South Sudan: Protection Manager

In early 2012, the IRC launched a response to the increasing influx of Sudanese refugees from the Nuba mountains/South Kordofan into northern Unity State in Yida settlement. In 2013, the IRC added protection programming to its response in the Yida settlement and the new refugee camp in Ajoung Thok.

SCOPE OF WORK:

The Interna tional Rescue Committee’s (IRC) Protection Manager will oversee the refugee protection program in Yida camp, Unity State. In this capacity, the Protection Manager will be responsible for day-to-day supervision and oversight of the protection officers and various protection activities, budget management, administration, and implementation of the requirements of the programs. The Protection Manager will work closely with UNHCR and the other protection actors in the refugee settlement as well as the camp leadership structures.

This position will be based in Yida camp and will oversee the national protection team working in Yida settlement. This position will report to the Protection and Rule of Law Coordinator.

RESPONSIBILITIES:

* Program Management & Development

  • Create and execute a work plan, spending plan and related systems to ensure that project deadlines are met and targets achieved.
  • Supervise and coach the Protection Officers to conduct surveys, participatory assessments and/or community consultations focused on protection concerns and the identification of Persons with Special Needs (PSN) among the refugee caseload.
  • Supervise and coach the protection officers to deliver awareness-raising activities for the refugee population on topics such as refugee rights, refugee legislation in South Sudan and responsibilities of refugees as well as training for relevant state and non-state service providers on refugee law and the rights of refugees in South Sudan and the responsibilities of the Government.
  • Assist the protection officers with establishing a Referral Network of service providers for the refugee population and undertake advocacy interventions on behalf of the refugee caseload on different levels.
  • Oversee activities in information centres and conduct out-reach activities to provide the refugee population with relevant information on services an d address cases or protection concerns that are reported by therefugee clients of the centre.
  • Compile protection assessment reports on the protection concerns and priorities of the refugee population collected during the protection monitoring activities.
  • Ensure that monitoring visits respect principles of confidentiality of interviewees and that all incidents reported to IRC are handled with due regard to protection principles.
  • Participate in the development of proposals, budgets and concept notes in coordination with the PRoL Coordinator, DDP, Grants team, and HQ Technical Unit.
  • Contribute to the development of the Country Sector Strategy for the South Sudan Protection Program.
  • Ensure that monitoring visits respect principles of confidentiality of interviewees and that all incidents reported to IRC are handled with due regard to protection principles.
  • Support other protection programs as needed.

* Sta ff Management

  • Recruit national staff in conjunction with the Human Resources Department.
  • Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the Protection program.
  • Provide leadership, guidance, and support to the protection team through regular supervision and feedback on performance.
  • Build the capacity of the Protection Officers to improve their range of capabilities related to the protection program and its activities.
  • Ensure Performance Management System documentation for all staff is in place and followed up regularly.

* Grants Management and Reporting

  • Manage and oversee all protection Ajoung Thok grants; develop and maintain work, spending and procurement plans for all projects.
  • Participate in Grants Opening, Mid-Term and Closing meetings.
  • Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required.
  • Ensuring effective implementation of M&E systems throughout the lifetime of the project.
  • Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the Finance department to ensure accurate expenditures and reporting.

* Representation & Coordination

  • Actively participate in coordination mechanism with network partners, the refugee population and host community to ensure information sharing, coordination of interventions and enable meaningful participation of both the refugee and host communities.
  • Liaise with UNHCR and other partners, particularly through the protection cluster/working group/coorindation mechanism, to share findings and any issues of relevance and/or concern related to the urban refugee caseload.
  • Establish relationships with other NGO s, international organizations, government offices, particularly those working in protection and participate in relevant coordination forums.

REQUIREMENTS

* Masters degree in Law, International Law, Human Rights or International Affairs

* Minimum of three years of professional experience in protection programming in a refugee camp setting

* Minimum of three years of overseas professional experience in program implementation

* Previous working experience with UNHCR is an asset

* Strong understanding of protection principles and likely protection concerns arising in the South Sudan context as well as conflict sensitivity

* Solid experience in staff management in a cross-cultural environment required

* Demonstrated training and facilitation experience

* Experience in complex emergencies and the ability to live and work in a very remote environment

* Ability to work under pressure a nd without daily supervision

* Demonstrated analytical skills and report writing experience required

* Strong interpersonal, intercultural and communication skills

* Excellent oral and written skills and computer skills.

WORK ENVIRONMENT:

Security level - orange. The situation in most parts of country is calm but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There still is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

HOUSING :

Sleeping accommodation is a tent with common latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual’s responsibility.

South Sudan: Roving Senior Women’s Protection and Empowerment Manager

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. OCHA estimates that 740,000 people have been displaced across five states, Central Equatoria, Unity, Lakes, Upper Nile, and Jonglei. It is e stimated that around 70,000 have sought shelter in UN peacekeeping bases across the country including Juba, Bentiu, Bor, Malakal and other locations. IRC South Sudan has launched an emergency response to address needs including Protection, Health, Water and Sanitation and Women’s Protection and Empowerment (WPE).

SCOPE OF WORK:

The Roving Senior WPE Manager will manage and support IRC’s emergency response to prevent and respond to Gender Based Violence (GBV) across four locations in three states, i.e. Lakes, Unity and Central Equatorial States. The Roving Senior WPE Manager will be responsible for providing leadership, guidance, coordination and technical support to the WPE managers to ensure that all interventions meet international best practices, and aligned with IRC’s GBV Emergency Response Program Model. The Roving Senior WPE Manager will lead advocacy efforts to better coordinate GBV prevention and mitigation linked to the current c risis.

The position will be based in Juba initially and likely moved to a field location when possible. The position is a roving one with regular travel to the emergency locations (approximately 30% of time per site). The position supervises three expatriate WPE Managers and will work with the WPE Coordinator to manage WPE emergency programming. The Roving Senior WPE Manager is supervised by the WPE Coordinator.

RESPONSIBILITIES:

* Program management and technical quality

  • Oversee the implementation of IRC’s WPE Emergency programming across three states to ensure it meets GBV best practices and adapts IRC’s GBV Emergency Response Program Model to the South Sudan context.
  • Provide technical guidance, oversight and support to the WPE emergency interventions to improve the provision of quality case management and psychosocial support services to meet the needs of women and girls.
  • Ensure that ethical and sound data collection and information management systems are in place and harmonized across all WPE emergency sites for appropriate GBV analysis, planning, evaluation, and advocacy.
  • Lead the development of a Monitoring and Evaluation (M&E) system for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming.
  • Lead trainings on GBV case management, GBV emergency response and preparedness, and Clinical Care for Sexual Assault Survivors for staff and partners.
  • Lead in the development of quality psychosocial interventions at Women and Girl Centres and safe spaces that promote coping, resilience and strengthen supportive networks.
  • Lead in the design and implementation of activities that specifically target adolescent girls.

* Staff management, Supervision and Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Directly supervise WPE Emergency Managers and hold regular performance reviews.
  • Assist with the recruitment of WPE staff, in coordination with HR, senior management, and the WPE Technical Unit.
  • Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.

* Grant Management, Monitoring and Reporting

  • In collaboration with WPE Emergency Managers, support development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.
  • Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
  • Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.
  • Ensure high-quality IRC a nd donor reports on activities, indicators and achievements.
  • Lead in the development and design of new grants for follow up funding that respond to needs identified in all locations.

* Representation and Coordination

  • Develop and maintain effective working relationships with all stakeholders, including community leaders, NGOs, UN agencies, community based organizations and other implementing partners to enhance multi-agency and multi-sectoral cooperation and coordination.
  • Build relationships with partners, government, other NGOs and UN agencies to establish/strengthen appropriate GBV referral systems to ensure survivors access services in a timely and confidential manner.
  • Coordinate and lead advocacy efforts with other actors and sectors, particularly WASH, Food and Nutrition, Shelter, Livelihoods, Health; and ensure specific measures are put in place to mitigate risks of GBV among women and girls by these sectors in line with the provision in the Inter-Agency Standing Committee Guideline for response and prevention of GBV in humanitarian settings.
  • Regularly attend GBV sub-cluster meetings at appropriate levels to ensure field concerns and challenges are brought to relevant stakeholders to push for standards and procedures that systematize how GBV is implemented and coordinated at the field level.

* Other

  • Undertake other relevant tasks as requested by the WPE Coordinator.

REQUIRED:

* Master’s degree in Social Sciences, gender studies, Public health, social work, humanities or other related discipline.

* 3-5 years of relevant overseas program management experience, with at least 3 years of GBV programme management in emergencies experience.

* Demonstrate clear understanding of gender, and programming and issues of violence against women and girls.

* Previous experience leading teams on GB V response and risk mitigation strategies in emergencies

* Experience facilitating trainings and workshops on responding to and preventing GBV.

* Familiar with emergency contexts and issues.

* Positive and professional attitude, including ability to lead and work well in a team setting.

* Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.

* Knowledge, skills and experience in participatory methods of community development and mobilization.

Required Qualifications:

POSITION DESCRIPTION for the post of EDUCATION COORDINATOR UNITY STATE, SOUTH SUDAN of the Lutheran World Federation, Department for World Service (LWF/DWS) Program in South Sudan

The Education Coordinator Unity State shall report to the Team Leader, Unity State, under the overall leadership of the Country Representative. She/he will be responsible for the overall supervision and management of all LWF Education programs in Unity State.

LWF is currently working in Ajuong Thok Refugee Camp, implementing Primary, Secondary and Accelerated Learning Program (ALP) programs for children and youth. In 2014, LWF will be scaling up its Education program in Unity State, responding to IDP crisis and expanding to Early Childhood Care and Development (ECCD), Vocational Skills and M- Technology in Schools. The Education Coordinator is responsible for the effective and efficient management and implementation of all Education activities, maintaining documentation in accordance with established LWF South Sudan and donor guidelines and procedures.

The Education Coordinator shall have the following roles and duties:

Program management

  • Responsible for the implementation of the education program in accordance with approved time schedules, budgets and LWF & donor regulations.
  • Provide on the job training to teachers, education personnel, education authorities and other relevant education actors to increase the capacity of the team.
  • In coordination with the Team Leader recruit and manage education staff as required.

Coordination and accountability

  • Represent LWF at education sector meetings at national level when requested, coordination meetings and relevant education working groups.
  • Coordinate with LWF’s Child Protection Coordinator, streamlining and sharing information to facilitate safe learning environments in Ajuong Thok refugee camp.
  • Monitor and evaluate community-based school support mechanisms, strengthening the Education officers’ skills to deliver trainings to Parents and Teachers Associations (PTA), School Management Committees (SMC), Student Councils and Girls groups.
  • Collaborate with the County Education Department (CED) in the project area to facilitate distributions of school supplies, promote girls education and strengthen host community and refugee school ties.

Monitoring and reporting

  • Prepare and submit weekly, monthly, quarterly and annual operational plans of education activities to donors including UNHCR, Vodefone Foundation and ECHO.
  • Undertake Joint Monitoring Education visits with the County Education Authorities, in addition to continuous monitoring visits to project areas.
  • Fulfills any other such duties as may be assigned by the LWF/DWS South Sudan Country Representative or Team Leader, Unity State.

Background on ACTED

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. Our teams in the field implement some 340 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.

Based on considerable experience addressing the needs and situations of vulnerable communities, ACTED contributes to the international agenda towards reaching the Millennium Development Goals, through a wide range of partnerships, innovative initiatives, and campaigns.

Context

ACTED has been intervening in Maban County, Upper Nile state, SOUTH SUDAN since February 2012 mainly in Gendrassa and Kaya refugee camps and with the host community. Within these two refugee camps, ACTED is implementing activities such as: Camp management, Information management, Community mobilisation, Infrastructure construction, Livelihoods/ environmental protection, etc.

ACTED is looking for a technical expertise to support the team in mainstreaming SGBV component firstly into the camp management and community mobilisation strategy, before increasing to the other service component in both refugee camps in Maban County, where ACTED operates. The SGBV specialist will be in charge in providing technical oversight, trainings, capacity development and to some extent management to the SGBV component activities. At a later state, the specialists will advises Coordination and Management office on gender policies and trends and relevant linkages to ACTED programmes. This includes provision of analysis for formulation of strategies and briefings to Senior Management. The SGBV Specialist advocates for and represents ACTED in his/her area of expertise as requested by his/her supervisor. The SGBV Specialist may supervise and lead a team of experts, international and / or national consultants and project staff.

Assignment

The incumbent will be based in Maban County, Upper Nile State, South Sudan and will lead the implementation of SGBV Programming which is a constitutive part of the country strategy, and subsequently monitor its implementation.

PRIMARY TASKS

Technical responsibilities:

Technical Leadership

· Facilitate rapid development of established SOPs and related policies and practices.

· Facilitate rapid implementation of SGBV mainstreaming in camp settings (both Gendrassa and Kaya) in accordance with the IASC Guidelines for GBV Interventions in Humanitarian Settings

· Provide technical support to response in both Gendrassa and Kaya in the refugee camp settings where ACTED operates.

· Provide technical and policy advice to partner organizations on issues related to protection of women and girls, in line with IASC GBV Guidelines, SOPs and other technical documents

· Work with partners to develop or revise training materials according to local context and implement relevant training sessions for multi-sectoral prevention and response actors.

· Support development of outreach camp; advocacy initiatives to address SGBV in context of broader gender inequality issues for both camp and non-camp settings.

· Build skills of those involved in SGBV humanitarian response and prevention, particularly ACTED community mobilisation / outreach workers, refugee volunteers, NGOs and governments to the extent necessary.

Monitoring, Evaluation and Reporting

· Coordinate, with other actors, to conduct situational analysis. Wherever possible, ensure that relevant SGBV issues are integrated into others' assessment missions

· Support pilot-testing/roll-out of tools for safe and ethical collection and analysis of SGBV data in humanitarian settings (e.g. to identify trends and patterns)

· Work with other partners to adopt a standardized SGBV incident report/intake form and other forms, and train partners in use of this form and tools;

· Monitor SGBV emergency related programme activities to ensure that all interventions are in line with Survivor-Centred Approach and adhere to the IASC GBV Guidelines

· Prepare regular progress reports and document lessons learned and challenges and share with stakeholders

· Document best practices and approaches for responding to issues of SGBV in order to deepen the knowledge base among relevant partners.

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world. CRC is currently seeking a Construction delegate for its program in South Sudan.

Based in Kuajok and reporting to the Country representative, the construction delegate will have full responsibility (technical and construction project management) for the construction of staff houses, project offices and all other required infrastructure in South Sudan Red Cross (SSRC) Kuajok branch office compound. It is planned to implement construction work through tendering and hiring qualified local construction companies and using local resources (materials and laborers). Some work may need hiring local skilled and unskilled laborers and work on daily basis.

Key Responsibilities

  1. Coordination / Reporting •Establish links and maintain effective working relationships with SSRC Kuajok Branch, relevant state departments and other organizations working in Warrap state and secure platforms for sharing knowledge, updates, best practices and experiences. •Establish a regular co-ordination/communication mechanism with the South Sudan Country Representative, Logistics Coordinator, CRCS Senior Shelter and Infrastructure Advisor (Ottawa) and the Program Manager (Ottawa). •Provide regular narrative construction updates/reports to the delegation.

2.Planning •Review Master plans, Architectural and Structural drawings, prepared by the Consultant and prepare any other working drawings and detailing needed for construction work in consultation with Senior Shelter and Infrastructure Advisor. •Prepare plans for water supply and safe disposal of waste water. •Prepare plans for drainage work in order to reduce the risk of flooding. •Prepare plans for security fencing and security lightings. •Evaluate potential risks and identify strategies to mitigate potential delays in progress. •Review allocated construction budgets and advise program manager if any adjustment is needed, monitor the cost and take appropriate actions to avoid cost overruns and complete the projects within approved budgets. •In close coordination with Senior Shelter and Infrastructure Advisor, prepare a plan for environmental impact assessment if required.
•Ensure that an environmental impact analysis is carried out (if required) in accordance with CEAA; a report is produced, reviewed and approved before construction begins. •Prepare shop drawings and other detailing needed for construction (e.g. trusses joints, thatch roofing for dining hall). •In close coordination with SSRC, obtain necessary approvals and building permit before tendering. •Identify need for national construction staff in close coordination with Country Rep, SSRC and CRCS HR Departments to ensure all necessary staffs are on board in time. •Prepare a management and monitoring work plan for use in measuring progress and share with the Country Rep (CR) and Program Manager (PM). •In consultation with CR and PM develop a reporting template and schedule.

3.Tendering process •Review Bill of Quantities (BOQ), Engineering cost estimate, and Specifications prepared by the Consultant and update the documents if necessary prior to tendering in close consultation with Senior Shelter and Infrastructure Advisor. •Prepare standard Civil Engineering Tender documents and Contract agreement documents following local standard practices or in absence of local standard Canadian or FIDIC standards, in collaboration with Senior Shelter and Infrastructure Advisor (Ottawa), Logistic Coordinator and Country Representative. •Ensure that the tender documents are prepared in line with technical, legal and performance criteria. •In close coordination with CR and Logistic Delegate, determine on tendering options and processes – decide on open tendering or selective tendering, prequalification criteria, background reference checking and short listing local construction companies. •Ensure that a Tender Evaluation Committees (TEC) is established in time and that the process is transparent to all. •In close coordination with CR, Logistic Coordinator and SSRC publish tender in newspaper and / or invite tender for construction work. •Prepare prequalification and evaluation criteria for the selection of contractors in collaboration with the CRCS Senior Shelter and Infrastructure Advisor, Logistic Coordinator and Country Representative. •Ensure that the prequalification, Tenders or RFQ are evaluated as per selection criteria and the justifications are well documented. •Ensure that tender evaluation reports are reviewed and agreed by CR and SSRC a Steering Committee and sent to Program Manager (Ottawa) for necessary approvals from NHQ Ottawa. •After getting approval from NHQ, in coordination with Logistic Delegate, organize a meeting with selected contractor and explain drawings, specifications, work plans, and contract agreement in detail and ensure that the contractor fully understand all documents in particularly quality, time and cost prior to signing the contract agreement. •Ensure that the contract outputs such as performance reports, contractor’s correspondence, contract changes and contract payments are clearly defined and documented. •Ensure co-operative and non-adversarial relationship between the owner, consultants and contractors are maintained using open communication and joint problem solving approach.

4.Construction project management •Ensure that the local field supervisors are conversant with the contract documents and they are following them in the implementation process. •Closely monitor the quality of construction work as per technical specifications, drawings , work plan and contractual agreements and take timely actions to correct any deviation from agreed performance criteria (time, cost and quality). •Ensure that all construction is strictly compliant with structural safety and quality standards/guidelines, and is inspected as per the local, CRCS, IFRC, and DFATD’s requirements. •Carry out quality test of concrete blocks (use of concrete test hammer), control water cement ration (take slump test), check the quality of sand and gravel, cube test (if possible), check steel quality. •Organize daily, weekly and monthly construction progress review meetings with the Contractor(s) and prepare minutes of meeting (MoM). •Check and certify contractors’ payments in a timely manner according to contract agreement. •Ensure that all contractors share and adherence to CRCS Code of Conduct and Health and Safety of workers and take timely actions if these rules and not adhered. •Prepare monthly physical and financial progress report covering physical progress and challenges.

Qualifications

Minimum Requirements •Minimum of 5 years professional experience in civil engineering construction, including planning, design, supervision and quality control of projects with a positive proven track record •Previous experience working for a humanitarian aid organization, working in resource-scarce areas. •Bachelors Degree in Civil Engineering, Quantity Surveying, Architecture, or equivalent •Demonstrated experience in managing multiple projects, with a particular focus on planning, monitoring, quality control and reporting.
•Demonstrated experience and skill in managing & supervising staff, with an emphasis on managing teams, mentoring, training, and supporting staff.
•Demonstrated experience in financial management •Demonstrated experience in building and maintaining relationships with various partners and stakeholders, and experience managing stakeholder expectations.
•Proven negotiation and advocacy skills. •Results oriented and ability to work and achieve targets within tight deadlines •Fluency in written and spoken English is mandatory •Demonstrated commitment to the principles of the RCRC Movement.

Environmental Scan / Working Conditions This is an unaccompanied position based in the field, in Kuajok. South Sudan suffers from lack of basic infrastructure and social services and more than half of the population lives in poverty. Legal frameworks and institutions to enforce the rule of law are largely undeveloped. Inter-communal violence, rebellions and localized conflicts over land and natural resources exist and unrest in the disputed Abyei region has resulted in internal population displacements mostly into Warrap State. CRCS supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.

Leadership and Management

  • Design, update and evaluate the country strategy, in conjunction with the relevant senior field managers and HQ staff. Take into account community needs, donor criteria and strategies and an exit strategy in order to facilitate the long-term planning and development of the projects in the country.

Shelter Project Management

  • Manage the assigned shelter project(s) in order to meet the project objectives within budget and within the allotted time frame.

JOB CONTEXT Sudan was the theatre of a violent civil war between the South (Christian, which is the main religion) and the North (Muslim) which completely destroyed the South’s infrastructures. In 2011, a referendum took place to decide on the independence of South Sudan. The vote was overwhelmingly in favour of independence. After 2 years of relative stability, a political clash raised on December 2013 and gave way to a current unstable period in the country and within the government. The country is now under an emergency phase and the political stability for the next months is still under question.

Handicap International is working in South Sudan since 2006 and has progressively developed mid & long term actions in 3 sites:Juba, Bor and Yei. Three projects are currently implemented : • A civic inclusion project with DPOs in Juba and Bor, • A national Kap Survey on Mine risk education in collaboration with UNICEF and the post-related VA project. • The four-year Victim Assistance Project in Yei County, Central Equatoria funded by Dutch MOFA Holland started in September 2012.

JOB DESCRIPTION The Victim Assistance project aims to support the national Authorities in the implementation of the South Sudan National Mine Action Strategic Plan 2012-2016 and to increase the access to mainstream and specialized services at individual and community levels. At macro level, the project aims to support South Sudan Mine Action to coordinate and implement activities (set-up of a centralized victim information database, baseline survey, support the ministries in the implementation of the strategic plan,set-up of a steering committee, etc) - This part is currently on stand by following December crisis. And at micro level, set-up of a personalized social support service (PSS) for identification, referral and support to landmine/ERW survivors, their families and people with disabilities in the target areas and facilitation of the access to social, rehabilitation and livelihood services.

As Victim Assistance Project Manager, you will be based in Yei and spend approximately one week per month in Juba for coordination/donors/stakeholders meetings. You will be under the direct supervision of the Country Director who is based in Juba. You will be in charge of 6 team members

You will be responsible for: • the good implementation of the project on a result-based approach • the good management of the team detailed here above • the technical quality of the project and the capitalization of experiences

JOB ENVIRONMENT The Republic of South Sudan became independent on the 9th of July 2011. The security situation in the country remains tense and volatile. There are conflicts at the border and militia clashes. The situation in Yei has been relatively stable this past year. On December 16, a large political crisis raised with major displacements of population. Today the country is under L3 focus by UN – with massive emergency response but also wills to save the long term projects on going. The situation in Yei remains fine but with regular security issues.

The base in Yei is accessible by road (5 hours trip). For information, the rainy season goes from May/June to September/october and might impact road access. HI is located in a proper compound in the town of Yei, including office and collective accomodation.The compound has been renovated and include access to electricity, water and internet, as well as staff for basic cleaning & cooking. In Yei, social life with other international organizations is possible, altough quite limited.

Because of the context and security, it deals with an unaccompanied position.

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Health Project Manager for its Maternal Newborn and Child Health project in South Sudan, Kuajok.

Reporting to the Country Representative and in close collaboration with the Africa Program Manager in Ottawa, the Health Project Manager will be responsible for the development and execution of the CRCS Maternal, Newborn and Child Health (MNCH) project in South Sudan and will provide technical assistance to implementing partners. S/he will also support, ensure timely reporting, smooth running and implementation of the project in collaboration with South Sudan Red Cross Society (SSRCS) and the Ministry of Health.

Key Responsibilities

1.Management •In collaboration with the Africa Program Manager, initiate the implementation of the MNCH project in South Sudan including, but not limited to, design of the Project Implementation Plan, Baseline, Assessments, Budget and Annual Work Plans. •Coordinate and support the SSRCS in the implementation of the MNCH project activities at the central and county level. •Support and advice on the effective functioning of the SSRCS Community based health team. •Provide technical support to the Logistic Coordinator in Juba and the Logistic Delegate in Kuajok in pharmaceutical procurement and management. •Work in collaboration with the SSRCS team members and the Ministry of Health (MOH) at national and county level, and to represent CRCS and SSRCS at meetings and other technical forums. •Support positive relationships and communications with internal and external authorities as well as partners. •Ensure effective program coordination and integration at the community level and within the SSRCS, ensuring collaborative programming and cross-sectoral program integration.
•Take a lead in potential research activities related to MNCH with the aim of improving quality and service provision. •Coordinate and support the SSRCS and the MOH in conducting baseline, midline, endline and mid-term evaluation. •Support the MOH in the development of the Maternal Newborn and Child Health strategies.

2.Capacity Building •Provide the required technical assistance to the team to efficiently and effectively manage the project. •In collaboration with the PMER Delegate and the Finance Delegate, support the SSRCS to develop plans and write comprehensive narrative and financial reports related to the project.
•Assess the capacity of stakeholders and identify training opportunities for health program staff, volunteers and other stakeholders, in line with the expectations of SSRCS. •Collaborate in the development of training materials related to the project implementation. •Ensure capacity building with a special emphasis on design, development and the application of participatory approaches and methodologies with the SSRCS.

3.Reporting, Monitoring and Evaluation •Monitor and report progress and developments of the programs, using Results-Based Management (RBM) approach. •Participate and foster an active involvement of all counterparts in program reviews and evaluation. •Communicate and report on progress of designated activities, involving feedback from stakeholders. •Provide regular and accurate narrative and financial reports, in line with CRCS methodology •Monitor the efficient usage of the funds and assets allocated to the program. •Conduct continuous assessments, and identify needs and possibilities for new interventions within the mandates of the SSRCS/CRCS.

4.Base Camp and Office Management •With support from CRC IT Advisor, identify and plan the IT and communications needs of the delegation. •Maintain the communication system (Internet, mobile and satellite phones, radio) and liaise with CRCS IT advisor to resolve eventual issues without disrupting operations. •Ensure the timely procurement and maintenance of furniture and supplies. •Ensure the maintenance of an adequate hygiene standards in the offices and residences •Manage the guards and ensure that security policies are in place and followed upon.

5.Human Resources Management •Ensure effective management of personnel, maintaining and fostering a positive and effective working environment. •Ensure delegates’ compliance with CRCS policy, including Code of Conduct and Health and Safety practices. •Ensure effective staff/volunteer management including compliance with local labour regulations, maintaining a positive mentoring and collaborative delegation. •Ensure effective risk management including, but not limited to monitoring of risk associated with program implementation and legal contracts. •Ensure effective security management according to the Movement and CRCS security protocols.

Inter-communal violence, rebellions and localized conflicts over land and natural resources exist and unrest in the disputed Abyei region has resulted in internal population displacements mostly into Warrap State. The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Finance Delegate for its programs in South Sudan. Reporting to the Country Representative for the South Sudan delegation, the Finance Delegate will be responsible to lead the finance function for the Canadian Red Cross Delegation in South Sudan. The Finance Delegate will provide the country operation and delegation with professional finance and budgetary support and advice. S/he will be responsible for developing a finance system from inception, including monitoring and auditing functions for the CRCS delegation. While there will be local staff working on accounting functions, the Finance Delegate will need to consider the capacity of the local staff and determine if a hands on approach is required to ensure accurate records management.

Key Responsibilities Lead the finance and accounting function in the following areas: • Budgeting, accounting and financial reporting • Systems development and integration • Developing relationships with local ICRC, IFRC, and South Sudan Red Cross Society • Project costing and analyses • Implementing and managing internal control policies and procedures • Working capital management • Compile, validate and reconcile all monthly financial reports for Headquarters

Manage the funds and financial systems of the delegation, under the overall direction of the Country Representative • Manage all financial aspects of an operation with approximately +CAD 20million. • Management of fixed assets list. • Interpret terms and conditions of Contribution Agreement to be applied to financial reporting. • Ensure timesheets are completed by both CRCS Delegates and local staff. • Manage cash flow and cost control measures. • Management of the payments, cashier and bank signatory. • Coordinate the compilation of the delegation's budget and financial plan, under the direction of the Country Representative, using budgets prepared by project managers in the field. • Develop accurate financial systems for entire delegation, and ensure consistent use and maintenance of finance systems. • Compile accurate, regular and timely financial and narrative reports for the CRCS National Office.
  2. Manage and monitor the delegation budget and oversee financial reporting • Monitor the budget of the delegation and ensure accurate accounting, authorisation & internal control procedures. Investigate and address significant variances • Review and advise on the finance sections of funding proposals for donors or National Office. • Ensure Field Returns are complete and supported by appropriate papers

Provide management support and advice in the area of finance • Line manage, recruit, advise, support and train the locally-hired financial staff of the delegation. • Advise the Country Representative and other staff on financial and administrative matters. • Train, support and advise delegates in financial and administrative matters. • Provide various financial supports to project development and implementation. • Train, support and advise the National Society in the development of its financial and administrative systems. WASH Project Management

  • Manage the assigned WASH project(s) to meet the project objectives within budget and allotted time frame.
  • Provide strong leadership of the assigned WASH project(s), working to ensure both short / long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local WASH staff.
  • Develop and implement an appropriate and effective WASH strategy, setting clear objectives and indicators, for WASH activities in consultation with other WASH staff and field managers, and, where appropriate, with the local communities.

Financial Management

Communication and Coordination

  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned WASH team, Medair in-country and HQ WASH managers and advisors and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
  • Participate in WASH coordination meetings and other working groups or meetings as required, representing Medair and feeding back to the WASH staff and field managers on relevant issues.

  • Liaise, as necessary, with the WASH, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

Quality Management

Qualifications

  • Higher level qualification in a technical field, preferably in water and sanitation
  • BSc / MSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology desirable

Languages

Experience / Competencies

  • 2 years post-qualification professional experience in a relevant field
