JOB CONTEXT

Sudan was the theatre of a violent civil war between the South (Christian, which is the main religion) and the North (Muslim) which completely destroyed the South’s infrastructures. In 2011, a referendum took place to decide on the independence of South Sudan. The vote was overwhelmingly in favour of independence. After 2 years of relative stability, a political clash raised on December 2013 and gave way to a current unstable period in the country and within the government. The country is now under an emergency phase and the political stability for the next months is still under question.

Handicap International (HI) has worked in South Sudan for 8 years and has progressively developed mid & long term actions in 3 sites (Juba, Bor and Yei). Three projects are currently implemented : • A civic inclusion project with DPOs in Juba and Bor, • A national Kap Survey on Mine risk education in collaboration with UNICEF and the post-related VA project. • The four-year Victim Assistance Project in Yei County, Central Equatoria funded by Dutch MOFA Holland started in September 2012.

JOB ENVIRONMENT

The Republic of South Sudan became independent on the 9th of July 2011, but there are still conflicts at the border and militia clashes. The situation is fine now, but still with regular security issues though.

Juba is the capital of South Sudan and is accessible by commercial flights and by road. Bor is accessible by commercial flights only. A road connects Juba and Bor but should only be used for transportation of goods. The rainy season goes from May/June to September/October, which might impact road access.

The office and the Guesthouse are separated in Juba, and both premises are in centre town. Within Juba’s accomodation, each staff has his own self-contained room with air conditioner and own bathroom. The Guesthouse provides internet access and you can enjoy the TV set in the dining room. Juba offers as well some facilities as bars, restaurants, gym, and swimming pools. In Bor, after December crisis, the compound was fully destroyed and the implementation of planned activities is still under question. In case of return, a new compound with basic conditions will be rebuilt. The current compound is located outside the main city but accessible by car. It hosts the office and the living accommodations which are separated by a fence. As there is no base in Torit, staff on field will be accommodated in affordable and secure Hotels. Because of the context and security, it deals with an unaccompanied position.

JOB DESCRIPTION

The 36 month project “Multi-stakeholder approach to an inclusive and equal society in South Sudan” aims at improving the living conditions of people with disabilities by contributing to the effective realization of their rights. The specific objective is to ensure that the capacity of authorities, Community Based Organizations and livelihood stakeholders are strengthened and coordinated to ensure meaningful participation of people with disabilities in local initiatives. A main focus is based on developing the capacities of stakeholders to mainstream disability in their development efforts according to the main orientations promoted by HI with the local actors. Local initiatives and inclusive projects on health, education and livelihood will be implemented to promote good practices and coherence with the draft policy.

As Project Manager Disability Inclusion in Local Development Initiatives, you will be based in Juba and work under the direct supervision of the Field Program Director (FPD). You will manage a 6 member team and be in charge of: • Preparing and ensuring the launch of the project in collaboration with the FPD • Controlling the result based management and leading the implementation of the project • Ensuring an effective cooperation, coordination and representation of the project with local stakeholders • Ensuring the monitoring and the evaluation of the project in collaboration with the partners • Collaborating on proposal writing

As such, you will be responsible for: • The good implementation of the project on a result-based approach • The good management of the project team • The technical quality of the project, knowledge management and the documentation of the project results and methods for good practice and learning • The representation of the project towards the donors and relevant stakeholders

CANDIDATE PROFILE

You have: • A four-year degree on : social/political sciences or economic development • A minimum of 3 years proven experience in project and team management, working with NGOs and civil society • A substantial experience in working on gender, rights, minority or disability issues • Organizational skills and good approach of effectiveness • A thorough knowledge of social inclusion methods and local planning processes

You are: • Experimented in facilitating processes of community mobilizing and awareness raising • Able to liaise with national authorities and work in difficult and remote areas • Motivated by challenging environment and able to control your stress • Known to be field work oriented, flexible, diplomatic, creative, patient and dynamic

South Sudan: Assistant Country Director Programmes

General Description of the Program
GOAL has been delivering both humanitarian and development programmes in South Sudan since 1985. Currently GOAL South Sudan is operating in three field sites; Twic County, Warrap State; Agok in the Abyei Administrative Area and in the Sobat Corridor. GOAL directly implements a multi-sectoral programme addressing the root causes of poverty and poor health. GOAL supports health services through 46 primary health care facilities and works to increase Ministry of Health (MoH) capacity to deliver services through technical, logistic and management support to the County Health Departments (CHDs) in four counties. GOAL’s WASH programme focuses on both hardware (borehole drilling with in-house team, institutional and market latrine construction) and software (community-based management structures such as Water User Committees, Community-Led Total Sanitation and Household Latrine Demonstration Centres). GOAL’s livelihoods programming is expanding with new funding to move beyond seeds and tools provision to the use of Village Savings and Loans (VSL) schemes, support to Farmer Associations and more specific inputs along the value chain based on thorough market assessments. Additionally GOAL also implements (directly and through a partner) an urban livelihoods programme in Juba with a focus on women’s literacy using the REFLECT model.
In recent months, with the onset of the crisis in GOAL South Sudan, the team is running a Health and WASH response to IDPs impacted in GOAL’s areas of operations.

General Description of the Role

The Assistant Country Director Programmes (ACDP) is a member of the GOAL South Sudan Senior Management Team (SMT) with overall responsibility for the strategic development of GOAL’s programmes currently operational in four underserved locations in South Sudan. The role focuses on programme planning and development, reporting, M&E and capacity building, as well as coordination internally and with relevant line ministries, UN agencies, NGOs, partners and other relevant stakeholders.

Key Duties
• Develop a clear vision, objectives and strategic direction for GOAL’s programme guided by the GOAL South Sudan Country Strategic Plan 2012-2016, international standards, the Government of South Sudan’s policies and guidelines, the emerging situation and the strategies of key donors.
• Oversee donor and internal narrative reporting, ensuring that all reports meet standards
• Oversee the development of donor proposals - logframes, narratives and budgets - based on the Country Strategic Plan 2012-2016 and the field site planning
• Lead the progressive decentralisation of programme management to field level, empowering the field programme managers to play a lead role in planning, budgeting and monitoring
• Ensure GOAL is appropriately represented in external coordination mechanisms such as the NGO Health Forum, Clusters (Health, WASH, FSL, Nutrition and Conflict Reduction sub-cluster), the sector-specific Technical Working Groups and the NGO Forum’s Policy Working Group and other ad-hoc coordination forums.
• Oversee the development of appropriate M&E and programme management tools and systems and ensure that analysis and recommendations are utilised for programme decision-making
• Oversee the development of internal mechanisms for institutional learning and documentation
• Work to increase the number of South Sudanese staff in senior positions within the programmes team, through the planning and management of a comprehensive capacity building strategy;
• Oversee emergency preparedness and emergency response interventions and liaise with the dedicated GOAL response teams which may be sent into South Sudan
• Promote programme integration and synergies through greater collaboration and planning among the health, WASH, livelihoods and nutrition programmes
• Develop, renew and monitor Memorandums of Understanding with line ministries at Juba, state and county levels and, as required, with other entities such as partners and NGOs;
• Identify and develop appropriate GOAL exit strategies (MoH health facility handovers, building partnerships with South Sudanese NGOs)
• Facilitate participation of the appropriate line ministry representatives in programme planning, implementation and M&E
• Manage a team of three technical coordinators (WASH, health, livelihoods), the Programme Support Officer, the Monitoring Evaluation and Learning Coordinator and the Partnership Officer. Provide support to the NGO Health Coordinator, an autonomous position which is hosted by GOAL.
• Travel frequently to all areas of operation to monitor programme implementation and address any issues which may be affecting programme quality
• Ensure that beneficiaries, local authorities, and local staff are consulted and involved as much as possible in programme planning, implementation and M&E.
• Ensure logistics, HR and finance protocols are followed by all programmes team members
• Work with Assistant Country Director Operations and the Logistics Coordinator to ensure appropriate logistics involvement at all stages of the programme cycle.
• Carry out other duties as requested by the Country Director.

Requirements (Person Specification)
Essential

• At least five years overseas experience gained in a conflict, post-conflict or resource-poor setting
• At least three years at a senior management level with demonstrable ability to lead a team of technical and support staff overseeing a large and complex programme
• Postgraduate degree in a relevant discipline, such as international development, humanitarian aid, public health, social sciences or a related field
• Demonstrable previous experience in programme planning (ideally with participatory planning experience), budgeting, implementation and review
• Experienced and confident in representation with government at all levels, with institutional donors such as OFDA, ECHO, EC, Irish Aid and with UN agencies and NGOs
• Commitment to mainstreaming with experience of mainstreaming at least one of the following: gender, HIV, child protection, conflict sensitivity, DRR, environment
• Excellent management skills with the ability to quickly reprioritise activities to meet the demands of the programme in a rapidly changing context

Objective 1: To liaise with Nutrition Clusters and Nutrition implementing partners for the identification of capacity building needs to:

  • Define needs related to capacity to implement nutrition activities within ACF, MOH and Partners staff

  • Analyze community and stakeholder gaps and needs, &

  • To ensure National guidelines and field tools are available disseminated as necessary and adopted
  • To establish a positive working relationship with the respective communities and authorities in ACF capacity building project locations through genuine consultation.
  • In collaboration with the nutrition cluster define the capacity gaps by developing a rapid capacity and gap assessment tool to identify CMAM, IM-SAM, and IYCN training needs at national and state levels in close collaboration with Nutrition Cluster, partners and ACF teams
  • To analyse the information on capacity assessments to inform planning and implementation of capacity building activities.
  • Based on needs identified at national level, to undertake more specific capacity building gaps assessment at County level and health facility level in collaboration with County Health Department (CHD) teams.

  • To participate in any relevant meetings linked to the definition of the training tools for the dissemination of the National guidelines and protocols on the Integrated Management of Severe Acute Malnutrition (IM-SAM), Infant and Young Children Nutrition (IYCN) and CMAM.

  • To design training tools for various trainings tailored to MoH, nutrition partners and ACF staff capacity levels.

Objective 2: To ensure that all targeted facilities, State and County MoH staff, Nutrition mplementing partners and ACF staffs are trained on the management of acute malnutrition, IYCN and that all trained facilities provide nutrition services of acceptable quality.

  • To conduct theoretical trainings for all key staffs in targeted County PHCCs and PHCUs, and key staffs in the ministry of health and local partners on the management of severe acute malnutrition.
  • To define the modalities of the on-the-job training for each facility to supervise application of knowledge gained during the training for monitoring purposes. A clear definition of the length of the on-the-job training is essential, as well as the objectives to be completed day by day using appropriate monitoring tools.
  • To determine and organise follow up of the trained staff to offer technical support and ensure proper follow up of the exit indicators and reporting. These follow up visit should be organised in collaboration with the state and county MoH nutrition focal person and nutrition partners.
  • To evaluate the quality of the care provided to the programme beneficiaries and propose solutions when the exit indicators do not meet acceptable standards (SPHERE).
  • To ensure that the National guidelines on IM-SAM is respected by the partners implementing nutrition programme.
  • To participate in the creation of a strong coordination link between the facilities at the county, state and the Directorate of Nutrition at the Ministry of Health.
  • Collaborate with ACF Nutrition Program Managers on staff training frequency and relevant topics in consultation with ACF Nutrition Coordinator.

Objective 3: To ensure regular coordination with, MOH, health lead agents, partners and other ACF departments.

  • To participate to all the State and national level meetings (in coordination with ACF Nut PMs and Nut Coordinator) devoted to the review, dissemination of IM-SAM and any other guidelines related to CMAM or IYCN.
  • Take a lead role in the discussions of the integration of nutrition activities in MoH facilities (in coordination with Nut PMs and Nut Co).
  • To coordinate with UNICEF and other agencies involved in capacity building of partners and MOH.
  • To coordinate with WASH and Food Security is also important, in order to support each other whenever necessary and possible.

Objective 4: To report and document on the capacity building program alongside the implementation of the project.

  • To ensure monthly reporting on the capacity building program activities.
  • To participate in the donor reports preparation and proposal development with supervision from the Nutrition Coordinator.
  • The position is under the direct supervision of the Nutrition Coordinator, hence regular formal and informal update should be ensured.
  • To document on the capacity building project's best practices and lessons learned. It is critical that documentation reports on the achievements, challenges and lessons learned among others are put together in a comprehensive report.

South Sudan: Nutrition Emergency Team (NET) – South Sudan

Action Against Hunger is part of the ACF International network which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, & food security. ACF-USA, an independent NGO, currently manages operations in 7 countries. ACF-USA, has over $45 million in programs, approx. 55 staff based in NYC, 100 expatriate employees in the missions, & over 1,200 local staff.

Summary of activities

ACF plans to base a dedicated Nutrition Emergency Team (NET) in Juba, South Sudan to ensure the organization has sufficient capacity to quickly assess and respond to changing humanitarian needs. As a leading humanitarian agency in the nutrition sector, ACF will conduct initial assessments in response to reports of deteriorating conditions. Where appropriate ACF may also be requested to start initial activities or provide expertise to assist other implementing partners.

Essential requirements – specific roles

1.NET Coordinator

  • Will function essentially as a Field Coordinator, reporting directly to the Deputy Country Director (DCD) or Country Director (CD)
  • Responsible for overall coordination of the Nutrition Emergency Team, ensuring that work plans & deadlines for all responses are met
  • Will manage contacts & coordination with UNICEF, Nutrition Cluster & other nutrition partners at Juba level (in liaison with Nutrition Coordinator / DCD as needed)
  • In areas of operation responsible for:
  • liaison with partners & other actors
  • negotiations & relationships with authorities & community leaders
  • Negotiating access to areas with humanitarian needs
  • Experience managing security essential
  • Candidates must have a strong understanding & experience of humanitarian principles

2.Nutrition Specialists (2)

1 x Nutrition Specialist (nut assessments + CMAM)

1 x IYCF Specialist (possibly with Psychosocial & Care practices experience)

  • Candidates must be validated Program Managers (or above) with emergency experience
  • Roles will report to NetCo, with technical support provided by the Nutrition Coordinator
  • Experience conducting nutrition rapid assessments & nutrition surveys using SMART methodology is essential
  • Experience setting up and managing:
  • CMAM programs in a setting with very limited resources, and/or
  • Infant and Young Children Nutrition (IYCF) in emergency programs, possibly with mental health and child care practices experience in emergency (establishment of baby friendly space)
  • Experience in working with limited resources. Nut specialists must be comfortable managing & coaching staff who may have limited experience & training

3.Emergency Logistician:

  • Reports to NetCo, with technical support from Logistics Coordinator
  • Responsible for logistics of the NET when they are in Juba (possibly managing a guesthouse or suite of hotel rooms, coordinating rental vehicles in Juba)
  • Ensures equipment procurement & maintenance of NET team’s assets
  • Responsible for logistics while the NET is in the field. This includes managing office & living arrangements, movements, & setting up communications with little or no infrastructure in place
  • Manages field contracts for any construction work undertaken by the NET
  • Must be comfortable following kitlog 3 & donor regulations

4.Admin/HR manager:

  • Reports to NetCo, with technical support from the Finance & HR Coordinators
  • Responsible for all HR management within the NET; including hiring of daily laborers, & casual or temporary staff
  • Responsible for finances and payments related to NET (including cash management)
  • Must follow accounting as per ACF rules, using SAGA (so that NET activities can be easily integrated into mission accounts)
  • With support from the program team, is responsible for preparing cash forecasts

Summary of required profiles

The Nutrition Emergency Team will ideally include an Emergency Coordinator, 2 Nutrition Program Managers, a Finance/HR Manager, & anEmergency Logistician who will:

  • oversee the design, management and analysis of rapid assessments
  • work closely with other agencies to maintain close surveillance of all nutrition and WASH needs in at-risk counties within South Sudan
  • provide organizational & technical support to other agencies identified to respond to identified humanitarian needs
  • liaise with the permanent South Sudan country team to determine ACF’s capacity to respond to priorities identified in any assessments

South Sudan: WASH Coordinator: Emergency Specialist

This is given the current context of South Sudan, a 3 months position.

Background:

The humanitarian situation in South Sudan has deteriorated sharply since 15 December 2013. Violence erupted in the capital Juba and quickly spread, affecting six of the country’s ten states. Heavy fighting was reported in Central Equatorial, Jonglei, Unity and Upper Nile states between Government and opposition forces. Since then, several divisions of the South Sudan armed forces have splintered and intense battles have taken place for the control of key towns. Lakes and Warrap states have been indirectly affected by the violence, as people displaced from neighboring states have arrived there seeking safety. Thousands of hundreds of people have been internally displaced, with fluid movement patterns. IDPs are moving into both camps and being absorbed into host communities It is expected that needs will escalate further in the coming weeks, with the initial country wide scenario anticipating 400,000 displaced already exceeded.

ACF has existing bases in Warrap state, where 17,000 people are living in IDP camps. ACF has begun an emergency WASH response in Warrap State, and requires additional technical support to determine the scope, scale-up, and strategy for emergency response activities within the insecure context of South Sudan, considering IDP camps and host communities.

Objective 1: Deliver on the response strategy

Analysis of the WASH humanitarian situation, including participation of ACF or interagency assessments.
Proposal development related to the response strategy.
Dissemination of information gathered and analyzed by input into weekly stirep and regular communication with technical advisors in HQ.
Review response strategy monthly, taking into account humanitarian needs and the rapidly evolving situation.
Emergency Preparedness plans created or updated.

Objective 2: Oversee implementation of the WASH response

Proposing action plans and solutions to address humanitarian needs and oversight of proposal development related to these plans.
Determine required staff capacity and support additional recruitment of emergency staff in conjunction with the DCD/HR team.
Identify and order additional emergency supplies and contingency stock, in conjunction with the Log Coord., including water treatment & distribution items, soap, hygiene kits, etc, with particular consideration of the upcoming rainy season and associated logistical constraints.
Ensuring that monitoring and evaluation systems are in place and that their results are integrated into the overall response plan and proposals (KAP, sanitary survey, etc).
WASH reports, internally and to funding agencies, as well as projects amendments.
Ensure technical program quality and conformity with international rules, guidelines and standards, and the ACF framework documents.
Alerting the Country Director and the Technical Advisor at headquarters to all major difficulties encountered in applying recommendations and/or necessary adaptations.

Objective 3: Active participation of ACF in national sectoral coordination and technical forums and develop sectoral partnerships

Representing ACF in sectoral coordination as the Warrap State Focal Point and at national levels (sectoral and/or cluster) and with the technical authorities.
The ACF contribution to the various action plans in the WASH sector (Consolidated Appeal Process, Flash Appeal, Inter-Agency Contingency Plan, Hyogo Framework for Action, national sectoral strategy etc).

POSITION REQUIREMENTS

QUALIFICATIONS

Degree in Water Engineering/Construction Engineering/Public Health with experience in water, sanitation, hygiene and health education projects with over 5 years of experience

OR

Relevant degree with at least 6 years experience in project management, preferably in a humanitarian context. Experience can be considered in lieu of academic qualification, but not vice-a-versa.

SKILLS & EXPERIENCE

ESSENTIAL

Interest and/or experience in hygiene education and training and/or community led methodologies.
Solid Emergency response experience at Coordination level.
Ability to work under pressure and meeting deadlines.
Team work, flexibility and adaptability are essential.
Demonstrated experience in proposal writing and donor reporting.

PREFERRED

The Grants & Compliance Officer will be the central coordination point of all proposal development and report writing activities. Key Responsibilities

Context A political crisis within the Government of South Sudan which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State. The most optimistic predictions suggest that the crisis will continue for some time and that it is unlikely that people will be able/willing to return to their homes in the near future.
Oxfam is already based and working in several existing humanitarian programmes in the Country and currently starting a humanitarian response emergency to the on-going crisis in Awarial, Wau and Jonglei. Responsibilities of the position Under the direction of the Country Director, the Grant Compliance Officer will carry on the following task:

Proposal development: Lead proposal and budget development process for all proposals to public and private-sector donors for regional and nation-wide emergency and development programs. Serve as team leader and primary writer in some cases. Keeping up to date on donor reporting requirements and communicate changes to programme staff as appropriate. Monitoring grant contracts and ensures full compliance with donor requirements. Building positive relations with programme staff to ensure that accurate and timely reports are submitted. Assisting the finance and programme staff in the development of budgets, contract negotiations, review of contracts and contract reporting/analysis to ensure compliance with donor regulations. Maintaining effective records of all grant activities (current projects, applications, donors, reporting timeframes and transfer schedules) via a regularly updated database. Making operational and programmatic staff aware of contract requirements and monitor compliance. Assisting in the preparation of external project reviews and project audits, responding to queries and to advise managers at all levels on appropriate steps to take to achieve compliance and meet agreed standards

Requirements

Experience in program management, particularly in East Africa. One year of International in a similar position: grant management, proposal development (program narratives and budgets) and donor reporting. Knowledge of a broad range of donor regulations, procedures and requirements. Excellent organizational skills, including the ability to plan comprehensively, set priorities, and manage multiple projects/deadlines efficiently. Strong communication skills, with excellent written and spoken English. Experience in training and capacity building of staff. Organised and capable of giving priority. Commitment to the Oxfam principles.

Country Background

Following the eruption of hostilities in most parts of South Sudan, on 15 December 2013, it was estimated that around 490,6001 people were displaced in seven states including Eastern Equatorial, Unity, Upper Nile, Central Equatorial, Jonglei, Warrap and Lakes. Although the most well-known IDP locations are those located in the UNMISS Bases, commonly known as the Protection of Civilians Center (POC), significant number of displaced persons reportedly settled in collective centers, spontaneous settlements and with host families. Given the need to coordinate the provision of protection, assistance and management of the POC and other displacement sites, the HCT activated the CCCM Cluster on 25 December 2013 with UNHCR and IOM taking co-leadership roles and serving as providers of last resort, as part of their global cluster mandate. In line with the Cluster Approach Structures in South Sudan, the NGO Forum is represented in each cluster as a co-lead to support the coordination and represent the interest of NGOs but does not have the provider of last resort commitment. Hence, ACTED is the designated NGO Co-Lead representative for the CCCM Cluster. In addition to the leadership structures, other structures including an Information Management Cell and an Inter-cluster Technical Site Planning Working Group are formed, while the establishment of a Strategic Advisory Group is underway.

AssignmentAs the focal point for the cluster, CCCM Co-coordinator is accountable for the CCCM response to the humanitarian crisis. The cluster co-coordinators must ensure the inclusion of key humanitarian partners within the sector, respecting their mandates and programme priorities. Together, the cluster members will identify the overall requirements in responding to displacement sites and augment their capacity to meet this threshold while bearing in mind that the establishment of formal camps is the option of last resort,following a comprehensive review in coordination with the Protection Cluster.

Functions

1.Programme Capacity

Planning and strategy development

· Involve all relevant partners in site needs assessment and analysis;

· Identify gaps – assess, verify, and map emerging assistance needs and protection issue; conduct regular ‘gap analyses’ based on verified need

· Map and track “who is doing what, where, when”

· Provide maps and matrices showing distribution densities and coverage by item, member and geographic area

· Develop and update agreed response strategies, including “exit”/transition strategy for site closures and action plans for the cluster and ensuring that these are adequately reflected in overall country strategies, such as the Consolidated Appeal Process (CAP) and Response Plans;

· Collaborate with the relevant actors in the (participatory) planning, development of sites; Ensuring that site designs support protection and assistance of men, women, boys and girls;

· Conduct registration of site populations, paying particular attention to gender, age and diversity dimensions; updating of population registry; and secure storage of population data

· Ensure that strategies are developed to support and strengthen the site residents’ livelihoods;

· Conduct contingency planning based on worst-case and most likely scenarios in terms of population movements;

· Collaborate with relevant actors to mitigate negative impacts on environmental protection and ecological habitat;

· Where possible, support the national government/authorities in implementing their activities and upholding them to their obligations that meet the identified priority needs;

· Ensure integration of agreed priority cross-cutting issues in sectoral needs assessment, analysis, planning, monitoring and response (e.g. age, diversity, environment, gender, HIV/AIDS and human rights); contribute to the development of appropriate strategies to address these issues; ensure gender sensitive programming and promote gender equality; ensure that the needs, contributions and capacities of women and girls as well as men and boys are addressed and encourage a community based approach;

· Map out the operational requirements for the response within displacement sites, and identify and establish (where necessary) standards and guidelines that facilitate interoperability to ensure that activities are carried out;

· Maintain site infrastructure (road, distribution points, drainage, etc.) in coordination with relevant Clusters and/or service providers.

Application of standards

· Adapt relevant policies, guidelines and technical standards to the context of the crisis

· Cluster members need to be aware of relevant policy guidelines and technical standards, including gender marker;

· Ensure that the responses is in line with existing policy guidance, technical standards and relevant government human rights legal obligations;

Monitoring and reporting

· The cluster will put in place adequate monitoring mechanisms to review the impact of the cluster and the progress against implementation plans;

· The cluster will adequately report and share effective information including disaggregating age and sex data amongst all partners including site managers, other sector leads and OCHA as appropriate;

2.National/local authorities, State institutions, local civil society and other relevant actors

· Ensure that humanitarian responses build on local capacities;

· Establish appropriate links with national and local authorities, State institutions, local civil society and other relevant actors (e.g. peacekeeping forces) to maintain appropriate coordination and information exchange with them;

· Promote the capacity building of relevant authorities, where deemed necessary;

3.Protection Capacity

· Facilitate the provision of security and law enforcement by the national authorities and other relevant actors such as civilian police components of peacekeeping missions, as well as through the establishment of site watch teams (if necessary in cooperation with the national sector lead for protection);

· Organize and facilitate the participation of the affected population in site governance and community mobilization, with particular emphasis on women’s decision-making role and on persons with specific needs (such as the elderly and the physically-challenged);

· Ensure transparent site governance and effective access to justice for site residents that conforms to relevant human rights standards;

4.Advocacy & Resource Mobilization

· With the assistance of the Humanitarian Coordinator, advocate for the mobilization of resources;

· In close coordination with the sector lead agency at the global level, assist the Humanitarian Coordinator in the establishment of a resource mobilization strategy vis-à-vis donors;

· Promote strategies to build up and strengthen confidence within displacement sites and between displacement site residents and surrounding communities;

· Identify core advocacy concerns at the national level and contribute key messages to broader, multi-sectoral advocacy initiatives;

· Maintain donor relations and facilitate donor missions;

· Advocate with authorities to ensure that humanitarian partners are able to conduct their work independently and in an environment that allows for confidentiality of sensitive information;

· Represent the interests of the cluster in discussions with the Humanitarian Coordinator on prioritization, resource mobilization and advocacy;

· Advocate for donors to fund cluster members to carry out priority activities, while at the same time encouraging cluster members to mobilize resources for their activities through their usual channels;

5.Preparedness and Training Capacity

· Promote and support relevant trainings in site management for NGOs, UN agencies, local government officials and members of displaced and host communities;

· Support efforts to strengthen the capacity of the national authorities, civil society and beneficiary population where relevant;

· In coordination with other clusters, government, host and affected communities, appropriate preparedness measures will be put in place to mitigate impact of flooding in sites as well as respond to displacement caused by flood and conflict

6.Phase-out and Rehabilitation Capacity

· Consolidate and down-size sites as needed;

· Site closure and rehabilitation of areas formerly occupied by sites, including the development of appropriate site closure guidance and policies addressing relevant issues including questions of compensation to private landowners and disposal of assets such as water pumps, shelter materials etc.;

· Integrate CCCM response elements into transition and early recovery Frameworks;

7.Coordination

· Establish and maintain appropriate coordination with all humanitarian partners (including national and international NGOs, the Red Cross/Red Crescent Movement, IOM and other international organizations), as well as with national authorities and local structures;

· Establish/maintain appropriate sectoral coordination mechanisms, including working groups at the national and, if necessary, local level;

· Define nature and extent of overlap and coordination between site management and other clusters particularly shelter, protection and WASH;

· The cluster is activated at the National level and as appropriate, will be rolled out at the sub-national levels (State or County)

8.Frequency of meetings

The Cluster shall meet regularly every week or as the need arises. The Cluster Co-leads could call for emergency meetings as necessary. The meeting will be held in a language favorable to the group or with a translator. This arrangement should be replicated at the State and County level as needed.

9.Relationship with Inter-Cluster Working Group (ICWG) and Reporting

The Cluster is to provide Situation reports (Sitrep) and other reports to OCHA, head of the ICWG and global cluster as per the agreed schedules through the Cluster Coordinators. The Cluster Coordinators are to participate in the ICWG meetings. The frequency of the ICWG meetings may depend on the circumstances (emergency/non-emergency situation).

General objective:

The Head of Base is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to logistic, human resource, administration and security procedures in ACF bases in Southern Sudan.

Objective 1: Support for the human resource management of the base

  • To ensure the exact and exhaustive payment of the monthly salaries
  • To implement all HR procedures on the base, propose to Administrator new procedures if needed
  • In collaboration with the HRCo, regular update of the staff database and of the staff files
  • To ensure the implementation of the staff regulation in the base.
  • To ensure the communication/coordination with other NGOs in the area regarding HR issues and in collaboration with the Country Administrator
  • Manage the relationship with local authorities for administrative issues (i.e. Labour Office, RRC)
  • Ensuring the daily needs of the staff residing in the compound is met in line with ACF policy. This includes organizing meals preparation and living arrangements, such as cleaning and laundry.
  • Responsible for following up on administration and HR issues with the respective coordinators in Juba and the field administrators
  • To ensure that each disciplinary action is justified, compliant to the law and staff regulation, and validated by the HR Coordinator
  • To ensure the proper communication within the base concerning administrative staff information, and communication of memos from Juba.
  • Supervision of the program managers, base logistician and all local base staff: recruitment, induction, job description, follow up, evaluation, and promotion of positive team dynamics and motivation.
  • Ensure good planning of R&R and leave for expats/delocalized staff and national staff of base staff in collaboration with relevant managers.

Objective 2: Support for the finances of the bases

  • Monthly treasury forecast for the base: Consolidation and validation of the treasury forecast of the base and forwarding to Juba finance, follow-up with Finance Manager.
  • Responsible for any financial authorization of the expenses done on the base in compliance with the monthly treasury forecast
  • Responsible for the monthly cashbook in order to ensure that all items are charged to correct budgets (SAGA); assist with update of SAGA when necessary; cash counts once per month per base.
  • Participation in the financial management of the base in collaboration with the Country Administrator and Finance Manager to ensure the financial visibility and compliance of the base.
  • Prepare and finalize the accountancy and sent to the administrator on a monthly base, not later than the 10th of each month. Adhere to specific donor requirements, ensure all accountancy is copied, ensure for all invoices / receipts the required internal authorization documents are attached (IOF, AF, AT, Contract , PO, DN, etc )

Objective 3: Support for the logistics of the base

  • Responsible for correct ACF KitLog3 procedures are followed, in consultation with LogCo at all times.
  • To ensure ACF procedures and donor guidelines for procurement and equipment/asset management are enforced, and understood by all relevant staff.
  • To contribute to/provide regular feedback to Project Procurement Plans as well as Supply Plan and to contribute to mission logistics strategy and equipment planning.
  • To review, together with Log, Admin, and Program all PRs, ensure that they are correctly recorded into the PFU and that Upper base PRs are communicated to the capital.
  • To ensure supply chain management on base (PFU, stock report, transport planning, etc dissemination, timeliness and clarity) is organized and monitored.
  • To ensure correct, transparent selection of supply, services, works and rental contracts.
  • To ensure the setup and monitoring of correct stock management (storage conditions, stock movements, stock reports, expiration dates, etc.)
  • To ensure transportation and movement procedures for staff, activities and deliveries from/to Base are organized and monitored.
  • To ensure that logistics files (including Purchase Dossiers) are correctly filed and sent to capital on monthly basis.
  • In coordination with the Wash PM, to monitor the construction, maintenance and rehabilitation of all structures relating to the base (offices, GHs etc), and ensure proper functioning and support of all bases premises (power, water etc).
  • To work closely with the Fleet Manager ensuring the functioning of the mechanical workshop
  • To receive guidance from the Fleet Manager and together with the Fleet Manager, to ensure Fleet Management is conducted according to ACF procedures (Weekly movement plan, safety & quality of vehicles, driver training, log book maintenance, fleet cost reports, maintenance of fleet paperwork)
  • To supervise the organization and planning of vehicles and staff movement; Implementation and administrative tasks (Insurances, documentation, consumption logs); To ensure driver training and appropriate driving behaviour ; To ensure coordination in planning of movements between the bases and departments; To share all fleet reports with the Fleet Manager
  • To ensure base is furnished with required/proper means of equipment to carry out programming and support operations; To evaluate the equipments needed for the base; To supervise the allocation and the use of the equipment; To establish and manage the equipment list of the base
  • Review and edit Monthly Logistics Report, as prepared by Base Logistician, (including narrative, and PFUs, Stock Reports, Fleet Cost Report, Base Asset List, in-kind donations, maintenance/ rehabilitation report, communication report, and any other relevant documentation.

Objective 4: Support for base security management and management of National Security with the Logistics Coordinator and HoM

  • Responsible for the safety and security of the Base, including staff and assets.
  • To collect information and provide context and risk analysis to the LogCo and CD
  • To compile and submit base security plans in accordance with Kit Log to the Logistics Coordinator for approval and update every 3 months.
  • To contribute base relevant information to the communications and movement handbook, etc.
  • To implementation of security procedures in compliance with ACF guidelines and policies as well as approved base security plan.
  • To prepare/submit incident reports to Log Co/HoM and manage security incidents/evacuations and medical evacuations in collaboration with them.

Objective 5: Representation of ACF to local authorities and partners

  • To represent Action Against Hunger at state and county level in coordination and under the direct supervision of the HoM

Yida, South Sudan - The Nutrition Program Manager (NPM) will serve as the overall manager of Samaritan’s Purse (SP) Emergency Nutrition Programming in Yida Refugee camp, Pariang County, Unity State. The primary functions of the Nutrition PM are to supervise and manage all aspects of the nutrition program (Outpatient Therapeutic Program (OTP), Targeted Supplementary Feeding Programs and Host Community Feeding Programs). Additional functions include participation in nutrition interventions, accurate reporting, develop necessary contacts and relationships, lead the development of strategies, and manage existing programs and resources. The Nutrition PM will provide day to day supervision, management and training to a team of nutrition staff and technical coordination with the food security programming.

Since 2011, Samaritan’s Purse has worked in Yida to provided lifesaving services and provisions to refugees fleeing indiscriminate bombings in the Nuba Mountains. Currently, there are an estimated 80,000 refugees in Yida for which Samaritan’s Purse provides Food Assistance Programming, Nutrition Programming, Water and Sanitation Health services, and Ministry programming.

RESPONSIBILITIES:

• Oversee all programmatic aspects of SP Nutrition programs; ensuring that all interventions are implemented to the highest standards.
• Provide leadership and technical advice to the nutrition staff, including the pediatrician, OTP staff and nutrition officers.
• Manage nutrition budget.
• Ensure that reporting to Area Coordinator, NGO partners, CHF and Nutrition Cluster is done on a timely and regular basis and that the quality of reports meets the funding partners’ expectations and standards.
• Maintain relationships with all local health partners, ensure regular communication is maintained, ensure partners receive adequate support, lead capacity strengthening, provide program oversight, and fully comply with program and resource management standards.
• Focal point person for program planning, reporting, and accountability, related to CHF nutrition programs.
• Liaise with the M&E team for adequate monitoring and evaluation of all health and nutrition programs.
• Provide technical support to projects with design to improve nutritional status of vulnerable populations.

Reporting to the Country Representative, the Logistics Coordinator will ensure timely, cost-efficient and robust logistical support (procurement of pharmaceuticals, fleet management, warehousing, distribution etc.) to program activities, rigorously implement existing National Office logistics policies, develop local logistics procedures, build technical capacity of national staff and delegates, and provide technical oversight to the logistic delegate in Warrap State. This will include controlling, monitoring and reporting of ongoing logistics activities in support of the Canadian Red Cross Society (CRCS) in South Sudan, in coordination with the logistics delegate in Warrap State.

S/he will be responsible for liaison with logistics representatives of the International Federation of the Red Cross and Red Crescent Societies (IFRC) in South Sudan.

Key Responsibilities

1) General goods and services procurement

  • Set up, follow and maintain the delegation procurement practices using CRC set standards for procurement of goods and services on behalf of the delegation.
  • Manage procurements for goods and services such as order management, quotations, issuing purchase order, comparative bid analysis, customs clearance and other formalities.
  • Provide guidance to the delegation in identifying and planning required logistical support for effective and efficient delivery of programs
  • Maintain good collaboration and networking with the Red Cross Movement in South Sudan, INGOs, government and non-governmental agencies operating in the same area for exchange of information and good practices.
  • Maintain inventory of all goods and services and maintain all documents to full audit standards.
  • Maintain and update a supplier’s register for regularly purchased goods and services and cultivate/nurture working relationships with the suppliers.
  • Ensure that all purchased goods meet CRC standards and are fit for their intended purpose and, when required, have appropriate inspection certificates.
  • Produce regular, timely and accurate narrative procurement reports for the delegation.
  • In collaboration with HR, hire, train and mentor a strong national staff that will take over logistics as part of the exit strategy in the final year of the program.

2) Medical supplies procurement

  • In collaboration with CRC Logistics department and the MNCH delegate, procure pharmaceuticals, medical supplies and materials, for the MNCH program implementation on behalf of the delegation and in accordance to international, local and DFATD’s standards.
  • In partnership with South Sudan Ministry of Health, design and set-up a medical warehouse / pharmacy according to stipulated standards. This includes:
  • Maintenance of stock control system for drugs, and other medical items and equipment
  • Maintenance of an up to date stock inventory records
  • Monitor drugs ’expiry dates
  • Maintenance of cold chain where applicable
  • Maintenance of mobile clinics suppliesLiaise with other local and international health providers, including UNICEF / Ministry of Heath for the provision of vaccines.Provide regular and timely reports to the country representative, inclusive of health statistics – especially tracking medicament usage rates using the health monitoring system.Work according to the Ministry of Health / WHO guidelines and meet Sphere standards

3) Construction

  • In collaboration with the Construction delegate, procure goods and services required in the construction of field offices and residence compound in accordance with international and local standards.
  • Support the construction delegate in all tendering process and procurement management.

4) Fleet Management

  • In fulfilment of the delegation’s transport requirements; set up, implement and maintain use of transport management system for all office vehicles and support the office in planning the best use of vehicles.
  • In line with the IFRC fleet management policy, develop and maintain a fleet management system for all field office vehicles and support the office in the efficient use of transport resources.
  • Liaise with IFRC for fleet reports.
  • Ensure regular monthly check and services of the vehicles

Qualifications

  • Professional training or education in logistics is preferred or an equivalent combination of education and experience.
  • Experience in pharmaceuticals procurement.
  • Demonstrated commitment to the principles of the RCRC Movement; previous RCRC Movement experience is an asset.
  • A minimum 5 years field experience working in logistics.

Environmental Scan / Working Conditions

This is an unaccompanied position based in Juba, South Sudan. South Sudan suffers from lack of basic infrastructure and social services and more than half of the population lives in poverty. Inter-communal violence, rebellions and localized conflicts over land and natural resources exist and unrest in the disputed Abyei region has resulted in internal population displacements mostly into Warrap State.

South Sudan: NGO Health Forum Coordinator

The NGO Health Forum for South Sudan has existed since 2005. It was set up to facilitate communication between Non-Governmental organizations working in the health sector, and to enable NGOs to decide on a consensus of opinion to feed into the Health Sector Working Group (HSWG). In subsequent years the NGO Health Forum became the main opportunity for information sharing and coordination of the health NGO actors. A staff person from one of the health NGOs served the role of NGO Health Coordination, attached to the Directorate of External Assistance and Coordination of the Ministry of Health.

In mid-2010 the sector system of coordination for humanitarian support transitioned into a cluster system with the establishment of the Health Cluster, headed by a Cluster Lead, supported by WHO, and a Cluster Co-Coordinator, seconded by an NGO. The responsibilities of Cluster Co-Coordinator were combined with those of the NGO Health Coordinator. In December 2011, with the independence of South Sudan and increasing transition from purely humanitarian to a mixed humanitarian and development approach in delivery of health services, it was decided to separate the two positions. In November 2012, the separation became official with the hiring of a Health Cluster Co-Coordinator, allowing the NGO Health Coordinator to operate in close collaboration but independently from the Health Cluster.

The main purpose of the NGO Health Coordinator is to assist with coordination and communication between health partners in South Sudan (MoH RSS, NGOs, UN agencies, WHO, etc.). With over 140 NGOs in health, coordination needs and representation at the many technical working groups remain intensive and require a full-time dedicated post. This position continues to be attached to the MoH through both the Directorate of International Health and Coordination and the Directorate of Policy, Planning, and Budgeting.

SCOPE OF WORK

* Provide leadership to the NGO Health Forum and Health Forum Advisory Team and strengthen its role in linking the health NGOs with the Ministry of Health.

* Represent the activities and concerns of the health NGOs to the MoH RSS, UN agencies, and Development Partners.

* Orient health NGOs and relevant staff to the health delivery system in South Sudan and provide technical assistance to them as needed.

* Provide technical assistance to MoH RSS as requested.

* Participate in the Health Sector Working Group and other Technical Working Groups of the MoH RSS, assisting in supporting the development of MoH strategies, policies, and work-plans related to health and identifying funding needs.

* Share the health NGO perspectives on challenges, lessons learned, and gaps in health sector and donor support.

* Provide advocacy and policy leadership role on behalf of health NGOs operating in South Sudan with the Ministry of Health, UN agencies, development partners, and international aid and policy communities.

* Participate in the monthly Health and Nutrition Clusters meetings.

KEY DUTIES AND RESPONSIBILITIES

Communication and coordination

* Facilitate communication between NGOs and the MoH and Development partners for improved health services delivery.

* Assist the MoH to arrange NGO presence at special meetings and workshops as requested.

* Assist the Health Cluster as needed to assure cohesive communication between MoH, WHO OCHA, UNFPA, UNICEF, UNHCR and health partners for effective emergency preparedness and response.

* Provide NGO representation where required e.g. Funding Mechanism Steering Committee(s), Oversight Committees, MoH Technical Working Groups etc.

* Communicate regularly with the National HFAT Co-Chair and the national health NGOs in order to strengthen their ability to be significant providers of health care in South Sudan.

* Share NGO perspectives on decentralization approaches at state and county levels

* Participate in coordination forums as requested, such as the Country Coordinating Committee (CCM) of the Global Fund (GFATM) and GAVI.

Administration

* Support the preparation and arrangements for the monthly Health Forum meeting (50 - 80 participants), which includes representatives of health NGOs, MoH, development partners, fund managers, and UN Agencies, posting the Forum documents and minutes following the meetings.

* Moderate the messages and request for access of the Health Forum Google group, South Sudan Health Forum, which now has over 1,500 members.

* Assist new health NGOs to register with and complete a memorandum of understanding with the MoH.

Information

* Share dates and outcomes of key meetings including all MoH Technical Working Groups, through the Google Group or direct sharing.

* Maintain the Health NGO Information Matrix, documenting the location and types of services provided by the health NGOs in South Sudan.

* Assist the MoH Department for M&E with maintaining an accurate mapping of the health facilities in South Sudan, their functional status and NGO partner for BPHS and Nutrition, and their access to regular drugs supply from the CMS of the MoH.

* Include request for information on planned NGO exits and transitions in the Information Matrix, working in cooperation with the Fund Managers to provide this information to the MoH.

* Represent the health NGOs in the monthly Development Partner Group for Health and other relevant groups.

* Respond to requests for information and updates by the NGO Forum Secretariat to create synergies around advocacy and information sharing.

* Regularly update an electronic folder for new NGO staff on MoH procedures, policies and other critical information.

Direct MoH Support

* Support various directorates with individual initiatives as appropriate.

* Provide technical assistance to the Health Sector Working Group of the MoH in the budget planning process and efforts for Local Services Support Working Group.

* Act as a resource for Technical Assistants to the MoH - information provision for consultants and donors and sharing the advocacy issues of the health NGOS.

* Advocate and assist in the preparation of annual work plans to support the Health Sector Development Plan.

* Provide advice and assistance to improve information sharing between Juba, the states and counties, including supporting linkages with state coordination mechanisms and transitional funding state focal points (HPF, WB and USAID)

Linkages with the Health and Nutrition Clusters

WHO is the lead for the Health Cluster, and the WHO and NGO Co-Chairs are responsible for calling and hosting the monthly meetings, in consultation with the MoH. UNICEF is the lead for the Nutrition Cluster, and provides the Co-Chair. The NGO Health Coordinator participates in the monthly meetings to provide additional input to discussions and to share information from the Clusters with the larger health NGO community.

* Share information from the MoH and health NGOs such as the Health NGO Information Matrix and health facility mapping with the Cluster Co-Chairs.

* Participate in the Health Peer Review Teams or Strategic Action Group for review of CAP and CHF documents and planning.

REPORTING LINE

The post holder will be administratively managed by the seconding NGO, and accountable to both the MoH RSS through the Director General of Directorate of Planning and External Coordination and Research, and the Health Forum Advisory Team (HFAT).

To promote transparency, the post holder will submit monthly work-plans for feedback to the Ministry of Health, Development Partner Working Group, Health Forum Advisory Team as well as the funding partner. The work plans will be guided by and discussed at the monthly HFAT meetings. Furthermore, quarterly reports will be submitted through the host NGO to the funding mechanism.

Furthermore, a 360 degree appraisal will be conducted by the seconding NGO every six months, to ensure feedback from key stakeholders is provided to improve the services provided by the position.

REQUIREMENTS

Essential requirements

* Postgraduate or Masters degree in health or related discipline;

* At least three years overseas experience in the health sector, at a senior management level in coordination / policy or a related role;

* Extensive experience liaising with governmental / local authorities, especially Ministries of Health, and international and national health organizations.

South Sudan: Team Leader- Maban, South Sudan

PROGRAM BACKGROUND:
International Medical Corps is currently implementing approximately 15 programs across nine sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.
In addition to the above, International Medical Corps is also providing emergency medical services out of four sites to tens of thousands of people who were displaced by the crisis started from 15th December 2013. Simultaneously, the organization is in the process of increasing its surge capacity and ramping up programming in order to respond to the countrywide emergency humanitarian needs emerging from the conflict erupted in December 2013.

JOB SUMMARY:
International Medical Corps has a 4m+USD project in Maban providing emergency health, nutrition and medical services to more than 37,000 refugees living in two camps: Gendrassa and Kaya. Project interventions include all aspects of primary health care, nutrition education including supplementary feeding, reproductive health care and referral services for secondary health care etc.
The Team Leader is responsible for overall management of this large scale, fast moving program in an environment often presents security challenges. The position is involved with care, management and development of human, fiscal and other resources entrusted to the project site. S/he is also expected to play an active role and contribute to the expansion of program portfolio through initiation of concept papers, development of project proposals and lead the start-up processes for the new projects. International Medical Corps manages its program in Maban County of Upper Nile State from the town of Bunj where the organization has a compound to house more than a dozen expatiate and 20+ local staff. Some staff also reside in Kaya camp. A total of 120 local and xx expatriate staff are involved in this program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Specific duties and responsibilities of this position include but are not limited to the following:

Leadership:

  • Lead, manage and coordinate International Medical Corps’ programs in Maban
  • Coordinate closely with the Country Director and the Heads of Support Service departments in Juba
    Staff Management / HR
  • Establish systems for maintaining an overview of all staff activity
  • Co-ordinate prioritizing of requests for staff in consultation with others involved
  • Maintain HR management tools including organizational charts, job descriptions, performance evaluations, disciplinary processes as per International Medical Corps policies
  • Line manage staff, including regular performance management and appraisals in coordination with the HR Department
  • Ensure effective teamwork among staff
    Representation
  • Influence (inter)national health and other policy and practices within the community
  • Represent International Medical Corps to Local & National Authorities, international donors, UN Agencies, international and national NGOs.
  • Develop good working relationships with other humanitarian/emergency actors such as INGOs, UN agencies and Donors.

Administration :

  • Ensure that appropriate logistic, administrative and financial structures and procedures appropriate for emergency response are established and / or maintained in accordance with IMC guidelines.

Security :

  • Responsible for the security of all international and national staff at site.
  • Ensure that appropriate security guidelines and procedures are established, maintained / updated regularly and adhered to by the response team.

Finance :

  • Oversee budget preparation, setting the parameters and the process
  • Monitor monthly budget pipelines and manage spending to remain on target.
  • Establish and/or maintain the International Medical Corps field accounting systems
  • Oversee the completion and return to Juba office of field accounts within the agreed deadlines.

Other:
Carry out any other responsibilities as requested by the line manager or Country Director

Qualifications:-

Bachelor’s degree in Public Health, International Development and/or in a relevant field of study. Master’s degree preferred

  • Minimum five years’ experience in project management with strong focus on primary and secondary health care of which three years at senior management level,
  • Experience of supervision of large staff,
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and NGOs
  • Ability to live and work under precarious environment
  • Complete familiarity with Project Cycle Management

Job Description:

Specifically, the duties of the South Sudan Director are:

  • Oversee the Research Programme Manager and Administrative Manager on a daily basis, providing support where necessary and ensuring overall efficiency of the Juba office;

  • Minimum 5 years experience working in developing countries, with at least 2 years in post-conflict or complex environments. Experience in South Sudan, East Africa or the Horn of Africa will be considered an asset.

• Camp management covering 80,000 refugees in two camps. The camp management programme includes also shelter, community services, livelihoods, and distribution non-food items.

• Protection, including GBV and conflict mitigation, in all four refugee camps in Maban County.

Logistics: Vehicle workshop to carry out repair and maintenance for vehicles, trucks, generators.

• Host Community Recovery is a new programmatic focus started in 2013 to support host communities in an integrated approach including livelihoods support, protection and infrastructure development.

We offer a 6 months contract, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Maban, Upper Nile, South Sudan.

COUNTRY MISSION:
Operational in South Sudan since 1994, ARC implements a multi-sectoral program that includes water and sanitation, primary and reproductive health care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations.

PRIMARY PURPOSE OF THE POSITION
The County Coordinator is directly responsible for overseeing and implementation of ARC’s Primary Health Care project funded by Health Pooled Fund, which will be implemented using a “county based service delivery model”, the CORE project which focus to boost EPI services, a potential Gender Based Violence and emergency health project and rehabilitation of a number of health facilities and County Health Department office. Overall the County Coordinator is responsible for providing key technical expertise, program management and supervision for the successful implementation of projects in the County.

S/he will have a minimum of 3 years of program management experience and a strong public health background with a focus on health systems strengthening and capacity building.

The County Coordinator will work closely with the County Health Department (CHD) on strengthening capacity of CHD staff and health providers, establishes clear systems and protocols to ensure essential primary health care services are of quality and meet standards and protocols as outlined in South Sudan’s Basic Package of Health Services. This position will also ensure that all aspects of finance, logistics and operational systems are established. This position will play a key role in managing project staff, providing programmatic oversight ensuring that all activities are implemented according to the project work plan and in accordance with ARC policies and donor guidelines.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES:

Health Technical Management 40%

  • Manage health program implementation in Kapoeta East County to reach quality/coverage targets and complete key workplan activities. Identify quality gaps and work with the ARC and CHD team to define a strategy to address these
  • Supervises and/or ensures health facilities are being supervised using performance/quality improvement methodologies and the Quantified Supervision Checklist; MoH BPHS prevention, treatment guideline and protocols
  • Provide occasional direct on-job training/mentoring if assumed as a task in action plans
  • Coordinate and facilitate trainings for project staff and health personnel to strengthen their skills in areas of clinical service provision, staff management, and routine data collection and reporting
  • In coordination with the Senior Health Coordinator and the HPF team, ensure relevant ARC Kapoeta East staff are trained as trainers and subsequent training rolled out
  • Ensure that Primary Health Care (PHC), Maternal and Child Health (MCH), and HIV/AIDS service statistics and all the required reports are properly collected from each health facility and submitted in a timely manner to the Grants Manager, as appropriate
  • In coordination with the Senior Health Coordinator, the Senior Program Coordinator and the health team in Kapoeta East, identify the required equipment, drugs, medical supplies, job aids and furniture needs for the health facilities
  • Develop BCC strategy and community outreach strategy to increase demand and uptake of services
  • Provide technical oversight in the integration of PHC and RH activities in other sectors such as WASH and GBV
  • Travels frequently to health facilities for supervisory visits
  • Works with staff to develop success stories

Site management (finance/logistics/security) 30%

  • Ensures compliance with procurement and financial policies and control proceduresEnsure that technical, administrative, financial and other recommendations agreed with the Juba-based program and support teams become are implemented
  • Monitors security, liaises and seeks guidance from security officer and ensures that security policies are complied with in Kapoeta East sub-office
  • Monitors expenditures to assure that project activities are implemented within the approved budget
  • Plans, organizes and coordinates the activities of Kapoeta East site
  • Ensures adequate supply of logistics for the various projects
  • Ensure progress towards established indicators
  • Review budget versus actual on a monthly basis and make adjustments to activity plans accordingly
  • Ensure proper budget spend down of health programs
  • Agrees performance objectives/expectations with direct reports; completes performance appraisals annually, supervises direct report on a regular basis that may vary by staff and over time. If s/he supervises supervisors, ensures they do the same
  • Participates in the recruitment and selection of qualified field national staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisor
  • Ensure the contractors for the rehabilitation of the building are being supervised and ensuring quality work

Capacity Development of County Health Department 20%

  • Strengthen the capacity of the County Health Department in Human Resource, Financial, Logistics and administrative management in order to prepare the CHD for future handover

Representation and Coordination 10%

  • Represent ARC and liaise with HPF, local authorities, UN, and NGOs to promote ARC programs, facilitate successful coordination of activities, and ensure transparency in the community
  • Develop and maintain strong working relationship and coordinate with State and County authorities, especially representatives of the County Health Department (CHD) and the State Ministry of Health (SMoH), relevant international and local agencies engaged in similar health activities in the county
  • Works in partnership with other International and local NGOs to ensure program harmonization
  • Advocates for quality PHC services both at facility and community level

Other Functions

  • Performs any other related duties that may be assigned by line manager

The GPEP aims to contribute to education systems strengthening and to demonstrate good practice at school level. Among the 40 programme schools, it is expected that there will be significant transformation not only in terms of physical infrastructure but also in school management, teaching and learning resulting in improved learning outcomes for girls and boys. The baseline will provide information required for measuring whether any progress is being made against a set of pre-selected indicators. The core issues of investigation during the baseline will be repeated in subsequent years or during critical stages of the GPEP implementation, thereby allowing for tracking of programme outputs.
