ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.
Our teams in the field implement some 340 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.
Based on considerable experience addressing the needs and situations of vulnerable communities, ACTED contributes to the international agenda towards reaching the Millennium Development Goals, through a wide range of partnerships, innovative initiatives, and campaigns.
Context
ACTED has been intervening in Maban County, Upper Nile state, SOUTH SUDAN since February 2012 mainly in Gendrassa and Kaya refugee camps and with the host community. Within these two refugee camps, ACTED is implementing activities such as: Camp management, Information management, Community mobilisation, Infrastructure construction, Livelihoods/ environmental protection, etc.
ACTED is looking for a technical expertise to support the team in mainstreaming SGBV component firstly into the camp management and community mobilisation strategy, before increasing to the other service component in both refugee camps in Maban County, where ACTED operates. The SGBV specialist will be in charge in providing technical oversight, trainings, capacity development and to some extent management to the SGBV component activities. At a later state, the specialists will advises Coordination and Management office on gender policies and trends and relevant linkages to ACTED programmes. This includes provision of analysis for formulation of strategies and briefings to Senior Management. The SGBV Specialist advocates for and represents ACTED in his/her area of expertise as requested by his/her supervisor. The SGBV Specialist may supervise and lead a team of experts, international and / or national consultants and project staff.
Assignment
The incumbent will be based in Maban County, Upper Nile State, South Sudan and will lead the implementation of SGBV Programming which is a constitutive part of the country strategy, and subsequently monitor its implementation.
PRIMARY TASKS
Technical responsibilities:
Technical Leadership
· Facilitate rapid development of established SOPs and related policies and practices.
· Facilitate rapid implementation of SGBV mainstreaming in camp settings (both Gendrassa and Kaya) in accordance with the IASC Guidelines for GBV Interventions in Humanitarian Settings
· Provide technical support to response in both Gendrassa and Kaya in the refugee camp settings where ACTED operates.
· Provide technical and policy advice to partner organizations on issues related to protection of women and girls, in line with IASC GBV Guidelines, SOPs and other technical documents
· Work with partners to develop or revise training materials according to local context and implement relevant training sessions for multi-sectoral prevention and response actors.
· Support development of outreach camp; advocacy initiatives to address SGBV in context of broader gender inequality issues for both camp and non-camp settings.
· Build skills of those involved in SGBV humanitarian response and prevention, particularly ACTED community mobilisation / outreach workers, refugee volunteers, NGOs and governments to the extent necessary.
Monitoring, Evaluation and Reporting
· Coordinate, with other actors, to conduct situational analysis. Wherever possible, ensure that relevant SGBV issues are integrated into others' assessment missions
· Support pilot-testing/roll-out of tools for safe and ethical collection and analysis of SGBV data in humanitarian settings (e.g. to identify trends and patterns)
· Work with other partners to adopt a standardized SGBV incident report/intake form and other forms, and train partners in use of this form and tools;
· Monitor SGBV emergency related programme activities to ensure that all interventions are in line with Survivor-Centred Approach and adhere to the IASC GBV Guidelines
· Prepare regular progress reports and document lessons learned and challenges and share with stakeholders
· Document best practices and approaches for responding to issues of SGBV in order to deepen the knowledge base among relevant partners.
General Responsibilities:
Representation and coordination
· Ensure external representation of ACTED in relevant sectors
· Participate in technical and sectoral meetings to ensure visibility amongst local authorities
· Participate in technical and sectoral Donor meetings and pass relevant information to the Area coordinator, programme team and coordination office
· Participate in technical and sectoral meetings and working groups involving NGOs and UN Agencies (UNICEF, UNHCR, Protection Cluster etc.) and all other inter-governmental institutions
· Contribute to the creation of reports, ensuring the quality and accuracy of technical information provided as well as the confidentiality of internal information as required;
Project implementation:
· Plan the various stages of project implementation;
· Guide the implementation of the project and the methods of follow-up;
· Manage project finances, logistics and materials; including timely planning and execution of proecurement plan, financial folow up and budget follow up.
· Assess the activities undertaken and ensure efficient use of resources and set up a clear timeline of reports to be submitted to project Donors;
· Ensure adherence to ACTED internal regulations and procedures.
· Produce monthly and quarterly work plans to effectively carry out the project activities and achieved intended objective
Human resources management
· Organise and lead project coordination meetings;
· Prepare and follow work plans with each project member;
· Ensure a positive working environment and good team dynamics (solve out potential conflicts);
· Promote team working conditions in the limit of private life;
· Adapt the Organization chart and / or Terms of references of project personnel according to the project development;
· Undertake regular appraisals of directly supervised colleagues andpass appraisal forms to the coordination office with recommendations.
· Ensure a building of capacity amongst technical staff in the relevant sectors.
