Malaria Consortium (MC) is looking to appoint a Field Coordinator to be responsible for the effective and efficient implementation of donor-funded programmes throughout the area of operations. S/he will do this through coordination and oversight of all operations and programmes. This includes supervision of programme implementation, ensuring strict adherence to Malaria Consortium and donor procedures and regulations, as well as external coordination on behalf of the organisation as necessary.

The successful candidate will be fluent in written and spoken English and will have:

• At least three (3) years of experience with an INGO in a developing country showing progressive advancement towards the role;

• Strong leadership skills and a supportive attitude towards team member;

• Demonstrated experience in programme management, operations oversight, and management of field teams;

• An interest in communicable disease control, community based healthcare, and health systems strengthening.

• Bachelor’s Degree in health, project management, international development, or other relevant field

• A pro-active self –starter with proven leadership skills;

• Positive attitude;

• Energetic and interested.

• At least two (2) years of experience managing donor-funded INGO budgets

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Mali, South Sudan, Somalia and implementing a variety of health-related projects. CCM has just been granted a project focused on the support of primary health services in Awerial & Yirol East Counties (Lakes State).

Closing date:31/03/2014 Location: Awerial & Yirol East Counties (Lakes State) and Tonj East/Tonj South (Warrap State) - South Sudan with short periods in Juba and State Capital (80% field based, 20% Juba based). Contract duration: 12 months (possible extension). Start date: 30th April 2014

Job description The State Coordinator is responsible of the whole supervision of a wide programme meant at enforcing maternal and child health and nutrition service provision in 2 counties of the assigned State. The State Coordinator shall ensure proper harmonization of project activities, through close coordination, supervision and collaboration with the Project Managers appointed to each county. In particular: 1) He/she ensures the management of the project budget, including cash flow, monthly fund requests, budget amendments, narrative report and revision of financial report; 2) He/she supervises the administration and the project procurement, following the organization and donor guidelines. 3) He/she is responsible of the supervision and coordination of regional human resources appointed to the project, including the project managers; 4) He/she revises periodic official reports according to donor guidelines to be submitted to the Country Representative and Desk Officer for editing and final approval; 5) He/she monitors the proper implementation of the project, according to the workplan; 6) He/she ensures the development of new project proposals through assessment and data collection according to CCM strategy; 7) He/she manages liaisons with the main institutional and/or international actors in the assigned area and ensures a constant support to all concerned stakeholders; 8) He/she will attend meetings with local representatives of South Sudan State Government and local concerned authorities, as well as other stakeholders, whenever required; 9) He/she ensures the elaboration of monthly internal report to be submitted to the Country Representative on achievements, projects activities, problems encountered, pertinent developments, and strategic needs; 10) He/she will be involved in visibility actions taken locally and at HQ level;

Requirements • Relevant academic background University degree in any of the following:

  • Medicine, Political Sciences, Development Economics, Engineering.
  • Nursing/midwifery degree with relevant management experience will be also considered.
  • Post-graduate qualification in Development Cooperation or related fields is an asset. • Experience in relevant Health sectors (e.g. Public health, Reproductive health, Health System Management) will constitute an added value. • Minimum 2-3 years experience in less developed countries and/or emergency projects. • Proven high level skills in program coordination, management and supervision; • Good administration skills with proven experience in budget management and basic accounting; • Previous experience and understanding of South Sudan is advisable; • Excellent communication and negotiation skills; • Proven ability to work in a multidisciplinary team and availability to stay in a remote context; • Proven leadership, problem solving and organizational skills with flexibility and patience; • Strong computer skills including Microsoft Word, Excel, • Fluency of both written and spoken English; • Knowledge of the Italian language is advisable;

We are acting in a comprehensive way in around fifty countries of Africa, Latin America and Asia, working on more than 500 development and humanitarian action projects, we promote fair trade and social awareness and mobilization campaigns.

Context A political crisis within the Government of South Sudan (GoSS) which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State. Oxfam is already based and working in several existing humanitarian programmes in the Country and currently we are setting a WASH and Food Security programme in Awerial (State of Lakes), for displaced people camps and we are planning to open another programme in wau and Jonglei State.

Key Responsibilities

Reporting to the Field Coordinator, the person selected will be the reference and representative of the Organization in the field, co-coordinating the activities of the project and managing all the resources in order to guarantee that the objectives are met in line with the policies and strategies of OI.

Program Quality: Ensure the food security and livelihood programming is technically of high quality and respects Oxfam frameworks, guidelines and international best practice standards, giving technical advice to ensure that programs are implemented efficiently and effectively.

Monitoring and Evaluation: Ensures effective monitoring and evaluation process within OI programs, works closely with field teams to ensure quality of data and effective analysis.

Training and Coaching: Provision of training and coaching to national staff and local partner organisations in technical program areas.

Representation, communication and coordination: represent OI before technical actors in the field ensuring efforts are not duplicated, information sharing and best practice.

Reporting and program development: Participate in all aspects of program design, implementation and and in some cases lead proposal and report development.

Experience and Skills

At least 2 years of experience in food security livelihood program management. Experience in irrigation and water for livelihood programs. Excellent English written and verbal communication skills. At least 4 years experience in international development projects Ability to work and live in a challenging working and living environment. Training, coaching experience. Commitment to the Oxfam principles

2 positions-1 in Unity State, 1 in Northern Bahr el Ghazal - The Commodity Manager will be responsible for overall management and monitoring of all food commodities and storage facilities managed by Samaritan’s Purse in the specified program area. This position will manage all field-level Warehouse Managers and warehouse staff. The Commodity Manager will identify areas for development of new monitoring processes and tracking tools. The manager will ensure proper warehouse management is implemented to minimize loss or damaged of commodities and to keep commodities in good condition before distribution. The position holder will liaise with the Logistics department for transportation and distribution of commodity to and fro the warehouse, will monitor all field distribution activities and ensure a proper ration distributed to the right beneficiaries. Reports to Area Coordinator (AC) or Food Security Livelihoods (FSL) program manager.

RESPONSIBILITIES:

• Responsible for the proper storage, fumigation, and security of all food commodities in all warehouses in the program area.
• Regularly monitoring, evaluation and provides continuous feedback to management on quality commodity operations.
• Direct line manage Warehouse Managers and provide overall oversight of staff of all food warehouses in the program area that Samaritan’s Purse is responsible for and be prepared to travel and spend multiple days at the different warehouse sites.
• Provide monthly commodity updates on Commodity and beneficiaries status, Loss Status and Monthly Distribution Report, Monthly Receipt Report, Distribution Plan, and other reports requested by management.
• Creates and maintain beneficiaries data base.
• Responsible for all systems of offloading and accountability of food coming into the warehouses and all systems of loading and accountability of food leaving the warehouses for distribution and that these procedures are in line with internal and sector standards.
• Conduct routine monitoring and audits of all warehouses and staff and provide training/take corrective actions where necessary.
• Work collaboratively with the Food Program Manager, Warehouse Manager and Operations Manager in the set-up of distributions, including financial, logistical, personnel and on-site support where required.
• Responsible for the overall security system for all Samaritan’s Purse managed food warehouses in the program area to ensure no food commodities or warehouse supplies (pallets, plastic sheet, fencing, etc.) leave the warehouses without proper consent.
• Assist the Food Program Manager in monthly and annual budgetary planning.
• Attend daily morning devotions and participate in prayer support for the program team, its donors and volunteers.
• Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries and the general public.
• Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.

QUALIFICATIONS:
• Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ.
• Bachelor’s degree from four-year college or university; or three years related experience and/or training; or equivalent combination of education and experience required.
• One year of college-level Biblical studies strongly preferred.
• Five years of Warehouse Management experience preferred.
• Experience in Commodities Management, use of Commodities Tracking Systems (CTS), warehousing, distribution, etc.
• Good working knowledge of database, Excel and Word.
• Donor liaison experience, especially with UNHCR/WFP preferred.
• Practical, quick, reasoning skills; must be able to keep communication lines open with all parties in program of scheduling changes.
• Clear understanding of the workings of major donors and their perspectives, requirements and standards.

Juba, South Sudan - The Deputy Country Director, South Sudan (DCD) will report directly to the Country Director (CD). In accordance with the country strategy and mission of Samaritan’s Purse (SP), the DCD will provide general management of all programing for South Sudan, including donor relations, government relation, the project cycle and direct line management of the Area Coordinators (ACs) and Senor Grants Manager (SGM) and the Human Resource Manager (HRM). The DCD will have responsibility for high level engagement with other agencies, the host government and donors.

Based in Juba, the DCD will be a member of the Senior Management Team and will be required to travel to field sites frequently, providing reports back to the CD.

RESPONSIBILITIES:

• Assist the CD to create, articulate and disseminate a clear vision and strategy for SP South Sudan.
• Provide leadership, management and strategy for all programmatic aspects of the SP South Sudan country office, including donor awards and internal funding.
• Work with the Program Department, SGM and AC’s to ensure all grants, awards and internally funded programs are implemented according to SP’s Program Management Guidelines and Field Operating Guide.
• Ensure programing is in compliance with Government and donor regulations as well as legal and cultural requirements.
• General Management of the Program Department in accordance with the SP South Sudan country level strategy.
• Improve the systematization and standardization of grants management in accordance with the country level strategy.
• Design, document and implement sector specific strategies.
• Identify, design and document donor specific strategies including the identification of potential funding streams and program opportunities with government and donor agencies through sub agreements, grants and awards.
• Identification, documentation and phased implementation of best practice for sector specific and general program management.
• Identification, documentation and phased implementation of Monitoring and Evaluation systems.
• Work with HR department and ACs to ensure staff capacity is sufficient to implement the country level strategy.
• Monitor humanitarian crisis in South Sudan, performing field assessments when necessary, and advise CD of response options.
• Ensure relationship with clusters and other coordination bodies are strong and the profile of SP in such forums is positive and influential.
• Work with AC’s and Program Managers (PMs) to address programmatic challenges.
• Ensure national coordinators are active in capacity building of Program Managers, especially national staff.
• Host VIP trips including media personnel, government officials, dignitaries and IHQ visitors.
• When needed, represent SP with journalists and media outlets.
• Be a spiritual leader for the IFS and National Staff.

QUALIFICATIONS:

• Previous experience working overseas, particularly in Africa.
• Extensive field humanitarian experience in a management role.

• Experience in remote management: managing team members in multiple remote bases.

Juba, South Sudan - The Field Accountant, South Sudan is responsible for implementing and coordinating all financial and budgetary aspects of programs as assigned in South Sudan; responsible for administrative field accounting, expenditures, bookkeeping and payroll related to the specific programs and projects as assigned.

RESPONSIBILITIES:

• Oversee financial activity and ensure compliance with internal and external policy and procedures.
• Manage collection of ledgers and cash counts, compile and print documents for approval signatures, review coding for accuracy, and prepare ledgers for import into FARS.
• Prepare monthly and weekly reports and send to Program Manager and Finance Manager independently.
• Review all ledgers and cash reconciliations, watch for discrepancies and outstanding cash advances. Report issues to Program Finance Manager.
• Assist in ensuring that all Juba staff follow procurement and finance policy per the Field Operations Guidelines (FOG).
• Manage monthly payroll and help to compile data from the field and generate payroll records, payslips, and payroll ledger.
• Follow up on HR issues, compile new contracts, and assist with everyday HR administration.
• Manage the collection of attendance data from all project staff; follow up on outstanding or incomplete forms.
• Oversee collection, organization, and review of all documents coming in from the field. Follow up with field staff when there are missing information/poor quality records and instruct on proper protocol.
• Build capacity of field finance officers to more reliably record expenses and more consistently follow the procedures in the FOG.
• Assist in ensuring Samaritan’s Purse (SP) financial policy is being followed per the FOG by field staff. Be a first round of review for all transactions for complete documentation.
• Ensure field sites have adequate cash reserves. Manage the logistics of cash movement to field bases in accordance with SP finance policy.
• Travel to field sites to perform training for new staff.
• Be able to take on projects as needed and achieve requested results with minimal oversight.
• Have good attention to detail and have responsibility for maintaining “audit ready” records of field finance activity.
• Be trustworthy with the organizations assets and information. This position will occasionally have access to confidential information about our personnel and operations and must respect the non-disclosure policy of the organization.

Action Africa Help International (AAH-I) is an INGO currently Implementing Primary & secondary health care services in South Sudan, Uganda, Kenya, Somalia and Zambia. AAH-I programs are supporting up-to 90 health facilities inclusive of Maridi hospital and Maridi Nurses Training School.

AAH-I has been authorized by EED and USAID-ISDP to implement a Regional Primary Healthcare Program (PHC) in three counties WES (Ibba, Mundri West and Maridi) and two counties of CES (Yei & Morobo) in the Republic of South Sudan. In order to achieve the stated goal, AAH- South Sudan Program seeks to recruit qualified and competent Health Projects Manager. Job Summary:
To provide oversight and guidance in planning, implementation, reporting, monitoring and evaluation of Health Care service delivery in the project areas. The position is also responsible for developing and implementing capacity building interventions in the counties of operation; to ensure cordial and trustful relations with CHDs/ SMOH are maintained through effective participation in State Coordination meetings.

Responsibilities:

  1. Program Implementation: Ensure Health Sector work plan (FY 2014) is effectively implemented in close collaboration with the CHDs and SMOH. Ensure the agreed reporting deadlines are fully complied with.
  2. Financial Management:Has an oversight responsibility to ensure appropriate management of program budget and full compliance with donor contractual requirements and AAH-I policies and procedures.
  3. Representation:Represents AAH-I with Local Authorities and in health coordination forums (meetings) at state level, and assists in the management of both internal and external communications at state level

Specific roles/duties:

  • Ensure that the Health Projects remain within the scope of its design, budget and purpose and fully complies with donor contractual requirements
  • Oversee operational budget implementation and ensure full compliance within budgetary allocations
  • Ensure management systems in support of project implementation are adequately functional.
  • Facilitate the M & E system (DHIS) in support of project implementation and ensure adequate functionality
  • Ensure there is a regular documented meetings for all key stakeholders to discuss work plans, and assess performance based on agreed upon benchmarks – including state level coordination meetings and Program Management Team Meetings (PMTs).
  • Ensure management reports and donor progress reports (both monthly statistical & narrative as well as quarterly progress reports) are prepared and submitted on time
  • Ensure that appropriate plans are in place for dealing with emergencies, and provide oversight support to staff in handling emergencies
  • Identify bottlenecks to project implementation and take appropriate remedial action
  • Representation of AAH-SS in official forums at state level
  • Participation in AAH-SS internal management meetings and other coordination fora both within and outside the country as required.
  • Participate in conducting base line assessments and proposal developments.
  • Any other relevant duties that may be assigned by the immediate supervisor from time-to-time.

Level of Authority:

  • Represents AAH-SS in official functions at state level (CES & WES).

The Danish Refugee Council is seeking an experienced Livelihoods & Food Security Project Manager (Development) to manage agricultural and income generating activities in DRCs intervention areas in Northern Bahr El Ghazal.

Who are we?

The Danish Refugee Council has been in South Sudan since 2004 mainly working with returning refugees and internally displaced persons returning home after a long civil war. In 2012 DRC in South Sudan merged with the Danish Demining Group bringing together DRC’s protection activities and DDG’s AVR (Armed Violence Reduction) activities as well as humanitarian mine action. DRC/DDG has been responding to the crisis in South Sudan since the 15th December 2013 when violence broke out in Juba. DRC/DDG is responsible for the camp management of 2 IDP camps established in Bentui and Malakal and looks to respond to other needs as access allows.

DRC is a rights-based organisation and a member of the Humanitarian Accountability Partnership (HAP) and therefore committed to documenting our accountability to the beneficiary population and the impact of our activities. DRC adopts a community-based approach, where beneficiaries and local authorities are included in the prioritizing, planning and implementation of activities as an important measure of rehabilitation and capacity building.

About the job

DRC/DDG initiated activities in Northern Bahr el Ghazal in January 2010 due to a high influx of returnees. DRC/DDG is looking for a Project Manager with extensive experience in agricultural and livelihoods, including income generation, group formation, market assessments, activity cost benefit analysis, start-up grant provision, basic financial literacy, group savings and loans, seed multiplication, FFS, extension, as well as strong M&E skills.

The overall objective of this EU-funded project in Northern Bahr El Ghazal is to support extremely vulnerable households through helping them start small businesses to increase household income.

Duties and Responsibilities

Management and supervision of the project

• Responsible for successful planning, coordination and implementation of project activities

  • activities include market assessments for profitability of income generation activities, group formation,

training in basic financial literacy, small grants management, group savings and loan schemes

• Project includes both agricultural-based income generation and non-agricultural-based income generation. You must have awareness of negative impacts of some livelihoods and culturally sensitive experience in mitigating them – e.g. of natural products harvesting

• Responsible for monitoring and evaluation of the project activities to ensure that project objectives and outputs are achieved – and activities are implemented in accordance with DRC/DDG standard rules, regulations and operational procedures, agreed strategies, implementation plans, and HQ requirements

• The job requires frequent trips to the field to interact directly with extension workers and target group.

Financial management and monitoring

• Financial and administrative responsibility for the project – in collaboration with the Head of Finance & Administration, South Sudan – in accordance with DRC/DDG policies and procedures for financial control and reporting

• Responsible for fund management – including making the best of use of available resources and to work for mobilising additional resources (fundraising) in support of planned and on-going work

• Budget and procurement forecasting in spreadsheet formats.

Staff management and supervision

• Responsible for recruitment, orientation and training of project staff

• Act as the immediate and direct supervisor of all senior national staff working on the project – taking necessary actions to e.g. ensure security, safety, agreeable working conditions, discipline etc.

• Carry out key training of staff in grant management, group formation/bylaws, savings and loan schemes, basic financial literacy and ensure they have regular refreshers throughout the project cycle to make a solid knowledge foundation.

Security Management

• Responsible for implementing necessary security arrangements with regard to the project, as defined by DRC/DDG security procedures and guidelines – and/or as agreed with the Programme Manager NBeG.

External Relations

• Responsible for maintaining regular contact and coordination with local authorities and national and international NGOs relevant to the project

• Maintain close collaboration and good relations with the donor (EC) and other partners (Danida) to share lessons and experience in livelihoods cash transfer modalities especially

• External relations of a more programmatic and/or strategic nature are managed by the Country Director, who may, however, delegate this responsibility to the Project Manager.

Reporting and information sharing

• Responsible for timely and regular project documentation and reporting on the project – including performance/progress assessments against pre-defined project objectives, outputs, activities and indicators

• Promotion of learning from relevant best practices internally and externally.

Strategic programme development

• As part of the Senior Management Team identify opportunities to increase scope and quality of DRC programming in South Sudan

• Participate in gathering of information and proposal development as requested by the Programme Manager NBeG.

About you

To be successful in this role you must have:

Required qualifications:

• At least 8 years’ experience in agricultural and livelihood support and food security, specifically with group formation, start-up grant development, savings and loan and financial literacy

• Solid experience (at least 5 years) in project cycle management, - especially in volatile security environments – administration and human resource management

• Proven financial management experience, forecasting applied to spreadsheets

• Experience in making markets work for the poor (M4P), market mapping and cost benefit analysis of potential income generation activities

• Relevant educational background, at least at Master Level

• Fluency in written and spoken English essential.

Desirable qualifications:

Ideally, you will also have:

• Arabic or Dinka language would be an asset

• Proven capacity building skills – ability to train trainers (staff)

• Experience in donor reporting and working with institutional donors, especially EC. Demonstrated experience in meeting high, evidence-based monitoring and evaluation standards

• Experience in South Sudan is highly desirable.

RESPONSIBILITIES:

• Assume operational responsibility for all cash and voucher interventions.

2 positions - 1 in Unity State, 1 in Upper Nile State - The Food Program Coordinator will be responsible for the overall coordination and management of the IDP Food Assistance project in the assigned area. The coordinator will be responsible for regular program reporting to the Program Manager, staff management and development, and the supervision of Samaritan’s Purse (SP) assets. The Program Coordinator will be expected to attend devotions and be an example to others through their faith and walk with God.

Upper Nile State:
SP has been working in Maban County, Upper Nile since November 2011 conducting emergency response programing for refugees fleeing from Sudan. UNHCR estimates close to 120,000 registered refugees across four camps in Maban County. SP currently distributes food aid in two camps, Doroo and Batil with a total population of over 80,000 refugees and supports secondary health needs of the entire population by supporting Bunj Hospital, serving as the only surgical and secondary referral center in the area. Hospital services provided include surgical care, diagnostics, nutrition stabilization, MCH/RI, inpatient care, and health education and training.

Unity State:
Since 2011, Samaritan’s Purse has worked in Yida to provided lifesaving services and provisions to refugees fleeing indiscriminate bombings in the Nuba Mountains. Currently, there are an estimated 80,000 refugees in Yida for which Samaritan’s Purse provides Food Assistance Programming, Nutrition Programming, Water and Sanitation Health services, and Ministry programming.

RESPONSIBILITIES:

• Direct line management of all food distribution and food warehousing staff, both casual labor and contracted staff.
• Manage the General Food Distribution (GFD) and any Blanket Supplementary Feeding Program distributions determined necessary based on malnutrition rates in specified area.
• Responsible for the warehouse compound, all food stored in warehouses in support of programming and submitting all reports to the Commodity Manager. There are up to 4 warehouses and 2,000 metric tons of food.
• Complete daily stock reports, waybill summary reports and food distribution trackers and submit to the Program Manager.
• Manage Post Distribution Monitoring surveys two weeks after distributions.
• Conduct appraisals for all food distribution staff, addressing underperformance, rewarding success and identifying targets for improvement.
• Encourage and facilitate the ongoing professional development of food distribution staff through support, guidance, training and mentoring.
• Encourage spiritual development and provide counseling to food assistance staff.
• Promote and maintain good communication within the team.
• Liaise with UNHCR, World Food Program (WFP) and Danish Refugee Council to facilitate successful program implementation.
• Provide professional representation of Samaritan’s Purse at coordination meetings with government, donor and civil society partners, NGOs and refugee communities.

PROGRAMS GOAL: Ensure natural disaster and war-affected people with acute needs have access to essential services such as information, water, sanitation, food, shelter, healthcare, education, basic household items, and physical protection to satisfy their basic right to life with dignity. And when possible, support recovery by building safer, less vulnerable, communities better able to anticipate, resist, cope with and recover from the impact of future disasters.

RESPONSIBILITIES:

• Work with program managers in designing monitoring & evaluation systems for measuring the success of their projects.
• Develop and track internal and donor program indicators focusing on results based program management.
• Analyze project implementation schedules and adherence to schedules by managers; liaise with Area Coordinators, PDO and DCD on implementation concerns. Prepare corresponding project revisions, modifications and no – cost extensions.
• Maintain grant management systems and procedures, and program wide strategies for implementation.
• Support the Programs Office in the development of proposals with clear indicators and objectives. Ensure project budgets are aligned to objectives and logframes.
• Edit, format and compile narrative reports for on-going projects, ensuring accurate reporting and timely submission to donors.
• Support the PDO with donor representation particularly with the UN cluster coordination, or other relevant international donors and national level stakeholder meetings.
• Act as focal point with donor’s in-country offices on grants management issues for ongoing projects.
• Field internal information requests on ongoing projects, as well as external requests as needed.
• With the PDO, organize monthly management review meetings for Program Managers/Area Coordinators to ensure strong financial management.
• Visit field sites to provide oversight to programs through collaboration with Program Managers.
• Work with the Finance Manager to ensure systems that provide for preparation of timely and accurate donor reports are in place.
• Maintain grant tracking that provides for comprehensive data and information collection and storage processes throughout the grant cycle. Maintain respective soft and hard copy grant filing and documentation system.
• Ensure that partnership and sub-grant related administrative processes and procedures are standardized and consistently implemented throughout the program, including pre-award compliance checks, agreements, disbursements and reporting.
• Support PDO and Program teams in assessing partnership opportunities. Coordinate donor visits to ongoing projects or new areas of need.
• Work with program teams at the start of grants to assist with the setup of the grant, form a M&E perspective and establish methods of survey, data collection, evaluation, that the PM’s will use in the field to stay on target of the desired results and timelines of the grant.
• Maintain oversight of status of ongoing grants, informing program managers of donor concerns and requirements while collecting and collating quality information from program managers needed by donors on a timely basis.
• Coordinate with the PDO to update the SP South Sudan database that captures project details and geographical coverage of activities.
• Provide surge capacity and assume additional responsibilities in the event of a natural or man-made disaster or crisis.

Unity State, South Sudan - The WASH Engineer Manager will work within Unity State, South Sudan, mainly in Yida Refugee camp and in its host communities with possible travel to needed areas. The main responsibilities will include working to design and improve the technical engineering implementation aspects of the Samaritan’s Purse (SP) WASH program in Unity State, and managing a staff of Water and Sanitation Engineers and teams of Water Technicians in all areas of water and sanitation technology including designing, quantifying, specifying of boreholes, preparing contractual documents and managing them, managing geophysical studies, submersible and hand pump installation and repairs, submersible and hand pump repair and maintenance training, designing and constructing water distribution systems, pump testing, water quality testing, hand dug well construction, and/or latrine construction. The WASH Engineer Manager will also be responsible in coordinating and leading any emergency relief situations involving WASH efforts, creating and drafting technical designs, and submitting regular reports on the work being completed.

Since 2011, Samaritan’s Purse has worked in Yida to provided lifesaving services and provisions to refugees fleeing indiscriminate bombings in the Nuba Mountains. Currently, there are an estimated 80,000 refugees in Yida for which Samaritan’s Purse provides Food Assistance Programming, Nutrition Programming, Water and Sanitation Health services, and Ministry programming.

RESPONSIBILITIES:

• Team Management: make the most effective use of the people involved with the project, hire needed staff, assign work responsibilities that comply to the scope of the project, ensure that staff are informed of their reporting structure and conduct Performance Reviews.
• Monitor the events/outputs to ensure the timely completion of the project.
• Ensure that the program stays within the work plan and within the scope of overall SP South Sudan WASH programming.
• Make sure that weekly/monthly reporting is completed on time and is fully detailed.
• Collect all necessary reports from project staff.
• Organize the entry and storage of all data and conduct data analysis as needed.
• Make necessary visits to field sites to ensure that quality work is being completed.
• Ensure the project will satisfy the needs of the beneficiaries; provide oversight of water source construction and sanitation projects to ensure quality.
• Ensure the training of national staff in technical areas including water quality testing and building and maintaining quality water point structures.
• Drafting technical designs and helping to determine best technical practices.
• Coordinate and lead WASH Emergency Relief efforts: conduct Rapid Assessments, construct water and sanitation facilities and coordinate with other WASH sector partners.

Objective 1: To liaise with Nutrition Clusters and Nutrition implementing partners for the identification of capacity building needs to:

- Define needs related to capacity to implement nutrition activities within ACF, MOH and Partners staff****- Analyze community and stakeholder gaps and needs, &

- To ensure National guidelines and field tools are available disseminated as necessary and adopted

  • To establish a positive working relationship with the respective communities and authorities in ACF capacity building project locations through genuine consultation.
  • In collaboration with the nutrition cluster define the capacity gaps by developing a rapid capacity and gap assessment tool to identify CMAM, IM-SAM, and IYCN training needs at national and state levels in close collaboration with Nutrition Cluster, partners and ACF teams
  • To analyse the information on capacity assessments to inform planning and implementation of capacity building activities.
  • Based on needs identified at national level, to undertake more specific capacity building gaps assessment at County level and health facility level in collaboration with County Health Department (CHD) teams.
  • Based on specific needs identified to develop training planning and costing
  • To participate in any relevant meetings linked to the definition of the training tools for the dissemination of the National guidelines and protocols on the Integrated Management of Severe Acute Malnutrition (IM-SAM), Infant and Young Children Nutrition (IYCN) and CMAM.
  • To participate in any relevant meetings linked to the design of the capacity building approach of the Ministry of Health.
  • To design training tools for various trainings tailored to MoH, nutrition partners and ACF staff capacity levels.
  • To collaborate with the local health authorities, partner staff and ACF nutrition team in the development of a realistic time plan for the on-the job training at each field location.

Objective 2: To ensure that all targeted facilities, State and County MoH staff, Nutrition mplementing partners and ACF staffs are trained on the management of acute malnutrition, IYCN and that all trained facilities provide nutrition services of acceptable quality.

  • To conduct theoretical trainings for all key staffs in targeted County PHCCs and PHCUs, and key staffs in the ministry of health and local partners on the management of severe acute malnutrition.
  • To define the modalities of the on-the-job training for each facility to supervise application of knowledge gained during the training for monitoring purposes. A clear definition of the length of the on-the-job training is essential, as well as the objectives to be completed day by day using appropriate monitoring tools.
  • To determine and organise follow up of the trained staff to offer technical support and ensure proper follow up of the exit indicators and reporting. These follow up visit should be organised in collaboration with the state and county MoH nutrition focal person and nutrition partners.
  • To evaluate the quality of the care provided to the programme beneficiaries and propose solutions when the exit indicators do not meet acceptable standards (SPHERE).
  • To ensure that the National guidelines on IM-SAM is respected by the partners implementing nutrition programme.
  • To participate in the creation of a strong coordination link between the facilities at the county, state and the Directorate of Nutrition at the Ministry of Health.
  • Collaborate with ACF Nutrition Program Managers on staff training frequency and relevant topics in consultation with ACF Nutrition Coordinator.

Objective 3: To ensure regular coordination with, MOH, health lead agents, partners and other ACF departments.

  • To participate to all the State and national level meetings (in coordination with ACF Nut PMs and Nut Coordinator) devoted to the review, dissemination of IM-SAM and any other guidelines related to CMAM or IYCN.
  • Take a lead role in the discussions of the integration of nutrition activities in MoH facilities (in coordination with Nut PMs and Nut Co).
  • To coordinate with UNICEF and other agencies involved in capacity building of partners and MOH.
  • To coordinate with WASH and Food Security is also important, in order to support each other whenever necessary and possible.

Objective 4: To report and document on the capacity building program alongside the implementation of the project.

  • To ensure monthly reporting on the capacity building program activities.
  • To participate in the donor reports preparation and proposal development with supervision from the Nutrition Coordinator.
  • The position is under the direct supervision of the Nutrition Coordinator, hence regular formal and informal update should be ensured.
  • To document on the capacity building project's best practices and lessons learned. It is critical that documentation reports on the achievements, challenges and lessons learned among others are put together in a comprehensive report.

PAH in South Sudan:

PAH has been working in South Sudan since 2006 as one of the first NGOs established in Jonglei State. We are a small team of committed individuals aiming at delivering tangible and sustainable change in the largest, most populous and most conflicted state of South Sudan. We are needs- and community based, hence aside drilling and repairing boreholes, developing accompanying O&M structures and innovative approaches to sanitation and hygiene promotion, we have also been developing our emergency response capacity. Our Emergency Response Team (ERT) mainly reacts to WASH and NFI needs of populations affected by conflicts and natural disasters, which have been on the increase for the past two years. Thanks to the expertise gathered over the years, we were also appointed to lead WASH Cluster in the state: we coordinate WASH emergency response with partners and hence make sure all vulnerable communities are served at the time of crisis. Due to the present situation in South Sudan PAH has temporarily cut on its development-oriented projects and is focusing on the response to the current humanitarian crisis.

Who PAH is looking for:

PAH in South Sudan is looking for a new Security Officer.

The person will hold the following responsibilities:

· Provide efficient security and safety support to PAH’s programmes in South Sudan including the safety and security of all PAH staff,

· Ensuring compliance with PAH’s security policies and SOPs.

· Contribute to the development and updating of the Contingency & Security Plan, collecting contributions from the field teams, and submitting it to the HoM’s review.

· Set up the Security & Safety Plan, in particular putting in place the necessary systems and equipment (Communication equipment, Vehicles, Stocks, etc.).

· Implement the security & safety measures decided by the HoM.

· Work closely with the HoM.

· To organize regular briefings to all staff.

· Conduct regular threats and risks assessments, identify and implement appropriate risk mitigation measures for all operational areas.

· Conduct periodic appropriate security assessments of premises and equipment and advice on shortfalls in security preparedness with recommend improvements and solutions.

· Provide timely and accurate security advice to PAH Coordination and disseminate crucial security information to all staff.

1. MAIN PURPOSE OF THE ROLE

  • The CD is responsible for overseeing the development, funding and implementation of the country strategy and the growth of program portfolio that effectively addresses the underlying causes and effects of malnutrition in line with ACF's values (Charter), Programming Principles, and Strategy;
  • S/he must also ensure that systems / procedures are in place and being properly implemented, and that they ensure the proper management, well-being and safety of ACF staff, and the proper use of ACF resources;
  • The CD must build on best practices previously developed on the mission;
  • The CD must create a shared vision among all staff. S/he is responsible for promoting ACF Charter and ensuring an organizational culture where ACF core values are embedded, team work is encouraged and all staff feels valued;
  • S/he is responsible for establishing and maintaining good working relationships with host government officials, donors and other partners.

2. KEY RESPONSIBILITES

3.1. STRATEGIC AND OPERATIONAL PLANNING, ORGANIZATIONAL PERFORMANCE:

Key role: Lead the preparation, updating, implementation of the Country strategy appropriate for the country and regional context and in line with the ACF vision and mission.

  • Ensure that a high quality strategic plan, based on thorough contextual analysis, is developed/updated using an inclusive and participatory process;
  • Ensure implementation of the country strategy is monitored and updated as required in line with context’s evolution;

  • Ensure timely final validation of proposals and reports.

3.2. PROGRAMMING:

Key role: Oversee mission’s programming to ensure the effective and efficient design, implementation and evaluation of ACF's programs and projects.

  • Work with senior staff to generate viable programs in line with country’s strategy;
  • Identify and secure adequate funding for on-going and future program activities on a timely basis;

  • Verify that proper monitoring and evaluation systems are in place to demonstrate impact of ACF’s programs and that learning is incorporated into programs to ensure on-going improvements;
  • Ensure the regular production of ACF dashboards and monitoring tools including SitRep and activity progress reports;
  • Pilot the follow-up on internal and external audit recommendations.

3.3. EXTERNAL RELATIONS AND PARTNERSHIPS:

Key role: Develop and enhance relationships between the mission and donors’ representatives, civil society, private sector, government agencies and other organizations, acknowledging diversity as an asset of the humanitarian community, so that ACF can maximize its impact on malnutrition and its prevention.

  • Establish and maintain good relationships with relevant – counterparts/departments of the government, the locally-represented multi/bi-lateral donors, UN agencies, foundations, international and national NGOs and civil society organizations;
  • Support and work effectively in coalitions and networks in the respect of principles of equality, transparency, result oriented approach and complementarities;
  • Ensure cordial media relations and act as ACF spokesperson as required.

3.4. SECURITY:

Key role: Lead the preparation, regular updating and implementation of the security plan in line with ACF standards and procedures

  • Ensure mission has a security plan in place in line with ACF standards;
  • Control that security plan is properly followed under the technical guidance of the Logistic Coordinator;
  • Control that appropriate security guidelines and procedures are established, maintained / updated regularly and adhered to by the team;
  • Undertake security networking at all levels;
  • Analyse the information gathered and provide risk and context analysis;
  • Be responsible for the management and oversight of security of all international and national staff and visitors;
  • Be part of the crisis team in case of critical security incidents and ensure Security Incidents Reports are drafted according to guidelines and submitted in a timely manner to HQ;
  • Pilot the follow-up on security internal and external audit recommendations.

3.5. MANAGEMENT AND HUMAN RESOURCES

Key role: Oversee the management and development of mission’s human resources and create a shared vision, among all staff, of ACF's values and program's aims and their role in achieving these

  • Management of direct subordinates
  • Be part of the recruitment and orientation of new senior staff and of the recruitment of direct subordinates;
  • Provide proper supervision and management for all direct subordinates;
  • Manage staff effectively, including appropriate delegation with a view to achieving results and developing capacities;
  • Ensure that all managers has the capacity building of their staff as one of their key goals;
  • Proactively address performance issues through regular, constructive and honest feedback and coaching;
  • Ensure the proper implementation of ACF’s management system for direct reports, including job description, mid-term and final appraisal;
  • Control that Senior Leadership Team operates in a transparent and participatory manner.
  • Human resources
  • Ensure mission has a HR strategy and a training plan;
  • Ensure mission has appropriate team structures and it is reviewed according to projected programs’ needs;
  • Ensure levels of authority and responsibility are clearly defined;
  • Effectively design and lead organizational change processes which enable the mission to respond to challenges;
  • Actively promote staff wellness by monitoring mission climate and staff morale and taking corrective actions as needed;
  • Control that strong HR strategies, systems, policies and processes are in place and monitored
  • Control that national and international staff teams work effectively together and achieve the program objectives;
  • Pilot the follow-up on HR internal and external audit recommendations.

3.6. FINANCE AND LOGISTIC:

Key role: Oversee and direct the appropriate mobilization, use and management of financial and logistic resources in the mission in line with ACF policies and donor requirements.

  • Monitor the mission’s financial position, and ensure the best use of available resources;
  • Oversee the development and review of mission’s annual budget;
  • Ensure management structure of mission’s is proportional to mission’s income;
  • Control that qualified staff and appropriate policies, procedures and systems for finance and logistic are in place and functioning throughout the mission;
  • Control that adequate internal controls are in place to protect the mission’s financial and non-monetary assets and that the resources are used in accordance with donor terms and conditions;
  • Control that appropriate financial and logistic reporting systems are in place to meet both internal needs and external requirements;
  • Pilot the follow-up on finance and logistic internal and external audit recommendations.

3.7. WORKING RELATIONSHIPS WITH HQ

Key role: Key actor between the field and HQ, the Country Director contributes to maintain good working relationships with HQ by complying with information demands and using HQ’s expertise to optimize the country’s strategy implementation.

  • Update the desk on country strategy’s implementation;
  • Proactively refer to HQ for any matter that could jeopardize the mission, the programs, the funding or the security of staff and premises;
  • Ensure field teams proactively expresses relevant demands of support to HQ in order to maximize operational efficiency and impact;
  • Prepare and facilitate any HQ’s field visit;
  • Generally speaking: be a facilitator between the field and HQ;
  • Verify that various deadlines set by HQ are respected;
  • Pilot the follow-up on HQ’s recommendations.

Length of assignments: 3 or 9 months

Action Against Hunger is part of the ACF International network which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, & food security. ACF-USA, an independent NGO, currently manages operations in 7 countries. ACF-USA, has over $45 million in programs, approx. 55 staff based in NYC, 100 expatriate employees in the missions, & over 1,200 local staff.

Summary of activities

ACF plans to base a dedicated Nutrition Emergency Team (NET) in Juba, South Sudan to ensure the organization has sufficient capacity to quickly assess and respond to changing humanitarian needs. As a leading humanitarian agency in the nutrition sector, ACF will conduct initial assessments in response to reports of deteriorating conditions. Where appropriate ACF may also be requested to start initial activities or provide expertise to assist other implementing partners.

Essential requirements – specific roles

1.NET Coordinator

  • Will function essentially as a Field Coordinator, reporting directly to the Deputy Country Director (DCD) or Country Director (CD)
  • Responsible for overall coordination of the Nutrition Emergency Team, ensuring that work plans & deadlines for all responses are met
  • Will manage contacts & coordination with UNICEF, Nutrition Cluster & other nutrition partners at Juba level (in liaison with Nutrition Coordinator / DCD as needed)
  • In areas of operation responsible for:
  • liaison with partners & other actors
  • negotiations & relationships with authorities & community leaders
  • Negotiating access to areas with humanitarian needs
  • Experience managing security essential
  • Candidates must have a strong understanding & experience of humanitarian principles

2.Nutrition Specialists (2)

1 x Nutrition Specialist (nut assessments + CMAM)

1 x IYCF Specialist (possibly with Psychosocial & Care practices experience)

  • Candidates must be validated Program Managers (or above) with emergency experience
  • Roles will report to NetCo, with technical support provided by the Nutrition Coordinator
  • Experience conducting nutrition rapid assessments & nutrition surveys using SMART methodology is essential
  • Experience setting up and managing:
  • CMAM programs in a setting with very limited resources, and/or
  • Infant and Young Children Nutrition (IYCF) in emergency programs, possibly with mental health and child care practices experience in emergency (establishment of baby friendly space)
  • Experience in working with limited resources. Nut specialists must be comfortable managing & coaching staff who may have limited experience & training

3.Emergency Logistician:

  • Reports to NetCo, with technical support from Logistics Coordinator
  • Responsible for logistics of the NET when they are in Juba (possibly managing a guesthouse or suite of hotel rooms, coordinating rental vehicles in Juba)
  • Ensures equipment procurement & maintenance of NET team’s assets
  • Responsible for logistics while the NET is in the field. This includes managing office & living arrangements, movements, & setting up communications with little or no infrastructure in place
  • Manages field contracts for any construction work undertaken by the NET
  • Must be comfortable following kitlog 3 & donor regulations

4.Admin/HR manager:

  • Reports to NetCo, with technical support from the Finance & HR Coordinators
  • Responsible for all HR management within the NET; including hiring of daily laborers, & casual or temporary staff
  • Responsible for finances and payments related to NET (including cash management)
  • Must follow accounting as per ACF rules, using SAGA (so that NET activities can be easily integrated into mission accounts)
  • With support from the program team, is responsible for preparing cash forecasts

Summary of required profiles

The Nutrition Emergency Team will ideally include an Emergency Coordinator, 2 Nutrition Program Managers, a Finance/HR Manager, & anEmergency Logistician who will:

  • oversee the design, management and analysis of rapid assessments
  • work closely with other agencies to maintain close surveillance of all nutrition and WASH needs in at-risk counties within South Sudan
  • provide organizational & technical support to other agencies identified to respond to identified humanitarian needs
  • liaise with the permanent South Sudan country team to determine ACF’s capacity to respond to priorities identified in any assessments

Essential requirements – all candidates

  • At least 2 years’ experience working in humanitarian emergencies
  • Strong organizational abilities, excellent written & verbal communication skills
  • Excellent interpersonal skills, ability to work both independently and as a member of a team
