Essential Job Duties/Scope of Work:International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. PROGRAM BACKGROUND

Upper Nile state in South Sudan has experienced an influx of refugees and/returnees since the start of 2012 due to renewed conflict in Sudan’s Blue Nile and South Kordofan states. There are currently 110,000 refugees living in four different camps in Maban County. The humanitarian response to the refugee crisis has been strong in the provision of basic services (Health, Nutrition, WASH etc.), and despite on-going challenges, the overall health and nutritional status of the refugee population has stabilised. As the refugee response shifts out of the emergency response phase, the lack of a comprehensive mental health and psychosocial support (MHPSS) project represents one of the key gaps in service provision.

JOB SUMMARY

The mental health and psychosocial support (MHPSS) specialist will be responsible for starting and managing a comprehensive MHPSS project. The project aims to integrate mental health into primary health care service delivery in the refugee camps in Maban County line with the South Sudan Basic Package of Health Services (BPHS) and the WHO mhGAP Intervention Guidelines. International Medical Corps’s approach to mental health is heavily based on training and developing the capacity of local partners and national staff; the successful candidate should therefore have experience in training, on the job supervision and mentoring, coordination and in building referral links to other formal service providers and informal community supports. The mental health specialist will train, supervise, coordinate and oversee a national team of mental health officers and a team of community outreach volunteers who will engage in outreach, follow-up and basic mental health and psychosocial support. The MHPSS will closely work and coordinate with the project mental health specialist (psychiatrist) who is tasked in training and supervising general health care providers in mental health using mhGAP Intervention Guidelines.

ESSENTIAL RESPONSIBILITIES

  1. Actively lead or participate in coordination mechanisms (e.g. Health, general coordination, potential MHPSS coordination group) and advocate for principles of IASC MHPSS guidelines
  2. Identify and train local mental health officers and refugee staff/volunteers in community outreach, mental health case management, follow-up and mental health promotion
  3. Provide training in the identification and non-pharmacological management of priority mental health condition to general health staff in line with WHO mhGAP Intervention Guidelines in coordination with project mental health specialist (psychiatrist)
  4. Engage trained staff and volunteers in on the job mentoring and supervision
  5. Provide mental health and psychosocial support services along with health staff as needed
  6. Ensure completion and analysis of pre post knowledge tests and on the job supervision checklists.
  7. Support collection and reporting of mental health project data including HMIS reporting and patient outcomes (e.g. functioning, satisfaction with services)
  8. Provide training in other MHPSS topics as appropriate, depending on identified needs (e.g. key aspects of psychological first aid and relevant aspects of IASC guidelines) to IMC and staff from other agencies
  9. Implement social and recreational activities (e.g. youth friendly activities)
  10. Assist with the development of new proposals
  11. Assist with hiring of national staff as needed
  12. Implement the project in line with IMC and global MHPSS standards and guidelines and closely coordinate with IMCs Health Technical Unit Global Mental Health Advisor for development and review of training materials and reports.
  13. Represent IMC in MHPSS related meetings and coordination groups Qualifications:1. The qualified candidate will have a masters degree in a relevant discipline (e.g. clinical or counseling psychology, clinical social work).
  14. 3+ years experience working on MHPSS programs, preferably in humanitarian settings
  15. Training and supervision experience required
  16. Strong organizational and supervisory skills
  17. Strong interpersonal skills and the ability to work within different cultural environments
  18. Ability to work in difficult environment under very basic living conditions (refugee camp setting)
  19. Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources
  20. A good command of verbal and written English, Arabic a plus

Reporting directly to: Head of Procurement and Logistics

Overall supervision by: Chief of Mission

II. Organizational Context and Scope

Under the overall guidance of the Chief of Mission, close coordination with RRT coordinator and the direct supervision of the Head of Procurement and Logistics, the incumbent will be responsible for logistical arrangements for RRT.

III. Responsibilities and Accountabilities

  1. Manage and conduct Logistical activities, with the following main activities: Shipment, logistical support for camp management, property and Assets management, Supply, Service/Maintenance, fleet management and convoy.
  2. Liaise with Project Managers and Head of Sub-Offices regarding all local procurement, Logistics and service requirements, in order to consolidate service/procurement requirements. Generate reports as necessary, propose and implement strategic adjustments towards increasing the effectiveness and accuracy of all Logistic activities.
  3. Take responsibility for all planning, implementation and monitoring aspects related to logistical needs of area.
  4. Participate to Logistics/Operational coordination meeting.
  5. Follow-up and Liaise with Juba logistics & Procurement unit on purchase orders status and keep project managers/requesters abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO specifications, and that all goods are in good condition.
  6. Manage, and supervise staff dedicated to the above duties and responsibilities.
  7. Travel to all program sites in the region to perform Procurement & Logistics evaluations if necessary.

Three years (or four years for candidates with a first university degree) of progressive responsible experience in emergency logistics operations and experience in managing diverse procurement and logistics operations;

Excellent level of computer literacy

Objective of the Position

As part of the Mission Coordination Team, the HR Coordinator will be responsible for the maintenance and update of the field section of the HRIS. She/he will be developing and implementing the country HR policy, applying best HR practices and monitoring program activity to anticipate future HR needs. The position works closely on a day-to-day basis with the Desk HR Officer to ensure ACF policies and procedures are applied correctly.

The HR Coordinator should ideally be an HR generalist who has a thorough understanding of all aspects of field-based humanitarian HR processes and systems, including but not limited to: recruitment, workforce planning, policy development & compliance, staff training & development, and HR administration (especially in the following areas: personnel records, travel, payroll, legal and visas).

The HR Coordinator will be based in the country HQ office, with frequent travel to all project locations – primarily to audit each project’s compliance with HR policies and procedures as well as build the capacity of each project’s administrative team (their Human Resource counterparts in the field).

Objective 1: Ensures the mission implements comprehensive HR policies and procedures, and remains compliant with local labor laws.

  • In collaboration with the Mission Coordination Team, creates an annual HR strategy for the mission.
  • Reviews the mission Internal Regulations, ensuring that it is compliant with the ACF policy, local labor and tax laws.
  • Monitors mission activity to ensure teams remain compliant with HR policies and procedures.
  • Supports the Country Director and other supervisors whenever staff management issues require informal or formal disciplinary action, ensuring each incident is appropriately documented.
  • Oversees ACF’s management of personnel law-suits.
  • Serves as the mission’s focal point for all issues related to the local labor authorities.
  • Liaises with other NGOs working in country to compare policies and establish best practices.
  • Prepares, or reviews, the HR requirements in all project proposals.

Objective 2 : Ensures HR administration is accurately maintained as per ACF and local regulations

  • Personnel files, employment contracts and organigrams
  • Ensures complete and up-to-date personnel files are maintained for all locally hired staff.
  • Prepares and monitors the details of all local labor contracts. Ensures all staff has valid employment contracts.
  • Informs HQ of any changes to expat contracts including dismissals, resignations and any shortening or extensions request of contracts. Maintains the Field Communication section of the HRIS with any updates from each expat.
  • Keeps up-to-date the country organization charts (capital and projects).
  • Travel, visas, work authorizations and medical evacuations
  • Facilitates the arrival and departure expats into and out of the country including ensuring VISA, work permits etc. are managed in a timely manner
  • Supervises the travel and visa arrangements for all staff attending trainings or meetings in NYC, as well as for expats leaving on R&R.
  • Monitors the requirements in-country for all visas, work permits & residency permits.
  • Manage expat work permits, visas & residency permits that are processed in-country.and Provides supporting documentation, for any visas processed outside the mission
  • Maintains a record of all expats’ EoM flights (Booking reference, expiry date, change fees etc). At the end of any expat’s assignment works closely with the HRO to ensure smooth transition out.
  • Represents ACF to local government authorities as well as to the Department of Immigration.
  • In coordination with the DCD and the HRO, support medical evacuations from the mission.

Objective 3: Oversees the Payroll and Benefits Administration for the mission

  • Ensure that the following core ACF HR tools are applied to the mission salary structure: ACF Function Scale, ACF Seniority rules, and ACF benchmarking reviews
  • Works with the HRO to periodically review the salary scale to ensure it remains competitive with other local organizations and responds to increases/decreases in the local cost of living and under take necessary assessments.
  • Supervises the preparation of national staff payroll including salaries, special allowances, and social security contributions.
  • Follows up all line managers to ensure that timesheets are well prepared for all expats on mission, and that these are submitted on time and correctly once a month to HQ.
  • Monitors annual leave, R&R and sick leave entitlements for all national staff and expats. Enter the leave information on the HRIS of each expat. Works with all supervisors to ensure that they have a leave plan in place for their teams.
  • Validates leave entitlements (annual leave, R&R, sick leave etc) before any expat or national staff take requested leave. Ensures that leaves time matches the information on the time sheets and in the HRIS.
  • Ensures all taxes and social security contributions are correctly calculated and filed with the relevant governmental authority as per the required schedules.
  • Administers the benefits and insurance program for national staff, ensuring compliance with local labor regulations. Works with local partner agencies to identify and maximize best coverage using existing resources and budgets.
  • Evaluate the risks related to changes in policies.

Objective 4: Supports the mission’s recruitment of national and expatriate staff

  • Reviews all job descriptions at the start of the recruitment process to ensure that they are standardized across the mission. Suggests changes to the supervising manager so that they reflect the current and upcoming program needs and activities, identifying required qualifications as well as both essential and preferred selection criteria.
  • Implements standard and best practice recruitment procedures for all locally hired staff.
  • Wherever possible, assists all program managers and coordinators with interviewing and selecting new staff (especially for new positions and key line management positions).
  • Ensures updated job descriptions for all expat positions are sent to the Desk Officer, Country Director & Desk HRO at least 2 months before each end of contract date, or as soon as possible after expats’ departure is known.

Objective 5: Identifies and monitors staff training, development and learning needs

  • Oversees the staff review process using performance appraisals and regular meetings with line managers.
  • Trains and assists line managers to prepare and deliver Performance Appraisals on time
  • Works with individual line managers to ensure that the training and development needs of all national staff are clearly identified and possible options discussed and implemented.
  • Establishes, in co-operation with the Mission Coordination Team, an annual mission training in line with the mission’s strategic plan. Works with program managers, coordinators and the RTC to ensure that local, regional and international training and development opportunities are identified and utilized.
  • Provides administrative support to ensure mission staff attends trainings offered by the RTC in Nairobi.

Objective 6: Communicates HR matters both internally (within the mission) and externally (to New York HQ and Government)

  • Ensures all expat documentation is complete correctly and on time: Contracts, Return Forms, insurance forms, Performance Appraisals, Time Sheets, Leave time request forms, among other. Works closely with the HR Officer to ensure that missing documentation are identified and addressed. Updates HRIS.
  • Ensures regular meetings are held with the staff representatives.
  • Submits a monthly HR report to the DCD & HRO.
  • Meets weekly (either by Skype or phone) with the HRO.
  • Delivers an HR briefing to all new staff, both locally hired and expats. Ensures that briefing and debriefing schedules are prepared for all staff, as well as preparing country ‘Welcome Packs’.
  • Plans regular inductions for all staff not in management positions and for those expats that couldn’t attend Induction prior to their arrival to the mission.
  • Identifies local legal representation and consults with him/her on all matters pertaining to local employment contracts, disciplinary actions and matters in which ACF may have legal or financial responsibilities.
  • Prepares HR summaries for all donor reports and as required.

KHI has been in South Sudan since March 2013 providing lifesaving emergency nutrition interventions in two payams in Pibor county of Jonglei state. KHI has recently been awarded the Rapid Results Health Program (RRHP) funded by IMA World Health as a lead agency to support healthcare service delivery in the whole county of Pibor and aims to adapt an integrated and holistic approach to deal with health and nutrition challenges among the population and increase the coverage.

Position Overview: Under the supervision of the Country Director, the Medical Coordinator shall support coordination and directly oversee the implementation and quality of all KHI health programs and linkages with donors, Ministry of Health, County Health Departments (CHD) and other partners in the country program.

Key Responsibilities:

• Provide technical support, coordination, supervision and guidance to health program activities.

• Work closely with Technical Assistants and CHD Directors in the development of health and nutrition -related activities and corresponding M&E indicators ensuring adherence to national and international sphere standards.

• Take a lead role in supportive supervision mission, Review of reports, and data from static health facilities and other health service provision points to determine existing capacity and priority needs and remedial actions.

War Child Holland’s programme in South Sudan

The Republic of South Sudan became the world's newest nation in 2011. Due to decades of conflict and mass displacement of communities during the war, access to basic services is severely limited and the country has some of the lowest rankings in human development indicators. In the end of 2013 a severe internal conflict broke out which caused the displacement of 1.3 million people.

War Child Holland has been working in South Sudan since 2006. The programme has been focused on the consequences of decades of conflict and its purpose is to ensure that children, youth, communities and government are able to promote awareness on child rights, protect children from abuse, exploitation and all forms of violation of their rights. The programme has been achieving this by ensuring a protective environment for children and promoting access to good quality basic education in the Central and Eastern Equatoria States. War child is not working in the heat of the current conflict, but the number of IDP’s are increasing in the States we are working in. IDP’s are included in the programme in the EES and the number of activities for this group should be extended. War Child Holland in South Sudan has its country office in the capital Juba and field offices in Yei and Torit.

Your challenge

As the Manager of Programmes you are responsible for developing and follow-up of the implementation of the programme, content wise and geographically. You build up proposal writing and multiple donor grant management capacity within the War Child Programme Country, aiming at diversifying funding sources in accordance with the War Child Holland fundraising corporate policy.You oversee partners and War Child staff members’ technical capacity building for sustainable high quality programming. You guarantee that the actions and projects implemented respect WCH’s and donor’s policies and principles and you ensure the quality of all programme aspects within the projects implemented by WCH in the country. You are responsible for monitoring and evaluation, documentation, communication and dissemination of lessons learnt. The programme is partly (75%) implemented by War Child staff members and 25% by local partners.

You are member of the country management team and report to the Country Director (CD). You manage 1 Programme Manager, 2 Programme Advisors. There will be functional lines with Programme Coordinators in the field locations, who report to the Field Location Manager.

Your main tasks and responsibilities

• Contributes to the country strategy and annual plan;
• Ensures the programme content is in line with WCH approach and policies and with the country strategy;
• Leads and facilitates process of developing programmes, annual plans and project proposals;
• Coordinates the different programmes in terms of content, coherence, planning and ensures quality of the implementation;
• Coordinates PM&E cycle and tools development, updates PM&E system to programme developments;
• Ensures participation of programme staff, local partners and children (target groups) in planning, monitoring and evaluation (PME) cycle;
• Coordinates base line studies;
• Coordinates programme reporting and data base;
• Manages own staff members (e.g. performance & development cycle) and supervises the technical performance of the programme team members;
• Builds the capacity of program team members & local partners (e.g. facilitation, development of training materials);
• Maintains network of contacts and representation of War Child in technical coordination mechanisms.

Profile

• Five years of experience in a similar position in Africa including management of staff;
• Proven experience in programme and training manual development, ideally in developing country contexts;
• Relevant academic background (Community Development, Child Rights, Education, Pedagogy, Social Sciences);
• Experience, familiarity with major donors (EC, ECHO, USAID, DFID, SIDA, etc…);
• Experience with working with partners.
• Understanding of quantitative and qualitative planning, monitoring and evaluation tools;
• Knowledge of and experience with participatory assessment and community based programming with an (I)NGO in a post conflict context;
• Near native level of English is a must (verbal and written), working level of Arabic is an added value;
• Strong advisory and leadership skills;
• Excellent communication skills (verbal and written) for writing proposals and reporting;

Background

Danish Refugee Council (DRC) and its specialist human security unit, Danish Demining Group (DDG), have worked in Sudan since 2004 and in present-day South Sudan since 2006. Initially, the ‘sister branches’ worked completely independently but, since July 2012, DRC and DDG have been fully merged in South Sudan for two reasons: To produce cost efficiencies and to harness the strengths of both programmes which during emergency and in recovery situations address the rights to security, protection, basic needs, and community driven recovery.

Purpose

DDG’s Head of Programme (HoP) is the top manager of DDG’s full portfolio in South Sudan; this is thus a refined position in a DRC-DDG unified country programme. The HoP is responsible for managing and further developing DDG’s full programme.

DDG’s main competencies in South Sudan are in Mine Action (MA), especially explosive ordnance disposal and mine risk education, and in Armed Violence Reduction (AVR) which incorporates a set of activities in the fields of small arms control, community-level conflict risk reduction, and work with development actors to deliver projects in more conflict-sensitive ways.

Management

Given the merged DRC-DDG country programme in South Sudan, the DDG Head of Programme will experience a dual reporting relationship. On a daily basis, the DDG Head of Programme reports directly to the DRC-DDG Country Director for South Sudan, but remains accountable to DDG HQs via the Head of DDG. The Head of DDG will assign a daily focal point within DDG HQs to deliver more concrete support and advice to the HoP. Global advisors on AVR and MA, respectively, assist with sector development on an ad hoc basis.

The DDG HoP is responsible for the full DDG portfolio in South Sudan and directly line manages the senior field-based programme staff (currently 3 MA-TFMs and 3 AVR-PMs; lines to change for 2015), and one Juba-based Programme Administrator who provides administrative support to both MA and AVR. DRC has a full set-up of Support Functions (Finance, Grants Management, Safety, Logistics, etc) in Juba that also works for DDG.

Specific duties

a) Strategic and programme development:

  • Lead the development of DDG’s country strategy which provides specific direction for MA and AVR interventions and contributes to the overall DRC-DDG South Sudan strategy as well as DDG’s global strategy.

· Identify and pursue potential growth areas and funding options for DDG interventions (MA, PSSM, DDR and AVR) in South Sudan.

· Lead the development of funding proposals, toward the agreed country and global strategies, and keeping in mind opportunities for DDG programming to add value to DRC’s humanitarian and development work whenever possible.

· Within these rapidly-evolving sectors, ensure the country programme continues to be innovative and progressive through encouraging operational research, developing new models of implementation and sharing these experiences through high-quality publications (assisted by HQs).

b) Programme and project management:

· Monitor the quality of DDG’s country programme and its practical implementation, ensuring full compliance with minimum standards and best practice and delivery on the commitments made in contracts with donors (including through the MA Technical Field Managers and AVR project managers).

  • Ensure sound financial management (including through the Programme Administrator).
  • Support the delegated Support Functions, such as Finance, Grants Management, and Safety, to work towards achieving common objectives.
  • Ensure a high standard of formal reporting to and general interaction and information-sharing with donors and similar actors.

c) Personnel management:

· Manage and support the Technical Field Managers, Project Managers, and the Programme Administrator.

· Assess training needs and champion staff development.

· Conduct regular performance appraisals of line managed staff and ensure that they in turn carry out appraisals within their teams, as per DDG’s policy.

· Recruit key staff, including short-term consultants and seconded staff from DDG’s other country programmes for specific tasks as necessary.

d) Internal management:

· Serve as member of the Senior Management Team (SMT), including supporting the Country Director (CD) to lead the SMT toward the achievement of common goals, performing standard SMT duties such as serving on the country programme’s CMT/IMT and, at times, serving as the Acting Country Director in the absence of the CD.

e) External representation:

· Represent DDG towards government authorities, donors, partners, UN agencies and other NGOs in national coordination; occasionally act as a senior representative of the unified DRC-DDG country programme in South Sudan.

· Attend meetings, conferences and workshops to raise DDG’s profile in MA and AVR in South Sudan and, as assigned by the Head of DDG, also globally.

Requirements

· A minimum of 8 years of relevant working experience at a senior international level with humanitarian international NGOs, UN agencies or donor agencies.

· Practical experience of programming in the field of human security, including mine action, armed violence reduction, security sector reform and/or peace-building.

· Strong and proven work experience in programme and support services management at a senior level, including representation, strategic planning, fundraising, staff management, monitoring and evaluation.

· Proven skills in proposal writing and budgeting.

· Solid understanding of logistics and safety of personnel and assets.

· Preferably a post-graduate degree in Social Sciences, Law, International Development, International Relations or related areas, or proven work experience in the relevant fields.

· Fluency in written and spoken English with excellent writing skills and high degree of computer literacy.

Contract:12 months - with a possibility for extension, subject to funding. JOB CONTEXT Sudan was the theatre of a violent civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years, and completely destroyed the South’s infrastructures.

After 2 years of relative stability (despite interclanics issues), a political clash raised on December 16, 2013 leading to a current instable period for the country and the government. The country is now under an emergency phase with 700,000 internally displaced persons (IDP) and the political stability for the next months is still under question.

Most of Southern Sudan is still on process of development with the main infrastructures slowly being constructed. The majority of the population remains rural with farming, hunting, fishering and cattle management as main resources for living. Accesses to health, education and livelihood remain very low. The level of education is nascent and high competencies on humanitarian and development jobs profiles limited. The country highly depends on external supplies of goods and services because of a lack of domestic production.

Handicap International is working in South Sudan since 2006 and has progressively developed mid & long term actions in 3 sites (Juba, Bor and Yei). Three projects are currently implemented: • A civic inclusion project with DPOs • A mental health project at the point to begin • The four-year Victim Assistance Project (VA Project) started in July 2012. South Sudan: Assistant Area Coordinator

Description

GOAL has been working in Sudan since 1985. Initially GOAL’s activities in Southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warrap State, saw a move to longer term interventions. GOAL South Sudan currently operates programmes in Warrap, Upper Nile, and the Abyei Administrative Area.

GOAL South Sudan’s interventions have expanded in recent years to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.

In response to the on-going humanitarian crisis in South Sudan GOAL has set up an emergency response programme in Upper Nile State. The current programme is concentrated in the 6 counties of Baliet, Akoka, Melut, Maiwut, Ulang and Longochuk and was started as a response to the influx of Internally Displaced People (IDPs) from this area following significant fighting in the region in the first few months of this year. GOAL is currently implementing an emergency health programme which provides community health, nutrition, curative care, and water and sanitation support to conflict affected populations in Upper Nile State.

This role is likely to be roving between Ulang, Maiwut and Longochuk, but may also cover other areas depending on security.

General Description of the Role:

The role is a surge support for the Area Coordinators in Upper Nile. It allows for incremental management, at times when security and programmes require it. The AAC should have a good top-level knowledge and understanding of all activities in their locations, in particular they should be aware of the constraints faced by their team and be actively working with their teams to manage these constraints and trouble shoot problems as they arise. The AAC may also be asked to cover for the AC from time to time.

Overall Objectives of the position:

The AAC is responsible for ensuring implementation of activities in programme sites; this responsibility covers the operational/support functions (Security, Human Resources, Logistics, Finance and Admin) and direct programme activities and includes coordination, programme planning and overseeing the day-to-day operations of senior field staff.

To ensure good management of GOAL’s programme activities in the geographical location, the AAC is responsible for ensuring that the programmes receive the maximum possible level of support from the Operational/Support functions. This will involve ensuring:

  1. Proper planning by the programme departments to ensure programme implementation is in accordance with the donor proposals
  2. The start-up of programme activities in these hard to reach areas
  3. Good, timely coordination between the different programme departments and Operational/Support functions
  4. An understanding by all parties of the constraints faced by other departments
  5. The efficient performance of the Operational/Support functions

Key Duties

  • Coordination and programme planning of the GOAL teams
  • Oversee day-to-day operations and ensure the smooth running of a site, providing surge support and gap fill across the Operational/Support functions
  • Coordination with the Government, UN and NGOs
  • Support the Area Coordinating in monitoring security trends and security management arrangements so as to ensure the safety and security of the staff in the area of operation
  • Oversee HR issues in the project and provide support to HR department
  • Oversee finance issues in the project and provide support to Finance department
  • Oversee Logistics issues in the project and provide support to Logistics department
  • Oversee Construction issues in the project and provide support to construction department

External Coordination

Relationships with open dialogue and mutual respect should be nurtured with all stakeholders. Meetings should include updates on the planned program direction, and understanding the concerns and promoting ownership of the program by the various stakeholders.

  • Liaise with partners at state and county level; attend all appropriate co-ordination meetings and share information regarding projects and security where relevant
  • Ensure good relations with local authorities, community leaders and beneficiary representatives, including but not limited to Commissioners and government officials, ensuring that GOAL remains impartial
  • Liaise with Ministry of Health, at County level on the management of the PHC services
  • Accompany donor representatives and other official visitors, when requested to by the GOAL Country Director, and provide information as required

Security

The AC is the Security Focal Point for their programme site, and thus bear primary responsibility for the safety of their team and ensuring that the team are at all times in a position to respond to a security incident. However, when the AC is not present in a location this would fall to the AAC.

Overseeing Security in the programme site, including:

  • Implementing GOAL’s Security Guidelines and Procedures
  • Ensure all office and accommodation meet basic security standards, including fire prevention, lockdown and evacuation procedures
  • Conducting regular reviews of the site specific security guidelines, including rigorous contextual analysis
  • Ensure that all staff are familiar with GOAL’s Security Guidelines and with the GOAL evacuation plan.
  • Provide a security briefing to all new staff and visitors.
  • Monitor the security situation and provide regular informant to the CD/Security Officer of any incidents, changes or adverse conditions affecting staff safety or project operations in the region.
  • Regular dialogue with the Commissioners and Payam administrators about the current and expected security situation including developments, identified threats and potential concerns

Programmes

  • The AAC should help ensure that all infrastructure is in place to allow the programmes to operate successfully, and work with the programme teams to ensure that there is appropriate coordination
  • Monitor and audit payments made for trainings and for distributions

Construction

Overseeing Construction issues in the programme site, to ensure all construction projects are executed in a safe and cost effective manner including:

  • Site visits to all on-going and completed construction projects
  • Ensuring all construction works are within budget and according to regulations
  • Coordinating with the AC on issues related to Construction

Logistical

Overseeing the Logistical department in the programme site, to ensure all logistical requirements are provided in a timely and cost effective manner including:

  • On a day to day basis working with the logistics manager, and when there is no AC present managing this department
  • Working with the logistics manager to ensure that GOAL’s logistical procedures are adhered to at all times, reporting any breaches to the Logistics Coordinator/Assistant Country Director – Systems
  • Ensuring that the Logistics Office provides the required support to programmes

Personnel

Overseeing HR issues in the programme site, including:

  • Implementation of GOAL’s South Sudan HR Manual
  • Working with AC and HR department to ensure all new hires are properly authorized and employment contracts issued

The Technical Systems (TS) Program Manager will provide leadership and management of Technology: Information and Communication Technology (ICT) and electrical systems. The manager will also build ICT capacity of National staff that will support the ministry and contribute to its effectiveness, quality and accountability.

RESPONSIBILITIES:

ICT/TS Strategic Leadership:• Develop and maintain a Field Office ICT/TS Plan and related policies and standards that are aligned with International Headquarters (IHQ) ICT/TS Field Operating Guidelines (FOG), policies and standards and Field Office strategy.

• Provide leadership, management and mentorship to the National ICT team.

• Maintain an aggregated view of all significant/major ICT/TS projects' status and schedule for implementation and support across the Field Office.

• Identify opportunities for innovation and foster the development of creative solutions that help the organization to better fulfill its mission and vision.

o Conduct research on new solutions to long standing issues.

o Propose and implement new technological solutions.

ICT/TS Management:

• Work closely with Regional ICT Field Systems Analyst to ensure that the Field Office meets the minimum IHQ FOG standards for telecommunications, technology and applications.

• Develop the capacity of the ICT/TS team through training and coaching methodologies to ensure that there is sufficient skill sets to provide and support ICT services to the organization.

• Compile basic training manuals for national staff including: basic computer, Microsoft Office and Codan usage.

• Provide regular and ad hoc management reports for performance benchmarking and decision making and technical reports for operational support, including a weekly summary and monthly report. Manage relationships with role players and stakeholders in the ICT/TS industry both internal and external to Samaritan's Purse, for example hardware and software vendors, service providers, industry regulators, consultants, etc. to enhance referral to third party technical experts and contracts if necessary.

• Manage the introduction of structured end-user capacity building to ensure optimal and efficient use of all the ICT systems/tools available to the organization.

• Establish appropriate operational procedures, tools and resources for effective and timely delivery of technical support to all users (at the head office and field offices) that ensures high user productivity and guarantees customer satisfaction.

• Implement, test and review Business Continuity Plan in alignment with the IHQ Disaster Mitigation and Management Plans for ensuring high systems availability and business continuity. This includes but not limited to running an automated data backup system.

• Ensure compliance with government regulations on telecommunication systems.

ICT/TS Operations/Support:

• Ensure efficient smooth running technical systems and equipment for all South Sudan field sites.

• Monitor and maintain computer systems and networks:

o Supervise the Installation and configuration of computer systems at South Sudan field sites.

o Find solutions to problems on computer and electrical systems.

o Perform complex troubleshooting for system and network problems as well as running diagnostics to solve hardware/software faults.

o Providing support on computer & electrical applications, including documentation.

o Set up data backup, security and recovery systems.

• Perform installation and repairs on all electrical systems.

• Supervise the installation, maintenance, and repair of Codan radios.

• Ensure thorough, long lasting, quality work is done for the technical systems.

• Provide, deploy and maintain Personal Productivity Tools such as desktop computers, laptops, Personal Digital Assistants (PDAs), business mobile phones, etc. and software based productivity tools such as email, Office Applications (Word, Excel, Powerpoint), WebEx among others.

• Maintain appropriate ICT Infrastructure and Connectivity solutions for both head office and field offices for secure, efficient and effective flow of information to facilitate operations and decision making.

QUALIFICATIONS:

• Bachelor of Science degree in Engineering, Computer Science or a technical field from a four-year college or university; or formal training from a technical institution and two years related experience.

• One year of college-level Biblical studies preferred.

• Extensive experience and knowledge in computers and technical systems.

• Understanding of generator and electrical installations, including best practices for electrical systems.

• Experience in working with Codan radio equipment.

• Experience with Microsoft Server 2008 R2 and Active Directory.

• Experience with wired and wireless networking.

GENERAL FUNCTION: To design and manage all accounting systems of the World Relief South Sudan Program ensuring that all financial transactions are fully accounted for. The Finance Manager will carry out his/her responsibilities as part of a multi-sectoral team. This position requires a highly organized professional who possesses knowledge of administration, accounting, human resources, finance functions and various other responsibilities as they specifically relate to the operation of a relief and development program. While the Finance and Grants Manager reports directly to the South Sudan Country Director, he/she is required to maintain a strong relationship with the Home Office considering a dual or dotted-line reporting structure to the HO finance team.

SPECIFIC JOB DUTIES:
• Provide technical supervision, oversight and training to all finance staff, including those of partner organizations and World Relief sub-offices.
• Review accounting systems, practices and reports of WR partners to ensure compliance with accounting standards, donor intent, and grant agreements.
• Facilitate external audit on an annual basis in addition to continuous preparation throughout the fiscal year.
• Oversee the protection of WR’s country assets through the enforcement of internal control policies and procedures.
• Assists in the development of grant budgets and proposals ensuring that internal cost allocation and other relevant policies are met with each submission.
• Reviews and maintains all grant documentation and reporting both locally and in the World Relief ERP system in conjunction with the HO Grants Management department.
• Maintain current knowledge of local government requirements related to financial matters ensuring compliance with tax regulations and other legal requirements.
• Serve as the principal liaison with World Relief Home Office on all finance, accounting, grant, budget management, and cash management matters.
• Develop and maintain, in conjunction with the World Relief Home Office, relevant policies and procedures for various financial, HR, and operational functions.
• Prepare all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Field and Program Directors prior to submission.
• Stay abreast of various grant regulations and requirements, tracking and monitoring changes and interpretations of US Federal, UN, and national grant regulations.
• Develop, schedule and perform or supervise the completion of internal control audits and initiate necessary actions to correct control weaknesses.
• Supervise all bank relations and bank account activities.
• Oversee the timely preparation review and approval of all monthly bank account and cash reconciliations.
• Perform payroll functions for all local staff employees.
• Ensure all sector heads are familiar with HR policies and know how to implement them.
• Assist HR and sector heads in hiring processes such as interviewing, documentation, completion and follow-up.
• Perform other duties and tasks as assigned by the South Sudan Country Director.

KNOWLEDGE, SKILLS & ABILITIES:
• Bachelor’s degree in Finance, Accounting, Business Administration or a suitable field, Master’s degree or recognized professional certification such as CPA, preferred.
• Computer literate, with experience in MS Office package and proficiency in Microsoft Excel.
• Experience in managing US Government funding as well as other international (UN, EU, etc.) public grants.
• Ability to manage budgets, financial accountability procedures, logistics, and commodity tracking.
• Highly organized with the ability to manage multiple facets of the organization at once.
• Experience working on HR management issues, administration of collective bargaining issues or Finance Manager in a union environment.
• Prior multi-cultural team leadership experience, independent thinker and self-starter.
• Excellent written and verbal English communication skills.
• Previous employment with a not for profit organization that receives funding from multiple sources, preferably in an international context.

About the role

Marie Stopes International are recruiting a Country Director for our South Sudan Programme. Based in Juba, the Country Director will be MSI's senior representative in the country, working closely with governments, donors and other key stakeholders to overcome barriers that prevent women and men from accessing safe, affordable, reliable family planning and other sexual and reproductive health services.

Our progamme in South Sudan employs c. 40 staff (8 international), with 2 clinics, 5 outreach and 40 social marketing outlets. There are plans to launch social franchising in 2015. We have a strong relationship with the government, this role offers the opportunity to lead a growing programme and the creation of family planning in a new country.

With a solid flow of donor funding, we are one of a few organisations in South Sudan that specialises in sexual and reproductive healthcare.

As the Country Director of South Sudan you will oversee and navigate this growth by preparing and executing the annual budgets, marketing plans and overall work plans in an external environment with limited process. This will include developing new business opportunities; overseeing financial, administrative and logistical resources; ensuring adherence to MSI minimum standards; and assuring quality operations in line with annual and long-term strategic goals and objectives.

Building capacity in the country team, you will manage for results, valuing and rewarding high performance, accountability, speed and efficiency and innovation, while keeping the client at the heart of everything we do.

About You

You do not need to have Family Planning or SRH experience to apply for this role; working as a Country Director at MSI, what you do need is a passion for our mission and the work that we do. In addition you will be a hands-on, commercially-minded manager who is drawn by the challenge of both programme expansion and building long-term relationships with key stakeholders.

You will have proven general management experience in operationally demanding and challenging environments as well as experience designing and delivering strategic and annual business plans and income generation through donor funding, and/or commercial activities. You will have financial and reporting management experience, to include managing and improving the bottom line and the ability to generate, track and analyse management information and client data to inform management decision-making. In addition you will be motivated to deliver tangible results for the organisation and have the ability to manage change successfully.

The disputes between the SPLA ruling party on the night of 15th December 2013 in the National capital of Juba, resulted into heavy fighting between SPLA PGFs and AGFs.
