSIBILITIES OF THE CONSULTANT

The consultant will be expected to:

  • Design methodology for the collection of quantitative and qualitative data for the final end-line evaluation.
  • Develop and finalise evaluation questions and create the tools necessary to answer the final evaluation questions.
  • Develop a detailed field implementation and enumerators training guide for the final evaluation.
  • Organize and facilitate training workshops for data collectors (NP will hire the data collectors) and pilot testing of the tool.
  • Plan and coordinate the necessary logistics to collect the data in aaccordance with the selected methodology.
  • Conduct the final evaluation at the project locations to measure key indicators as defined in the project logical framework and also set benchmarks.
  • Develop the data entry template and ensure data entry clerks are trained adequately.
  • Collect and analyse available secondary data to augment the final evaluation findings.
  • Based upon a reading of the programme documents, propose any additional topics or issues for analysis in the final evaluation.
  • Analyse and interpret data to develop a comprehensive final evaluation report.
  • Conduct a comparative analysis of the final evaluation data with baseline findings of the current project.
  • Share key preliminary findings and insights from the final evaluation with relevant staff through consultations.

6. EXPECTED DELIVERABLES

  • Submit an inception report/proposal which responds to the scope of work by adding any further detail or clarification regarding the study approach, method, or implementation arrangements
  • Fieldwork implementation plan (to be submitted before fieldwork begins). This field work plan should be presented to NP for comment and revised as necessary prior to commencing fieldwork.
  • Final evaluation questionnaires and qualitative data collection guides.
  • Cleaned data sets in CSV and Statistical Package for Social Sciences (SPSS) format, with data correctly organized, and variables named and labelled.
  • Cleaned qualitative data collection transcripts.
  • High quality validation of the information collected through a validation workshop of the findings.
  • A comprehensive final evaluation report that meets agreed formats.

7. TIMEFRAME

The task is anticipated to last between 6 to 8 weeks maximum weeks including submission of the final end line evaluation report. The consultant will be expected to start working on 15 July 2024 and complete all responsibilities outlined in the Scope of Work and submit the final end-line evaluation report by 15 September 2024.

Note: - The timing may be changed due to international and domestic travel restrictions or other requirements.

8. RESOURCES

NP will facilitate all visa requirements, transport to South Sudan and all field sites. In addition, NP will provide accommodation and communications equipment while in the country. NP will not provide personal computers and the consultant must use his/her own computer. All necessary logistical arrangements for the assessment will be coordinated through the NP logistics department. The chosen individual consultant will coordinate with the Research Monitoring and Evaluation team, Program Development Personnel, Program Manager and field staff in the planning and implementation of the data collection.

9. SKILLS & EXPERIENCE

Education:

  • Master’s degree in International and Political Affairs, Law, Development Studies, Social Sciences, or a related field.

Required Experience and Skills

  • At least 5-7 years of experience in the design and implementation of evaluations, assessments, or baseline surveys including qualitative and quantitative data collection.
  • Previous work experience in the area of humanitarian work specifically the protection of civilians, knowledge of and understanding of the South Sudan operating context will be an added advantage.
  • Excellent knowledge and understanding of research methodologies and processes.
  • Experience in the development of Monitoring and Evaluation frameworks and log-frames.
  • Experience in gathering and systematizing large amounts of data.
  • Experience managing a diverse team and providing capacity-building and training support.
  • Experience developing protection projects in conflict-affected and/or emergency settings.
  • Proven ability to manage highly confidential and sensitive information through a protection lens.
  • Experience managing projects in complex, dynamic and volatile environments, where security and political situation is very fluid.

10. SUBMISSION OF PROPOSAL

The proposal shall include technical and financial sections. The financial section needs to describe only the consultant’s professional fee. Other expenses like visa, transport, accommodation and small per diem while in country will be handled by NP.

The technical proposal should include:

  • Consultant profile including past achievements
  • Introduction: A brief overview of the assignment as understood by the bidder
  • Detail methodology and approach including work plan (i.e. research techniques to be used, sampling, field operation plan, quality assurance and time frame).
  • Current CV of the consultant.
  • Detail itemized work plan.
  • Detailed itemized budget and price justification by unit cost per activity being proposed under the financial proposal.
  • Three references from organizations that prove the consultant's capacity to carry out a final evaluation.
  • Annexes: Any documents, which the consultant feels will assist the proposal review team in evaluating the proposal

The Joining Forces Alliance, reuniting the 6 biggest child rights organizations in Germany, namely ChildFund, Plan International, Save The Children, SOS Children's Villages, Terre des Hommes & World Vision applied for an initial 16 million Euro grant from the German Foreign Federal Office (GFFO) to address major child protection in emergency issues in various conflict settings across the world between July 2022 and June 2024 under the project "Joining Forces for Child Protection in Emergences (JF-CPIE), implemented in 6 countries (Bangladesh, Burkina Faso, Central African Republic, Colombia, South Sudan, Ethiopia). All six consortium members implement in two of the six targeted countries.

The Joining Forces Alliance is preparing a 2nd phase of the “Joining Forces for Child Protection in Emergencies (JF-CPiE)”, which will be implemented for a duration of 26 months with a foreseen starting date in July 2024. The project will be implemented with the same organizations across the same countries, focusing on the gender-sensitive and inclusive integration of food security, nutrition and child protection.

Plan International Germany is the consortium lead and will contract the Global Project Manager and MERL Coordinator as well as the Finance Coordinator.

The Finance Coordinator will be responsible for all Controlling and Compliance related matters of the GFFO (German Federal Foreign Office) funded project “Joining Forces for Child Protection in Emergencies”. The contract holder will ensure a successful grant and financial management in all six countries of implementation (Colombia, Burkina Faso, CAR, South Sudan, Ethiopia, Bangladesh) as well as for the global coordination activities. Doing so the position holder will interface with the Consortium Members, their Implementing Partners as well as with Plan International Inc Headquarter and Plan International Germany. Under the overall guidance of the Chief of Mission (COM), under the technical guidance and direct supervision of the Programme Coordinator (Migration Health), the incumbent will be responsible for supporting the implementation of the nutrition component of the emergency health programme activities for internally displaced people (IDPs) returnees and host community and other vulnerable populations in South Sudan.

Specific Functions and Duties:

Context:

IOM in South Sudan is responsible for the management for co-location of humanitarian actors (UN Common Premises) within the United Nations Interim Security Force for Abyei (UNISFA) based in Abyei town, Abyei Administrative Area.

Under the overall supervision of the Head of Operations, the direct supervision of the Head of Sub-Offices (HoSO) and in close coordination with the Head of Procurement and Logistics Unit, the Project Officer will be responsible for managing the UN Common Premises (UNCP) in Abyei according to the Memorandum of Understanding (MoU) signed between IOM and the resident agencies, ensuring support to residents, liaising with resident agencies representatives operating in Abyei, in dedicated UNCP committee meetings.

The Project Officer will also be responsible for managing daily operations of UNCP to ensure the provision of clean, safe and comfortable accommodations in line with UN standards and within the UNCP approved annual budget.

Core Functions / Responsibilities:

  1. Coordinate, implement and track the awarding of Memorandum of Understanding (MoUs) for long-term UNCP residents.
  2. Manage UNCP front desk by providing oversight of booking systems and the application of procedures, supporting guests and communicating to residents/guests on UNCP rules and Standard Operating Procedures (SOPs).
  3. Evaluate partner agencies (residents) needs in UNCP and the development of facilities, and draft proposals to meet these needs/developments.
  4. Participate in coordination and operational meetings to discuss challenges, needs and routine operational matters, and communicate key discussions and recommendations to relevant senior management in Juba and the Sub-Office.
  5. Contribute to the management of UNCP resources in an efficient manner by updating funding and expenditure spreadsheets, tracking resource utilization, making recommendations on spending plans and drafting quarterly procurement plans for UNCP in close coordination with Resources Management Officer (RMO) and HoSO.
  6. Supervise and monitor UNCP contractor’s work to agreed specifications in close coordination with Procurement and Logistics Unit, RMO and HoSO. Check that progress and other reports are submitted in a timely manner.
  7. Monitor the work of facility maintenance staff and other skilled/unskilled daily laborers; provide basic training as required and recommend additional performance improvements.
  8. Monitor UNCP’s functioning and facilities, as well as its operational state all the time, coordinating repairs, maintenance, and installation of infrastructure in close coordination with HoSO.
  9. Draft proposals for additional requests for space and assist in technical coordination of site and facility development by checking that best practices for site planning within UNCP are implemented.
  10. Liaise closely with IOM Office of Staff Security and implement access control and fire/other hazard safety plans inside UNCP; monitor the availability of adequate resources at UNCP in case of any such emergency.
  11. Draft monthly situation/occupancy reports, cost recovery, and other necessary periodic reports. Facilitate the timely submission of reports to all concerned.
  12. Plan and coordinate essential central services, manage the storage and stocks of consumables, equipment, and tools ensuring consumptions are properly monitored, maintenance records are properly archived, and UNCP assets are properly kept and tracked.
  13. Manage UNCP rub hall/storage units and support partner agencies in UNCP common rub hall/warehouse management.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Hospitality Management, Electric/Civil Engineering, International Relations, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant experience.

Experience

  • Relevant experience in project implementation in post conflict or transitional situations; experience working for a UN agency, International Organizations or NGOs is preferred;
  • Previous related experience in South Sudan field operations is an advantage;
  • Project implementation and supervision experience at the field level required;
  • Management of humanitarian premises/hubs in emergency complex operations; and,
  • Experience in inter-agency coordination and counterparts is an advantage.

Skills

  • Excellent writing and communication skills in English; and,
  • Good level of computer literacy, including database applications.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

The Opportunity

The Joining Forces Alliance, reuniting the 6 biggest child rights organizations in Germany, namely ChildFund, Plan International, Save The Children, SOS Children's Villages, Terre des Hommes & World Vision applied for an initial 16 million Euro grant from the German Foreign Federal Office (GFFO) to address major child protection in emergency issues in various conflict settings across the world between July 2022 and June 2024 under the project "Joining Forces for Child Protection in Emergences (JF-CPIE), implemented in 6 countries (Bangladesh, Burkina Faso, Central African Republic, Colombia, South Sudan, Ethiopia). All six consortium members implement in two of the six targeted countries.

The Joining Forces Alliance is preparing a 2nd phase of the “Joining Forces for Child Protection in Emergencies (JF-CPiE)”, which will be implemented for a duration of 26 months with a foreseen starting date in July 2024. The project will be implemented with the same organizations across the same countries, focusing on the gender-sensitive and inclusive integration of food security, nutrition and child protection.

Plan International Germany is the consortium lead and will contract the Global Project Manager and MEAL Coordinator as well as the Finance Coordinator.

Under the project, this position is responsible for the technical leadership and guidance of monitoring, evaluation, reporting and learning activities in the project. He/She will ensure quality and standards in the planning and implementation of project MEAL activities. Doing so the position holder will interface with the Consortium Members, their Implementing Partners as well as with Plan International Inc Headquarter and Plan International Germany. The coordination with so many stakeholders requires a high-level of understanding of complex project settings and excellent communication skills.

Do you have what it takes?

The MEAL Coordinator is responsible for technical leadership and guidance of gender-sensitive and inclusive monitoring, evaluation, reporting and learning in the context of project implementation. She/he will oversee and ensure that information from implementing partners is fed into the overall project framework to allow continuous gender-sensitive and inclusive results-based monitoring, and will maintain a coherent monitoring approach across the six implementing countries – together with the country-based MEAL specialists of the different consortium members.

The MEAL coordinator will also be responsible for overall knowledge management and documentation of best practices and lessons learnt from the project in collaboration with the teams. She/he will also strengthen the projects teams and will provide technical support to the MEAL staff of implementing partners. She/he will coordinate closely with the Global Project Manager, the project managers of the Joining Forces Agencies in Germany, as well as the MEAL staff at implementing partners level in-country.

Overview of position:
Movcon along with the Field Technology Section (FTS) is implementing an e-ticketing project across the entire mission, moving from a manual passenger booking system to a fully automated passenger ticketing & passenger / cargo database management system. The project is part of the applications provided by the FSS platform enabling improved access to data related to passenger movement, better planning of the air assets & projected assets utilization based on accurate data. This will allow better cost projections & fund management using SAP (UMOJA) tools. It includes training of staff & roll out of the project at our clients HQ, Juba & all 11 locations in country in a time bound manner.
This position is located in the Movement Control Section (MOVCON) in Juba. The incumbent reports to the Chief of Passenger Operations Unit located in Juba.

Role objectives:
Within the delegated authority, the ICT Project Support role will be responsible for performing the following duties:

During the implementation stage:
Facilitate & actively engage with the FTS towards identifying architecture, operational resilience & if applicable, the classification & categorization of data managed or stored in the project product.
Review the product functions & features to ensure it is both accurate & complete & fit for purpose for its defined target audiences, both business & technical.
Ensure the ongoing validity of the business case during & after the project.
Should any developments arise which may impact the business case (as defined in the project documentation) it is this role’s responsibility to inform FTS.
Draft the project mandate with the assistance of FTS, if required.
Designate all MOVCON resources & their alternates who will interface with FTS & play an active role throughout the project lifecycle & ensure their active participation.
Should be able to provide FTS with necessary input for drafting the list of product functions & related features.
Abide by agreed upon timeframes to review & approve all project documents as required.
