Acted operations in South Sudan aim to improve food security, ensure access to livelihoods and develop resilience and emergency programmes. Since the eruption of the South Sudanese conflict in December 2013, Acted has been contributing to the delivery of humanitarian services to internally displaced persons, refugees and host communities. As camp manager Acted continues to coordinate and provide camp management services in Protection of Civilian (POC) site in Juba and Bor, informal settlements in Wau and refugee camps in Maban.

Context:

IOM in South Sudan is responsible for the management for co-location of humanitarian actors (UN Common Premises) within the United Nations Interim Security Force for Abyei (UNISFA) based in Abyei town, Abyei Administrative Area.

Under the overall supervision of the Head of Operations, the direct supervision of the Head of Sub-Offices (HoSO) and in close coordination with the Head of Procurement and Logistics Unit, the Project Officer will be responsible for managing the UN Common Premises (UNCP) in Abyei according to the Memorandum of Understanding (MoU) signed between IOM and the resident agencies, ensuring support to residents, liaising with resident agencies representatives operating in Abyei, in dedicated UNCP committee meetings.

The Project Officer will also be responsible for managing daily operations of UNCP to ensure the provision of clean, safe and comfortable accommodations in line with UN standards and within the UNCP approved annual budget.

Core Functions / Responsibilities:

  1. Coordinate, implement and track the awarding of Memorandum of Understanding (MoUs) for long-term UNCP residents.
  2. Manage UNCP front desk by providing oversight of booking systems and the application of procedures, supporting guests and communicating to residents/guests on UNCP rules and Standard Operating Procedures (SOPs).
  3. Evaluate partner agencies (residents) needs in UNCP and the development of facilities, and draft proposals to meet these needs/developments.
  4. Participate in coordination and operational meetings to discuss challenges, needs and routine operational matters, and communicate key discussions and recommendations to relevant senior management in Juba and the Sub-Office.
  5. Contribute to the management of UNCP resources in an efficient manner by updating funding and expenditure spreadsheets, tracking resource utilization, making recommendations on spending plans and drafting quarterly procurement plans for UNCP in close coordination with Resources Management Officer (RMO) and HoSO.
  6. Supervise and monitor UNCP contractor’s work to agreed specifications in close coordination with Procurement and Logistics Unit, RMO and HoSO. Check that progress and other reports are submitted in a timely manner.
  7. Monitor the work of facility maintenance staff and other skilled/unskilled daily laborers; provide basic training as required and recommend additional performance improvements.
  8. Monitor UNCP’s functioning and facilities, as well as its operational state all the time, coordinating repairs, maintenance, and installation of infrastructure in close coordination with HoSO.
  9. Draft proposals for additional requests for space and assist in technical coordination of site and facility development by checking that best practices for site planning within UNCP are implemented.
  10. Liaise closely with IOM Office of Staff Security and implement access control and fire/other hazard safety plans inside UNCP; monitor the availability of adequate resources at UNCP in case of any such emergency.
  11. Draft monthly situation/occupancy reports, cost recovery, and other necessary periodic reports. Facilitate the timely submission of reports to all concerned.
  12. Plan and coordinate essential central services, manage the storage and stocks of consumables, equipment, and tools ensuring consumptions are properly monitored, maintenance records are properly archived, and UNCP assets are properly kept and tracked.
  13. Manage UNCP rub hall/storage units and support partner agencies in UNCP common rub hall/warehouse management.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Hospitality Management, Electric/Civil Engineering, International Relations, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant experience.

Experience

  • Relevant experience in project implementation in post conflict or transitional situations; experience working for a UN agency, International Organizations or NGOs is preferred;
  • Previous related experience in South Sudan field operations is an advantage;
  • Project implementation and supervision experience at the field level required;
  • Management of humanitarian premises/hubs in emergency complex operations; and,
  • Experience in inter-agency coordination and counterparts is an advantage.

Skills

  • Excellent writing and communication skills in English; and,
  • Good level of computer literacy, including database applications.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or local language is an advantage.

Nature of the consultancy: Consultancy services to integrate Nutrition into Emergency Primary Health Care Programming in IOM project locations.

Project Context and Scope:

IOM migration health unit supports the implementation of Emergency Primary health care activities (immunization, reproductive health, medical, consultation, health education and promotion) in Malakal, Wau, Abyei, Bentiu. The expected outputs under the integration process will include treatment services with children <5yrs with SAM/MAM, referral to children with medical complications to stabilization centers, supporting women of childbearing age (WCBA) with screening and treatment services.

The position is expected to facilitate integration of health and nutrition in IOM supported facilities, in Bentiu Sector three WFP is supporting IOM in TB/HIV treatment activities by provision of Nutrition supplies, this will further be enhanced through hire of Health and nutrition consultant.

Organizational Department / Unit to which the Consultant is contributing:

The consultancy will contribute to integration of Nutrition into IOM Migration health unit, mainly Primary health care activities in different locations under multi donor projects (BHA, FCDO).

Category A Consultants: Tasks to be performed under this contract:

Under the overall guidance of the Chief of Mission (COM), under the technical guidance and direct supervision of the Programme Coordinator (Migration Health), the incumbent will be responsible for supporting the implementation of the nutrition component of the emergency health programme activities for internally displaced people (IDPs) returnees and host community and other vulnerable populations in South Sudan.

Specific Functions and Duties:

  • Support the integration of nutrition services within IOM’s health emergency response activities within the country.
  • Support the team leaders and supervisors of IOM supported static and mobile primary health care clinics in ensuring the implementation of quality nutrition and primary healthcare services according to National and International standards.
  • Provide supportive supervision, monitoring and capacity building to health and nutrition staff on the implementation of nutrition and Primary Health Care activities and ensure coordination of the health team as well as linking IOM with appropriate clusters/agencies at National and state level.
  • Be available for short-notice deployment to field locations in South Sudan as part of IOM rapid health and nutrition response team (RRT) operations.
  • Conduct health and nutritional assessments, vaccination campaigns, and coordination of medical evacuation as needed across South Sudan.
  • Work with local authorities and community leaders and provide advice on key health and nutrition information messages for dissemination to supported communities.
  • Ensure maintenance of nutrition medical records in a safe and confidential manner across IOM health programmes in South Sudan.
  • Review weekly health and nutrition reports and provide feedback to field teams with technical advice and contribute to regular reporting on project achievements, challenges encountered, pertinent developments and strategic needs.
  • Support information sharing and coordination mechanisms between and among other IOM units (e.g. MHPSS, WASH, NFIs, etc.) as well as with other programme units such as Logistics, Security, Human Resource and Finance units.

The consultancy will contribute to integration of Nutrition into IOM Migration health unit, mainly Primary health care activities in different locations under multi donor projects (BHA, FCDO).

Category A Consultants: Tasks to be performed under this contract:

Under the overall guidance of the Chief of Mission (COM), under the technical guidance and direct supervision of the Programme Coordinator (Migration Health), the incumbent will be responsible for supporting the implementation of the nutrition component of the emergency health programme activities for internally displaced people (IDPs) returnees and host community and other vulnerable populations in South Sudan.

Specific Functions and Duties:

  • Support the integration of nutrition services within IOM’s health emergency response activities within the country.
  • Support the team leaders and supervisors of IOM supported static and mobile primary health care clinics in ensuring the implementation of quality nutrition and primary healthcare services according to National and International standards.
  • Provide supportive supervision, monitoring and capacity building to health and nutrition staff on the implementation of nutrition and Primary Health Care activities and ensure coordination of the health team as well as linking IOM with appropriate clusters/agencies at National and state level.
  • Be available for short-notice deployment to field locations in South Sudan as part of IOM rapid health and nutrition response team (RRT) operations.
  • Conduct health and nutritional assessments, vaccination campaigns, and coordination of medical evacuation as needed across South Sudan.
  • Work with local authorities and community leaders and provide advice on key health and nutrition information messages for dissemination to supported communities.
  • Ensure maintenance of nutrition medical records in a safe and confidential manner across IOM health programmes in South Sudan.

Context:

The Project Officer will also be responsible for managing daily operations of UNCP to ensure the provision of clean, safe and comfortable accommodations in line with UN standards and within the UNCP approved annual budget.

Core Functions / Responsibilities:

  1. Coordinate, implement and track the awarding of Memorandum of Understanding (MoUs) for long-term UNCP residents.
  2. Manage UNCP front desk by providing oversight of booking systems and the application of procedures, supporting guests and communicating to residents/guests on UNCP rules and Standard Operating Procedures (SOPs).
  3. Evaluate partner agencies (residents) needs in UNCP and the development of facilities, and draft proposals to meet these needs/developments.
  4. Participate in coordination and operational meetings to discuss challenges, needs and routine operational matters, and communicate key discussions and recommendations to relevant senior management in Juba and the Sub-Office.
  5. Contribute to the management of UNCP resources in an efficient manner by updating funding and expenditure spreadsheets, tracking resource utilization, making recommendations on spending plans and drafting quarterly procurement plans for UNCP in close coordination with Resources Management Officer (RMO) and HoSO.
  6. Supervise and monitor UNCP contractor’s work to agreed specifications in close coordination with Procurement and Logistics Unit, RMO and HoSO. Check that progress and other reports are submitted in a timely manner.
  7. Monitor the work of facility maintenance staff and other skilled/unskilled daily laborers; provide basic training as required and recommend additional performance improvements.
  8. Monitor UNCP’s functioning and facilities, as well as its operational state all the time, coordinating repairs, maintenance, and installation of infrastructure in close coordination with HoSO.
  9. Draft proposals for additional requests for space and assist in technical coordination of site and facility development by checking that best practices for site planning within UNCP are implemented.
  10. Liaise closely with IOM Office of Staff Security and implement access control and fire/other hazard safety plans inside UNCP; monitor the availability of adequate resources at UNCP in case of any such emergency.
  11. Draft monthly situation/occupancy reports, cost recovery, and other necessary periodic reports. Facilitate the timely submission of reports to all concerned.
  12. Plan and coordinate essential central services, manage the storage and stocks of consumables, equipment, and tools ensuring consumptions are properly monitored, maintenance records are properly archived, and UNCP assets are properly kept and tracked.
  13. Manage UNCP rub hall/storage units and support partner agencies in UNCP common rub hall/warehouse management.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Hospitality Management, Electric/Civil Engineering, International Relations, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant experience.

Experience

  • Relevant experience in project implementation in post conflict or transitional situations; experience working for a UN agency, International Organizations or NGOs is preferred;
  • Previous related experience in South Sudan field operations is an advantage;
  • Project implementation and supervision experience at the field level required;
  • Management of humanitarian premises/hubs in emergency complex operations; and,
  • Experience in inter-agency coordination and counterparts is an advantage.

Skills

  • Excellent writing and communication skills in English; and,
  • Good level of computer literacy, including database applications.

Languages

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

COUNTRY PROFILE

IMPACT, through REACH, has been implementing programming in South Sudan since 2012. Responding to the Sudan Border Crisis, REACH initially engaged through coordinated information management support – in the form of refugee camp mapping and service provision analyses, thematic assessments, and multi-sectoral needs assessments – in Maban County, Upper Nile State and Pariang County, Unity State. IMPACT was engaged by DFID to provide a series of impact evaluations of their BRACE programming across Greater Bahr el Ghazal and Upper Nile States in 2013; a programme with run for two years, included 5 total assessments, and reached a total of more than 20,000 households. Immediately following the conflict of December 2013, REACH expanded its programming to include the IDP response, participating in Initial Rapid Needs.

Assessments of conflict affected areas, providing mapping and monthly service provision analyses for major IDP sites around the country, and running large-scale IDP return intentions assessments.

2018 saw the expansions of both IMPACT and REACH programming to 10 of 10 states, spanning the refugee, IDP and development responses, and covering diverse activities such as cross-border port monitoring, assessments of hard to reach areas, flood mapping and vulnerability analysis, market monitoring and supply chain analysis, analysis of tensions and conflicts over access to natural resources, and third party monitoring of humanitarian and development programming. In 2019, REACH expanded its role within the technical space, increasing involvement in Integrated Phase Classification (IPC), Needs Analysis Working Group, UN technical agencies, and academics. In response, REACH has also expanded into multiple new research cycle streams beyond humanitarian needs monitoring, including sector specific, population movement, and AAP research.

Broadly, REACH South Sudan implements assessments across three core units:

  • Monitoring of the humanitarian situation in South Sudan, through monthly assessments covering over 2,000 settlements in South Sudan, conducting an annual representative Multi Sector Needs Assessment to provide a snapshot of needs, and ad hoc rapid assessments in times of sudden escalations in conflict or natural disasters.
  • Monitoring population movement trends in South Sudan, including tracking and analyzing large-scale displacement, returns and seasonal movements, through port and road monitoring, ad-hoc assessments, and a population movement baseline; assessing the perceptions of affected populations of the humanitarian response; engaging with the protection cluster in identifying and filling major information gaps; and mainstreaming a context sensitive approach within REACH South Sudan.
  • Providing direct technical support to humanitarian clusters through active engagement with coordination bodies, dedicated assessments and information products, and strategic engagement to promote innovative methods towards understanding sector-related needs in South Sudan.

POSITION PROFILE

Under the line management of the IMPACT Country Coordinator / Representative or his/her delegates in South Sudan, the Senior Data Officer is responsible for the production of IMPACT’s analysis products in South Sudan, including the preparation of research design, support in designing sampling methods, data analysis plans, data collection tools, data cleaning scripts and processes, analysis scripts, analysis outputs and (as relevant) production of web maps, dashboards and information management systems. The Senior Data Officer will provide technical expertise and cross-cutting support on research design, data analysis and R challenges, as needed. The Senior Data officer will support in the dissemination and evaluation stages of the research cycle. Throughout each research cycle, the Senior Data Officer, in (as relevant) close liaison with the assessment teams, engages with partners to promote their participation in data processing, analysis or relevant topics as designated by the line manager, to maximize the uptake and use of IMPACT research. When relevant, or managing a project, he/she also ensures an efficient and transparent use of resources required for project implementation. This can include the direct supervision of data and assessment teams during data collection, analysis or output production.

In his/her mission, the Senior Data Officer will be hosted by IMPACT’s global partner ACTED and will fall under the direct responsibility and management of ACTED’s Country Director and his/her delegates for all Administrative, Security, and relevant Logistics and Finance issues. RESPONSIBILITIES

The Senior Data Officer responsibilities include the following:

RESEARCH PLANNING:

  • Contribute towards the identification and implementation of effective and adapted data management and analysis solutions for IMPACT research in South Sudan, in line with IMPACT’s relevant research and data guidelines.
  • Support sampling design, creation and management of data collection tools (ODK or KoBo), training on data cleaning and management techniques, support for data analysis set up (specifically conducted in the R environment).
  • Contribute to draft research ToRs with a specific focus on sampling, data collection tools, the data analysis plan, as well as data management plan;
  • Support the development of qualitative and quantitative data collection tools, ensuring requirements of research cycle/assessment are met;
  • In coordination with relevant assessment and GIS officer(s), support construction of quantitative sample;
  • Keep track of progress and delays of all assigned tasks throughout the research cycle. Ensure that delays or identified problems are reported by writing and orally in a timely manner.

RESEARCH IMPLEMENTATION

  • When relevant, support the identification and training of enumerators for primary data collection;
  • When relevant, support oversight of data collection, in line with agreed TORs (including their Annexes), including data cleaning processes, checks and data cleaning scripts;
  • In coordination with relevant assessment officer(s), document all changes in data collection that lead to a modification in the agreed TORs, ensuring that the IMPACT CC/CR and IMPACT HQ are informed and agree on the modifications.

DATA MANAGEMENT, CLEANING AND ANALYSIS

  • Monitor accuracy of data collected in line with IMPACT’s Data Cleaning Minimum Standards Checklist;
  • Cross check data collected in the field, ensure regular updates and solve eventual discrepancies;
  • Manage, update and deploy monthly questionnaires, as required;
  • Maintain, update and expand R-based systems of data management and analysis for data dissemination and reporting and act as technical focal point for all R and data related issues;
  • Serve as focal point for statistical analysis and quantitative reporting on assessments and across all data workstreams;
  • Serve as focal point for certain monthly data aggregation systems including the Shocks Monitoring Index (SMI) and Integrated Needs Tracker (INT);

DRAFTING OF PRODUCTS

  • Ensure that all IMPACT analysis products the requirements of IMPACT and concerned partners;
  • In support of the Research Manager or CC/CR, as requested, provide regular communication with IMPACT HQ on progress and deadlines for analysis outputs;
  • Ensure the drafting of timely and accurate data and analysis products (such as factsheets, graphics, webmaps, dashboards), which comply with IMPACT’s guidelines;
  • Ensure accurate findings are reported given the data collection and analysis methodology planned in TORs.
  • Ensure that all analysis outputs are validated by IMPACT HQ before external release;
  • Support the regular maintenance and update of online products in coordination with IMPACT HQ;

EXTERNAL ENGAGEMENT

  • Upon the request of the line manager, support in consulting with partners at all stages of research cycle: assessment preparation; data collection; data analysis; review of research products; product dissemination; and lessons learnt;
  • After validation by the line manager, represent IMPACT in relevant meetings/ working groups, including the Needs Analysis Working Group (NAWG), Cash Working Group and others;
  • Follow up on issues identified by partners or during meetings / working groups;
  • Promote an active use of datasets and research findings by partners and the broader humanitarian community for their decision making;
  • After validation by line manager, present research findings to relevant third parties in order to enhance their use and impact;
  • Ensure that all partner engagement and all external relations are clearly documented and communicated with the line manager and relevant colleagues;
  • More generally, contribute to the creation of a positive image and overall credibility of the organization, notably through the application of IMPACT’s mandate, ethics, values and stand-point with regard to other actors.

PROJECT CYCLE MANAGEMENT

Upon request of the line management:

  • For relevant projects, ensure compliance to project cycle management requirements and guidelines at all phases;
  • Before project start, support the organization of a kick off meeting and the availability of key project management documentations to plan the efficient use of assets, financial and human resources;
  • In close coordination with line management, finance and grants colleagues, monitor and regularly update the use of assets, financial and human resources, in full compliance with IMPACT’s guidelines; this includes maintaining an oversight of budget availability and expenditure for assessment activities;
  • Ensure that project deliverables and requirements are tracked, met and complied to;
  • Ensure that any issue in relation to project implementation is reported to the line manager, finance and grants colleagues, and HQ;
  • Ensure that a project completion meeting is held and documented for all relevant projects;
  • Support the line manager, finance and grants colleagues in drafting of relevant project narrative and financial reports;

TEAM MANAGEMENT AND CAPACITY BUILDING

In case the Senior Data Officer provides direct line management to staff:

  • Conduct regular meetings with staff members to assess progress in relevant research cycles and to review work plan;
  • In coordination with CC/CR, RM or Specialists, conduct induction for new staff members, including training in basic technical data processing and analysis competencies
  • Support to the IMPACT CC/CR, RM or Specialists in the development and implementation of capacity training plans for data and other team members. He/ she is responsible for setting clear and personalised development goals, and designing training and mentorship plans to assist team members in professional development.
  • Be available to provide regular support and technical backstopping to all teams and units within country office.
  • When relevant, support/ lead staff appraisal and recruitment process in collaboration with CC/CR and RM.

INTERNAL COORDINATION

  • Actively participate in regular team meetings and management/coordination meetings when required;
  • Ensure regular coordination and exchange with relevant colleagues;
  • Ensure regular communication with HQ Research Design and Data unit.
  • Engage in the development and implementation of IMPACT’s strategy in South Sudan.

The Senior Data Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with IMPACT’s data protection policy and SOPs. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during his/her assignment with IMPACT.

Country profile

IMPACT, through REACH, has been implementing programming in South Sudan since 2012 supporting humanitarian decision-making with assessments and information management activities focusing on the needs of displaced, returnees, and conflict-affected populations. Today, data collected and disseminated by REACH aims to provide a baseline for ongoing response planning efforts across South Sudan as well as highlight areas of highest need and concern as crises emerge. Broadly, REACH South Sudan implements assessments across three core pillars:

· Providing data to prioritise emergency assistance to areas at risk of excess mortality, through quarterly assessments covering over 2,000 settlements in South Sudan; the development of a robust real-time monitoring of needs severity across the country as well as the mobilisation of REACH rapid need assessment team to quickly assess needs after specific shocks.

· Contributing to a detailed understanding of public health challenges to support key actors in respond to emergency situations and structural problems through rapid PH assessments, nutrition surveys, in-depth food security analysis, and active joint analysis such as the IPC.

· Mainstreaming Accountability to Affected Population, Resilience and Climate Change dynamics, including through standalone assessments on community priorities relating to humanitarian needs and perceptions of assistance, contextual analysis of the impact of climate change on community needs; as well as leading in-depth assessment on cross-cutting topics such as local governance or protection .

FUNCTIONS

Under the management of IMPACT’s Regional Coordinator in Geneva, the Country Representative is responsible for representing IMPACT and managing and developing IMPACT’s programs in South Sudan. The CR is in regular contact with HQ, ensuring that organizational risks are promptly and clearly communicated to the Regional Coordinator, the Director of Country Programs and Operations, and other relevant HQ Senior Management. She/he will promote organizational vision and core values across the mission and will actively link with HQ to contribute to the implementation of IMPACT’s global strategies.

In his/her mission, the Country Representative will be hosted by ACTED and will fall under the direct responsibility and management of ACTED’s Country Director and his/her delegates for all Administrative, Security, Logistics and Finance issues. S/he will therefore fully abide by ACTED’s Security, HR, Administration and Logistics rules and regulations, and, in coordination with ACTED, will ensure that all IMPACT staff abide by them.

RESPONSIBILITIES

The Country Representative responsibilities include the following:

Strategy development & implementation

Ensure IMPACT has an up-to-date understanding of:
• The country’s socio-economic situation, the impact of a crisis and the aid/humanitarian situation;
• The aid/humanitarian planning, coordination and response mechanisms, as well as key aid/humanitarian stakeholders.

Develop and oversee the implementation of a Country Strategy for the mission, and take a lead role in identifying strategic opportunities for strengthening IMPACT’s work in the country; in particular:
• Consolidate and strengthen ongoing programming and operations;
• Ensure IMPACT activities are relevant and have a measurable impact on the aid/humanitarian response;
• Identify new areas in which IMPACT can add value to the aid/humanitarian response;
• Follow up on opportunities for IMPACT’s program development and strengthening of interventions;
• Identify funding opportunities to consolidate, strengthen and/or expand country programs;
• Formalize a country strategy in alignment with global/regional strategies, priorities and programs.

FUNDRAISING

• In close coordination with the Deputy Country Coordinator and the Senior Project and Partnership Officer, approach donors to identify funding to support IMPACT’s programs in country;
• Work closely with the Senior Project and Partnership Officer on project proposal conceptualization (problem statement, logframe) within the framework of the country, regional and global strategy, review with ACTED and/or other relevant country partners as relevant, and submit proposal to HQ Grant Management Unit for validation;
• Oversee budget design, in close consultation with ACTED (as relevant), and submit to IMPACT HQ finance for validation, according to IMPACT guidelines on proposal, budget and contract design ;
• Negotiate proposal and/or contracts with donors, in close coordination with IMPACT HQ, the Senior Project and Partnership Officer and in consultation with ACTED Country Director (when joint proposal/contract).

programme planning and implementation
• Ensure that all programs are planned in line with relevant project objectives and with IMPACT’s research cycle and other relevant guidelines;
• Ensure the required level of coordination with partners in program planning and implementation, in coordination with the Deputy Country Coordinator;
• Ensure that synergies are established and implemented between various IMPACT program units in country, and link with other IMPACT countries when relevant;

Project Cycle Management

Grant and Project Management
• Monitor output achievement, cash burn rates and ensure a time completion of projects through review of BFUs, Project factsheet, and project reports;
• Ensure that contractual obligations are met in terms of deliverables as well as narrative and financial reporting requirements, in close coordination with HQ Grants Management, the Deputy Country Coordinator and (as relevant) with ACTED PD and finance departments;
• Ensure contractual monitoring and evaluation indicators are identified and tracked in a timely manner;
• Provide ad-hoc support to project implementation through trouble shooting and eliminating blocking points;

Finance Management
• Anticipate financial risks and gaps in funding;
• Control project budgets to avoid under/over spending, in link with IMPACT HQ finance and (as relevant) ACTED finance;
• Ensure accurate and timely financial reporting, in link with IMPACT HQ finance and (as relevant) ACTED finance;
• Ensure accurate budget expenditure tracking and forecasting, in link with and IMPACT HQ Finance (as relevant) with ACTED finance;
• Ensure timely and accurate finance reporting to HQ finance, including monthly submission to HQ of updated Budget Follow Up tables (BFUs) for all projects, and staff allocation tables.

Team Management and Leadership

Staff Management
• Ensure that IMPACT staff, as well as national staff working in IMPACT programs understand and are able to perform their roles and responsibilities related to country operations and links with HQ;

• Ensure that all staff have clear and regularly updated TORs, workplans and Key performance Indicators against which their performance will be appraised;
• Promote the growth and development of staff within the organisation, actively linking with HQ to provide feedback and support retention and internal mobility. This includes the identification and capacity building of staff with potential for growth into senior management positions;

• Management of interpersonal conflicts (internal and external);
• Ensure regular update with HQ HR about staff potential, career management, training opportunities, contractual issues, difficulties faced with or expressed by field-based staff;
• Ensure communication and linkage with HQ is made immediately in case of HR problem;
• Ensure in country staff receives an appropriate introduction and training upon arrival/hiring;

• Ensure that in country staff receives regular training on IMPACT’s code of conduct and policies.

Administration and HR management
• Ensure transparent and timely recruitment of national staff working in IMPACT programs (in coordination with ACTED where relevant) and contribute to international staff recruitment upon HQ identification;
• In coordination with IMPACT HQ and (for national staff, when relevant) ACTED country HR, proactively adapt the staffing structure to needs and funding;
• Develop and update country organogram and staff recruitment plan, using templates provided by HQ, in line with the needs of country strategy and existing budgetary and programme requirements;
• Ensure regular performance appraisal and career management;
• Ensure timely and accurate HR reporting to IMPACT HQ;
• Links with HQ HR to provide regular update on IMPACT international staff, as well as senior national staff working in IMPACT programs;

Internal Coordination and Communication

Internal communication
• Facilitate internal communication within the team and information sharing for a positive working environment;
• Ensure implementation of regular internal team meetings, as per IMPACT internal communication guidelines;
• Ensure regular reporting to IMPACT HQ through the Monthly Coordination Report, as well as direct reporting to HQ grants management, finance, HR and program departments;
• Ensure that any risk to IMPACT programming, projects or staff is as soon as possible communicated to and understood by IMPACT director of country programmes and relevant HQ head of departments, including, when relevant, the executive director.

Coordination with ACTED
• Regularly coordinate with ACTED’s Country Director through weekly meetings and the submission of monthly updates;
• Ensure regular coordination with ACTED’s Project Development, Finance and other FLAT departments at all stages of project development and implementation, including consultations for donor discussions, participation in project kick off and lessons learnt meetings, joint drafting of monthly internal updates and drafting of donor reports or amendment requests;
• Ensure compliance of all IMPACT staff to ACTED FLAT and security procedures.
• Ensure that all IMPACT staff, as well as staff working under IMPACT supervision, is aware and fully abide by ACTED’s regulations in terms of administration, logistics and security;
• Ensures that IMPACT movements are coordinated with and validated by ACTED’s Security department, in the frequency and modality requested by the latter;
• Regularly links with ACTED administration and finance to plan movement, travel and in relation to IMPACT staff, as well as staff working under IMPACT supervision, leave and welfare;
• Immediately inform and coordinates with IMPACT HQ HR and ACTED CD should any IMPACT staff, as well as staff working under IMPACT supervision, not respect ACTED regulations, especially in terms of security.

External Engagement

• Establish, maintain and improve active and regular working relationships with coordination platforms (clusters, sectors, working groups, NGO forum, HCT, etc), UN agencies, donors, NGOs, consortia, academia, etc;
• Promote a regular and pro-active contribution of IMPACT and its programs in key aid decision-making forums (including HCT, donor coordination meetings, inter/cluster meetings, etc) and for key decision making milestones (HNO/HRP, donor financial years, etc);
• Ensure that IMPACT and its programs are well understood by key aid stakeholders and that potential partnership options have been explored when relevant;
• Ensure IMPACT participation in key coordination fora, and maintain a collegiate, consistent and shared approach to external relations by IMPACT staff at country and sub-country levels;
• Capitalize and strengthen relationships with key IMPACT global partners at country level; ensure any issues that may impact on global partnerships are communicated to and understood by IMPACT directors

Dissemination of Products and external communication

• In close coordination with HQ, lead the dissemination of research/program products/outputs, including through in country presentations, website articles, journal articles, IMPACT social media contents, targeted e-mails, meetings, etc, in line with IMPACT Dissemination and External Communication guidelines;

• Support IMPACT HQ in global-level dissemination related to the country mission, including through provision of updated information for website and social media, organization/attendance to HQ level events, briefings and panel discussions;

Accountability to Communities and Beneficiaries

The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT’s programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every IMPACT staff member.

Data confidentiality and Data Protection

The IMPACT CR will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.

South Sudan REPRESENTATIVE Contribute to Global Strategy and Operations

The Country Representative will regularly engage with IMPACT directors and global Managers to contribute to and engage with IMPACT’s global strategic priorities. This can include support to development of global guidance or trainings; active engagement in COPs; supporting the development of IMPACT’s operations in other countries, including providing of remote support and surge; external representation and engagement with global stakeholders; and other tasks determined with the Executive Director

REQUIREMENTS

  • Academic Excellent academic qualifications, including a Master’s degree in a relevant discipline (International Relations, Political Sciences, Social Research, Economics, Development Studies, or similar)
  • Management experience Previous experience in a senior management role in a INGO at field level . Proven track record in successful management of international and national teams in humanitarian contexts
  • Familiarity aid system Familiarity with the aid system, and the research community;
  • Communication/reporting skills Excellent communication and drafting skills for effective reporting, including proven experience in contributing to high level presentations/briefings.

COMPENSATION AND BENEFITS

  • For this position, salary between 4’600 CHF and 4’900 CHF monthly (before income tax), etc as well as a monthly living allowance of 500 USD

Context:

IOM in South Sudan has a broad range of programming cantered around three broad areas: Humanitarian Coordination and Support; Humanitarian Response and Resilience; and Peacebuilding, Transition, and Development.

Humanitarian Coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services. Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency Response Coordinator, the Programme Coordinator (Shelter and Settlement) will be responsible and accountable for the oversight of the shelter and settlement programming within IOM South Sudan.

Core Functions / Responsibilities:

  1. Assist in developing and ensure the execution of the Shelter & Settlement (S&S) strategy in IOM South Sudan Mission, ensuring the settlement’s approach is incorporated with emergency, transition and/or recovery programming.
  2. Manage the overall implementation of the Shelter & Settlement programme to guarantee that scope, budget, time and quality are in accordance with the different project specifications, donor requirements and IOM’s rules and regulations.
  3. Undertake appropriate and timely resource mobilization efforts for the successful implementation of different projects in the Shelter and Settlement programme. Proactively identify programme development opportunities, new funding sources, new thematic areas of technical intervention and strategic partnerships that would promote the expansion of the IOM South Sudan Shelter & Settlement portfolio. Liaise effectively with donors at the local and regional level for adequate funding to sustain the Shelter and Settlement programme and prepare proposals for funding.
  4. Manage the design process and oversee compliance with technical specifications for the implementation of the required Shelter and Settlement housing, infrastructure, and services to guarantee the quality of the output and alignment with international and national standards and donor requirements.
  5. Backstop the financial and budgetary aspects of Shelter and Settlement Projects to guarantee alignment with internal and donor requirements. Ensure that budget lines are in respected and monitor burn rates for the effective use of the funds.
  6. Manage and monitor technically and administratively the Shelter and Settlement team. Ensure that adequate and relevant capacity building is provided to the member of the team. Mentor, coach and manage the staff under supervision; support performance evaluations and oversee and help to resolve team conflict.
  7. In coordination with the Resources Management Unit (RMU) and Procurement and Logistics, oversee all Shelter and Settlement programme-related procurement efforts for supplies and services, ensuring that the processes are transparent and in line with IOM and donor’s regulations. Provide the necessary resources to effectively monitor all contractual agreements with service providers and/or implementing parties.
  8. Actively liaise with the Shelter & NFI Cluster, shelter agencies, government authorities, and any other stakeholder to ensure that IOM Shelter and Settlement activities are coordinated to avoid duplication, violation of the national regulations or contravention of operational agreements set by the humanitarian community in South Sudan. Ensure that any needed operational agreement or authorization from local authorities in convened to guarantee project stability and good relations with local government.
  9. Coordinate internally within the programme units the implementation of activities and ensure that inter-sectoral activities are planned and coordinated with respective programme units.
  10. Ensure an effective and active communication with all stakeholders. Make sure that the relevant and necessary information is transmitted downstream to all the members of the shelter and settlement team on timely manner. Prepare project reports, situation reports, and programme updates as necessary and/or as requested by management and ensure that all project data and information is archived and shared properly.
  11. Ensure that the shelter and settlement program is driven by a sound Monitoring, Evaluation and Learning framework that least to continuous improvement and fine-tuning of system and process.
  12. Ensure cross-cutting issues are integrated into the shelter and settlement programming such as Housing, Land and Property (HLP), Disaster Risk Reduction (DRR), Gender-Based violence (GBV), Protection Against Sexual Exploitation and Abuse (PSEA), Accountability to the Affected Population (AAP), Environmental, Climate Change and other cross-cutting issue of relevance.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations or a related field from an accredited academic institution with a minimum of five years of relevant professional experience; or,
  • University degree in the above field/s with seven years of relevant professional experience.

Experience

  • Experience in designing and managing multiple shelter and settlement projects of diverse nature (e.g. conflict, natural disaster, etc. displaced and non-displaced, settlement level interventions, in-kind and cash-cash based intervention, etc.) and coordination with partners and government counterparts;
  • Prior experience in designing and implementing a shelter strategy, including host family situation, collective shelter and camp settings, in an emergency while considering the transition to more sustainable solutions;
  • Experience in technical shelter/housing or infrastructure design including development of bills of quantities (BoQs), tendering, technical specification, and construction monitoring;
  • Experience in construction management of permanent structures such as houses, schools, hospitals, and other public facilities in terms of workplan, as well as cost management/payment certificate, quality management/contractor supervision, working drawings/technical specifications, staffing and public safety at construction sites;
  • Experience in application of participatory approaches to facilitate active participation of communities into the project cycle and into the construction process, including the needs assessment;
  • Experience in planning and implementing the distribution of cash or in-kind;
  • Prior experience in the common pipeline; and,
  • Experience in humanitarian coordination.

Skills

  • Familiarity with IOM procedures including the supply chain, human resources, etc;
  • Knowledge of standards related to WASH, environment, housing, land and property (HLP) and protection;

Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Mental Health and Psychosocial Support (MHPSS) and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

IOM’s Mental Health and Psychosocial Support programme in South Sudan includes capacity building for IOM staff, government partners and other international and national actors on areas such as family and community supports including socio-recreational and cultural activities, as well as focused supports including the establishment of peer support groups for vulnerable displaced people, individual and group psychosocial counselling.

Under the overall guidance of the Emergency Response Coordinator and the direct supervision of the Programme Coordinator (Protection, Gender Equality and Inclusion), the Mental Health and Psychosocial Support (MHPSS) Officer will be responsible for supervising and coordinating the work of relevant MHPSS team members and for facilitating the planning, implementation and monitoring of the MHPSS portfolio in South Sudan in line with relevant international guidelines and standards.

Core Functions / Responsibilities:

  1. Provide technical inputs and information to support the development and implementation of a holistic and systemic MHPSS strategy for IOM in South Sudan, in line with global IOM MHPSS approaches and the Inter-Agency Standing Committee (IASC) guidelines for MHPSS in emergencies.
  2. Research potential programme development opportunities for MHPSS for Internally Displaced Persons (IDPs) and host communities and provide technical inputs to support the development of project proposals.
  3. Contribute to knowledge management and capacity building by providing technical inputs and guidance in the field of MHPSS to IOM MHPSS staff, psychosocial mobile teams and other relevant actors, including line ministries, IDPs and host community members. Topics would include basic psychosocial support skills, psychological first aid (PFA), and MHPSS guidelines.
  4. Monitor the quality of the IOM psychosocial mobile teams, composed of counsellors and animators/facilitators who provide multi-layered MHPSS services in target communities, recommend qualified personnel, and provide ongoing training and supervision.
  5. Check that the programme has adequate referral pathways in place for access to multi-layered MHPSS services, especially for services that IOM cannot directly provide. Bring issues to the prompt attention of the supervisor.
  6. Encourage and facilitate the integration of MHPSS elements into IOM’s transition and recovery programming, including in processes geared towards social cohesion and reconciliation, and the establishment of support groups.
  7. In close coordination with M&E colleagues, contribute to the development and maintenance of the MHPSS Monitoring and Evaluation framework and the database with clinical/casework undertaken. Collect and collate statistics for analysis and sharing of information for weekly, monthly, and/or quarterly reports.
  8. Draft reports covering MHPSS related activities, including weekly and monthly reports, briefing and background notes and specific information requested by IOM or other entities.
  9. Closely coordinate and liaise with other agencies and key actors, and participate in Inter-Cluster Working Group (ICWG), cluster meetings, working groups, and mapping, planning and reporting exercises.
  10. In close coordination with the National Technical Working Group Co-Lead (Ministry of Health), provide technical, administrative and logistical assistance to the MHPSS Technical Working Group in Juba, and to the IOM MHPSS Project Assistants in Bentiu for MHPSS TWGs.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Psychiatry, Psychology, Social Work, Counselling, Pedagogy or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in mental health and/or scalable psychological interventions in emergencies;
  • Experience in working in large scale complex humanitarian emergencies (previous working experience in South Sudan is an advantage);
  • Experience in providing or supporting community-based MHPSS services to displaced populations, migrants, refugees or conflict affected populations;
  • Experience supervising the implementation of MHPSS projects and supervising and training MHPSS staff;
  • Experience in protection related programming in emergency, including GBV and Child protection is an advantage;
  • Experience and/or knowledge of UN and international agencies structures;
  • Experience in capacity building activities and curriculum development is an advantage;
  • Experience in designing and implementing problem management and projects is desirable; and,
  • Experience in community engagement, dialogue and conflict transformation is desirable.

Skills

  • Theoretical and practical knowledge of the IASC MHPSS in Emergency Settings Guidelines and associated products;
  • Strong networking capacities for constructive relationships with all humanitarian actors, donors and relevant government line ministries;
  • Familiarity with the humanitarian architecture (cluster system), humanitarian appeals, humanitarian response plans and common humanitarian funds;
  • Advocacy and negotiation skills;
  • Ability to maintain confidentiality and discretion in appropriate areas of work;
  • Ability to develop and/or implement culturally relevant psychotherapeutic interventions and knowledge of the psychosocial impact of forced displacement; and,
  • Knowledge of mental health Gap action program (mhGAP) for supporting the Ministry of Health in implementation of holistic psychiatric care, in coordination with WHO and other partners.

Languages
